Building a Sustainable Community in Social Low-rent High-rise Housing: the Case of the Chongqing Model in China

  • In 2007, in the city of Chongqing, the city government announced a plan to meet the basic needs of its lower-to-middle class residents, namely those of providing a shelter and urban infrastructure. In one respect, the effort to attain such goals has achieved good quantitative results; however, a more critical examination reveals that little consideration has been given to analyzing the qualitative aspects of such a policy, namely the physical and emotional effects on tenants. The results of the research in this paper have implications on the need to focus on building a 'sustainable' and 'healthy' community, with the awareness that for people in low-rent areas, sociability and community spirit are more closely related to their neighborhood contentment. Although attention to scale and type of area-planning are both important, the immediate surroundings and services are often neglected, but as we shall show they are key considerations for residents in this new type of housing. While attempting to comprehend the role of community in the quality of a neighborhood, in this research, we attempt to document the physical appearance of the problem and explore its underlying causes in order to shed more light on residents' individual evaluations of quality in their local living conditions and include the affective dimensions of such perceptions.

  • The study background is that Mo-Jung happens as the produce of the agricultural society but it is not easy to find it beside Ho-nam area. Because of this, it results construction has. The study progress is to understand the happening time, and regional cause the Mo-Jung construction has. The study progress is to understand the happening time of Mo-Jung, constructional meaning, and the meaning of Mo-Jung with the investigation method of literature consideration of the village society, data of the existing study, survey investigation, interview, and question through the process of analyzing the characteristics of differentiation of the village and Dure organization. 1. Mo-Jung construction has the meaning of vernacular construction reflecting the meaning of village community intensively as an element comprising the village, and the territory of Mo-Jung space is revealed as the male space. 2. The economic wealth of the village community and the image reflecting the community sense are stood out. 3. It is the reason why Mo-Jung construction is limited to Ho-nam area and is explained as the life style difference each village community has, the regional characteristic difference Dae-dong play of Yong.Ho-nam areas have, etc. so to speak. 4. A Case Study on the Residents' Sense of Community and the Needs and Satisfaction of Community Facilities in Apartment Complex (아파트 주민의 공동체 외식과 커뮤니티 시설에 대한 요구 및 만족도에 관한 사례조사 연구)

  • The purpose of this study is to the examine sense of community of the residents living in an apartment complex and the relevant features of the community facilities provided in the complex, such as actual facility conditions, needs and satisfaction. Five apartment complexes constructed after 2000, each containing more than 500 units were selected for this case study. The actual conditions of the community facilities regulated by current laws were inspected. Those facilities were the administration office, gym, multi-purpose room, sauna and shower room, indoor and outdoor children's play-grounds, study room, etc. 37 residents were interviewed to access their needs and level of and satisfaction with the provided community facilities. Based on the results, we suggest that basic community facilities for exercise, child care and children's recresion need to be provided regardless of the apartment complex size. The respondents revealed a medium level of sense of community, which was psychologically limited to their apartment complex. Indoor and outdoor children's play-grounds had great potential to encourage social interaction between the residents. The findings point to a need for improvement of the current relevant regulations with the perspectives of flexibility and application in terms of space size and mandatory types.

  • This research is about local impacts of concentrated social disadvantage in a specific urban district, and is discussing these issues by focusing on previous research from Western countries. Further, by analyzing the results of a field survey conducted in this district, I am clarifying the reality of socially disadvantaged areas and the needs of their residents, while seeking results supporting a theory of inclusive area revitalization. With this survey I could verify that the aging of local residents and the concentration of low-income population is increasing, and in this district an unbalanced community mix is becoming apparent. Currently, insecurities concerning economic and health aspects are the most serious issues. In response to the residents' needs counseling on housing issues and social services, that become necessary with advancing age, like health services or housing support, are increasingly required. Since today laws for antidiscrimination (namely, Dowa) measures are outdated it is necessary to establish a community based approach or a neighborhood based governance model, in addition to the existing public support, as response to these local challenges and needs.

