Studies on Changes and Future Projections of Subtropical Climate Zones and Extreme Temperature Events over South Korea Using High Resolution Climate Change Scenario Based on PRIDE Model (남한 상세 기후변화 시나리오를 이용한 아열대 기후대 및 극한기온사상의 변화에 대한 연구)

  • This study aims to examine spatially-detailed changes and projection of subtropical climate zones based on the modified K$\ddot{o}$ppen-Trewartha's climate classification and extreme temperature indices using $1km{\times}1km$ high resolution RCP 4.5 and RCP 8.5 climate change scenarios based on PRIDE model over the Republic of Korea. Subtropical climate zones currently located along the southern coastal region. Future subtropical climate zones would be pushed northwards expanding to the western and the eastern coastal regions as well as some metropolitan areas. For both scenarios, the frequency of cold-related extreme temperatures projects to be reduced while the frequency of hot-related ones projects to be increased. Especially, hot days with $33^{\circ}C$ or higher temperature projects to occur more than 30 days over the most of regions except for some mountain areas with high altitudes during the period of 2070~2100. This study might provide essential information to make climate change adaptation processes be enhanced.

The lnfluence of Weighting Value derived by the Regression Equation on the Result of Vulnerability Assessment (회귀식에 의해 도출된 가중치가 취약성 평가에 미치는 영향)

  • The frequency and intensity of abnormal climate caused by climate change is increasing in Korea. Also, the amount of damage from disaster is increasing rapidly. The research on vulnerability assessment analyzes environmentally, socially and economically vulnerable indicators and is ongoing to reduce the intensity of damage and establish adaptation policies for climate change. Therefore, in this study, we assessed vulnerability using weighting value derived by the regression equation. There are 3 evaluation items : vulnerability assessment for farmland erosion to flood, vulnerability assessment for health to heat wave, vulnerability assessment for forest fire to drought. For this study, indicators for each sectors were selected and spatial data for each sectors were established using GIS program. Results showed that vulnerability to heat wave was more affected by climate factors. On the other hand, vulnerability to flood and drought was more affected by social-economic factors. Then, to analysis efficiency of the regression analysis, vulnerability result was compared between the existing vulnerability research with no weighting applied and the vulnerability research with the influence of weighting value derived by the regression. This study showed that the regression analysis is efficient to provide practical and feasible alternatives in terms of planning climate change adaptation policies and it is expected to be utilized for vulnerability assessment in the future.

Analysis on the Relationship Between Climatic Variation and Total Factor Productivity of Manufacture Industries of Korea (한국 기후변동 패턴과 제조업 총요소생산성의 관계 분석)

  • This study is to analyze the effects of changing pattern of climate vaariables on total factor productivity of Korea manufacture industry. Changes in temperature, rainfalls and humidity which are the representative climate variables are used as main factors. Not only average values of the variables but those highest values are used as independent variables in the model, in order to consider the characteristic pattern of recent climate change, the high volatilities. The OLS results are unlike to previous literature that temperature and humidity had no significant impact on manufacturing productivity. An increase in the amount of precipitation was analyzed that impact negatively impacted. The analysis of panel data showed that temperatures and precipitation all that does not significantly affect the manufacturing. While the increase of the average humidity is shown to increase the total productivity of manufacture industry. In Korea, adaptation capability is important in determining the effects of climate change on productivity of manufacture industry.

Analysis of Watershed Hydrologic Responses using Hydrologic Index (수문지수를 이용한 유역의 수문반응 분석)

  • Hydrologic responses in watershed are determined by complex interactions among climate, land use, soil and vegetation. In order to effectively investigate hydrologic response in watershed, one needs to analyze the characteristics of climate as well as other factors. In this study, the relative contribution of climate factors and watershed characteristics on hydrologic response is investigated by using hydrologic indexes such as the aridity index and the Horton index. From preliminary analysis, it is shown that the Horton index is proper in terms of classifying hydrologic responses in main natural watersheds of south Korea. While climate and watershed characteristics both contributes to hydrologic responses, the degree contributed from each factor is changed depending on annual climatic humid conditions. In dry conditions, the climate factor is the predominant influence on hydrologic responses. However, in wet conditions, the contribution of watershed characteristics on hydrologic responses is relatively increased.

  • Climate change can impact hydrologic processes of a watershed system. The integrated modeling systems need to be built to predict and analyze the possible impacts of climate change on water environment for the optimal water resource operation and management. In this study, Namgang Dam watershed in the Nakdong River basin was selected as a study area. To evaluate the vulnerability of Namgang Dam watershed caused by climate change, the change in hydrologic runoff were predicted using the watershed model, SWAT. The RCM scenario was analyzed and downscaled using the artificial neural network and the dynamic quantile mapping. The results of this study will be utilized for suggesting an effective counterplan for climate change, and finally to propose the optimal water resource management method.

