신행정수도건설기록물 관리 사례 연구: 브라질의 ArPDF를 중심으로 (A Case Study on the New Administrative Capital Construction Records Management: Focusing on the Arquivo Publico do Distrito Federal of Brazil)

  • 신행정수도건설 사업은 국가의 행정수도 이전을 목적으로 이행되는 중요한 국정사업으로서 건설 과정에서 생산되는 기록물은 역사적인 가치가 매우 높다. 그러나 우리나라는 이러한 신행정수도건설 관련 기록물의 관리가 미흡하기 때문에 관리 방안을 모색하는 것이 필요하다. 브라질은 신행정수도인 브라질리아 건설을 수행하며 생산된 기록물을 공공과 민간영역을 포함하여 수집하고 구축하여 서비스하고 있는 국가이다. ArPDF는 브라질리아 건설기록물을 관리하기 위하여 설립된 브라질의 기록물관리기관으로서 본 연구의 사례 분석 대상으로 선정하였다. 본 연구는 ArPDF의 웹 사이트와 공식출판물 등을 분석하여 신행정수도건설기록물 관리에 관한 전반적인 사항을 조사하고, 이를 바탕으로 우리나라의 신행정수도건설기록물 관리에 적용할 수 있는 시사점을 도출하였다.

  • Building Information Modeling (BIM) encourages effective information share and utilization among project participants during entire life cycle of facility. This paper presents a method that keeps track of the historical quality records involved in construction operations and facilitates using BIM. The method is coded into BIM based Quality Record Traceability (BIM-QRT) System that makes use of historical records obtained from database administrating construction operations. This study is of value to practitioners because the method makes clear the project participants' responsibility relative to the quality of each and every element of the facility. The main objective of this research is to develop an accurate, fully automated method for construction Quality Record Tracking by using a BIM along with construction operations data obtained by information technology. Test cases verify the usability and validity of the methods implemented in the system.

  • 정부 주도하에 정책적으로 이루어지는 국책 건설사업은 국가의 사회간접자본시설에 주로 집중되며 상당한 국가예산이 투입되고 관련 분야의 전문적 역량이 총체적으로 투입되는 장기적 사업이다. 일반적으로 사회기반시설은 반영구 혹은 영구적 국가 자산으로 유지하게 되며 그에 따른 기록물 또한 해당 시설물의 수명기간 동안 보존 활용되어야 한다. 또한 국책사업 특성상 다양한 이해관계자 간의 유기적 협의체계를 지원하고 오랜 기간 동안 일관된 문서 및 기록관리체계를 유지하기 위해서는 기관별 특성을 최대한 배제한 사업 역무 위주의 표준화된 분류체계의 수립이 필요하다. 따라서 국책사업 기록물의 분류체계는 사업 자체 업무 분석을 근거로 사업 업무분류체계(WBS : Work Breakdown Structure)를 기반으로 수립되어야 한다. WBS는 프로젝트 관리(PM) 분야에서 통상적인 사업관리 기법으로 업무구분을 위해 사업초기에 수립되며, 프로젝트 목표를 달성하고 필요한 인도물을 산출하기 위하여 프로젝트 팀이 실행할 작업을 인도물 중심으로 분할한 계층 구조체계이다. 따라서 본 연구는 WBS에 기반한 국책사업 기록물 분류체계 수립에 대한 구체적인 사례와 방안을 제시함으로써 현 관리, 행정기록물 중심의 기록물 분류 체계에 대한 새로운 시각을 제시하는 데 목적이 있다.

  • The need of constructing high-tech facilities is one of the important issues concerning the competitiveness by the high-tech companies. It, simultaneously, offers a magnificent opportunity for construction participants. Nevertheless, the high-tech construction is experience-based, resulting in little related construction knowledge that has been statistically analyzed and documented. This study measures and confers with the profit patterns causing the disparity between the traditional and high-tech construction. The database was the result of collecting detailed information of 65 construction projects from eight construction companies, including detailed records of over 20 main construction operations in each project. All of these were performed during the recent 10 years and encompassed in the project types of the high-tech construction, residential building, and commercial building. Rendering suggestions regarding profit management and expecting to economize cost of learning from inexperience while extending to the high-tech construction were both presented.

A Study on Optimal Duration Estimation for Construction Activity

  • As a construction project is recently becoming large-scaled and complex, construction process plan and management for successful performance of a construction project has become more important. Especially a reasonable estimation plan of activity duration is required because the activity duration is directly related to the determination of the entire project duration and budget. However, the activity duration is used to estimate by the experience of a construction manager and past construction records. Furthermore, the prediction of activity duration is more difficult because there is some uncertainty caused by various influencing factors in a construction project. This study suggests an estimation model of construction activity duration using neural network theory for a more systematic and objective estimation of each activity duration. Because suggested model estimates the activity duration by a reasonable schedule plan, it is expected to reduce the error between planning duration and actual duration in a construction project. And it can be a more systematic estimation method of activity duration comparing to the estimation method by experience of project manager.

