커뮤니티 활성화를 위한 '학교'에 대한 실증적 검토 - 행복농촌만들기 콘테스트 수상마을을 대상으로 - (Empirical Review on 'Schools' for Community Revitalization - Focusing on Villages That Have Won "Contest for Making Happy Rural Communities" -)

  • This study is conducted to provide an empirical review on how schools play a pivotal role in the regional communities. For this, the use of closed schools, activities to revive small-scale schools, and activities related to nearby schools outside the village were analyzed for villages that have participated and have been awarded in the Contest for Making Happy Rural Communities by the Ministry of Agriculture, Food and Rural Affairs. The results of this are as follows. Out of 204 villages that won the contest, there were 19 cases of school closures. Of these 19 cases, there are 17 cases in which the closed school facilities still exist. For the two remaining cases, there are no buildings and only the site remains. To summarize the use of these schools, the functions are being combined and are determined within the range that local residents can operate. The impact or success factors on the region can be summarized into five main categories through the revival of schools in the crisis of closure. First, it was an opportunity to lay an organizational foundation for village projects in the future by reorganizing the village's organization, such as the formation of a village promotion committee to revive the schools. Second, it did not just introduce outsiders to increase the population, but supported housing and jobs for them to successfully settle down. Third, a cultural community was created with senior and junior residents, and finally, the residents became teachers or formed a village education communities such as lifelong education. In the relationship with schools existing outside the village, activities with members of the surrounding schools and linked activities are being carried out in the sense of "school".

아파트 주민의 건강상태에 거주 환경이 미치는 영향 (Effect of Residential Environment on the Health Status in Apartment Inhabitants)

  • 이 연구는 우리나라 대표적 주거형태인 아파트 입주민들을 대상으로 입주자들의 주거환경 만족도와 관련이 높은 건강상태 변수가 무엇인지 밝히고 어떠한 주거환경이 건강상태에 영향을 주는지 평가하고자 하였다. 주거환경에 대한 설문조사는 사회자본에 대한 국제적인 조사도구인 SC-IQ를 바탕으로 하되 Chun[2]의 아파트 주거환경 조사척도를 첨가하였다. 설문조사는 2007년 12월부터 2008년 1월까지 7주간 이루어졌으며, 조사방법은 사전조사 차원을 통해 반응도 및 수거율 등을 고려하여 2회에 걸쳐 수행되었다. 수집된 설문지는 총 276부로서 수거율은 28%였으며 이 중 6부는 변수의 결측값이 많아 제거하여 총 270부의 설문지를 대상으로 분석을 시행하였다. 주성분 분석을 통해 기존에 알려진 주거환경과 관련된 건강관련 변수들 중에 1년 전 대비 주관적 건강상태 변수가 가장 관련도가 높음을 파악했고, 요인 회전 및 요인 추출을 통해 27가지 주거환경 만족도에 대한 문항을 5가지 요인들로 구분할 수 있었다. 여기서 요인 1은 아파트 관리와 관련된 요인으로 요인 2는 아파트 개별 가구 환경과 관련된 요인으로 요인 3은 아파트 단지 환경(근린)과 관련된 요인으로 요인 4는 이웃관계와 관련된 요인으로 요인 5는 아파트 단지 시설환경과 관련된 요인이었다. 로지스틱 회귀분석의 결과를 보면, 주거환경 요인 중 이웃관계 관련 요인 및 아파트단지 시설환경 요인의 경우 만족도가 높을수록 1년 대비 주관적 건강상태가 양호 하지만, 아파트단지 환경(근린) 관련 요인은 만족도가 낮은 경우가 1년 전 대비 주관적 건강상태에 안 좋은 영향을 주는 것으로 나타났다. 이것은 근린공간 및 이와 결합되어 있는 사회적 지지 변수가 건강이 악화되는 것을 방지한다는 '완충효과' 이론을 입증하는 결과이다. 결국 이 연구는 주거환경이 건강의 악화방지에 영향을 주는 요인일 수 있음을 밝히고 기존에는 고려되지 못한 물리적이고 정서적인 주거환경과 건강과의 관련성을 제시했다는 데에 그 의의가 있다.

