A Critical Analysis on Korea's Tidelands Policy : From a Sustainable Development Point of View (한국의 갯벌정책에 대한 비판적 소고: 지속가능한 발전의 관점에서)

  • Korea's tidelands policy IS examined and criticized in the paper. Korea's major tidelands in the west coast might disappear within a decade. The anachronistic development IS driven by the political interest group, forming coalition for reclamation and busily fulfilling its own profits under the facade of public good and regional development. But all regions of the world have been gradually scrapping the massive reclamation projects since the 1970's and active movements to reverse the reclamation and restore the nature are on the rise. In 1978, the U.S. Supreme Court decided to suspend the construction of the dam and to protect the snail darter despite that over 100 million dollars had been injected. This court ruling became famous and caused the American public to change their perception about the environment. In the Netherlands, following a prolonged discussion on pros and cons of reclamation, open type seawall was adopted to strike a balance among the available alternatives. Japan's Ministry of Environment was praised for forming the National Wetland Committee in order to designate 20 new Ramsar sites by 2008, with an objective to reach 33 designated Ramsar sites. Away from the large-scale reclamation projects, Korea has to move towards smaller-scale projects focusing on the knowledege intensive and circular economy society that are more in harmony with the environment.

The Conflict over the Separation of Prescribing and Dispensing Practice (SPDP) in Korea: A Bargaining Perspective (의약분업을 둘러싼 갈등 : 협상론의 관점에서)

  • We report and analyze the Korean physicians' recent general strike over the implementation of the Separation of Prescribing and Dispensing Practice (SPDP) in which more than 18,000 private clinics and 280 hospitals participated. Utilizing game-theoretic models of bargaining we explain why the Korean physicians were so successful in organizing intense collective action against the government and securing very favorable policy outcomes. In particular, we highlight the role of distributional conflict among social actors in shaping the details of institutional reform. The introduction of the SPDP was a necessary first step in the overall reform of health care system in Korea. However, the SPDP was perceived to be a serious threat to the economic viability of their profession by the vast majority of Korean physicians who had long been relied on the profits from selling medicines to compensate for the loss of income due to the low service fee under the previous health care system. The strong political coalition among heterogeneous physicians enabled them to organize an intense form of collective action, the general strike. Thus, physicians were successful not only in dragging the government to a bargaining table, but also winning in the bargaining and securing an outcome vastly favorable to them. On the other hand, the lack of an overall reform plan in the health care policy area, especially the finance of the National Health Insurance and the need for maintaining an image as a successful reform initiator, motivated the government to reach a quick resolution with the striking physicians.

Analysis on Visibility of Delineators by Survey (시선유도시설 시인성 분석에 관한 연구)

  • Visual changes and speed changes in curved sections of highways are more dangerous than straight sections According to the enquetes conducted by Coalition for Transportation Culture in 1999, about 78% of drivers are dissatisfied with traffic guide and safety signs, with lack of visibility being the largest reason with about 27.9% of respondents indicating it as reason for dissatisfaction. In particular, the lack of visibility during nighttime or bad weather not only threatens driver safety due to poor delivery of information, but also affects the service level of highways. Because of this a new delineation must be installed and managed to enhance driver visibility. In this research, an optimal delineation system to enhance traffic safety is presented. In this research drivers effectively obtained information on highway alignment on the curved sections using a retro-reflection type delineation system and a newly-developed internal lighting delineation system to improve safety on the highways. A statistical comparison was conducted and analysis was done for the delineation systems that enhanced visibility through primary and secondary enquaetes. As a result, inside-lighting delineator will be selected in terms of safety at the curve sections. The inside-lighting delineator was more effective than the retro-reflection delineator on visibility, the necessity of reduction of speed and will reduce the hazard at curve sections. It is anticipated that when a delineation system based on this research is installed, a reduction in the number the number and severity of traffic accidents on curved sections will be reduced. In addition this system will more effectively provide drivers with information about highway alignment.

