A Study on the Necessity of Mission Command in Navy Through the Study of Naval Battle Comparison - Focus on Battle of St. Vincent and Battle of Jutland - (해전 비교연구를 통한 해군의 임무형 지휘 필요성에 관한 연구 - 세인트 빈센트 곶 해전과 유틀란트 해전을 중심으로 -)

  • The origin of mission command can be traced to the era of the Prussian military reforms led by General Gerhard von Scharnhorst after defeats in battle of Jena and Auerstadt in 1806 against Napoleon I. Mission Command is the conduct of military operations through decentralized execution based upon mission-type orders. Commanders issue mission-type orders focused on the purpose of the operation rather than details of how to perform assigned tasks. The mission command has become the command philosophy of the German military and recently many countries in the west accept it as a command philosophy. This study compare and analyze the Battle of St. Vincent and the Battle of Jutland to make sure if the army-initiated mission commands were also useful for the navy. From the late 18th century, represented by the era of Nelson, Royal navy changed from the inherited rigid command culture to guaranteeing the disciplined initiative of its subordinate commanders. In the Battle of St. Vincent in 1797, Nelson acted contrary to the commander's orders at the crucial moment, which gave Britain a decisive victory. On the contrary more than 100 years later, the command culture of the Royal navy changed into a centralized command culture. In the Battle of Jutland in 1916, Royal Navy couldn't win because the rigid command culture did not guarantee initiative of subordinate commanders and subordinate commander's passive attitude of waiting for the commander's instructions even at critical moments. Therefore, a mission command that guarantees the initiative of subordinate commanders is a useful concept even in the navy because it makes subordinate commanders to take full advantage of a sudden change in battle. Today's advanced information and communication technologies have raised questions about mission command. But even advanced technology can't completely eliminate the fundamental nature of the war-the fog of war. War is chaotic and unpredictable. In the flood of lots of informations, senior commander's judgement is not always right because he(she) is also human, he(she) can make mistakes. In the age of informatization, mission command is still effective because it involves increasing interaction and synergy between senior and subordinate commanders by ensuring their independence. Therefore ROK navy also needs to activate mission command. ROK navy must dismantle the zero-defect mentality and apply from educations as Prussian did to establish a mission command culture.

A Study on Use of Psychotherapy and Korean Medicine for Eastern Philosophy -Focus on Diagram Theory of InShimDoShim of Yulgok (유학 심성론의 심리치료와 한의학적 활용에 대한 소고 -율곡의 인심도심도론을 중심으로-)

  • Objectives: The purpose of this study is to use in therapy through considering representative oriental philosophical thought in terms of psychotherapy and Oriental medicine. Methods: This study examines psychotherapy and oriental aspects of "Diagram theory of InShimDoShim" that Yulgok, a Neo-Confucian scholar in the Joseon Dynasty, wrote about action of the mind and suggests ways to use it. Results and Conclusion: Diagram theory of InShimDoShim contains much content that can be applied in psychotherapy. It has a positive perspective of human nature and looked at life as realization of nature and life as subjective self-realization. Positive and negative experiences of life are expressions of positive nature. By reinterpreting these experiences, humans contribute to the goal of life that expresses their nature in a healthy way. Yulgok defines a healthy mind capable of living a good life as "an inshim who listens to doshim's command". Therapists can adopt this mindset as the goal of psychotherapy. Yulgok said that the way of manifesting nature is only possible through energy, and that the clear and tidy of this temperament creates a healthy and unhealthy mind. In this part, it is possible to apply therapeutic intervention of the diagram theory of InShimDoShim and Oriental medicine. Oriental medicine can calm temperament by using a treatment method to regulate energy, and clear energy creates a healthy mind and body. The principle that the mind is composed of nature and energy provides a basis for psychosomatic medicine.