  • 근대기 동서양의 많은 도시들은 역사유산을 도시발전을 저해하는 장애물로 생각하고 개발 또는 개선의 대상으로 삼아왔다. 특히 급격한 개발과 성장을 경험했던 도시에서 개발과 역사유산의 보존은 서로 상충될 수밖에 없는 문제로 인식되었다. 우리 주변의 도시들은 끊임없이 변하고 있으며 변화의 과정에서 많은 역사와 기억을 잃어버리곤 했다. 그럼에도 불구하고 우리는 정체성을 잃지 않으면서도 지속가능한 도시발전의 방법을 모색하기 위해 부단히 노력하고 있다. 그 이유는 지속가능성은 도시의 생명력과 밀접한 관련을 갖기 때문이다. 대한민국은 근대기 유래를 찾아보기 힘들 정도로 급격한 도시화, 산업화를 겪었다. 이러한 격랑 속에서 유무형의 자원이 도시로 집중되고 개발로 이어지는 순환이 반복되었다. 하지만 더 이상 과거와 같은 도시개발은 삶과 역사가 조화롭게 공존하는 지속가능한 도시를 만드는데 한계를 드러내고 있다. 이제 과거와 현재 그리고 미래가 공존하는 도시에서 지속가능한 개발이 어떻게 전개되어야 하는지 생각해 봐야할 시점이 되었다. 그렇다면 우리 도시의 미래는 어떤 모습이고 주거지는 어떻게 변화될 것인가. 이를 위해 본 글에서는 근대기 급격한 변화를 겪었던 한옥주거지와 성곽마을의 변화를 살펴보았다. 과거 우리 주변에서 흔하게 볼 수 있었던 한옥은 불과 얼마 전까지만 하더라도 낙후된 주거유형으로 인식되어 쉽게 재개발의 대상이 되곤 했다. 성곽마을 역시 마찬가지였다. 그러나 현재 이들 오래된 주거지는 도시의 역사와 공존하며 지속가능한 주거지로서의 가능성을 재평가받고 있다. 즉 재생을 통해 도시의 역사 및 정체성에 기여할 수 있는 잠재력을 인정받고 있다. 이러한 의미에서 한옥주거지와 성곽마을 변화를 살펴보는 것은 우리에게 시사하는 바가 크다. 세계적인 역사도시들은 근대기 이후 급격한 산업화와 도시화의 격변 속에서도 역사유산을 온전히 지켜왔다. 그로인해 도시에 담긴 다양한 역사적 증거와 유무형의 가치를 지킬 수 있었다. 역사유산을 보존하는 것은 물리적 형태를 유지하는 것뿐만 아니라 그 속에 담긴 다양한 역사문화적 가치를 계승하고 이러한 가치를 시공간을 뛰어넘어 함께 공유하는 것이다. 도시는 역사성, 집단성, 현실성을 가지며 삶과 밀접하게 연결되어 있다. 따라서 물리적 형태 및 환경이 사라지면 그 안에 담긴 내용도 함께 사라지고 단절된다. 우리의 정체성을 형성하기 위해서는 역사유산을 보전하면서 도시의 생명력을 유지하는 지혜가 필요할 것이다.

한국농촌보건(韓國農村保健)의 문제점(問題點)과 개선방안(改善方案) (Innovative approaches to the health problems of rural Korea)