A Study on the Usefulness of the New Foot Oblique Projection (새로운 발 사방향 검사법의 유용성에 관한 연구)

  • In this study, the purpose is to present the foot inclination angle for realizing an image similar to that of the existing examination method and to present the clinical usefulness of the new examination method through comparison between the existing examination method and the newly designed standing foot oblique projection. A foot phantom was used, and the magnification of the image according to the angle was quantitatively evaluated by attaching a nut to the position of the cuboid of the phantom. The internal oblique image acquired using a 30° wedge was set as the standard image. And that image was compared with the images acquired by changing the angle of the foot from 20° to 65° at intervals of 5°. Image evaluation was performed by 3 radiological technologists, and qualitative evaluation using a Likert 5-point scale for evaluation items of true oblique view and quantitative evaluation of the value obtained by measuring the diameter of a nut in each image were performed as image evaluation. For data analysis, reliability analysis between the measure and comparative analysis of the average value for each angle were performed. The qualitative evaluation score for each image was 4.5 to 5 points for most questions in the case of the standard image. And 4 points or less for most questions in the images with a foot angle of 45° or less, and an evaluation score close to the standard image was obtained in the image of 50° or more. And in the quantitative evaluation, the diameter of the nut was measured to be 9.28~9.56 mm. The qualitative evaluation showed a reliability of 0.95~1.0 and the quantitative evaluation was 0.62. As a result of comparing and analyzing the average of the quantitative and qualitative average values for each angle image, the group with the average value most similar to the standard image was images obtained at 55° and 60°, and in the post-analysis, the images of both groups were the same group as the standard image(p<0.01). As a result of this study, it was found that the angle of inclination of the foot for realizing the image most similar to the existing image in the standing foot oblique projection is 55°~60°. In addition, if this test method is applied to the clinic, it is believed that it will help prevent safety accidents such as falls during the test and improve test efficiency by minimizing the movement of patients for the test.

The Effect of Corporate Social Responsibility on Audit Efficiency: Analyses of the effects of KEJI Index on Audit Fees and Audit Hours (감사대상기업의 사회적 책임활동과 감사의 효율성 : 경제정의지수와 감사보수 및 감사시간의 관련성 분석)

  • This paper analyzes for companies of 2011~2014 the effects of corporate social responsibility on audit efficiency. Using KEJI Index and its individual components which is published by Citizens' Coalition for Economic Justice Institute, this paper analyzes their effects on audit efficiency of audit fees and audit hours. The results of analyses are as followings. First, corporate social responsibility(CSR) composite index did not show any significant relationship between audit fees and audit hours. However, for analyses of the effects of CSR individual components on audit efficiency, variable such as CSR fairness(CSR2), CSR social contribution(CSR3), CSR environmental protection activity(CSR5) have the negative effects on the audit fees and audit time. and CSR customer protection(CSR4), CSR employee satisfaction(CSR6) have the positive effects on the audit fees and audit time. Results suggest that independent auditors may reduce audit risks associated with possible misrepresentation of financial statements for companies with high scores of CSR fairness (CSR2), CSR social contribution(CSR3), and CSR environmental protection activity(CSR5). Also, financial statement auditors may perceive surge of discretionary expenses, and set audit risk high for companies with CSR customer protection(CSR4), and CSR employee satisfaction(CSR6). Together, KEJI Index and its individual components appear to have differential effects on audit efficiency.

  • This study aims to investigate the transition of the game rating system in Korea and to search for problems and improvement measures in the era of IARC game grade review. IARC(International Age Rating Coalition) is an International Classification Alliance, with 37 member organizations from 6 countries. In addition, IARC grants participating store-fronts autonomy to review game ratings. The method of deliberating games in Korea is proceeding with direct review by rating system and deliberation by IARC's own classification system. The problem of the rating system of the game is that the civilian becomes the subject, it relies on the questionnaire, and its side effects are caused by its own classification system. IARC guidelines can be developed to improve the game rating system, education on penalties and ratings for game developers, and management of participating front-stores. In conclusion, it may be dangerous to delegate rating authority to open market, and it is necessary to construct a discussion forum for ratings, including government and industry, game developers, users, and parents of under-age gamers. It is necessary to create a rating system for the game environment in Korea.

