A Study on the Open Meeting System : Focused on the Central Administrative Organization Designated Meeting (회의공개제도 운영에 관한 연구 중앙행정기관 지정회의를 중심으로)

  • This study analyzes the status of the designated administrative meetings of the central administrative agencies, including the number of meetings, the presence of written minutes, and the form of minutes. The implications based on the analysis are as follows. First, there were meetings that were not held, and written meetings were held. The standards for determining the designated meetings should be established. Second, when only a written meeting was held, the minutes were not made because these were not written separately. A written meeting can be held, if it is necessary. However, there is still a need to keep a detailed record similar to minutes in such cases. Third, among the minute types, a written record of the points of the meeting is preferred. Even if the meeting is closed for proper reasons, making a transcript and a record in addition to writing the points must be settled. Finally, specific standards for the procedures and reasons why meetings and minutes should be closed should be established. It is necessary to change the paradigm from the viewpoint of production and management to the viewpoint of disclosure and sharing through the improvement of standards and procedures related to designated meetings and designated meeting minutes.

  • The purpose of this study was to analyze the variables of the state-of-the-art office planning for the productive workplaces of the North America and to predict the adaptability in Korea. Knowledge workers have been considered as the decisive factors for the survival and development of organizations. So, open workplaces have been considered appropriate for the workplace to stimulate their informal knowledge sharing. However, the low individual productivity due to low privacy and distraction in the open workplace has been the key problem. To solve the dilemma, this study suggests that closed individual offices are best for the individual productivity and open conference area and meeting places are essential for the informal knowledge sharing. Some state-of-the-art workplaces such as just-in-time offices and hotelings can provide more space for the individual workplaces and open meeting places without excessive cost burden of organizations.

  • Tool costs can comprise a significant part of the total operating costs of Flexible Manufacturing Systems. We address the problem of determining the optimal processing times of individual operations and routing mix in FMSs with multiple routes for each part type in order to minimize tool cost, subject to meeting a throughput constraint for each part type. The problem is formulated as a nonlinear program superimposed on a closed queueing network of the FMSs under consideration. Numerical examples reveal the potential of our approach for significant saving in tool costs.

  • We address the problem of determining the optimal processing times and pallet/fixture allocation in Flexible Manufacturing systems in order to minimize tool cost while meeting throughput targets of multiple part types. The problem is formulated as a nonlinear program superimposed on a closed queueing network of the FMSs under consideration. A numerical example reveals the potential of our approach for significant cost saving. We argue that our model can be Integrated Into the process planning system of an FMS to generate efficient process plans quickly.

Frequency Spectrum Analysis of Electromagnetic Waves Radiated by Electric Discharges

  • In this paper, we analyzed the frequency spectrum of the electromagnetic waves radiated by an electric discharge as a basic study to develop an on-line diagnostic technique for power equipment installed inside closed-switchboards. In order to simulate local and series arc discharges caused by an electric field concentration and poor connections, three types of electrode systems were fabricated, consisting of needle and plane electrodes and an arc generator meeting the specifications of UL 1699. The experiment was carried out in an electromagnetic anechoic chamber, and the measurement system consisted of a PD free transformer, a loop antenna with a frequency bandwidth of 150 kHz-30 MHz, an ultra log periodic antenna with a frequency bandwidth of 30 MHz-2 GHz, and an EMI test receiver with a frequency bandwidth of 3 Hz-3 GHz. According to the experimental results, the frequency spectra of the electrical discharges were widely distributed across a range of 150 kHz-400 MHz, depending on the defects, while commonly found between 150 kHz and 10 MHz. Therefore, considering the ambient noise and antenna characteristics, the best frequency bandwidth for a measurement system to monitor abnormal conditions by detecting electromagnetic waves in closedswitchboards is 150 kHz-10 MHz.

