A Study on the Application of Standard Technology for Integrated Management of Water Hazard Information Platform (수재해 정보 플랫폼 통합관리를 위한 표준기술 적용방안)

  • In recent years, the attention on the applications of the national or international standards to water-related information technology in practice has more increased. In particular, as the demand on spatial information technology including content development, receiving, disposal and distribution has increased, the importance of standardization has been also emphasized. However, compared with attention and demand on standardization in spatial information technology, studies on development and application of standardization are still at the initial stage. Accordingly, this study attempted to investigate the trends of international standards developed and established by International Organization for Standardization(ISO) and Open Geospatial Consortium(OGC), and to derive the adaptable integrated management standard technology for water hazard information platform. For this, we investigated big data, NoSQL, and cloud technology for the observed data provision. Furthermore, OGC WxS standard technologies for spatial information web service and ISO standards for spatial information format were investigated. Based on these investigations, we examined the strategies and plans to apply and establish the standardization for information provision.

A Suggestion for Data Assimilation Method of Hydrometeor Types Estimated from the Polarimetric Radar Observation

  • It is important for 0-6 hour nowcasting to provide for a high-quality initial condition in a meso-scale atmospheric model by a data assimilation of several observation data. The polarimetric radar data is expected to be assimilated into the forecast model, because the radar has a possibility of measurements of the types, the shapes, and the size distributions of hydrometeors. In this paper, an impact on rainfall prediction of the data assimilation of hydrometeor types (i.e. raindrop, graupel, snowflake, etc.) is evaluated. The observed information of hydrometeor types is estimated using the fuzzy logic algorism. As an implementation, the cloud-resolving nonhydrostatic atmospheric model, CReSS, which has detail microphysical processes, is employed as a forecast model. The local ensemble transform Kalman filter, LETKF, is used as a data assimilation method, which uses an ensemble of short-term forecasts to estimate the flowdependent background error covariance required in data assimilation. A heavy rainfall event occurred in Okinawa in 2008 is chosen as an application. As a result, the rainfall prediction accuracy in the assimilation case of both hydrometeor types and the Doppler velocity and the radar echo is improved by a comparison of the no assimilation case. The effects on rainfall prediction of the assimilation of hydrometeor types appear in longer prediction lead time compared with the effects of the assimilation of radar echo only.

한반도 지표형태에 대한 MODIS TOA Radiance 분석

  • The top-of-atmosphere(TOA) radiance and its seasonal variation for various surface types have been analyzed using the MODIS direct broadcasting data acquired from the KARI ground station for the period between July 2002 and November 2003. The selected study areas considering the MODIS spatial resolution and the characteristics of the Korean peninsular are as follows: agricultural land, forest land, inland water, sea water, urban land, wetland, and atmosphere(cloud). The results showed that TOA radiances depend on the surface characteristics for the selected sample areas. Furthermore, the MODIS observations appear to well depict the general features of earth radiation properties. The authors hope that this study may provide the basic information on the analysis of hyperspectral data.

The Improvement of Infrared Brightness Temperature Difference Method for Detecting Yellow Sand Dust

  • The detection of yellow sand dust using satellite has been utilized from various bands from ultraviolet to infrared channels. Among them, Infrared channels have an advantage of detecting aerosols over high reflecting surface as well as during nighttime. Especially, brightness temperature difference between 11 and 12{\mu}m(BTD) was often used to distinguish between water cloud and yellow sand, because Ice and liquid water particles preferentially absorb longer wavelengths while aerosol particles preferentially absorb shorter wavelengths. We have found that the BTD significantly depends on surface temperature, emissivity, and zenith angle and thereby the threshold of BTD. In order to overcome these problems, we have constructed the background brightness temperature threshold of BTD and then subtracted it from BTD. Along with this, we utilized high temporal coverage of geostationary satellite, MTSAT-1R, to verify the reliability of the retrieved signal in conjunction with forecasted wind information. The statistical score test illustrated that this newly developed algorithm showed a promising result for detecting mineral dust by reducing the errors in the current BTD method.

