Metropolitan rapid transit system plays an essential role in the public transportation system of any large city, and its managing agency is usually charged with the responsibility of storing and managing the design drawings of the system. The drawings are important and historically valuable documents that must be kept permanently because they contain comprehensive data that is used to manage and maintain the system. However, no study has been performed in Korea on how well agencies are preserving and managing these records. Seoul Metropolitan Rapid Transit Corporation(SMRT) is the managing agency established by the city of Seoul to operate subway lines 5, 6, 7, and 8 more efficiently to serve its citizens. By the Act on Records Management in Public Institutions(ARMPI), SMRT should establish a records center to manage its records. Furthermore, all drawings produced by SMRT and other third party entities should be in compliance with the Act. However, SMRT, as a form of local public corporation, can establish a records center by its own way. Accordingly, the National Archives & Records Service(NARS) has very little control over SMRT. Therefore, the purpose of this study is to research and analyze the present state of storage and management of the drawings of metropolitan rapid transit in SMRT and is to find a desirable method of preservation and management for drawings of metropolitan rapid transit. In the process of the study, it was found that a records center is being considered to manage only general official documents and not to manage the drawings as required by ARMPI. SMRT does not have a records center, and the environment of management on the drawings is very poor. Although there is a plan to develop a new management system for the drawings, it will be non-compliant of ARMPI. What's happening at SMRT does not reflect the state of all other cities' metropolitan rapid transit records management systems, but the state of creation of records center of local public corporation is the almost same state as SMRT. There should be continuous education and many studies conducted in order to manage the drawings of metropolitan rapid transit efficiently by records management system. This study proposes a records center based on both professional records centers and union records centers. Although metropolitan rapid transit is constructed and managed by each local public corporation, the overall characteristics and processes of metropolitan rapid transit projects are similar in nature. In consideration of huge quantity, complexity and specialty of drawings produced and used during construction and operation of metropolitan rapid transit, and overlap of each local public corporation's effort and cost of the storage and management of the drawings, they need to be managed in a professional and united way. As an example of professional records center, there is the National Personnel Records Center(NPRC) in St. Louis, Missouri. NPRC is one of the National Archives and Records Administration's largest operations and a central repository of personnel-related records on former and present federal employees and the military. It provides extensive information to government agencies, military veterans, former federal employees, family members, as well as researchers and historians. As an example of union records center, there is the Chinese Union Dangansil. It was established by several institutions and organizations, so united management of records can be performed and human efforts and facilities can be saved. We should establish a professional and united records center which manages drawings of metropolitan rapid transit and provides service to researchers and the public as well as members of the related institutions. This study can be an impetus to improve interest on management of not only drawings of metropolitan rapid transit but also drawings of various public facilities.
Rainwater harvesting systems (RWHS), one of measures for on site rainwater management, have been promoted by laws, regulations and guidelines and have been increased. However, more evaluation of economic feasibility on RWHS is still needed due to seasonal imbalance of rainfall and little experiences and analysis on design and operation of RWHS. In this study, we investigated tank capacity of RWHS to secure economic validity considering catchment area and water demand, which is affected by building scale. Moreover, sensitivity analysis was performed to examine the effect of design factors, cost items and increase rate of water service charge on economic feasibility. The BCR (benefit cost ratio) is proportional to the increase in tank capacity. It is increased steeply in small tank capacity due to the effect of cost and, since then, gently in middle and large tank capacity. In case of 0.05 in the rate of tank volume to catchment area and 0.005 in water demand to catchment area, BCR was over one from the tank capacity of 160 $m^{3}$ taking into account of private benefits and from the tank capacity of 100 $m^{3}$ taking into account of private and public benefits. Sensitivity analysis shows that increase of water demand can improve BCR values with little cost so that it is needed to extend application of rainwater use and select a proper range of design factor. Decrease of construction and maintenance cost reduced the tank volume to secure economic validity. Finally, increase rate of water service charge had considerable impact on economic feasibility.
Recently the existing urban facility management integrating with advanced IT has been created more effective and various service for solving the problems what are the inadequacy of operating system, data continuity and expandability, etc. Therefore this study analyzed the research trend of BIM based urban facility maintenance, and implemented the environment with smart facility maintenance function and facility information system. Also this suggested the BIM based maintenance system framework after considerations as system operation and construction are deducted for development of system managing urban facility like bridge and tunnel. The output will be used as preliminary data for the study of development of maintenance system and derivation of real scenarios.

