  • Vessel-based sighting surveys for cetaceans have been conducted in Korean waters since 2000. The supporting data estimate the abundance of finless porpoises along the west coast of Korea; however, they are insufficient because of the coverage and frequency of the surveys. A preliminary aerial survey was conducted in 2011, and the results were assessed with respect to a sighting survey operated by a research vessel in order to compare effectiveness and potentiality. A total of 110.00 nautical miles of effective efforts were made with three sightings under Beaufort scale 4 in the aerial survey, while the vessel-operated survey covered 403.38 nautical miles over 7 days without any sightings under Beaufort scale 4. The standard deviation of the altitude in this survey was 22.7 m, which was significantly higher than that of the referenced study of 4.3 m.

  • In this study, the wave energy potential (WEP) was evaluated using the wave data measured at nine stations along the Korean east coast and compared with the results of previous studies. Along the Korean east coast, seasonal variations in the WEP were around 6.4 kW/m in winter and 1.2 kW/m in summer, greater than spatial variations of 2.5~4.3 kW/m. In most stations, the wave power during June to July were shown to be smallest. The estimated annual average WEP was greatest in the Mukho and Jukbyeon stations located in the middle of the Korean east coast at around 4.3 kW/m, and smallest in the Jinha station at around 2.5 kW/m. The results found using the previous hindcast data showed WEP having a tendency to decrease from south to north. However, in this study, the WEP showed a tendency of being greatest in the middle of the Korean east coast and decreasing in both north and south directions.

  • The shoreline change caused by the construction of shore protection structures are discussed based on the example of Youngrang coast, Sokcho where the coastal erosion control system(CECS), three artificial headlands and two submerged breakwaters are being constructed. The study qualitatively analyzed the shoreline changes of Youngrang coast using available satellite/aerial photographs and camera photographs taken during the construction period of 6 years since 2002 for the artificial headlands construction. The main results from the study are as following. (1) Before the installation of the middle artificial headland, longshore drifts along Youngrang coast are transported in the NW-SE direction according to the seasonally different wave characteristics. (2) During the CECS construction the shoreline is continuously changed by altering the local longshore drift budget. Especially, the middle artificial headland induces considerable change of shoreline by blocking the sediment supply from the southern pocket beach to the northern pocket beach and by accelerating the sediment accretion at the wave shadow zone behind its head. It induces the asymmetry on the net longshore drift causing the significant erosion at the center of the southern pocket beach. (3) The study demonstrates that serious unintended erosion/accretion problem are possibly occurred due to local changes on the wave transformation and the sediment transport by the construction of coastal erosion control system.

  • Found in 23 Dec 1953 to cope with illegal fishing of foreign ships and coastal guard duty, Korea Coast Guard was re-organized as an office under Ministry of Public Safety since the outbreak of sinking of passenger ship "Sewolho". In the course of re-organization, intelligence and investigation duty were transferred to Police Department except "Cases happened on the sea". But the definition of intelligence duty is vague and there are lots of disputes over the jurisdiction and range of activities. With this situation in consideration, the object of this study is to analyse legal and institutional characteristic of KCG Intelligence, to compare them to that of Police Department, foreign agencies like Japan Coast Guard and US Coast Guard, to expose the limit and to suggest solution. To summarize the conclusion, firstly, in the legal side, there is no legal basis on intelligence in [The Government Organization Act], no regulation for mission, weak basis in application act. Secondly, in the institutional side, stated in the minor chapter of [The Government Organization Act], 'the cases happened on sea' is a quite vague definition, while guard, safety, maritime pollution duty falls under 'on the sea' category, intelligence fell to 'Cases happened on the sea' causing coast guard duty and intelligence have different range. In addition, reduced organization and it's manpower led to ineffective intelligence activities. In the case of Police Department, there is definite lines on 'administration concerning public security' in [The Government Organization Act], specified the range of intelligence activities as 'collect, make and distribute information concerning public security' which made the range of main duty and intelligence identical. Japanese and US coast guards also have intelligence branch and performing activities appropriate for the main missions of the organizations. To have superiority in the regional sea, neighboring countries Japan and China are strengthening on maritime power, China has launched new coast guard bureau, Japan has given the coast guard officers to have police authority in the regional islands, and to support the objectives, specialized intelligence is organized and under development. To secure maritime sovereignty and enhance mission capability in maritime safety duty, it is strongly recommended that the KCG intelligence should have concrete legal basis, strengthen the organization and mission, reinforce manpower, and ensure specialized training administrative system.