Report on the Current Status of EAO/JCMT

  • The JCMT is now in its third year of operations under EAO management. During this past year, we continued with calls for regular PI programs as well as the second call for Large Programs. The performance of SCUBA-2 has been improved by replacing internal optical filters. The 230GHz Receiver A is in the process of being replaced by a new closed-cycle system. The SCUBA-2 polarimeter, POL-2, commissioned during the past year, has been working very well in measuring the magnetic field structures in molecular clouds. The JCMT successfully participated in the Event Horizon Telescope experiment during April 2017, which utilized the phased-up ALMA for the first time. The first round of Large Programs are nearing completion, with first publications beginning to be published. The JCMT continues to welcome inputs from the community, and the next users meeting will be held in Seoul in January 2018.

  • Good stability and complete range of motion should be the ultimate goal of a rehabilitation program after ACL reconstruction. In previous years. the rehabilitation of the ACL reconstructed knee focused on protecting the new ligament by blocking terminal knee extension, hut, despite good stability, this approach led to numerous postoperative complications. Nowadays, most of surgeons agree the accelerated rehabilitation program based on the concept of ligamentization and clinical experience. Accelerated rehabilitation program consists of maintain of full extension of the knee, early weight bearing and prompt recovery of ROM, and closed kinetic chain exercise. Meeting this goal requires effective communication between-members of the health care team-the physician, physical therapist, atheletic trainer, and the patient. We have to know the importance of rehabilitation, knowlege about the physical therapy, and to introduce for special physical therapist and equipment.

A Study on a Plan to Make Public of the Closed Minutes and the Non-published Minutes at the National Assembly of R.O.K (국회 비공개회의록 및 불게제 부분의 공표 방안 연구)

  • It is principle that the National Assembly Minutes are open to the general public based on the Constitution of the Republic of Korea. However, it will not be released to the public when the minutes are produced at a meeting held privately -the closed minutes- and the parts of the minutes are not published because of 'the demands on keeping confidential of the Chairman of the National Assembly or needs for the National Security' based on the National Assembly Act article 118 clause 1. These two minutes infringe the democratic rights, the public's rights to know seriously by reason that there are no procedures to disclose to the public. Especially the non-published parts of the minutes are highly likely in breach of the constitution. This paper will deal with the regulations and guidelines related to the disclosure of the closed minutes focusing on the United States and the United Kingdom where developing countries on the parliamentary democracy. Then, it is suggested placing an emphasis on the legal aspects that the plans to make public of the closed minutes and non published parts of the minutes based on the reviewed results of the committee of the National Assembly Archives and the initiative proposed by the member of the National Assembly, Jung Chang-rae in the last 2004.

A Study on the Awareness of Applying Blockchain to the Fisheries (수산분야 블록체인기술 도입에 관한 인식도 연구)

  • This study utilizes the IPA (Importance-Performance Analysis) method to assess the importance, possibility, and urgency of using blockchain technology for fisheries sectors and the related policies. Based on a field survey targeting experts and stakeholders in the fisheries and blockchain technology sectors, the following major results and corresponding implications are drawn. First of all, the respondents of our survey have an outlook that the introduction and utilization of blockchain will be required in four major parts. These parts include i) the seafood' information system managed by the government or public institutions, ii) traceability and certification process for domestic and foreign seafoods, iii) meeting the need of seafood safety from consumers, and iv) taking prompt actions to seafood safety related accidents. Next, the seafood information system managed by the government or public institutions has been limited in maintaining information consistency and continuity once the fisheries ministries and departments are integrated, closed or partially transferred. Thus, it is assessed that the technology will be able to improve consistency and continuity of the seafood information in case of applying blockchain to the seafood information management system. This result that blockchain is necessary for the seafood information system have a significant implication in Korea's seafood management which has been independently controlled until now. Lastly, the application of blockchain to seafood traceability and certification systems has the most well-known cases through international and domestic pilot projects, and the results of our survey reflect this reality. Our results contribute to showing an additonal characteristics of blockchain in the fisheries sector, resulting in the possiblity that blockchain can be used for taking swift steps in the event of seafood safety accidents and meeting the need of seafood consumers for safety.