This study analyzed appropriate equipment combination for emergency recovery after flood disasters and proposed an alternative approach for economic and rapid emergency recovery based on the utilization of human resources who have practical experience in construction business and in equipment operation. The current countermeasures and response to flood disaster including emergency procedures and methodologies are investigated and related legal framework was also analyzed. Currently, some emergency recovery works are over payed and delayed due to unclear and inefficient processes on equipment and human resources mobilization during and after flood disasters, particularly in local governments. Best practices in mobilizing equipment and human resources were compiled, theoretical foundation was investigated and analyzed, and improved emergency recovery schemes were proposed for effective flood disaster countermeasures in local government. Prioritization in equipment and human resources mobilization was also proposed considering equipment transportation distance and accessability to disaster sites. This study also proposed improved ways to utilize experts in local areas in supporting community emergency response volunteers for disaster risk management.
Environmental impact assessment survey reflecting farmers` opinion on the residence and production space in rural settlement area by ORD showed that more than 86% of respondents thought their reservoirs and waterways (small rivers) were getting seriously contaminated primarily by garbage and livestock manure. A typical rural settlement unit was taken to assess the impact of improper management of livestock manure in the farms on the water quality of small river flowing down along the villages where swine and dairy farms were situated in Daejook 2, 3-ri, Seolseong-myun, Icheon-gun. Nitrogen compounds such as NO$_3$-N, NO$_2$-N, NH$_3$-N, and phosphorus compound H$_x$PO$_4$, DO, BOD$_5$, COD, and microbial density were analyzed to evaluate water quality at five test sites designated along the water stream. Tests showed. for example, BOD$_5$ at site 4 was average 9.2mg/l which was about 3~8 times higher than that of observation site 2 and 3, at which most livestock houses were situated. This is a clear evidence that the nutrients of livestock manure illegally discharged to small river can lead to an eutrophication of the river at downstream. A soil absorption system with aeration could be one of alternatives to treat the contaminated wastewater by livestock manure. The place at downstream, inbetween observation site 1 and 2, could be the best construction site for the treatment facility from the standpoint of the overall treatment efficiency, An enclosed composting system can also be regarded as a good alternative for treatment of the sludge which is the by-product of the soil absorption system operation.

In order to advance into the MRO industry, the Aviation maintenance organization with suitable for the standards for personnel, facilities and operations should be first approved by FAA and EASA. The purpose of study is designed to arrange the standards required for personnel, facility, operation rule for approval of Repair Station maintenance organizations certified by FAA PART 145 of the US Federal Aviation Regulation. Also to consider the following differences through the comparative analysis with domestic AMO certification of the information in the Management, Maintenance Process, and Quality System for approval of maintenance organization authorized, the additional EASA PART 145. As a comparative analysis on maintenance organization certification in the country between FAA and EASA, this study could show us that domestic maintenance organization, certified manual contents are used by applying just many of the FAA system. And we could know that as part of the EASA maintenance organization certification process, airmen personnel were relatively systematically segmented and controlled. For domestic maintenance organization certification, operational as policy implications we would like to present policy implications such as the implication of rating system of Aviation Mechanic License like EASA, the financial support of the training center to resolve the shortage of the FAA or EASA license holders, operational organization as "CAMO" for systematic aviation mechanic certified system should be required, continued construction of hangar or MRO for airworthiness repair under Governmental support, and varied application of DER system from FAA accordingly.

Three-dimensional total station system which integrated the instrument with Target Pin and TEMS 3D software developed by SKEC R&D center was applied to a tunnel excavation for monitoring of convergence and crown settlement. The efficiency of the system was proved as the result in the aspects of exact monitoring and prediction of rock conditions ahead of the face. To monitor the behavior of tunnel lining at the maintenance stage, DOCS system was applied to the subway tunnel section. Such many effects as the vibration of sensors, verification of the system efficiency, the effect of test trains operation, the variation of temperature and the effect of high voltage was checked. Thus the management scheme for tunnel maintenance was laid out as a proposal.

The purpose of the study is to find out a development direction of planning element for smart green multi complexes through suggestion and evaluation focused on carbon mitigation and adaptation. For the research, the concept and characteristics are reviewed as a theoretical study and planning elements are surveyed based on the former research regarding low carbon green growth. The effects of individual planning elements are evaluated focused on its impact, easiness, cost and the development directions based on priority of planning element for smart green multi complexes are suggested. This study will provide the basic frame for the practical ways of the multi complex construction and the systematic formulations of its operation and management focused on smart green.
To improve water quality for agricultural use, it is needed to introduce the natural and low-cost self-purification system. It is also necessary to develop the water purification facilities for more efficient and convenient design, construction, operation and management. This study aims to develop the practical facilities to improve water quality for agricultural use. The practical detention pond system, which uses artificial floating island and shield skirts with bio-media, enhanced removal efficiencies of SS, TN and TP more particularly than the detention pond using an auxiliary dam. The removal efficiencies SS, TN and TP for the practical detention pond were 55.7%, 61.0% and 55.9%, respectively. The facilities of the practical detention pond has a lot of disadvantages such as the low-cost and high efficiency as well as uncountable impacts regarding ecology and landscape. However, an auxiliary dam is recommended to be installed in shallow depth due to low efficiency.

ln this study, the questionnaire survey was performed to obtain the basic data on current situations and challengeable aspects of vermicomposting industries. The questionnaire contained the four main categories such as vermicomposting facilities, feeling marerials, earthworm breeding and cast handling. The results was summarized as followings: 1. Vermicomposting facilities area was becoming larger, and earthworm feed was also expending to various organic sludges. These trends showed that Vermicomposting is being enlightened to treat and recycle the organic wastes in Korea. 2. Present Vermicomposting technology needs the broad land. Because of the high cost of land in Korea, the land saving technology such as multistage must be needed. And present operation practices are mostly based on human power, mechanization and automation is needed. Also, present control practices are based on individual experience need the scientific base control system. 3. Considering situations of organic wastes management in Korea, the technical development and the practical improvement of Vermicomposting as the waste recycling will be needed.