  • The categories of national health problems may be mainly divided into health promotion, problems of diseases, and population-economic problems which are indirectly related to health. Of them, the problems of diseases will be exclusively dealt with this speech. Rurality and Disease Problems There are many differences between rural and urban areas. In general, indicators of rurality are small size of towns, dispersion of the population, remoteness from urban centers, inadequacy of public transportation, poor communication, inadequate sanitation, poor housing, poverty, little education lack of health personnels and facilities, and in-accessibility to health services. The influence of such conditions creates, directly or indirectly, many problems of diseases in the rural areas. Those art the occurrence of preventable diseases, deterioration and prolongation of illness due to loss of chance to get early treatment, decreased or prolonged labour force loss, unnecessary death, doubling of medical cost, and economic loss. Some Considerations of Innovative Approach The followings art some considerations of innovative approaches to the problems of diseases in the rural Korea. 1. It would be essential goal of the innovative approaches that the damage and economic loss due to diseases will be maintained to minimum level by minimizing the absolute amount of the diseases, and by moderating the fee for medical cares. The goal of the minimization of the disease amount may be achieved by preventive services and early treatment, and the goal of moderating the medical fee may be achieved by lowering the prime cost and by adjusting the medical fees to reasonable level. 2. Community health service or community medicine will be adopted as a innovative means to disease problems. In this case, a community is defined as an unit area where supply and utilization of primary service activities can be accomplished within a day. The essential nature o the community health service should be such activities as health promotion, preventive measures, medical care, and rehabilitation performing efficiently through the organized efforts of the residents in a community. Each service activity should cover all members of the residents in a community in its plan and performance. The cooperation of the community peoples in one of the essential elements for success of the service program, The motivations of their cooperative mood may be activated through several ways: when the participation of the residents in service program of especially the direct participation of organized cooperation of the area leaders art achieved through a means of health education: when the residents get actual experience of having received the benefit of good quality services; and when the health personnels being armed with an idealism that they art working in the areas to help health problems of the residents, maintain good human relationships with them. For the success of a community health service program, a personnel who is in charge of leadership and has an able, a sincere and a steady characters seems to be required in a community. The government should lead and support the community health service programs of the nation under the basis of results appeared in the demonstrative programs so as to be carried out the programs efficiently. Moss of the health problems may be treated properly in the community levels through suitable community health service programs but there might be some problems which art beyond their abilities to be dealt with. To solve such problems each community health service program should be under the referral systems which are connected with health centers, hospitals, and so forth. 3. An approach should be intensively groped to have a physician in each community. The shortage of physicians in rural areas is world-wide problem and so is the Korean situation. In the past the government has initiated a system of area-limited physician, coercion, and a small scale of scholarship program with unsatisfactory results. But there might be ways of achieving the goal by intervice, broadened, and continuous approaches. There will be several ways of approach to motivate the physicians to be settled in a rural community. They are, for examples, to expos the students to the community health service programs during training, to be run community health service programs by every health or medical schools and other main medical facilities, communication activities and advertisement, desire of community peoples to invite a physician, scholarship program, payment of satisfactory level, fulfilment of military obligation in case of a future draft, economic growth and development of rural communities, sufficiency of health and medical facilities, provision of proper medical care system, coercion, and so forth. And, hopefully, more useful reference data on the motivations may be available when a survey be conducted to the physicians who are presently engaging in the rural community levels. 4. In communities where the availability of a physician is difficult, a trial to use physician extenders, under certain conditions, may be considered. The reason is that it would be beneficial for the health of the residents to give them the remedies of primary medical care through the extenders rather than to leave their medical problems out of management. The followings are the conditions to be considered when the physician extenders are used: their positions will be prescribed as a temporary one instead of permanent one so as to allow easy replacement of the position with a physician applicant; the extender will be under periodic direction and supervision of a physician, and also referral channel will be provided: legal constraints will be placed upon the extenders primary care practice, and the physician extenders will used only under the public medical care system. 5. For the balanced health care delivery, a greater investment to the rural areas is needed to compensate weak points of a rurality. The characteristics of a rurality has been already mentioned. The objective of balanced service for rural communities to level up that of urban areas will be hard to achieve without greater efforts and supports. For example, rural communities need mobile powers more than urban areas, communication network is extremely necessary at health delivery facilities in rural areas as well as the need of urban areas, health and medical facilities in rural areas should be provided more substantially than those of urban areas to minimize, in a sense, the amount of patient consultation and request of laboratory specimens through referral system of which procedures are more troublesome in rural areas, and more intensive control measures against communicable diseases are needed in rural areas where greater numbers of cases are occurred under the poor sanitary conditions.