Educational Meaning of Human Creation Process in Mythology (신화에서 인간출현과정의 교육적 의미 - 단군신화와 창세기 내용을 중심으로 -)

  • The myth reflects the human way of thinking about the world. Therefore, an important part of myth is human creation and role. This study examines the process of human creation in myth and discusses implications for education. The subjects that can be considered from the viewpoint of education are as follows. The status and role of teachers and students, the relationship between teachers and students, how to create or create humans, and the purpose and results of human creation. First, it is the position and role of the teacher. In myth, being like a teacher is a divine being that transcends human ability. In Dangun mythology, Hwanwoong or Shinwoong descended from heaven, and in the Genesis it is the Creator God. In Dangun mythology, the role of the teacher guides the way of becoming a human and provides necessary tasks. In Genesis, the image of the teacher is the Creator God. God plays the role of a teacher who prepares various environments in which learners can work. Second, the status and role of students in myths. In Dangun mythology, students are symbolized by bear and tiger. They go to the teacher with the desire to become human beings. In Dangun mythology, the student is not a passive existence but an autonomous and active image. In Genesis, the appearance of a student is a passive being created by a teacher. Third, the creation of human beings in myth can be seen in terms of educational process and method. In Dangun Myth, the beginning of education is the wish or expectation of learners. Learners eat mugwort and garlic and participate in human learning. In Genesis 1, however, there is no need for a special method, since human beings are created according to the Creator's command. Fourth, the purpose of education can be discussed through the purpose of human creation. In Dangun mythology, the purpose of education is not to live according to instinct but to become human with culture and personality. In Genesis 1, the purpose of human creation is the role of the Creator in creating and managing the world. Therefore, it is the aim of humans to manage the world in an orderly manner. The purpose of education in Genesis 2 is to enable humans to serve the world.

A study on the correlation of political philoshphy in "Guanja(管子)" with the united thought in "Huangjenaegyeong" ("관자(管子)"의 정치철학(政治哲學)과 "황제내경(黃帝內經)"의 통합사상(統合思想)의 연관성에 대한 연구(硏究))

  • Objective : In "Guanja" there is a clear system with xin and shengren as the central figure, which can be correlated with the united thought can be found in "Huangjenaegyeong". Method : In studying Oriental medicine, we will try to compare the Guanza and Huangjenaegyeong, in that what Sin is doing and how Seongin(聖人) does the work to achieve his prupose, and how Sin has philosophical meaning. Result : Guanja targets a unified government with the king centered, always issues an order, at the same time Guanja survey the system of the military, economy, retainer, people in the gross. In Guanja the Seongin is the ideal king, who understands the four seasons and command in timely, and rule his people using Muui(無爲). Sin is the center which achieve Dao(道) in mankind, and in the government system it is compared as the king to the rellation between king and retainer. "Huangjenaegyeong" is a medicine book which persued the united medical theory and algorithm. It made the general system algorithm, and united many different theories with the Seongin centered, who understand the 天氣 (including four seasons) and can control the human body. In this book, Sin is the center which control other organs. Conclusion : Political philoshphy in Guanja and the united thought in "Huangjenaegyeong" can be correlated in that two both aim for the systematization and the unity.

Performance Analysis of Drone-type Base Station on the mmWave According to Radio Resource Management Policy (무선자원 운용방안에 따른 밀리미터파 대역에서의 드론형 기지국 성능분석)

  • At present, TICN has been developed and distributed for military command control. TICN is known as the 3.5G mobile communication technology based on WiBro, which shows technical limitation in the field operation situation. Accordingly, the drone-type base station platform is attracting attention as an alternative to overcome technical limitations such as difficulty in securing communication LoS and limiting expeditious network configuration. In this study, we performed simulation performance evaluation of drone-type base station operation in 28 GHz that is considered most suitable for cellular communication within mmWave frequency band. Specifically, we analyzed the changes in throughput and fairness performance according to radio resource management policies such as frequency reuse and scheduling in multi-cell topology. Through this, we tried to provide insights on the operation philosophy on drone-type base station.
