  • The Ministry of Construction & Transportation(MOCT) in Korea handles electronically 38 kinds of approval and permit operations under the Construction Civil Affairs Administration System(CCAS) so that applicants may apply for construction permits with ease and concerned public offices may process effectively civil applications. In particular, road occupation permit operations have several problems to be improved. This study is aimed to improve the CCAS in terms of simplification of application receipt, issuance of online permit, auto calculation of road occupation fee, and auto issuance of payment notice.

  • The standard for the cost calculation in the field of domestic construction engineering can be largely divided into the construction cost ratio method and the actual cost addition method. However, the standard for calculating the cost of the construction cost ratio method is a trend to switch to the actual cost addition method due to limitations such as not reflecting the characteristics of the construction. Therefore, this study aims to derive implications by investigating and analyzing examples of cost standards in the field of overseas construction engineering, such as the United States, and deriving directions for improvement in domestic cost standards in the future.

  • The construction market condition is getting worse because of global constructions slow down, low profit, market contraction and so on. For these reason, most construction companies depend on public construction projects which possible to protect construction fee, known as progress payment, by laws. Despite this law, problems of progress payment are constantly occurring and it has been main factors that hinder the construction cost's cash-flow in construction project. To solve this problem, many researchers suggested various solutions but most of solutions were focused on specific target as owner, general contractor, and subcontractor. So, most of solutions were insufficient consider about interaction between contractors. Because of these reasons, it was hard to reflected policy. This research aimed to use system dynamics to develop the model for the application and payment based on the regulations and papers. Also, performed a developed model's verification based on progress payment regulation's basic objectives.

대구 도시농업공원 농업체험에 대한 적정 체험금액분석 (An Analysis of Willingness to Pay for Agricultural Experience of Daegu Urban Agriculture Park)

  • As a rise in national income has resulted in the growth in tourism demand, many studies on developing and managing tourism resources were publicized. In this context, this study was conducted to analyze the demand and willingness to pay(WTP) using contingent valuation method for agricultural experience of Daegu Urban Agriculture Park and to suggest a proper participation fee. The survey targeting Daegu citizens was performed, and we obtained 346 valid samples. We carried out the logistic analysis and figured out that sex, age, education and alienation area for urban agriculture affected to probability of agricultural experience participation. As the result of estimating willingness to pay(WTP), the measured range with this samples was from 6,052 to 16,436won. Finally, we also attained 25,000won as the proper participation fee which enables maximum revenue by conducting the scenario analysis. These findings are important in setting up the construction plan and pricing the appropriate participation fee for Daegu Urban Agriculture Park.

여의도공원의 경제적 가치평가: 二段階 二選 假想價値推定法을 적용하여 (Economic Valuation of Yeido Park: Application of Double-Bounded Dichotomous Choice Contingent Valuation Method)

  • The purposes of this study are to estimate the economic value and reasonable entrance fee of the Yeido Park, which is under construction in Seoul, by conduct the face-to-face interview. A total of 645 daults were selected by two stage cluster sampling. The senario was designed to meet the requirements for doubgle-bounded dichotomous choice CVM, and distributed with the photograph to epict and compare the current and suggested conditions. A donation vehicle and entrance fee were utilized to find the possibility of strategic behaviors and protest zero, and to make the data estimatable tfor interval censored survival analysis. Date was calibrated by the survival analysis to eleminate the 'fat-tail problem'. Weibull distribution was assumed as a baseline distrubution. The mean WTP of donation and entrance fee was ₩5,281 and ₩783, respectively. The economic value of this park was determined by aggregating the mean value, giving a total WTP for the population of ₩36,861,645,000. This economic value was composed with the use value and existence value. The calibrationi of the Weibull proportional hazard model showed that nearness to the park, age, intention to isit the park, and educational attainment were significant independent variable to influence an amount of donation.

