  • In up-to-date information anger time it is caused by with business of traffic accident control and analysis and two time it accomplishes a business. National Police Office which controls a traffic accident does not execute an up-to-date technique. And, it is working yet by the hand, There is to traffic accident analysis and the research regarding the analysis against the research which it follows in geography element and composition element and an accident cause is weak. Consequently, effectively establishment and it enforces a traffic safety policy and from the hazard which it evaluates traffic accident data the system and scientific analysis against a traffic accident occurrence cause and a feature in basic must become accomplished. The research which it sees constructs a traffic accident data in GIS base. It is like that, it uses the PDA where is not the collection of data of text form in existing and at real-time it converts store and an accident data rightly in standard traffic accident data form and it will be able to manage. It was related with a space data peculiarity and the research regarding the system development with the geography analysis data about an accident cause under manifesting it accomplished.

  • Injury in agriculture is a serious public health issue with a major impact on the lives of Korean farmers. It is one of the leading causes of death and is also a major cause of longand short-term disability. In 2001, the social cost of one accident in agricultural machinery was estimated as 97.7-97.8 million won that is 4 fold of farm household income in Korea. Effective prevention and control of injuries requires a system of surveillance that monitors the incidence of injuries, their causes, treatment and outcomes. This requires an integrated system of data collection, analysis and interpretation and communication. Creating effective injury surveillance system in Korea requires to establish a framework for a national agenda. Discussions regarding the development of the framework should address, but not be limited to issues related to Data Holdings and Linkages; Capacity and Skills; Communication; Interconnection; and Surveillance Products. Ideally, an injury surveillance system would meet the information requirements across all sectors, while allowing each to have the ongoing information it needs for its policy and programming needs. This study was carried out to develop a surveillance system of agricultural injuries in Korea. Study subjects were residents who lived in a typical agricultural area (Yangpyung area in Kyung-gi province). The main data sources were reports of village headmen, compared with data of 'National Emergency Management Agency', 'National Health Insurance Corporation', 'Insurance of National Agricultural Cooperative', and 'Emergency Medical Centers'. Each data were reviewed to validate the strengths and weaknesses.

  • A VDS data in the domestic has been used within limits to real time information such as congestion management, incident management, and route guidance service. On the other hand, a VDS data in the foreign countries had been used to various objectives such as transportation policy assessment, transportation construction evaluation, franc safety improvement, and etc. The scope and method of the study is the VDS data which was installed in the uninterrupted flow such as the freeway and the interrupted flow in a diversion route of the leeway. It has investigated and analyzed the VDS as our subject to study, study objective and study methodology for each study generally classified as 1) data collection 2) data processing 3) data store and 4) data quality section. This study has investigated and analyzed the various literatures in domestic and foreign countries regarding the VDS data. And It drew the development direction of the study which is about VDS data in domestic from now.

Recognition and use of health information for preliminary elderly and elderly people (예비고령층과 고령층의 건강정보 경로별 인식과 활용)

  • The purpose of this study is to identify the recognition and utilization of health information by acquisition channels for preliminary and elderly people. For the survey data of 200 people aged 55 to 64 and 200 seniors aged 65 or older, the chi-square test and Fisher's precision test were performed using MINITAB17. Although the two age groups were similar in obtaining health information through health professionals, preliminary elderly were more likely to obtain health information through mass media and Internet sites. In particular, the collection of health information through internet sites was more than four times higher than that of the elderly. While the preliminary people focused on searching the information on the health care and prevention, older people explored comprehensive information on health, including disease prevention and treatment, through each channel. Both groups showed positive recognition about the acquired health information. The results of this study confirmed that all channels, including internet sites, can be usefully used in the delivery of health-related information to the elderly in the future. In addition, it is suggested to consider age characteristics and health information utilized by each channel in the development of various contents for the improvement of self-health management of the elderly.

  • This research suggests for efficient operation of the e-commerce guarantee financing system in domestic industries by reviewing the definition, current situation and problems of the e-commerce guarantee financing system in operation since 2001. Throughout the 10 years of the e-commerce guarantee financing system's implementation, technological development has solved many previously concerning factors. The goal of the study is to resolve the current issues of the e-commerce guarantee financing system and offer means by which to expand the accessibility of the system to domestic industries and further assistance to firms already using the system. One of the primary policies supported by the research is the reallocation of funds from archaic means of exchanging finances to the modem e-commerce guaranteed financing methods because of the increased transparency of the trading. Specifically, the funding operated by government guarantee agencies requires systematic promotion, justifying subsidies and tax breaks to companies that are using e-commerce guarantee financing because of the increased overall transparency. In addition, the benefits of e-commerce guarantee financing as a means of funding are numerous: the promotion of good business, relaxation of credit ratings for company loans, construction of the mobile operating system for small businesses, and creation of policy flexibility in operating fund agencies run by government. Future research areas include continued collection and analysis of the above data provided and new market feedback such as direct poll surveys of the operating staff in companies using e-commerce guarantee financing agencies.

