In this study, Horgan(2005)'s argument highlights the centrality to any successful counter-terrorism strategy of understanding the social context in which terrorist ideologies take root. Counter-terrorism refers to the practices, tactics, techniques, and strategies that governments, militaries, police departments and corporations adopt in response to terrorist threats and/or acts, both real and imputed. Pickering et al.(2008) historically explained four counter-terrorism strategies as traditional counter-terrorism model, community intelligence model, belonging model, social cohesion model. It is thus proposed that counter-terrorism strategies are based in established networks within the community and proactively seeks to continually renew these relationships between the community and police. This approach must embrace an explicit recognition of multiculturalism and its political imperative and drive in a policing organization explicitly committed to social cohesion and human rights in both discourse and practice. We, therefore, suggests community tree counter-terrorism approaches, or community intelligence model, belonging model and social cohesion model to apply to counter-terrorism agencies in Korea. These models are on the basis of Pickering et al.'s counter-terrorism models, which by using community policing to boot socially cohesion police are better able to position themselves as mediators to negotiate settlements between the competing demands of different social groups.

The purpose of this paper is to measure the relative efficiency of the police agencies in Korea with data collected from 2018 to 2020, using data envelopment analysis (DEA), as put forward by Charnes et al., which is used to construct a scalar measure of efficiency for all police agencies. The results of this study can be used to assist police agencies in delivering better and more efficient services to the community. The analytical results based on DEA identify potentially weak and strong police agencies on policing performance, their efficient benchmarking, and the levels of clear-ups that would make inefficient police agencies efficient. We could suggest that higher levels of the police force are associated with higher performance efficiency against crimes. But, it is a little hard to say that higher levels of the police force can keep the local police agencies efficient without explaining the contribution of other input variables to criminal arrest and prevention. On the other hand, our analysis presents that differences in operating environments and socioeconomic factors do not have a significant influence on the efficiency of local police agencies. But, it is necessary to note that we need to examine the effect of environments and socioeconomic factors on crime to create the better-policing performance.

This study examined the effects of the online community, such as chatting, book-cafe on the neighborhood relationship. Through a case study of 'The Sharp' apartment area, the characters of neighborhood relationship between user and non-user were compared. The factors affecting the community relationships were analyzed by regression analysis. According to the results, the residents using the online community shared their emotions, thoughts and information with their neighbors so that the level of neighborhood relationship was higher. To reprove the neighborhood relationship being cut off the online community should be handled as an important factor in the planning of apartments. This study as a basic research is expected to contribute to policing against crimes and accidents in apartments.

지역사회경찰활동은 범죄와 무질서, 그리고 범죄에 대한 두려움을 줄이고자 고안되었고, 또한 지역사회의 명백한 요구와 수요를 충족시키기 위해 나타나게 된 하나의 철학이며, 전술이 아니라고 할 수 있다. 지역사회 경찰활동의 기본적 목표를 단순한 범죄의 사후적 통제로부터 더 나아가 범죄예방, 범죄에 대한 시민의 두려움 감소, 공공서비스 강화를 통한 시민생활의 향상으로 확대하여 사전적 예방에 중점을 두고 있다. 우리경찰에서는 현재 지역사회 경찰활동에 관한 여러 가지 정책을 시행해오고 있으며, 이러한 지역 사회경찰활동과 더불어 조현오 경찰청장의 경찰성과주의는 2010년 6월 이후 커다란 이슈가 되어 현재 경찰조직에서 사용되는 평가의 척도로 사용되고 있다. 본 연구에서는 사후적 대처의 성격이 강한 경찰성과주의와 사전적 예방활동의 성격이 강한 지역사회경찰 활동의 주된 내용을 살펴보고, 두 정책의 괴리현상에 대한 문제점을 살펴보도록 한다.

성인 조직범죄집단은 조직유지와 활발한 조직활동을 위해 청소년 비행집단의 구성원을 포섭하려한다. 그리고 청소년 비행집단의 구성원은 다양한 이유로 인하여 조직범죄집단에 유입된다. 이는 당해 비행청소년은 물론 그 주변의 청소년들에게도 악영향을 미친다. 이러한 양 집단 간의 연계를 통한 유입현상을 통제하기 위하여 우선 청소년을 대상으로 비행행위에 대한 예방목적의 프로그램 활용은 물론 보다 효과적인 제도의 운용을 위한 구체적 논의가 필요하다. 이에 대해 청소년들이 활동하고 서로를 접하는 공간인 학교와 지역사회에서의 통제는 필수적이며 이러한 이유로 경찰과의 협력을 통한 예방활동에 주목할 필요가 있다.