중·저준위방사성폐기물처분사업에서 금융비용 감소를 위한 연구 (The Study for Reducing the Borrowing Cost for LILW Disposal)

  • 원자력발전소 및 산업계에서 발생하는 중 저준위방사성폐기물을 처분하기 위한 처분장이 2014년경 준공될 것으로 예상된다. 방사성폐기물 처분을 위해서는 물리적인 처분시설의 확보도 중요할 뿐만 아니라 발생자와 처분사업자 등 각종 이해관계자들이 모두 수긍할 수 있는 비용부과체계 마련도 중요하다. 우리나라의 처분비용은 해외의 다른 국가에 비하여 높은 편에 속하며 이는 폐기물 발생자와 처분사업자에게 많은 부담을 주고 있다. 우리나라의 처분비용이 높은 이유는 처분장 확보를 위한 사회적 비용 또는 건설비가 다른 국가에 비하여 상대적으로 높은 이유도 있겠으나, 처분장 건설을 위해 조달한 비용에서 발생한 금융비용이 보다 큰 요인으로 작용하고 있다. 본 연구에서는 처분사업의 지속가능한 사업체계 마련을 위해 비용 구조를 분석함으로서 처분비용 중 금융비용을 낮추기 위한 방안을 모색하고자 한다.

  • This study analyzed the major revision factors and revision contents for 'Construction-Standard-Production-Rate for Construction Works in 2018. Part 16. Pipe Laying Down and Connection" which was revised by the construction expense estimation standard's middle and long-term plans. The main reasons for the revision was analyzed to be unclear construction scope, limitations in applicable pipe material based on the facility type, labor force mainly composed of ordinary workers, limitations of labor force, and incomplete appropriation standard for the tool rent fee and equipment expenses. Through revision of factors, common items were newly established, organization was revised, the labor force was mainly composed of the technicians, and basis for appropriation of equipment expenses was arranged. In addition, through periodic revision, the appropriation standard for bend and special pipes was set. Consequently, more practical construction cost estimate standard is arranged through revision.

  • During the construction project period, a lot of change orders happen in the design and construction stage Especially, The change order during construction stage causes the huge construction cost increase and duration delay. Accordingly, research on the change order of the construction stage is being progressed relatively active in the design stage, but the design changes are rarely made. In the design stage, the owner has to pay a design addition cost when change order due to the demands of owner happens. However Korea has not the specific standard about design additional cost in design stage. Therefore, this study analyzes problems of design additional cost estimation methods through the case study, and then indicates the method that the ratio distributes to details dividing design tasks and the method of the PM(Project Management). Eventually, this study expects to minimize claim related the design additional cost in design stage.

  • 국토해양부는 정보화를 통한 건설사업의 투명성 및 효율성을 강화하기 위하여 "제3차 건설CALS 기본계획"을 수립하여 현재 건설사업정보화를 추진하고 있다. 그 중 건설인허가시스템은 전국 개별공시지가를 이용하여 지방국토관리청에서 매년 3만여건(2010년 기준)의 도로점용료를 산정하고 부과하는 업무를 지원하고 있다. 개별공시지가는 매년 초 공시하지만 토지소유자의 이의신청 등에 따라 변경되는 특징이 있으며, 이에 따라 도로점용료를 재산정하는 등 대국민 민원행정 신뢰성 하락의 원인이 되고 있다. 본 연구는 건설CALS와 한구토지정보시스템의 개별공시지가 실시간 연계를 통해 도로점용료 산정업무의 신뢰성 제고 및 업무효율성 향상을 도모하고자 한다.

  • A total of eleven keywords for construction project management engineers to know about safety are as follows. Before the construction, there are two keywords as the safety organization plan and safety management plan, safety compliance, document beach, safety check, safety management fee, hazardous risk prevention plan, safety education, safety accident, seven keywords, There are two keywords of safety inspection comprehensive report, safety management document. It is necessary to understand the keywords well in accordance with the relevant time and to do the best in safety work, and it should be recognized that safety inspection is carried out every month and the safety work should be done faithfully.
