A Study on Recognition of New Car License Plates Using Morphological Characteristics and a Fuzzy ART Algorithm (형태학적 특징과 퍼지 ART 알고리즘을 이용한 신 차량 번호판 인식에 관한 연구)

  • Cars attaching new license plates are increasing after introducing the new format of car license plate in Korea. Therefore, a car new license plate recognition system is required for various fields using automatic recognition of car license plates, automatic parking management systems and arrest of criminal or missing vehicles. In this paper, we proposed an intelligent new car license plate recognition method for the various fields. The proposed method is as follows. First of all, an acquired color image from a surveillance camera is converted to a gray level image and binarized by block binarization method. Second, noises of the binarized image removed by morphological characteristics of cars and then license plate area is extracted. Third, individual characters are extracted from the extracted license plate area using Grassfire algorithm. lastly, the extracted characters are learned and recognized by a fuzzy ART algorithm for final car license plate recognition. In the experiment using 100 car images, we could see that the proposed method is efficient.

ART2 Based Fuzzy Binarization Method with Low Information Loss (정보손실이 적은 ART2 기반 퍼지 이진화 방법)

  • In computer vision research, binarization procedure is one of the most frequently used tools to discriminate target objects from background in grey level binary image. Fuzzy binarization is a reliable technique in environment with high uncertainty such as medical image analysis by setting the threshold as the average of minimum and maximum brightness with triangle type fuzzy membership function. However, this technique is also known as contrast sensitive method thus its discrimination power is not so great when the image has low contrast difference between objects and backgrounds and suffer from information loss as a result. Thus, in this paper, we propose a fuzzy binarization using ART2 algorithm to handle such low contrast image analysis. Proposed ART2 algorithm is applied to determine the medium point of membership function in the fuzzy binarization paradigm. The proposed methods shows low information loss rate in our experiment.

  • In modern socio-cultural conditions, the requirements for the quality of professional training of graduates of higher educational institutions are increasing. This issue has become especially acute with the advent of pandemic conditions. The ability to apply the existing competencies in the situation of challenges of the 21st century to solve complex social and professional problems is an important criterion for the quality of higher education. Modern professional art education is undergoing many reforms and transformations. Particular attention is paid to innovative teaching methods, thanks to which future specialists experience the breath of innovative education. This issue is especially relevant during the spread of the COVID-19 pandemic. Since students of creative specialties must also have certain competencies, within the framework of the educational process, the competence-based approach to teaching plays a key role, is the methodological basis in the system of modernization of higher professional art education. Thus, the main task of the study is to analyze the process of formation of professional competence among students of art institutions of higher education in the context of COVID-19. As a result of the study, the main aspects of the process of formation of professional competence among students of art institutions of higher education in the context of COVID-19 were investigated.

Aesthetic Characteristics of 'Movement' Expressed in Modern Fashion (현대 패션에 표현된 움직임의 미적 특성에 관한 연구)

  • The purpose of this study is to analyze the aesthetic characteristics of 'movement' expression in modern fashion(1910-2004) based on a study of modern fine arts which adopted 'movement' element in their work. In this study the meaning of movement was defined as motion, changing position and transformation. Literature survey through books and research papers and demonstrative study with fashion collection photos were undertaken. The results wert as follows ; 1) Kinetic art, optical an, light kinetic art and technology art such as video and computer art have adopted 'movement' element in their work. 2) The plasticities of 'movement' fine arts were identified as mutual penetration, increase of visibility, use of non-traditional materials and dynamism. The internal meanings were identified as expansion of aesthetic experience and the concept of fine art, optimistic attitude on technology, spectator participation and integration of art and life. 3) The 'movement' expression in modern fashion was distinctively found in 1910s-20s(avant-garde fashion), 1960s (kinetic and optical art fashion) and mid 1990s to 2004 (techno-cyber fashion). 4) The plasticities of the 'movement' expression in modern fashion were identified as non-definition, use of non-traditional materials, dynamism. The internal meanings were identified as expansion of aesthetic experience and the concept of dress, optimistic attitude on technology, playfulness through participation. In conclusion, the expression of 'movement' in modern fashion has optimistic viewpoint on the development of modern society and is one of the interesting design points which will be pursued in the fellowing years.

Fault Detection of Ceramic Imaging using ART2 Algorithm (ART2 알고리즘을 이용한 세라믹 영상에서의 결함 검출)

  • There are invisible defects by naked eyes in ceramic material images such as internal stomata, cracks and foreign substances. In this paper we propose a method to detect and extract such defects from ceramic pipe weld zone by applying ART2 learning. In pre-processing, we apply Ends-in Search Stretching to enhance the intensity and then perform fuzzy binarization with triangle type membership function followed by enhanced ART2 that interacts with random input patterns to extract such invisible defects. The experiment verifies that this proposed method is sufficiently effective.

  • This research examines the effect of robots for improving creativity in elementary art classes. A creative art program with robot was developed based on research of robots and their effects on creativity, and an elementary art curriculum analysis. The program ran for 16 class periods. In this research, fifty seven 4th grade students participated, and an analysis of covariance was carried out based on before and after creativity tests. The research result shows that students who used the robot program achieved a significant improvement in their creativity over students who did not use the robot program in art classes. It proves that robots can be effective tools for improving creativity in elementary art classes.

