  • Construction period is longer than the non-disclosure in civil construction of apartment house. And this process is intensive at the beginning and end of construction. Because this project management expertise is required. Nevertheless, subsidiary work(Working avoid a tendency of advanced technician, Frequent turnover and employment contracts, etc.) management attention of construction is at a lower level. Because of, there are the bad factors(trial and error, finish degradation, etc.). Therefore, this study analyzed Hindrance Factor of quality control on apartment complex construction work and presented importance of civil construction engineer's role. Also, forms of civil construction engineer, Performance experience and technical Strength of apartment complex construction was investigated for the construction. To this end, It analyzes the relationship between forms of civil construction engineer, Performance experience and technical Strength of apartment complex construction and Construction of evaluation as required by Construction Technology Management Act.

  • Recently, many companies recognize the individual human resource as a core asset of the corporate value creation and devote a lot of effort to develop and manage competency-based human resource in order to strengthen the corporate competitiveness. As the integrated construction company taking the major portion in Korean construction industry, its construction engineers perform the construction supervision task with various related parties at each stage of the life cycle of the construction project. Therefore, the competency of a construction engineer is an important factor which have a direct impact on the success of the construction project. However, the current capability evaluation scheme of the domestic construction engineers is mainly oriented on the qualification factors such as the certificates or the seniority and this is quite different from evaluating the actual ability for construction management tasks. In this point of view, this study proposes the appropriate level of proficiency in cost management by analyzing the work process and its detailed items of the cost management that is the one of the basic management items of the construction industry. Based on this, this study analyzes the current competency level of the construction engineer by comparing with the required competency of each job position and also performs the engineer's work competency analysis of each work step.

  • Construction Management (CM) is being utilized as an efficient project management system. Construction management system provide scientific management techniques as well as the expert's service with the expertise. Accordingly, CM services demand is continuously increasing in construction project. Construction Management engineer grade is distinguished by the Index of Construction Engineer's Competency (ICEC). Construction management engineer requires a higher score than the other fields. However, junior grade CM engineer can get grade according to the education and qualification. This study was conducted junior grade CM engineer depth interview after analyzing the problem of the current CM engineer grade system. As a result, this study was to extracted the 23 kind competence factors. And, competence factors were five area grouped using affinity diagram method. Next, we analyzed the importance utilizing the Analytic Network Process (ANP) technique. As a result, high priority areas were analyzed to be quality and cost areas associated with project management.

  • The small-and-medium sized construction sites are in weak state of safety management because of the variable working environments, the lack of safety techniques and the weak economic conditions, and industrial accidents of these sites were occupied 60% of the total construction accidents. Recently, the safety engineer's number are not to be enough at the small-and-medium sized construction sites. Therefore, the safety engineer's works are addition to more and more. This paper is a development of the integrated program which using composition of construction safety management expenses. It is an management tool which helps to saving time of construction safety engineer. A method of development composition, to used Brain Storming for a place of meeting to construction safety management counselors.

KOREAN CONSTRUCTION JOB MARKET FORECAST FOR CIVIL/ARCHITECTURAL ENGINEERS

  • In the early 90's, we had serious shortage of construction engineers in Korea. The shortage was acute especially in construction quality control and supervision area, which were gaining social attention due to the road bridge and the department store collapse that took the hundreds of lives in the early 90's in Seoul, Korea. In order to meet the high demand of construction engineers, the engineering license regulations were changed in 1995. Engineers who did not pass the written exam but have equivalent working experience are given engineering license to practice engineering legally. Since year 2000, while the severe engineer-shortage has been resolved, the opposite situation has occurred: there is serious over-supply of construction engineers. Policy makers and engineering practitioners are agreed to bring back the old-fashioned written exam engineer licensing system like before 1995, i.e., no more written exam exemption. However, the engineers who obtained license without taking written exam may not want to go back to old policy which would take their license. It is required to provide appropriate grace period before the new policy takes effect to minimize the impact of the changes. This paper forecasts the supply-demand of construction engineers providing the basis for the most appropriate policy changes.

  • Since the introduction of the C.M(Construction Management)system in the Basic Law of the Construction Industry in 1997, the recent arrangement of construction management engineers in public sector buildings has generally been based on architecture·civilengineering·machinery·landscaping, electricity, telecommunication, fire fighting by the number of M/M(Man and Month). In the field of engineers arrangement in each field, the arrangement of M/M according to the workload of architecture.civilengineering.machinery.landscaping and electricity is inadequate causing conflicts and C.M among construction management engineers. Therefore, this study aims at basic research that is used to identify the problems through the questionnaire and to prepare future improvement plans.

  • By prosperous condition of construction economy in the early 90s in korea, we needed a lot of the qualified professional engineers(PE) to manage the construction site. In order to meet the high demand of P.E., government has established the admitted engineer system(AES) which is given to admitted engineer who do not take the written exam but have equivalent working experience in 1995. However, since 2000, while professional engineer's shortage has been resolved, the opposite situation has occurred that is serious over-supply of construction engineers. Thus, government announced that will abolish the admitted engineer systems as recognized existent admitted engineers. However, Professional Engineers institution is insisting that must not recognize existent admitted engineer. From this point of view, it is critical to make the supply-demand forecast systems as a derivative approach of system dynamics also, that is useful in comparing the argument between government and Professional Engineers institution. This paper describes about qualified engineer's supply change by admitted engineer system abrogation and suggests the idea to regulate the supply and demand with the improvement of the regal system.

Examining Change Order Reasons for Non-Structural Utility Support Projects in Healthcare Facilities

  • Although issuing change orders is a common practice in the construction phase of any project, non-structural utility subcontractors are struggling and seek to find a way to reduce change orders. Therefore, this paper presents the analysis results on change orders to cultivate possible suggestions and solutions on how to reduce or minimize change orders in mechanical, electrical, and plumbing (MEP) works. Change orders in non-structural utility works are analyzed based on six categories such as rerouting and change of location, changes in weight, rejected design by Office of Statewide Health Planning and Development, District Structural Engineer, or the Structural Engineer of Record, unforeseen conditions, changed equipment, and owner-initiated change. The analysis findings showed that rerouting and changing location is the most significant cause, followed by unforeseen conditions. The results not only contribute to the existing body of knowledge on change order research area, but also help MEP contractors reduce the time and cost of change orders.

  • The volume of Construction project is increasing now in Korea. The complexity and variety makes the project many problems. But there are few construction contract experts. This results in a lot of managerial conflicts. Specially Engineer/Designer confront gigantic risk related to their job. So, to classify and to identify the risk practical investigation about Engineer/Designer's job. Therefore, to avoid and to prevent the claims for Engineer/Designer, clarification of the scope of service, use of external claim expert, and introduction of professional liability insurance should be accomplished.

  • In the construction industry, construction management system using information technology has been applied diversely to increase productivity. Although IT device such as PDA, RFID, Barcode, wireless network and web camera has been introduced in construction site, the usage of these device is restricted, because these cause engineer to do additional work. The suggested process using Digital Pen in this study, which can lessen engineer's additional work, get defect data promptly. Also accumulated data is utilized effectively for analyzing construction site. The purpose of this study is to introduce Digital Pen System as a means of construction data acquisition for improving productivity.
