A Study on the Space Composition of Domiciliary Care Unit at the Social Welfare Center in Small City (소도시 사회복지관의 재가복지부문 공간구성에 관한 연구)

  • The recent change of social environment has influence on the configuration of space for the social welfare center. And so the relation of space and function required the change of spatial configuration. The social welfare center fills the role of family welfare, domiciliary care, community organization etc. In such sence, this study explore the conditions of spatial configuration for the domiciliary and community care unit of social welfare centers in small city. For this study, it was investigated the space role and funtion, the service program, the usage characteristics, the room satisfaction of social workers. In sum, the useful data were collected, analyzed, and colligated by case study. It could be used in the design criteria of domiciliary care unit for the social welfare center in small city.

A Study on the Impact on the Participant's Sense of Community through Community Currency Movement in Korea (지역통화운동이 지역사회 공동체의식 강화에 미치는 영향에 관한 연구)

  • The purpose of this study is to examine the residents' life style affected by community-oriented behavior, and to assess the implication of changes in communities and in the participants' sense of community resulted from the Community Currency Movement in Korea. 4 Community Currency organizations were selected for this study and some methodologies such as field research, survey of actual conditions and depth interview research were used, By using of this methodology. We can analyze the characteristics of Community Currency Movement in Korea and the degree of participants' sense of community. As a result of this study, it was found that the residents recognized 'new' community and felt 'a sense of belonging' by exchanging the community currency. They have also expanded 'a sense of responsibility' for the community through the exchange of this currency. Along with this change of attitude, participants have made a new community norms and they have been more or less controled by the norm. Moreover, the emotional satisfaction and the needs for improving self-esteem have been realized within the community, and the intimacy as well as solidarity have been built up and enhanced. In conclusion, the Community Currency Movement gives a significant implication to the communities that seek to solve the community problems of the contemporary society through the communal effort by the residents themselves. Furthermore, in terms of community welfare, this process will be of an immense help in reinforcing self-help ability of the residents effectively.

A Study of Community Solidarity-An Exploration for Effective Community Practice (지역사회결속력(Community Solidarity)에 대한 탐색적 연구)

  • This paper examines the level of community solidarity in an administrative district in Seoul, Korea. This paper focuses on the following questions: what is the level of community solidarity in the district? and what are the major predictors of community solidarity?. Using the data from the 2000 community survey about residents' needs conducted by the welfare administration office of the district, this paper attempts to answer the above research questions. In analyzing the effect of community solidarity, this paper focuses on the following four predictor categories: individual characteristics; community related characteristics such as degree of marginalization; community participation, and community problems. Results are as follows: (1) the average of community solidarity is 3.1, using 5 points scale; and (2) the variables such as marginalization and community problem have a negative effect on the level of community solidarity; and (3) community participation has a positive effect on the level of community solidarity. Through the empirical analysis. this paper provides valuable knowledge about the level of community solidarity and effects of community participation, marginalization, and community problem on community solidarity. Finally, this paper discusses implications for effective community practice on the basis of the exploratory findings about community solidarity in Korea.

  • The construction of settlement house in a permanent rental housing development area started between 1989 and 1992, planning of supplying two hundred fifty thousand residences, settlement house became compulsory as a welfare facilities. As a part of Welfare program for low income families, number of settlement housing increased dramatically, also domiciliary welfare center was beginning to set up as a branch of settlement housing to strengthen its service towards families and local communities, thus numerous social welfare organizations play a crucial part in resolving a welfare problem for low income families while satisfying local community's needs. However, despite of these efforts, the number if institutions cannot handle demand of local community's needs and number of welfare institution programs. as a solution, the alternation of space is being used, however, it did not solve basic problem, even worsen in terms of space efficiency.

The Role and Issues of Housing Management in Community Care for Older People (노인의 지역사회보호에 있어서 주거관리의 역할과 장점)

  • The purpose of this study is to find the role and issues of housing management under the community care system which cover the middle class older people. Research method was qualitative research by the interview of 21 subjects with open-ended questionnaire. Most of the older people want to live in the community alone with poor supporting system, because present community care system does not established well, so it cannot cover the staying put service for independent living, such as community alarm, care and repair, handyman, floating support, and meal service within the community. The result showed that community care might be partially avaliable from the welfare center but not well established or transfer to Dong-Office as an agency of community welfare center. However, the subjects had higher needs about housing management for older people than previous study on the hypothetical level. Successful pilot project might be required to develop the community care system focused on housing management for older people.