  • 본 논문에서는 콘크리트 표면 균열 영상에서 균열을 효율적으로 추출하기 위한 화상처리 기법과 ART1 기반 RBF 네트워크를 제안하여 균열의 방향성을 인식한다. 본 논문에서 사용된 화상처리 기법으로는 균열 영상의 빛을 보정하기 위한 모폴로지 기법인 채움(Closing)연산을 적용하고 Sobel 마스크를 적용하여 균열 영상의 에지를 추출한 후 반복 이진화를 적용하여 균열 영상을 이진화한다. 이진화 된 영상에 두 차례에 걸쳐 잡음제거를 수행하여 콘크리트 표면 균열 영상으로부터 균열을 추출한다. 본 논문에서는 추출된 균열을 ART1 기반 RBF 네트워크에 적용하여 균열의 방향성(횡방향, 종방향, $-45^{\circ}$방향, $45^{\circ}$방향)을 자동으로 인식할 수 있는 방법을 제안한다. 제안된 ART1 기반 RBF 네트워크는 입력층과 중간층으로의 학습은 ART1을 적용하고 중간층과 출력층 간의 학습은 Delta 학습 방법을 적용한다. 실제 콘크리트 균열 영상을 적용하여 실험한 결과, 콘크리트 표면 균열 영상에서 효율적으로 균열을 추출할 수 있었고 제안된 ART1 기반 RBF 네트워크가 추출된 균열의 방향성 인식에 효율적인 것을 확인하였다.

The Social Implication of New Media Art in Forming a Community (공동체 형성에 있어서 뉴미디어아트의 사회적 역할에 대한 고찰)

  • This paper focuses on the social implication of new media art, which has evolved with the advance of technology. To understand the notion of human-computer interactivity in media art, it examines the meaning of "cybernetics" theory invented by Norbert Wiener just after WWII, who provided "control and communication" as central components of his theory of messages. It goes on to investigate the application of cybernetics theory onto art since the 1960s, to which Roy Ascott made a significant contribution by developing telematic art, utilizing the network of telecommunication. This paper underlines the significance of the relationship between human and machine, art and technology in transforming the work of art as a site of communication and experience. The interactivity in new media art transforms the viewer into the user of the work, who is now provided free will to make decisions on his or her action with the work. The artist is no longer a godlike figure who determines the meaning of the work, yet becomes another user of his or her own work, with which to interact. This paper believes that the interaction between man and machine, art and technology can lead to various ways of interaction between humans, thereby restoring a sense of community while liberating humans from conventional limitations on their creativity. This paper considers the development of new media art more than a mere invention of new aesthetic styles employing advanced technology. Rather, new media art provides a critical shift in subverting the modernist autonomy that advocates the medium specificity. New media art envisions a new art, which would embrace impurity into art, allowing the coexistence of autonomy and heteronomy, embracing a technological other, thereby expanding human relations. By enabling the birth of the user in experiencing the work, interactive new media art produces an open arena, in which the user can create the work while communicating with the work and other users. The user now has freedom to visit the work, to take a journey on his or her own, and to make decisions on what to choose and what to do with the work. This paper contends that there is a significant parallel between new media artists' interest in creating new experiences of the art and Jacques Ranci$\grave{e}$re's concept of the aesthetic regime of art. In his argument for eliminating hierarchy in art and for embracing impurity, Ranci$\grave{e}$re provides a vision for art, which is related to life and ultimately reshapes life. Ranci$\grave{e}$re's critique of both formalist modernism and Jean-Francois Lyotard's postmodern view underlines the social implication of new media art practices, which seek to form "the common of a community."

  • The main purpose of the work is to analyze modern innovative educational practices in the field of culture and art and their effectiveness in the context of the spread of digitalization trends. The study used general scientific theoretical methods of analysis, synthesis, analogy, comparative, induction, deduction, reductionism, and a number of others, allowing you to fully understand the pattern of modern modernization processes in a long historical development and demonstrate how the rejection of the negativity of progress allows talented artists to realize their own potential. The study established the advantages and disadvantages of involving innovative technologies in the educational process on the example of European experience and outlined possible ways of implementing digitalization processes in Ukrainian institutions of higher education, formulated the main difficulties encountered by teachers and students in the use of technological innovation in the pandemic. The rapid development of digital technologies has had a great impact on the sphere of culture and art, both visual, scenic, and musical in all processes: creation, reproduction, perception, learning, etc. In the field of art education, there is a synthesis of creative practices with digital technologies. In terms of music education, these processes at the present stage are provided with digital tools of specially developed software (music programs for composition and typing of musical text, recording, and correction of sound, for quality listening to the whole work or its fragments) for training programs used in institutional education and non-institutional learning as a means of independent mastering of the theory and practice of music-making, as well as other programs and technical tools without which contemporary art cannot be imagined. In modern stage education, the involvement of video technologies, means of remote communication, allowing realtime adjustment of the educational process, is actualized. In the sphere of fine arts, there is a transformation of communicative forms of interaction between the teacher and students, which in the conditions of the pandemic are of two-way communication with the help of information and communication technologies. At this stage, there is an intensification of transformation processes in the educational industry in the areas of culture and art.

C++ Class Restructuring Using the Neural Networks

  • Classes are apt to include useless codes and inadequate inheritance relationship between them when they are being updated, inserted and deleted during the evolution process of object-oriented software, leading to lots of errors. Conventional class restructuring methods degrade the effectiveness of reusability since they go with preprocesses such as dependency analysis and estimation of class cohesion and run statically. In this paper, we propose a new C++ class-restructuring algorithm that does not require those preprocesses and runs dynamically by improving ART learning algorithm in the artificial neural networks.