Rice Crop Monitoring Using RADARSAT

  • Rice is one of the most important crop in the world and is a major export of Thailand. Optical sensors are not useful for rice monitoring, because most cultivated areas are often obscured by cloud during the growing period, especially in South East Asia. Spaceborne Synthetic Aperture Radar (SAR) such as RADARSAT, can see through regardless of weather condition which make it possible to monitor rice growth and to retrieve rice acreage, using the unique temporal signature of rice fields. This paper presents the result of a study of examining the backscatter behavior of rice using multi-temporal RADARSAT dataset. Ground measurements of paddy parameters and water and soil condition were collected. The ground truth information was also used to identify mature rice crops, orchard, road, residence, and aquaculture ponds. Land use class distributions from the RADARSAT image were analyzed. Comparison of the mean DB of each land use class indicated significant differences. Schematic representation of temporal backscatter of rice crop were plotted. Based on the study carried out in Pathum Thani Province test site, the results showed variation of sigma naught from first tillering vegatative phase until ripenning phase. It is suggested that at least, three radar data acquisitions taken at 3 stages of rice growth circle namely; those are at the beginning of rice growth when the field is still covered with water, in the ear differentiation period, and at the beginning of the harvest season, are required for rice monitoring. This pilot project was an experimental one aiming at future operational rice monitoring and potential yield predicttion.

  • 기후변화에 따른 홍수 위험도 증가와 태풍 및 집중호우의 증가는 도시지역의 홍수로 인한 피해가 커지고 있다. 실제로 최근 10년간 홍수로 인한 재산피해 및 인명피해는 해마다 늘고 있다. 이러한 홍수피해를 최소화 할 수 있는 도시지역 초단기 강우 예보 시스템 개발은 필수적이다. 그동안 기상레이더를 이용한 강우예측 모형은 국내외적으로 많이 개발이 되어 있지만, 위성을 이용한 단기간 강우예보모형은 많이 부족한 실정이다. 최근 국내 최초 기상위성의 발사로 위성을 이용한 강수관측 및 초단기 예보가 가능하게 되었다. 이러한 초단기 강우 예보 시스템의 기본예측모형인 구름이동벡터를 개발하기 위해서 본 연구에서 COMS 위성자료를 이용하였다. COMS 위성은 2011년 4월에 발사되어 현재 운영 중에 있다. COMS 위성 자료는 현재 일본 정지궤도 위성 MTSAT 위성자료와 달리 한반도 영역을 대상으로 적외채널 자료들을 8-15분 간격으로 수집 가능하여 집중호우 예보에 매우 유리하다. COMS 위성의 연속되는 위성 구름의 교차상관을 통해서 이동벡터를 산출하여 예측 모형을 산출하였다. 교차상관 기법은 연속되는 구름 자료에 대해서 두 윈도우 사의 상관계수의 최대치를 찾아냄으로써 구름의 이동방향과 이동속도를 산출하는 방법이다. 기 개발된 예측모형을 이용하여 한반도 지역의 이동벡터를 산출하였으며, 본 연구에서 산출된 구름이동벡터는 도시지역의 갑자기 발생하는 집중호우나 태풍의 초단기 예측의 기본 모형으로 탑재될 것이다.

Hydro-meteorological analysis of January 2021 flood event in South Kalimantan Indonesia using atmospheric-hydrologic model

  • In January 2021 heavy flood affected South Kalimantan with causing many casualties. The heavy rainfall is predicted to be generated due to the ENSO (El Nino-Southern Oscillation). The weak La-Nina mode appeared to generate more convective cloud above the warmed ocean and result in extreme rainfall with high anomaly compared to past historical rainfall event. Subsequently, the antecedent soil moisture distribution showed to have an important role in generating the flood response. Saturated flow and infiltration excess mainly contributed to the runoff generation due to the high moisture capacity. The hydro-meteorological processes in this event were deeply analyzed using the coupled atmospheric model of Weather Research and Forecasting (WRF) and the hydrological model extension (WRF-Hydro). The sensitivity analysis of the flood response to the SST anomaly and the soil moisture capacity also compared. Result showed that although SST and soil moisture are the main contributors, soil moisture have more significant contribution to the runoff generation despite of anomaly rainfall occurred. Model performance was validated using the Global Precipitation Measurement (GPM) and Soil Moisture Operational Products System (SMOPS) and performed reasonably well. The model was able to capture the hydro-meteorological process of atmosphere and hydrological feedbacks in the extreme weather event.