  • The US supports the Information and Communication (IC) industry as a strategic one to wield a complete power over the World Market. However, several other countries are also eager to have the support for the IC industry because the industry produces a high added value and has a significant effect on other industries. Korea is not an exception. Korea recently succeeded in the commercialization of CDMA for the first time in the world, after the successful development of TDX. Hence, it is highly likely to get tracked by the US. Although the IC industry is a specific sector of IT, there is a concern that there might be a trade friction between the US and Korea due to a possible competition. It will be very important to prepare a solution in advance so that Korea could prevent the friction and at the same time increase its share domestically and globally. It will be our important task to solve the problem with the minimum cost if the conflict arises unfortunately in the IT area. The parties that have a strong influence on the US trade policy are the think tank group and the IT-related interest group. Therefore, it would be important to have a close relationship with them. We found some implications by analyzing the case of Japan, which has experienced trade frictions with the US over the long period of time in the high tech industry. In order to get rid of those conflicts with the US, the Japanese did the following things : (1) The Japanese government developed supporting theories and also resorted to international support so that the world could support the Japanese theories. (2) Through continual dialogue with the US business people, the Japanese business people sought after solutions to share profits among the Japanese and the US both in the domestic and in the worldwide markets. They focused on lobbying activities to influence the US public opinion to support the Japanese. The specific implementation plan was first to open culture lobby toward opinion leaders who were leaders about the US opinion. The institution, Japan Society, were formed to deliver a high quality lobbying activities. The second plan is economic lobby. They have established Japanese Economic Institute at Washington. They provide information about Japan regularly or irregularly to the US government, research institution, universities, etc., that are interested in Japan. The main objective behind these activities though is to advertise the validity of Japanese policy. Japanese top executives, practical interest groups on international trade, are trying to justify their position by direct contact with the US policy makers. The third one is political lobby. Japan is very careful about this political lobby. It is doing its best not to give impression that Japan is trying to shape the US policy making. It is collecting a vast amount of information to make a correct judgment on situation. It is not tilted toward one political party or the other, and is rather developing a long-term network of people who understand and support the Japanese policy. The following implications were drawn from the experience of Japan. First, the Korean government should develop a long-term plan and execute it to improve the Korean image perceived by American people. Second, the Korean government should begin public relation activities toward the US elite group. It is inevitable to make an effort to advertise Korea to this elite group because this group leads public opinion in the USA. Third, the Korean government needs the development of a relevant policy to elevate the positive atmosphere for advertising toward the US. For example, we need information about to whom and how to about lobbying activities, personnel network who immediately respond to wrong articles about Korea in the US press, and lastly the most recent data bank of Korean support group inside the USA. Fourth, the Korean government should create an atmosphere to facilitate the advertising toward the US. Examples include provision of incentives in tax on the expenses for the advertising toward the US and provision of rewards to those who significantly contribute to the advertising activities. Fifth, the Korean government should perform the role of a bridge between Korean and the US business people. Sixth, the government should promptly analyze the policy of IT industry, a strategic area, and timely distribute information to industries in Korea. Since the Korean government is the only institution that has formal contact with the US government, it is highly likely to provide information of a high quality. The followings are some implications for business institutions. First, Korean business organization should carefully analyze and observe the business policy and managerial conditions of US companies. It is very important to do so because all the trade frictions arise at the business level. Second, it is also very important that the top management of Korean firms contact the opinion leaders of the US. Third, it is critically needed that Korean business people sent to the USA do their part for PR activities. Fourth, it is very important to advertise to American employees in Korean companies. If we cannot convince our American employees, it would be a lot harder to convince regular American. Therefore, it is very important to make the American employees the support group for Korean ways. Fifth, it should try to get much information as early as possible about the US firms policy in the IT area. It should give an enormous effort on early collection of information because by doing so it has more time to respond. Sixth, it should research on the PR cases of foreign enterprise or non-American companies inside the USA. The research needs to identify the success factors and the failure factors. Finally, the business firm will get more valuable information if it analyzes and responds to, according to each medium.