School Violence is one of the most serious problems faced by Korean. As this serious problem becomes social issue in nation, many researchers have tried to find out the most effective solution of that problem and the reasons for why prevention of school violence are failed in such mind-hurting activities. The government and NGO proposed many the alternative to prevent the school violence. But the effectiveness of the alternatives art questionable. Last year Busan Metropolitan Police Agency and Busan Education Administration proposed new alternative in united cooperation which is namely Administration proposed new alternative in united cooperation which is namely 'school police' for school violence. School Police is composed of the retired teachers and ex-police officer, to do a prevention activity of school violence, which is expected to effectively curtail school violence in the assigned school. It is first networking try to prevent of school violence as a team of police and teachers in Korea. But the type of Korean school police system is different from American's school police, like as LASPD which is of sworn police officers. Korean school police is to employ a kind of school liaison officers. Though 'School Police System' got good reaction from students and citizen in Busan, It has some defects to be solved in future. So it hard to note that their efforts have been successful in curtailing the prevalence of school violence. In this paper, I present the new type of new 'Social Security Network Model' for school violence by repairing of 'korean school police system'. The problem of the school violence is not the problem of the school but the problem of society. In such viewpoints, It is important to plan a security network model which is participate in police officers, teachers, community and government. To prevent school violence effectively, I propose this new social security network model which based on theory of Community Oriented Policing, aggressive policing and CPTED technique.

This study found the strategies for activating the security industry to utilize social network services based on the platform business model. This research was utilized for in-depth interview and IPA analysis. And use it was to check the contents and strategic improvement projects that can actually materialize and direction of the strategy. First, run a priority need area is a private center of community policing related portal development and operation, universal social networking service(SNS) utilizing expanded, professional training, IT-based security content management and operation of IT infrastructure security guards and security professionals up educational content development, online security guards and security professionals-up refresher training program development. Third, the area needed to be reviewed are the individual security industry experts workers operating information channels, dedicated customer service and expanding the event of a private security guard & security service providers up. It is the fact that crime has always co-existed with human history;that preventive measures have always been taken while it has been transformed and developed in some forms. We, in the meantime;should not be negligent in the matter that our preventive measures are rather short sighted, and non strategic in many ways. Now then, would we be able to question, if our modern crime preventive measures have been modernized and become more strategic? Certain point has been raised to myself;especially regarding (community oriented policing cop); this has been one of the strategic crime preventive measures co-performed by the central police;Jeju-special independent province maybe an appropriate example; which has become special self rule province in July, 2007; establishing not only independant police but also have established police station addition to already existing police stations. To proof my opinion; I have tried to compare and contrast the statistics of the crime rates and types of the Jeju area before and after the establishment of the self police and police station; also to see how patterns changed.(if there has been any.) I have also tried to analyse if there is any special type of crime statistics in Jeju province, by analysing current crimes in accordance to populations. Altough it has not much reached my initial expectations, I hope it still is meaningful to have been able to show some ways to prevent crimes in Jeju-strategically.

At recent years, juvenile crime that occurred, that young people have done incredibly cruel and serious intelligence community is making a serious scandal. The relationship between parents and youth crime under the influence of family environment factors and the hypothetical failure of school maladjustment and school factors due to contact with friends, around the area due to hazardous environment, local surroundings and social factors that committed a crime by were Juvenile crime in the real statistics on the rise again, starting the year 2005, and is increasingly young, violent crimes showed a high percentage increases. In order to prevent juvenile crime, these homes, schools, community work together to raise sustainable alternatives are needed. The police, as well as the maintenance of law and institutions, cooperation of youth organizations, increasing activity, such as removing harmful environmental youth leadership program, the flight needs to be improved. Today, juvenile crime is not simply a matter of police activities, school-linked program, police, community-linked programs, such as police comprehensive preparedness and commitment of the authorities is required.

The ultimate goal of the local government is the owner of the residents welfare of the community. Welfare of the residents will start from the protection of life and property of the inhabitants. Much of this protective activity is a function of the police. Therefore, to be a municipal & local police that is based on the autonomy of the local conceptual prerequisites for the welfare of the population. Municipal & local police activities are activities for the local community rooted in the community that the police and to rejoin the community, municipal & local police activities taking place in the center of the area to solve the problem, but to reduce the fear of crime and disorder, crime as an expression of the efforts of the local residence themselves to improve the overall quality of life of the community as a partner recognition local residents. Municipal & local police in this case be introduced across the board in the central and local governments is careful review of the various alternatives been prepared on analysis is crucial to reduce the trial and error by providing the best alternative. priority should be to figure out exactly what the reason to introduce a municipal police. in other words, the introduction of the municipal & local police in the central and local governments, state police and municipal & local police, the ruling party and the opposition, regional self-government initiative unseen conflict between organizations and local governments are not welcomed by local residence in local time truly 'safe' and will have to face that the 'improve quality of life'.