  • A change is performed in socially a lot of places by elevations about the quality of life. Most construction balls are created mainly to spaces for an individuality or a specific community, but a space for public convenience is the situation that will gain gradually. While these public space increases, there is a public toilet to an increasing trend too. Think about Cubic Puzzle that it is one total space, and put one function to each Module. The small-scale Cubic space achieves a lot of changes by any energies, and a small-scale space compounds through energies to affect mobile and expansion, and the changed Cubic space does diversification of suitable mobile toilet space configuration to a local need in order to look.

아파트 거주자의 이웃관계에 관한 연구 (A Study on the residents' Neighborship in the Apartment Complex)

  • The purpose of this study is to investigate the residents' neighborship and attitudes for finding influencing factors in an apartment complex. This study is based on a comparative method using a questionnaire, interview and observation. Two neighboring apartments were selected, they have different composition of the apartment complex and are located in Busan. The subjects were 305 wives living in apartments. The major findings are as follows: 1) Matters of common interest and a mutual cooperation were important factors for residents' neighborship. 2) Residents preferred a more opened type composition of the apartment complex for their neighborship. These results could contribute to future study for community development in the apartment complex.

농촌주민(農村住民)의 기초수요(基礎需要) 조사연구(調査硏究) (A Study on the Basic Needs of Rural People for the Better Rural Human Settlement)

  • The purposes of the study were to find out the basic needs of rural people and to get some implications for the integrated rural regional development. The data were gathered from 376 local government officers and change agents in 8 Provinces. Major results of study were as follows ; (1) Average income of rural households meet $90{\sim}100$ present of average income of urban households. (2) Most of respondents replied that average labor inputs should not exceed $7{\sim}8$ hours per a day. (3) Basic requirement of school career for the rural life was high school graduate. (4) Education expenditure should be less then 6 percent of total consumption expenditure. (5) Rural people should be able to access to basic public facilities such as school, hospital and drag store within thirty minitues. (6) Desirable housing space for rural life was $66{\sim}72.5m^2$. (7) Rural people should enjoy $3{\sim}4$ times of cultural activities and $3{\sim}4$ times of tours in a year.

  • The Purpose of this research was to investigate the physical changes of village, the architectural changes of houses and to find out the resident's needs of housing in suburban rural houses. Samga 3 Ri, Yong-In, KyungKi-Do was chosen for this study. The previous research, conducted in 1987 by using a field survey method, was compared with this study. 1) The study showed that the physical changes of village include an increase in the number of rooms and nonagricultural population, and variety of house types. Therefore, social intimacy, reallocation of houses according to residents' occupations, and apartments for non-agricultural population should be considered in planning village. 2) It is found that the resident's needs were to increase the number of rooms, expansion of space, and to modernize kitchin systems. The investigation on newly constructed houses indicated that residents' needs were two-story houses, changes of spaces - the number of bathrooms, private bedroom adjacent to An-bang.

  • The purpose of this research is to present necessity of manament system establishment and policy direction for fundmental data, understanding management reality and problem, comparing resident's management attitude to related variables in apartment and raw houses multi-family houses. The major finding were as follows : 1) The management attitude of Apartment inhabitant is very highm especially the attitude of maintenance management is the higest. But they disagree with the raise of management cost necessary to maintenance management. 2) The management attitude of Raw multi-family houses inhbitant is especially high, the maintenance management demand for safety and community-life contol attitude, resident's mutual cooperation is especially high, they think much of autonomy management, desire to achieve under more sysemnatic plan.

  • This study was conducted to survey the requirements of parents residing in Kyeongsan City for the children's houses attached to universities. To collect information useful for establishing the children's houses having a close connection with community, this study was carrled out using questionnaires with 367 residents in Kyeongsan City. The result of this study showed that while Kyeongsan is a city for academic research its children-care was evaluated as the lowest, compared to other children-caring forms. In addition, the requirements of parents for the children's houses attached to universities accounted for 60.5% which was higher than their negative responses.