  • As all are aware, the results of the Malaysia 12th General Election (GE-12) in 2008 have surprised many. Not only the dominant parties Barisan Nasional (BN) were shocked by the loss of significant numbers of seats but for the first time in the history of Malaysia politics, vis-${\grave{a}}$-vis, electoral affairs, they were denied a two-thirds majority in the Parliament. Notwithstanding the opposition parties such as Parti Islam Se-Malaysia (PAS), Democratic Action Party (DAP) and Parti Keadilan Rakyat (PKR: The People's Justice Party) that form the opposition coalition called Pakatan Rakyat (People's Alliance: PR), has come to a surprised with the GE-12 result, in which they not even think that were able to challenge hegemonic politics of BN, managed to capture and formed a government at the state level namely Kedah, Penang, Perak, and Selangor, except Kelantan which has been under the control of PAS since the 1990 general election. This article aims to analyze whether Sabah as a "fixed deposit"state is still relevant in understanding the continuity and survival of the BN political hegemony in the context of Malaysia political developments post-13th general election.

A Possible Development of Mulching Dry Drill Seeded Rice Cultivation by Biodegradable Film (탄소배출 저감을 위한 생분해 필름이용 벼 멀칭건답직파재배기술 개발 가능성 연구)

  • As the world marks the adoption of the landmark Paris Agreement on climate change, a promising movement for carbon neutrality is taking shape. This agreement would be needed to build a truly global coalition for carbon neutrality by 2050. Greenhouse gas(GHGs) emissions from agriculture come from livestock such as cows, agricultural soils and rice production has been reported by 10% in 2019. Rice cultivation would be reduced a GHGs and thus this research has conducted to minimize the emission of greenhouse gas with the mulching methodology using a biodegradable film in dry hill seeded rice and to conserve the environment through a cultural and ecological weed control instead of chemicals. We have developed the 5th mulching dry hill seeder with the biodegradable film to determine the possibility of stable rice cultivation. There were so many difficulties and constraints in the field operations such as film mulching, hill seeding and effective weed control. The mulching dry hill seeder was so good performance in the 5th trial but the biodegradable film tested was so faster in terms of biodegradation before the heading stage of the rice plant and thus there was not highly effective weed control which is ongoing research with a good performance since 2020.

Analysis of Church based parish nursing activities in Teagu city (목회간호사의 업무활동분석)

  • The concept of parish nursing began in the late 1960s in the United States when increasing numbers of churches employed registered nurses (RNs) to provide holistic, preventive health care to the members of their congregations. Parish nursing role was developed in 1983 by Lutheran chaplain Granger Westberg, and provides care to a variety of church congregation of various denominations. The parish nurse functions as health educator, counselor, group facilitator, client advocate, and liaison to community resources. Since these activities are complementary to the population-focused practice of community health' CNSs, parish nurses either have a strong public health background or work directly with both baccalaureate-prepared public health nurses and CNSs. In a Midwest community in U.S.A., the Healthy People 2000(1991) objectives are being addressed in health ministries through a coalition between public health nurses and parish nurses. Parish nursing is in the beginning state in Korea and up untill now, there has been no research was conducted on concrete role of korean parish nurses. The main purpose of this study was to identify, classify and analyze activities of parish nurses. The other important objective of this study was to establish an effective approach and direction for parish nursing and provide a database for korean parish nursing model through analysis and' classification of the content of the nursing record which included nursing activities. This study was a descriptive survey research. The parish nurses were working in churches where the demonstration project developed on parish nursing. The study was done on all nursing records which were working in churches where the demonstration project developed on parish nursing. The study was done on all nursing records which were documented by parish nurses in three churches from March, 1995 to February, 1996. Namsan, Taegu Jeei and Nedang presbyterian churches in Taegu and Keimyung nursing college incooperated together for the parish nursing demonstration project. The data analysis procedure was as follows: First, a record analysis tool was developed and second, the data was collected, coded and analyzed, the classification for nursing activities was developed through a literature review, from which the basic analysis tool was produced and cotent validity review was also done. The classification of the activities of parish nurses showed 7 activitity categories. 7 activity categories consisted of visitation nursing, health check-ups, health education, referring, attending staff meetings, attending inservices and seminar, volunteers coordinating. The percentage of activities were as follows: Visitation nursing(A: 51.6%, B: 55%, C: 42.6%) Health check-ups(A: 13.5%, B: 12.1%, C: 22.3%) Health education(A: 13.5%, B: 13.2%, C: 18.2%) Referring(A: 1.4%, B: 4.2%, C: 2.4%) Attending staff meeting(A: 18.8%, B: 13.0%, C: 12.2%) Attending inservices and seminar(A: 1.5%, B: 2.2%, C: 2.1%) Volunteers coordinating(A: 0.3%, B: 0.4%, C: 0.0%) To establish and develope parish nursing delivery network in Korea, parish nurses role, activities and boundaries of practice should be continuously monitored and refined every 2 years. Also, It is needed to develope effective nursing recording system based on the need assessment research data of various congregation members. role, activities and boundaries of practice and arrangement of the working structure, continuing education, cooperation with community resources and structuring and organizing parish nursing delivery network. Dual Faces of Nationalism reflected in Contemporary Korean Art and Society (현대 한국미술과 민족주의란 두 개의 얼굴)

