INTRA-AND INTERGOVERNMENTAL INFORMATION SYSTEM TO MANAGE INFORMATION IN URBAN RENEWAL PROJECT

  • In general, the early stage of urban renewal such as preparing a master plan and processing administrative works including planning permission are conducted by local governments in Korea. The local governments need to review the status of projects that are undergone in other local governments' territories. However, no integrated information system to manage information to this end at the level of nation exists in Korea. If the system would be developed, it may support central government to obtain information on required resources at the national level. In addition, local governments can gain guidance on the process and recognize potential problematic situations from others experience. The system should include functions to collect data on project summary, cost and schedule of projects according to local governments. The expected effects from using the information system are as following. First, information generated from project practice become more credible on account of management at the national level. Because the authorized party such as system administrative agents of governments are responsible for collecting and managing data. Second, the unified information system with no regard to the place where projects progresses reduces the efforts for accumulating reference data for aiding local governments decision making by providing appropriate information timely. Also, enhanced information accessibility for stakeholders make the project process clear. Finally, oversight management is enforced with visualization technology adopted in the system, presenting master plan and mass model including information on usage by floors and progressing information graphically. Ultimately, potential challenges can be anticipated by considering records accumulated from other local governments' projects. This paper presents concept, functionalities, and architecture of information system enabling to manage data from individual projects and aggregate those for oversight management for local and central governments. As a part of systems analysis, general requirements of briefing system for governments and necessary data fields to this end are identified.

  • The demand for light-rail construction projects has recently been increasing, and they are mostly supervised by private construction companies. Therefore, a private construction company that aim to raise gains from the operation of the facilities during the contract period greater than what they invested should b able to accurately calculate the costs from the aspect of Life Cycle Cost (LCC). In particular, a light-rail transit bridge that has a heavier portion from the aspect of the cost of light-rail transit construction requires a more accurate calculation method than the conventional LCC calculation method. For this, an LCC analysis model was developed and a cost breakdown structure was suggested based on literature review. The construction costs by shape of the upper part of a light-rail transit were calculated based on the cost breakdown system presented in this paper, and the cost generation cycle and cost unit price were collected and analyzed based on records on maintenance costs, rehabilitation and replacement. In addition, after forming some hypotheses in order to perform the LCC analysis, economic evaluation was conducted from the aspect of the LCC by using performance data by item.

A Study on the Promotion of Electronic Government and Plans for Archival Management (전자정부 추진과 기록관리방안)