  • Many researches have been done to define the physical parameters for the wave generation and transformation over a coastal region. However, most of these have been limited to the application of particular conditions, as they are generally too empirical. To yield more reasonable wave estimation using a spectral wave model, it is important to understand how they work for the wave estimation. This study involved a comprehensive sensitivity test against the spectral resolution and the physical source/sink terms of the spectral wave model using SWAN and TOMAWAC, which have the same physical background with several different empirical/theoretical formulations. The tests were conducted for the East Anglian coast, UK, which is characterized by a complex bathymetry due to several shoals and offshore sandbanks. For the quantitative and qualitative evaluation of the models' performance with different input conditions, the wave elements and spectrums predicted at representative sites the East Anglia coast were compared/analyzed. The spectral resolution had no significant effect on the model results, but the lowest resolution on the frequency and direction induced underestimations of the wave height and period. The bottom friction and depth-induced breaking terms produced relatively high variations in the wave prediction, depending on which formulation was applied. The terms for the quadruplet and whitecapping had little effect on the wave estimation, whereas the triads tended to predict shorter and higher waves by energy transferring to higher frequencies.

  • To analyze the surface elevation data of Typhoon Bolaven, simple analytical models are employed to investigate major causes of the storm surges in the west coast of Korea. Although the simple models cannot reproduce the storm surges by Typhoon Bolaven accurately, they are able to provide sufficient evidence of physical processes involved in the storm surges. Surges in islands located at deeper water were mainly driven by typhoon low pressure rather than associated winds. In contrast, bigger storm surge heights more than 1m were recorded in shallow coastal areas during low tide, which were dominantly produced by typhoon winds.

  • Two species of marine algae, Fauchea spinulosa Okamura et Segawa (Rhodymeniaceae, Rhodophyceae) and Stictyosiphon soriferus (Reinke) Rosenvinge (Chodariaceae, Phaeophyceae) were newly collected from the southern coast and Cheju Island of Korea. Fauchea spinulosa was collected from subtidal zone in the insular region of the southern coast. Plants were erect from the discoidal holdfast with short stipe, pinkish to deep red, cartilageneous, dichotomously and flabellately branched, and 10-15 cm high, 5-15 mm broad. Tetrasporangia are cruciately divided and nemathecia occurred on a side of the branches. Cystocarps were mostly coronate in marginal area and spermatangia were scattered on both sides of branches. Stictyosiphon soriferus commonly occurs on muddy and sandy intertidal flat of Namhaedo located on the southern coast. Plants are epilithic, light brown, terete, 3-5 cm high, and branched heavily in irregular or alternate manner, arising from a small holdfast with rhizoidal clumps. Plurilocular sporangia were scattered in patches and slightly swollen above the cortex of the whole filament. Unilocular sporangia were not found.

  • Many reclaimed tideland projects in Korea have been conducted to secure the food self-sufficiency. In fact, the domestic food self-sufficiency has been greatly improved and reclaimed tideland projects contribute to Korea's economic and social development directly or indirectly replacing agricultural lands from urbanization, industrialization. As result, current self-sufficiency of rice reach the demand(104.6%) while rate of upland crops has less than 30% of self-sufficiency rate and corn, wheat, soybeans, etc. are virtually dependent on imports. Domestic price of crop is expected to be unstable by trend of international grain prices. Therefore, developing reclaimed tidelands as upland which is originally constructed for paddy fields could be a good option to become steady in domestic crop market and dedicate to ensure a stable food security. The study to prepare measures for dealing with disasters in reclaimed tidelands of west coast district is required in order to utilize those sites for infra construction of multi-utilization in those sites and The result of flooding analysis in this study can suggest policy direction for practical utilization of reclaimed tidelands in yellow sea area.