Comparative Characteristics of Small and Medium-sized Firms in Korea (우리나라 중소기업법인의 업종별 지역별 특성에 관한 연구)

  • Over the past 20 years new and small firms have been identified as significant components of economic strategies for job and wealth creation. Implicit in these strategies has been the search for policies which will increase the supply of new firms, and will encourage established firms' growth. Yet the majority firms spend the whole of their economic life within the small firm sector. The aim of this paper is to suggest a multidimensional approach to the understanding of the comparative characteristics of the small firm by providing evidence as to the factors which describe firms of different sizes, regions and industries. And I discuss in the context of policy options for regional economic development in Korea. The results from the analyses are summarized as follows. The size of the small firms in the sample measured in terms of both number of employees and sales revenue are characterized by regions, export performance and R&D. There is also some indication that growing firms may develop more complex environment. These results are based upon a multi-dimensional analysis of the strategic profile of a sample of small firms using KIS. From this observation of the firms during the data collection period, this is a conclusion that I find intuitively appealing.

The Effects of the Bestseller Ranks on Public Library Circulation: Based on Panel Data Analysis (베스트셀러 순위가 공공도서관 대출에 미치는 영향 분석: 패널자료 분석을 중심으로)

  • The purpose of this study is to analyze the effects of the bestseller ranks on the book circulations in public libraries. To achieve this goal, the weekly data sets of 179 books' library circulation and bestseller list from January 1, 2018 to December 29, 2019 were constructed based on the data collected from BigData MarketC and YES24. Three methods for analyzing panel data including linear regression, fixed-effect, and random effect models were compared, and it turned out that fixed-effect model was better than other methods. The results show that the average ranks of bestsellers were associated with their public library circulations visually. Also, the analysis of fixed-effect model showed that the single rank decline of a book on the bestseller list decreases its average circulation of 0.108 while the size of effect varied depending on subject of books. The study empirically demonstrated the impact of a bestseller list on people's book circulation behavior, suggesting that public libraries need to reference sociocultural context as well as bestseller book lists to predict library user needs and to formulate collection development policy.

A Study on Measures to Improve the Production and Service of Records of Presidential Overseas Trips: Focusing on "Records Collection" of the Presidential Archives Website (대통령 해외순방 기록의 생산과 서비스 개선방안 연구 대통령기록관 웹사이트 '기록컬렉션'을 중심으로)

  • Since presidential overseas trips are carried out as the head of state representing the Republic of Korea, the resulting records of such trips have high academic and historical significance and value both in contemporary times and for future generations. This study analyzes the status of production and service of overseas trip records, focusing on whether the records of the president's overseas trips are being produced properly and provided sufficiently to the public, and examines development plans for improvement. Currently, as a result of examining a total of 282 overseas trips provided by the Presidential Archives website, it is difficult for users to understand which records are being produced for even the basic records regarding the trips are not posted. In addition, the website is provider-centered, making users feel alienated rather than being considered in terms of search and provided records. In this study, for the production of high-quality overseas travel records, the "Presidential Overseas Trip Records Production Guidelines" established during the 'Participatory Government' will be supplemented, improved and applied. This archive policy will not be subject to any external variables, including changes in the government, and is suggested that it be consistent and unaffected. In addition, in order to improve the service provided, the following is proposed: first, provision of 'comprehensive information' that allows users to understand the overall context of the trip; second, use of the "file-record" layer and hyperlink function; third, a system that allows the stages of production and service of overseas trip records to be interconnected. In order to carry out these tasks, it would be essential to establish and operate an organization dedicated to records, such as the Secretariat of Archives and Records Management during the 'Participatory Government' period.

  • Due to the transformation to the intelligent information society, the rapid change of our life and environment is expected. The Ministry of Science and ICT (MSIT) and the National Research Council of Science and Technology (NST) introduced a five-year government supported research institution's planning and evaluation based on the mid-to long-term perspective. This study collects international benchmarking information including industry, academia, and research fields by collecting mid- and long-term strategy reports from public research institutes, surveys by experts from abroad universities and research institutes, and analyzing overseas market information reports. The British Geological Survey (BGS), the U.S. Geological Survey (USGS) and the japanese geological survey related institutes (AIST-GSJ) plans for three-dimensional national geological information, predictions of geological environmental disasters, and development of important metals and material in the low carbon economic transformation and in the era of the Fourth Industrial Revolution. The mid- and long-term program emphasizes basic and public research on geological information through abroad experts survey such as the IPGP-CNRS etc. The market analysis of the mining automation and digital map sectors has been able to derive the fields in which the role of public research institutes by the market is expected such as data collection on land and in the air, mobile or three-dimensional information production, smooth/fast/real-time maps, custom map design, mapping support to various platforms, geological environmental risk assessment and disaster management information and maps.