  • This paper is aimed at proposing the policies for managing archives in the process of promoting Electronic Government System. Although there have been many studies of electronic government project and plans for its establishment, this research examines the electronic government system and its problems on the basis of archival science. What I acquired in this paper is as follows. The development of information technology needs great changes ranging from the nation to the individuals. It becomes common that the use of computerized program for business purposes, computerization of information materials and the effective way of search use of electronic documents. Therefore, more and more countries all over the world have been seeking to promote 'Electronic Government', which applies the fruits of the development in information technology to administration process. Recently, Korea has been rapidly entered into the 'Electronic Government' system being against the traditional way of administration. In electronic government system, the 'Life Cycle' of public records will be computerized. Therefore, it is important to change and develop along with the government's policies for 'electronic government project' in the archival management system. This means that the archival management system which have put emphasis on the textual records should be converted to electronic records system. In other words, the records management in electronic government system requires not the transfer and preservation of the records but the consistent management system including the whole process of creating, appraising, arranging, preserving and using the records. So, the systematic management of electronic records plays an important role in realization of electronic government, but it is a subject to be realized by electronic government at the same time. However, the government have overlooked the importance of archival management for long time, especially the importance of electronic records management system. First of all, this research attempts to infer limits and problems through the theoretical considerations of the existing studies for electronic government and to clear up the relations between electronic government and archival management. Based on this, I'll seek to progress the study through reviewing the present condition of archival management in the process of promoting electronic government and suggesting the policies for enhancing the successful electronic government and the construction of scientific archival management system. Since early 1990, many countries in the world have been making every effort to concrete 'Electronic Government'. Using the examples in other nations, it is not difficult to recognize that the embodiment of electronic government is closely connected with the archival management policies. Korea have completed legal and institutional equipments including the new establishment of "Electronic Government Law" to realize electronic government. Also, Korea has been promoting electronic government with the Ministry of Government Administration and Home Affairs and Government Computer Center as a leaders. Though managing records, especially the management of electronic records is essential in electronic government system, we haven't yet discussed this section in Korea. This is disapproved by the fact the Government Archives and Records Service has played little role in promoting electronic government project. There are two problems relating this environment. First, present system can't meet the consistent 'Life Cycle' ranging from the creation to the preservation of electronic records. Second, the 'Life Cycle' of electronic records is divided into two parts and managed separately by GCC and GARS. The life of records is not end with the process raged from creation to distribution. On the other hand, the records are approved their value only whole procedures. Therefore, GARS should play a deading role in designing and establishing the archival management system. The answer to these problems, is as follows. First, we have to complete the electronic records management system through introducing ERMS not EDMS. This means that we should not change and develop towards ERMS simply with supplementing the current electronic records management system. I confirm that it is important and proper to establish ERMS system from the very beginning of the process of promoting electronic government. Second, I suggest the developmental integration of GARS and GCC. At present, the divided operations of GCC and GARS, the former is in charge of the management center for electronic business and the latter is the hub institution of managing nation's records and archives result in many obstacles in establishing electronic government system and accomplishing the duties of systematic archival management. Therefore, I conclude that the expansive movement towards 'National Archives' through the integration among the related agencies will make a great contribution to the realization of electronic government and the establishment of archival management system. In addition to this, it will be of much help to constitute and operate the 'Task Force' regarding the management of electronic records with the two institution as the central figures.

A Study on the Methods to Manage Private Records Utilizing AtoM (Access to Memory): Focused on 'Archive Village' (AtoM을 활용한 민간기록물 관리방안 -'기록사랑마을' 중심으로-)

  • This study aims to propose management plans for 'Archive Village' that are operating in order to protect important private records and archives. Since 2008, Archive Villages from National Archives of Korea have had nearly 3,000 more records by 2014. However, many users have had difficulties to know the status of the recorded material, even less access to record's informations. This problem arising is that it is difficult to manage and use records. The purpose of this study is to propose a plan for the management of records, which is to realize the 'Computerization of records' official opinion, one of which was raised in the previous study. Because the project is facing the issue of 'human resources and costs', 'the burden of system construction'. This study is implemented records management system considering the problems noted above, utilizing AtoM (Access to Memory).

Career Management of Personnel for Construction Companies in Korea (건설업체를 위한 경력관리에 대한 연구)

  • Since 1990s, many companies or enterprises have been interested in Career Development or Career Management of Personnel in Korea. In the result of those interesting, some companies developed or built a program or computer system on Career Development or Career Management for their personnel. But their systems or programs are just the level to mange what kind of on-the-job training taken, ones experience where he or she worked, one who has a certificate of qualification ring a position and etc. This is not fit the field of construction industry and is not sufficient to mange workers at a construction company and their career. Because a construction project success depends on ones ability including know-how, skill and experience and these dependence is higher than any other industry's projects. The level of management on the career of construction company's personnel should be lower and expended than now and the career management of a construction company should include individual experience and personal history(period attained a project or a work, what kind of project or work, and etc)attained in performing each construction project and show ones career development process to each person. This system gives participants a chance to educate oneself and evaluate the level of ones training by showing individual records to each member of staff. And the company gains the advantage of the staffs ability to easily solve problems as well as the improvement of the organizations capabilities.

The Structural Engineering Design and Construction of the Highest Occupiable Skybridge in the World: The Address Jumeirah Resort, Dubai, UAE

  • The Address Jumeirah Resort is a mixed-use 77-story tower reaching a height of 301 meters with a slenderness ratio of 13.5:1. The development is situated in the Jumeirah Beach District and accommodates 217 key five-star hotel suites, 478 residential apartments, 444 serviced-branded apartments, retail shops, ballrooms and entertainment facilities around the premises. The building has over 242,000 m2 of usable area. The project is an award-winning development that broke multiple Guinness records. The focus of the paper is to present the challenges faced in the structural design and construction of the super tall tower and the highest occupiable skybridge in the world.