  • This study is designed to investigate social worker's experience in community practice at community welfare centers. Especially this study is conducted to identify the question; how do social workers experience community practice? For the study, data is collected from 11 social workers by depth interview. Using the Grounded theory, the data is analysed by open coding, axial coding, and selective coding. Finally the core category is become known that community practice is the piled up process of developmental experience throw willful efforts and various strategies under poor circumstances. The findings are as follows: (1) the experienced social workers seriously consider residents, community, social workers, and community welfare centers as the core participant in community practice. (2) the experienced community practitioners use various strategies on the whole process. (3) a system needs to be built to train community practitioners based on the cooperation of universities and community centers.

A Study on the Performance of the Human Service Organizations : An Analysis from the Perspective of Quality of Output (사회복지서비스 기관의 조직성과에 관한 연구 : 서울시 지역사회복지관의 질 산출(quality output)을 중심으로)

  • This study examines the organizational performance of human service organizations from the quality output perspective. Using the 2001 evaluation data about 89 community welfare centers in Seoul, this study attempts to identify the levels of the performance of human service organizations in Korea. This study also attempts to identify the factors that predict performance of human service organizations measured in terms of client satisfaction and experts' evaluation about the functioning of each center. Results are as follows: (1) when pooling 866 clients' satisfaction level into satisfaction score about each center, the average of client satisfaction about the centers is 3.42 at 4 points scale. (2) 41.6% of the community welfare centers is evaluated as "highly qualified" in its overall operation and functioning by the professional evaluation team, (3) the employee reward system(+), practice based on the program guideline manual(+), the portion of the government support grant in its budget(-), the overall employee salary level(-), the level of acquirement of program grants from external sources (-) are the predictors in explaining clients' satisfaction level, and (4) the level of professional expertise of the executive director(+), the level of professional supervision of middle managers(+), the employee reward system(+), the program need assessment(+), the level of client information system(+), the portion of government support grant(-), the overall employee salary level(-) are the predictors for "being highly qualified" in its overall operation and function of each center. Through the empirical analysis, this study provides valuable knowledge about organizational performance of community welfare centers from the quality output perspective. Finally, this study discusses implications for more effective and efficient organizational performance of community welfare centers in Korea.

Is Working Environment of Korean Community Welfare Center Family-Fridendly? (지역사회복지관의 근무환경은 가족친화적인가?)

  • This paper investigates how family-friendly the working environments of Korean community welfare centers are and analyze work-life balance of married female social workers. We conducted a mix-method exploiting survey and interviews in community welfare centers in four provinces (Seoul, Kyonggi, Kangwon and Kyongsang). 82 participants were involved in the survey and 10 in the in-depth interview. According to our analysis, the take up rate of maternity leave was comparatively high while flexible working hours and parental leave were substantially low. Working atmosphere of the center, difficulties in hiring replacements and peer pressure were found to be related to the low take up rates. Also the working hours and concentration of work in certain periods negatively effected work-life balance satisfaction. Lastly, we found a high need for welfare service related to child care provided by community welfare centers where participants-female social workers- worked at.

A Study to Improve Management System through the Analysis of Needs and Problems of Community Welfare Center and Management Office in Permanent Public Rental Housing Complex (영구임대주택 단지내 사회복지관과 관리사무소의 업무 관련 요구 및 문제점 분석을 통한 관리체계 개선방안)

  • This study aimed to suggest the implications to improve the management system of permanent public rental housing. For this purpose, qualitative data were collected by using the in-depth interview with 13 staffs of community welfare center and management office in permanent public rental housing complexes and 2 times of advisory committee meetings. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Based on the results, some implications including institutional support and social complementary cooperation were suggested in terms of short and long term period.

  • This study proposed the necessities and framework of a network system for the Healthy Families Center. Focused on the community network, this study analyzed the related cases of networking. Based on this analysis, this study suggested an effective scheme for the network system : 1. We need to choose the relevant agencies in the context of community environment. 2. It has to be defined according to the strengths and the weaknesses of the Healthy Families Center. 3. For building an effective and long-term networking system, the specific services in which the related agencies are interested in on the community life survey have to be developed and promoted.