  • Planning the construction for a system of bored piles in building foundation engineering is (1) to predict the time duration required to complete all the bored piles with due consideration of relevant engineering factors and site constraints; then (2) to predict the total project time generally by aggregating the predicted working duration for construction of each bored pile. The duration for construction of an individual bored pile results from analyzing various working sequences and different activity duration (such as predrilling, excavation, steelfixing, air-lifting, and concreting, etc.), which is informed by experiences and site records of previous projects. However, determining the project duration for constructing many bored piles on one site is much more complicated than adding up the time duration for individual piles. In practice, project schedules are often found to be unrealistic and incorrect during the construction stage. This is because construction planning is not based on a exhaustive and comprehensive evaluation of site factors, such as site layout plan, site constraints, quality control, environmental control, safety control and logical relationships between different trades. In this paper, we identify those factors based on a foundation engineering site in Hong Kong with ninety-seven bored piles and address their effects on uncertainties in activity time and project time.

  • This paper presents a system architecture and database of construction quality management system which encourages real time information tracking and monitoring. It improves the real time quality record tracking by using QR code technology in the project delivery. The advantages and issues relative to QR code and the database structures of the tracking system are presented. Conventional project scheduling system, operation modeling and analysis system, and quality management system are hybridized using QR code technology. The system improves project quality management by tracking the atomic tasks which consists of a construction process at the lowest level of construction hierarchy. It analyzes the quality records to determine the causes of abnormality and/or nonconformity. Using QR code technology, the construction quality management system may be more effective than the conventional one. It was confirmed that the quality management processes in construction project delivery can be more visible and controllable by integrating QR code technology, project scheduling system, and quality management system.

영건(營建) 관련 자료를 통해 본 조경단(肇慶壇)의 건축특성 (A Study on the Architectural Characteristics of Jogeongdan Examined through Construction-Related Records)

  • Jogyeongdan is an altar built by the Korean Empire within the burial grounds of Sijomyo(始祖墓), the Jeonju Lee clan, as a part of their posthumous respecting project. This site adheres to strict rules and formalities that are comparable to those of the royal tombs of the Joseon Dynasty, with its altars and monument House demonstrating construction techniques that hold high value in architectural history. This study compares and analyzes construction-related records such as Uigwe, Statements, and Figure, along with their historical context. Through this effort, the study explores in detail the original form of Jogyeongdan at the time of its construction and subsequent transformations in later periods. Findings showed that the Figure was drawed by Chae Yongsin and was only a blueprint prior to the construction; it was modified during the actual construction process. A part of Jogyeongdan project was carried out by demolishing four government office buildings that were closed because of the Gabo Reform in order to secure wood and roof tiles, among other materials. Additionally, concluded the Jaesil was by relocated Deokryudang from Samryeyeokcham. Further, instances of distinctive terminology usage were found related to construction materials in the Jogyeongdan Uigwe, which were not used in another Uigwe. These terms were distinguished in detail according to the locations in which the materials were used.

건설기록물 분류체계 모형에 관한 연구 (A Study on the Model for Construction Records Classification System)

  • 국제 표준인 ISO 15489와 관련코드에 따르면 공공조직이든 민간조직이든지를 막론하고 안정적인 기록물 분류체계를 구현하게 하는 기능 분류 사용을 권고하고 있다. 기업에서도 이를 따라 업무 수행 기록물을 분류 축적하여 검색 활용할 수 있는 체계를 구축하는 것은 기업 성장을 위해서 중요하다. 따라서 기업의 기록물 분류체계 개발에 적용할 수 있는 분류기준이나 개발 방법론 연구 및 모형의 연구가 반드시 필요하다. 본 연구에서는 우리나라 대기업 3개 회사와 중소기업 4개 회사 등 총 7개의 종합건설기업의 기록물 분류체계 사례연구를 통하여 분류체계의 내용을 비교 분석하였다. 사례연구를 통하여 도출한 분류원칙을 정리 종합하여 핵심적인 건설기록물 분류기준을 제시하고, 건설기록물 분류체계 모형을 도출하기 위하여 대기업 사례기업의 본사조직 및 프로젝트조직의 대분류 및 중분류 항목 구성을 상호 비교하면서 표준적인 본사조직 및 프로젝트조직 기록물 분류 항목을 도출하는 과정을 기술하고 그 결과로 개발된 건설기록물 분류체계 모형을 제시하였다.

THE PRICE OF RISK IN CONSTRUCTION PROJECTS: CONTINGENCY APPROXIMATION MODEL (CAM)

  • Little attention has been focussed on a precise definition and evaluation mechanism for project management risk specifically related to contractors. When bidding, contractors traditionally price risks using unsystematic approaches. The high business failure rate our industry records may indicate that the current unsystematic mechanisms contractors use for building up contingencies may be inadequate. The reluctance of some contractors to include a price for risk in their tenders when bidding for work competitively may also not be a useful approach. Here, instead, we first define the meaning of contractor contingency, and then we develop a facile quantitative technique that contractors can use to estimate a price for project risk. This model will help contractors analyse their exposure to project risks; and also help them express the risk in monetary terms for management action. When bidding for work, they can decide how to allocate contingencies strategically in a way that balances risk and reward.