  • Together with the increase of public housing complex, the issues of community following residential environment under contemporary society has become an important issue and the collapse of traditional community has long been emerged as an important social issue. In order to facilitate communities within the public housing complex, various discussions have been continued, and for addressing such an issue under this study, the public housing complexes n Seoul, the capital region and other major cities have been surveyed and analyzed to draw following conclusion as the design-type study to propose a model of community facilities. It displays that there is certain limitation with respect to the diversity of programs when comparing the community facility standard defined under the public housing related laws and regulations. This is attributable to the fact that it is a limitation to satisfy the level of satisfaction for residents that expect the improvement in quality of leisure life, and the facility standard that is standardized around the physical facility environment has certain limitations to enhance the level of satisfaction for residents when the demand has been on the rise with respect to quality. For this fact, the approach in consideration of diversity for the facility standard has to be made in advance. As the utility of external space for the public housing is increased, it is reasonable to consider the plan to secure environment through the architectural factors, and it has the strength in enhancing the utility of internal and external space of the community facilities.

  • This paper attempts to solve the problems what is Making Livable City for and how to implement their scheme in the future. The purpose of this article is two. First, it is a examination of the background and main concept of Making Liviable City that was proposed last year end and compare with similar urban development strategies. Second, it is proposed direction and scheme that is workable to implement in local community level especially, throuth the participants' role for Making Livable City. It is concluded that is needed to develop indicator for Livable City, reinforcement of administrative capacity, formation of political mood for paticipation, and enactment of Act of Making Livable City. Impications are discussed for significance of mutual cooperative endeavour and partnerships between participants in decision-making.

  • This study aimed to suggest a cohousing plan as an alternative housing typology that could be applied to Korean farming community This study contented literature review about cohousing communities, case studies in foreign countries, survey to farmers, and finally schematic design proposal. The respondent farmers wanted tile cohousing community composed of approximately10-20 dwellings with enough common space for working and washing cloths, as well as spaces for children and elderly people. This study hopefully could contribute to improve quality of life in Korean farming communities through development of new housing typology.

  • The purpose of this qualitative research is to compare the community service and situation of SH apartment in Yangcheon-Gu and PHA apartment in Minnesota in order to grasp the requirement for livable community. For the study, depth-interview method was used to collect the data. Throughout this research, we found the ways to create a livable community as follows: Rental apartments are supplied by Seoul Housing agency in Korea while in US by PHA, an independent government agency. Both of them are in direct management. There are five main topics to be discussed. First, as a main supplier of services, it is Yangchun-Gu's social welfare center in Korea, while PHA in US. Second, as a mean of giving services, Korean residents visit the welfare center. On the other hand, PHA apartments enforces service-to-customer policies. Third, as a Korean service, they are consultation targeting families, children, teenagers, disabled, olds, education, medical examinations, rehabilitation and free meals. In US PHA apartments, they are medical health professionals, social worker, beauty salon or barber shop, bus to shopping area, bookmobile, OK card program, CHSP, ASI, ALP, personal care, senior/congregate dinning and etc. Fourth, both Korean and US have same hindrance for the 'livable community' policies which is funding and conflict of residents. Fifth, both Korean and US think that the key for the success of 'livable community' are resources, service and residents. The differences between Korea and US concerning service conditions such as supply of rental apartments, management and services are caused by cultural, ethnic and economical differences. From another point of view, Korean apartments are predicted to have similar problems like PHA apartments, and preparative attitude for this is needed.

A Study on the Residents' Needs for Service Facilities in Multi-family Housing Properties (아파트단지 내 여가관련 부대복리시설 특성 및 요구에 관한 연구)

  • The purpose of this study was to examine the characteristics of service facilities, and needs for service facilities using for leisure in multi-family housing properties. The multi-family housing complexes in Seoul were selected in this study. Site visits, analysis of drawing of complex and questionnaire survey were conducted. The statistical techniques used for data analysis included frequencies. The research results were as follows; The studied apartment complexes provided the appropriate and adequate service facilities in accordance to the regulations of multi-family housing. Playground for children, senior center, resting place were found in all the complexes, but the presence of exercise facilities, shared spaces, green spaces, and community parks was somewhat different across the studied complexes. Satisfaction with leisure facilities were different with the apartment complexes. The respondents who had lived older apartment complexes were more likely to increase dissatisfaction, and the reason was attributed to no presence of the leisure facilities they wanted to use. The respondents said that such service facilities using for leisure facilities as playground for children, senior center, community parks, walkways, reading room, and fitness center were highly needed.