  • 우리나라에서 발생하는 기상 재해 현상은 주로 태풍, 집중호우, 장마 등 인명 및 경제적인 피해가 크며, 단기간에 국지적으로 나타난다. 현재 재해 감시 및 예보는 주로 종관기상관측체계를 이용하고 있다. 하지만, 우리나라의 복잡한 지형, 인구 밀집 지형, 관측 시기가 일정하지 않은 지형과 같은 조건에서 미계측 자료 및 지역이 다수 존재 때문에 강수의 공간 분포와 강도에 대한 정밀한 정보를 제공하지 못하는 실정이다. 최근 광범위한 관측영역과 공간 분해능의 개선, 자료추출 알고리즘의 개발로 전세계적으로 위성영상 기반 기상관측 자료의 활용성이 증대되고 있다. 본 연구에서는 한반도 지역의 지상 관측데이터와 전지구 격자형 위성 강우자료를 비교하여 한반도의 적용성을 분석하고자 한다. 다양한 위성영상 기반 기상자료인 Climate Hazards Groups InfraRed Precipitation with Station (CHIRPS), Precipitation Estimation From Remotely Sensed Information Using Artificial Neural Networks-Climate Data Record (PERSIANN-CDR), Global Precipitation Climatology Centre (GPCC), Precipitation Estimation From Remotely Sensed Information Using Artificial Neural Networks-Cloud Classification System (PERSIANN-CCS) 4개의 강우위성영상을 수집하여, 1991년부터 2020년까지 30년 데이터를 활용하였다. 강수량 변동성 비교를 위하여 기상청의 종관기상관측장비 (Automated Synoptic Observation System, ASOS), 자동기상관측시설 (Automatic Weather System, AWS) 데이터와 상관 분석을 수행하고, 강우위성영상의 국내 적합성을 판단하고자 한다.

Generation of DEM by Correcting Blockage Areas on ASTER Stereo Images (ASTER 스테레오 영상의 폐색영역 보정에 의한 DEM 생성)

  • The Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) on-board the NASA's Terra spacecraft provides along-track digital stereo image data at 15m resolution with a base-height ratio 0.6. Automated stereocorrelation procedure was implemented using the ENVI 4.1 software to derive DEMs with $15m{\times}15m$ in 43km long and 50km wide area using the ASTER stereo images. The accuracy of DEMs was analyzed in comparison with those which were obtained from digital topographic maps of 1:25,000 scale. Results indicate that RMSE in elevation between ${\pm}7$ and ${\pm}20m$ could be achieved. Excluding cloud, water and building areas as the factors which make RMSE value exceeding 10m, the accuracy of DEMs showed RMSE of ${\pm}5.789m$. Therefore for the purpose of elevating accuracy of topographic information, we intended to detect the cloud areas and shadow areas by a landcover classification method, remove those areas on the ASTER DEM and then replace with those areas detached from the cartographic DEM by band math.

  • The infrared and microwave satellite observations have been used to derive the information of hydrometeors (i.e., cloud and precipitation) and atmospheric temperature. The observations were made by the Nimbus-4 Infrared Interferometer Spectrometer (IRIS) in 1970, and by the Microwave Sounding Unit (MSU) during the period 1980-99, which had channel 1~4 (Chl~4). The IRIS, which has a field of view of ~100 km, has been utilized to examine the cirrus and marine stratus clouds. The cirrus and stratus distributions were obtained, respectively, based on the spectral difference in the infrared window region, and the absorption of water vapor and $CO_2$ in the spectral region $870-980cm^{-1}$. The MSU Ch1 data has been used for low tropospheric temperature and hydrometeors, while the Ch2, Ch3 and Ch4, respectively, for the thermal state of midtroposphere, tropopause, and lower stratosphere. The climatic aspects of El Ni$\tilde{n}$o, Quasi-Biennial Oscillation (QBO) and temperature trends over the globe are discussed with the MSU data. This study suggests that the IRIS and MSU data are useful for monitoring the hydrometeors and atmospheric thermal state in climate system.