  • In Korea, nation and nationalism are undeniable justice, absolute virtue and moreover system of desire. From the late Chosun Dynasty when the Korean Peninsula had to survive from the critical situation of being the arena of competition, and through the colonial period under Japanese imperialism, nationalism became stronger as a logic of survival. The policy of seclusion under closed and exclusive nationalism that didn't recognize the world situation well enough, eventually gave more pain to the nation. Nationalism in colonial Korea which was as reformed nationalism and on the other hand, as intransigent, resisting nationalism. Since the purpose of this writing is not for clarifying the argument raised on Korean nationalism, there is no use mentioning how it went with the change of time. But we have to focus on the fact that the word 'nation' which appeared under the influence of popular revolution and capitalism meaning 'a group of people', was translated and understood as a racial concept for strengthening the unity of 'single-race nation with five thousand years' history. First of all, there is nationalism used to fortify the system. 'The Charter of National Education' and 'The Pledge of Allegiance' were ornaments to intensify the ruling ideology and dictatorship to militarize entire South Korea for 'settling Korean democracy' professed nationalism. Also, another ruling ideology armed with 'self-reliance' put North Korea into the state of hypnosis called nationalism. Nationalism, claiming 'nation' outwardly, but in reality, being an illuminating, instructing ideology isolating each other was indeed a body with two faces. This made 'nation' in Korea mysterious and objective through work such as. The statue commemorating patriotic forefathers' and picture of national records' in South Korea art. Nationalism used to strengthening the system encountered the magical 'single-race' and made 'ghost' being an extreme exclusion to other nations. We can find pedigreed pureness not allowing any mixed breeds from the attitude accepting western art -via Japan or directly- and making it vague by using the word Korean and Asia. There's nationalism as a resistant ideology to solidify the system on the other side. It came out as a way of survival among the Great Power and grew with the task of national liberation to became as a powerful force facing against the dictatorship dominating South Korea after the liberation. This discussion of nationalism as a resistance ideology was active in 1980s. In 1980, democracy movement against the dictatorship of 5th Republic originated from military power which came out suppressing the democratic movement in Gwangju, spread out from the intellects and the students to the labors, farmers and the civilians. It is well known that the 'Nation-People(Minjoong)'s Art Movement could come out under this social condition. Our attitude toward nationalism is still dual in this opening part of 21st century. On one hand, they are opposing to the ultra-nationalism but are not able to separate it from nationalism, and on the other, they have much confusion using it. In fact, in a single-race nation like Korea, the situation of being nationalism and jus sanguinis together can cause dual nationalism. Though nationalism is included in the globalization order, it is evidence that it's effective in Korea where there are still modern fetters like division and separation. In particular, in the world where Japan makes East Asia Coalition but exposed in front of nationalism, and China not being free from Sinocentrism, and American nationalism taking the world order, and Russia fortifying nationalism suppressing the minority race after the dissolution of socialism, Korean nationalism is at the point to find an alternative plan superior to the ruling and resisting ideology.
