Strategy Improvement of Construction Management in the Owner's View Point (발주처의 관점에서 바라본 토목사업 CM 제도 활성화 방안)

  • Exemplary contracts of construction management (CM) including highway projects have been carried out in the civil engineering area over the past ten years. However, practical and administrative challenges as transitional circumstances have been revealed in the different participants of supervision, inspection and construction management. Thus, it is important to internally overcome problems and negative perception encountered in civil engineering, and to promote the efficiencies in construction cost and quality. In addition, external efforts should be put to market opening, globalization, and technology development for competitiveness and high value industry. While it is critical to establish the concrete CM system by collaborating with various participants, proven architecture and system have not been provided because of incorrect measurement of CM accomplishment, overlap of responsibility between CM and supervision, and slow deployment in construction field. This paper analyzed the current CM practices and business environments, and presented the possible solutions for strategy improvement of CM in the owner's view point.

  • In the face of the deterioration of tobacco manufacturing plant, we've got the plan for now manufacturing factory for the competitiveness, modernization, rationalization and environment. To achieve the goals, it was necessary to plan and investigate in the early stage of project. Consequently. We determined to introduce the CM in the early stage. We Performed the whole phase of CM services front the pre design phase services like feasibility analysis of site and building, plant master plan, selection of manufacturing facilities and drawing up the RFP, to maintenance management phase after the completion of a construction work. Contrary to the another CM projects, YongJu New Tobacco Manufacturing Plant CM organized the CM team with expert in field before the design development. This study analyze and evaluate the CM services of YongJu project which performed on the pre design phase. The purpose of this study is to emphasize the importance of pre design phase CM and support that CM services will start from the pre design phase.

  • Incheon International Airport Construction Project the biggest national multi-complex construction project in a single area in Korea, the necessity for introducing the Program Management System has been brought up from the development stage due to its specific characteristics and environment and with the Project Management Services Contract in December 1994 the system has been established and operated. At the time of contracting, there were controversies over the expected effect of the system since there were no related laws and regulations in domestic construction codes. Furthermore the situation was very hard in which some practical problems have been found in the process of applying and operating the system due to the lack of recognition and infrastructure in Korea. Incheon. In spite of these difficulties, thanks to the devotion and efforts of the project participants along with thoughtful concerns from the industries and the academies, the project goal has been successfully accomplished. This paper will analyze the various problems arose in the process of applying the Project Management System to Incheon International Airport and present more practical and desirable ways so that it can help to make the environment for properly settling Construction Management at the earliest.

An Analysis of Capability of CM at Risk in Major Construction Company (국내 대형건설회사의 책임형 건설사업관리 역량분석)

  • For the purpose of analysing the capability (knowledge, experience, and ability) of CM at Risk in the major construction company in korea, this study performed questionnaire survey with experts in the companies. Based on the analysis of the survey, the study was found as follows. 1) It is needed to increase the capability of preconstruction services, such as project management plan/manual, contract documents, value engineering, alternative analysis, time management, and claim. 2) Despite of gap of the capability between the present and the future CM services, the study concluded that the capability is sufficient to perform CM at Risk project in the major construction company.

  • It has been 10 years Since December 1996 when CM method was institutionalized by Construction Industry Fundamental law. Even though construction market has been in stagnant of business activities till now, CM in Korea started to be activated by the introduction of CM method i.n public construction. In the end of 2005, the number of CM order's contract is 6.7 times , an amount of CM order's money is 9.2 times more than operation plan of CM system announced in 2001. Therefore, CM market has been dramatically growing. However, it is judged that the shortage of faith in CM project and necessity of CM method are not recognized and study on a owner who affects successful settlement of CM has not been performed. When considering those points, in introduction and practical use of CM, CM is suggested to the field which is necessary for a client through the task performance level research and analysis of a owner who act a important role to activate Construction Management. As result of studying pre-existing papers to i.nvestigate of owner's capability level, the task function of a client is classified into 10 types and a public opinion poll was performed based on the 10 types of function.

  • This study (II) aims to draw up the future-oriented construction policy recommendations based on the outcomes as a result of a broad research and conducting questionnaire surveys on the arguable issues raised by construction engineers for roads and bridges in the course of previous study (I) implementation. As for the question of "The term 'Construction Management (CM)' which currently is defined in two (2) ways", 45% of respondents have answered that two (2) different types of CM should be unified into one (1) CM type as is the case in most advanced countries. About the question of "The ways to educate the CM professionals", many respondents have preferred to acquire CM professional certificate after receiving education for a certain period of time from private CM training institutions. As for the question of The revised draft that the ICEC grade of special engineers for design, construction and quality control areas shall be "more than 78 points from a more than 75 points by the original draft." 52% of respondents preferred to maintain the original draft. About the question of "The reason why the CM system has not been working well yet." 62% of respondents have answered that the staff members who are in charge of handling public project procurements are concerned about the fact that their roles (or activities) might be deprived as a result of CM adoption. In order for the CM system to be activated, based on the notion that the construction projects must be out soured, the reshuffle of the headquarter organization of Ministry of Land, Infrastructure and Transportation (MLIT) should be preceded.

  • Demand analysis plays a key roles in helping decision making in all fields of production activities. In order to analyze the demand of the client, items on the preference motivation for CM service has to be formalized, but it is difficult to establish. The purpose of this study is to present items of demand analysis for CM Clients. For this, the factors affecting purchase of CM service for CM Clients are analysed through literature review in other various areas about intend to purchase. Through this, increase the importance of the CM demand analysis and understand the service demand, the growth of the CM market, important foundation.

  • Since the designation of the South Korean Construction industry as an open market industry by the World Trade Organization (WTO) in 1994, South Korea's construction firms were exposed to competition from firms of other advanced countries. Increased competition in the industry raised quality of production and lowered the cost of construction projects. Therefore, many big construction projects were planned and constructed with foreign construction partners during the last decade. Also, from those projects the South Korea Construction industry accumulated experience in and knowledge of both project management and construction management perspectives. However, in the process of conducting those big projects, many problems - specifically responsibility and the limit of competence - occurred between foreign construction partners. Hence, this study attempts to improve its role model that is for local and foreign companies to enter into Joint Ventures in the South Korea construction industry.