Lifting Load Recording and Management Method of the Lift for Construction Based Sensing Information

  • While buildings in recent days become taller and larger, many problems occur during the management of construction. Particularly, as the vertical movement of manpower and materials during construction has become longer while the lifting frequency and load increase, the need for a good lifting management practice is also increasing. Therefore, this study presents a real-time lifting performance monitoring system that can store and manage lifting records for construction management. Through review of literature and preceding studies related to construction lift, the concept of lift planning and operation management was understood, leading to the development of a system to monitor lifting operation and performance information. This system enabled quick measurement of the lifting performance during construction phase while responding to changes in the project schedule. To verify this system, a case study was conducted in which the current status and characteristics of the sensing-based lifting performance were derived.

MAINTENANCE COST ANALYSIS FOR LARGE HOSPITAL BUILDINGS

  • Large hospitals such as medical centers provide not only medical services, but also carry the responsibilities for emergency refuges, medical researches and education. The function of large hospitals is as important as other infrastructure systems such as highways, bridges, and utilities. When disasters occur, the hospitals have to provide emergency medical services for victims and support the patient's needs of health. In order to keep a smooth operation of hospitals, the maintenance management of hospital buildings should be carefully investigated. However, there are few researches focused on maintenance management issues of hospital buildings. This paper investigated the National Taiwan University Hospital (NTUH) and established a maintenance cost database. The NTUH is the best-known and most high-renowned medical center in Taiwan in which more than 4,000 employees serving approximately 2,000 in-patients and 7,000 out-patients daily. The data were collected from the NTUH which consisted of 16,228 maintenance records in the past ten years. This paper analyzed these data to obtain various characteristics of maintenance records, and revealed the key items of maintenance cost for large hospital buildings, which can provide the facility manager of hospital buildings to execute a proper maintenance policy for hospital buildings.

Case Study of Opinion Coordination between Residents and Coordinators on the Planning Process of Community Housing in Sungmisan Village (성미산마을 공동체주거 계획과정의 거주자와 코디네이터의 의견조정 사례연구)

  • The purpose of this study was to make clear considerations in the planning of community housing and the roles of coordinators. Seongmisan village, a representative urban community village in Seoul, was selected for this study on problem solving between residents and opinion coordination between residents and coordinators. For this qualitative research, 2 residents and 2 coordinators answered 'open questionnaires' on prior basic planning, land purchase, financing, architectural planning, construction and inspection, and actual living conditions thereafter. They were each interviewed for 2 hours at a time that was 14-16 months after the residents started living in the new houses, and the records were transcribed. The following was the result. 1) The residents, who ruled the steps of prior basic planning and land purchase, did not have sufficient information or knowledge of the construction of community housing, so that they faced difficulties especially in the legal and financial aspects. 2) The coordinators participated in the project at the steps of architectural planning and construction. The residents accepted the coordinators' opinions on the choice of floor and position, and the coordinators listened to the residents' opinions on individual plans and finishing materials. In the construction step, however, there was conflict between them, and dissatisfaction occurred on the completion time and construction cost. For the successful construction of community housing, a professional coordination company needs to join the project to establish a system of opinion coordinating from the step of prior basic planning to the step of afterconstruction management.

  • This research investigates the feasibility of Web technology as a means of delivering facility information for better support facility operation and maintenance. Our research proposes a Web-based feedback system as a pragmatic solution to the limitations of current FM (Facility Management) processes. In practice work orders and records are often misplaced resulting in lower efficiency and customer satisfaction. This may be overcome by a system that states information digitally and provides a Web-based interface. The interface could allow customers to report facility problems, trace their work order in progress, view schedules for maintenance and provide feedback for service online. The benefit for a FM department is that it can receive feedback on performance which would improve the quality of service and build a record of practical experiences.
