  • Examining the precipitation data collected during the period from 1960 to 1993, we found that Taegu Station represents an optimum station for explaining the interannual variations of the precipitation in Korea. Using the variations derived from Taegu, the secular trends of the precipitation in Korea have been studied. It was 삽so found that the interannual variations of summer monsoon precipitation are consistent with those of the annual precipitation. To explore the interannual variations of the summer monsoon precipitation, comparisons of the summer precipitation in Korea with that in China and Japan were made. The results of the empirical orthogonal function analysis showed that Korea, the Yangtze River and Huaihe River valley, and the south Japan are all located in the same climate system during summer. The detailed analysis was carried out on the comparison of the summer precipitation in Korea with that in the eastern part of the the mainland China. We found that the correlation pattern is similar to the East Asia/pacific pattern. The probable effects of the sea surface temperature on the precipitation in Korea were also discussed. Key Words : Precipitation in Korea, rainy seasons in East Asia, monsoon precipitation, interannual variations.

In this study, we made a comparison between the 7th Science Curriculum of Korea and the New Science Curriculum of Japan in relation to Elementary school in aspects of construction, aim, and contents. The major findings of this study are as follows. 1. The New Science Curriculum of Japan presents a specific aim, treatment of content, and process skills according to grade, but the 7th Science Curriculum of Korea does not classify them according to grade. Hence the 7th Science Curriculum of Korea emphasize on the sequence between grades. 2. In aim of Science Curriculum, the 7th Science Curriculum of Korea show more emphasis on the practical application than the New Science Curriculum of Japan. 3. In construction of content, a area of science content is handled with gradual advance in several grades and several areas of content are treated in a grade in the 7th Science Curriculum of Korea. On the contrary, a area of content is treated intensively in a grade in the New Science Curriculum of Japan. Therefore, the 7th Science Curriculum of Korea shows more reflection of connection and hierarchy between grades. 4. The statements of the 7th Science Curriculum of Korea are centering around specific matters and include specific activities, but the New Science Curriculum of Japan focuses on concepts to team and does not state specific activities.

Japan has been selected for comparison in that it explicitly prepared social changes such as the dramatic evolution of artificial intelligence and population aging in its new curriculum. Therefore, various aspects of revision were analyzed the 2009 & 2015 revised mathematics curriculum of Korea and the 2008 & 2017 mathematics curriculum of Japan respectively in the elementary, middle, and high school grade bands. Then, the differences between the two countries were identified through comparison. First, the structure of the mathematics curriculum in Japan was connected with the general guidelines more tightly than Korea, and the external structure of the mathematics curriculum stayed consistently after the revision. Second, contrary to Korea, which pursued the appropriateness and reduction of mathematical content, Japanese mathematics curriculum has been pursuing detailed contents both quantitatively and qualitatively. Lastly, Japan emphasized statistical problem-solving ability. Based on this, we suggested considering of consistency in the structure curriculum documentation, detailing contents of the curriculum, and strengthening of statistical education.

And the subjects such as growth development and health, physical fitness, drug use and health were weak and the parts such as consumer health and the careers concerned with are not dealt in the present education process of Korea at all. Second, as a result of analyzing the composition classified by fields of hygiene education contents of elementary schools in Korea, USA, Japan, all the three countries put great on physical part. And there are 57 units about mental part in USA, 27 units in Japan, only 17 units in Korea. And this fact reveals that there was lack of understanding about the need of mental part in Korea. Third, hygiene education units which were reduced in the 7th curriculum in Korea are lack compared with those in the two countries. Therefore, it is necessary that teachers should recognize the need of hygiene education so that the hygiene education can be separated and be taught out regularly.

  • Background: In this study, we compared the incidents of humidifier disinfectants and incidents of mild hepatitis in Japan to highlight the differences in government response in the health care field in terms of "chain of responsibility". Methods: We examined whether the three mechanisms of action and the chain of responsibility hypothesis were applied to compare the cases of Korea and Japan. The incident of Japan occurred in 1987 in Misawa city, Aomori prefecture. In the 1990s, the safety of blood products increased dramatically. However, relief for infected victims was neglected. Green Cross did not notify the parties. In Korea, in the spring of 2011, a number of lung disease patients were accidentally admitted to a hospital in Seoul, and a female patient with respiratory failure symptoms expired. The Korea Centers for Disease Control and Prevention conducted animal tests and the Ministry of Health and Welfare issued an order for forced collection of humidifier disinfectants. Results: In the case of Japan, the Ministry of Health and Welfare had to take responsibility for follow-up measures such as the investigation of the cause, so it was tied to a "chain of responsibility". However, in the case of Korea, the Ministry of Health and Welfare was free from the chain. Conclusion: Through the comparison between the cases of Japan and Korea, we confirmed that whether or not a government organization chooses to conceal responsibility depends on its past behavior, which is whether it is free from the chain of responsibility or not. Therefore, it was reaffirmed that an organization (ministry or department) free from the chain of responsibility must exist within the government.