Analysis of Climate Change Adaptation Researches Related to Health in South Korea (한국의 건강 분야 기후변화적응 연구동향 분석)

  • It is increasingly supported by scientific evidence that greenhouse gas caused by human activities is changing the global climate. In particular, the changing climate has affected human health, directly or indirectly, and its adverse impacts are estimated to increase in the future. In response, many countries have established and implemented a variety of mitigation and adaptation measures. However, it is significant to note that climate change will continue over the next few centuries and its impacts on human health should be tackled urgently. The purpose of this paper is to examine domestic policies and research in health sector in adaptation to climate change. It further aims to recommend future research directions for enhanced response to climate change in public health sector, by reviewing a series of adaptation policies in the selected countries and taking into account the general features of health adaptation policies. In this regard, this study first evaluates the current adaptation policies in public health sector by examining the National Climate Change Adaptation Master Plan(2011~2015) and Comprehensive Plan for Environment and Health(2011~2020) and reviewing research to date of the government and relevant institutions. For the literature review, two information service systems are used: namely, the National Science and Technology Information Service(NTIS) and the Policy Research Information Service & Management(PRISM). Secondly, a series of foreign adaptation policies are selected based on the global research priorities set by WHO (2009) and reviewed in order to draw implications for domestic research. Finally, the barriers or constraints in establishing and implementing health adaptation policies are analyzed qualitatively, considering the general characteristics of adaptation in the health sector to climate change, which include uncertainty, finance, technology, institutions, and public awareness. This study provides four major recommendations: to mainstream health sector in the field of adaptation policy and research; to integrate cross-sectoral adaptation measures with an aim to the improvement of health and well-being of the society; to enhance the adaptation measures based on evidence and cost-effectiveness analysis; and to facilitate systemization in health adaptation through setting the key players and the agenda.

Projection of Future Heating and Cooling Degree Days over South Korea under the IPCC SRES Scenarios: An Experiment with CCSM3 and MM5 Models (IPCC SRES 시나리오에 따른 우리나라의 미래 냉난방도일 전망: CCSM3와 MM5 모델 활용)

  • In this study, the projection of future heating and cooling degree days (HDDs and CDDs) has been conducted over South Korea for the period 1996~2005 with 2046~2055 and 2091~2100, using CCSM3 and MM5 simulations driven by the six IPCC SRES emission scenarios (A2, A1B, A1FI, A1T, B1, and B2). Annual mean surface air temperature increases by $1.2{\sim}3.4^{\circ}C$ at the end of the 21st century comparing to the present-day (1996~2005) in South Korea. HDDs decrease by 8~25% and CDDs increase up to 242~1,448% with corresponding changes in temperature. These increases and decreases also change the duration of HDDs and CDDs. HDDs duration decreases by 1 month, while the expansion of CDDs duration is much longer than 2 months. Thus, projected future HDDs and CDDs changes appear that cooling energy demand in summer season would increase and heating energy demand in winter would decrease in the future. Especially, these remarkable changes would be obvious at high mountain area, Gangwon-do and at south area, Jeju island. In the sense of future energy supply and policy, electrical energy for cooling in summer could be getting much more its importance rather than fossil energy used for heating in winter.

Effects of Utilizing of Weather and Climate Information on Farmer's Income (기상·기후 정보 활용이 농가 소득에 미치는 효과 분석)

  • The purpose of this study is to analyze the effects of useof weather and climate information on farmer income. To accomplish the objective of the study a farm survey was conducted, whose target respondents were local correspondents and reporters of the Korea Rural Economic Institute. The ordered logit model was employed for empirical analysis on determining whether use of weather and climate information affects farmer income. The analysis results show that the greater is farmer use of short-range weather forecasts, the higher is the income. The results also show higher farmers income with use of short-range special weather forecasts. Based upon the empirical results, the dissemination of more precise weather and climate information is suggested to increase farmer income.

Analysis of Negotiation on the Paris Agreement and the Follow-up Process and its Implications (신기후체제로서의 파리협정과 후속협상의 협상쟁점과 시사점)

  • A new climate regime was intensively negotiated from 2011 to 2015, culminating in adoption of the Paris Agreement. The Agreement went into effect on 4th of November 2016. Follow-up negotiation to implement the Paris Agreement has continued since May 2016 and is expected to be finalized by 2018. This paper reviews and analyzes the process of establishment of the new climate regime based on the Paris Agreement, focusing on the main issues and the negotiating positions of major groups of developed and developing countries. This paper details various important issues determining the final outcome of the Paris Agreement and discusses the follow-up negotiation in the years 2016 and 2017. It concludes with discussion of the various implications of the Paris Agreement, which will determine important aspects of our future socioeconomic life well into the 21st century.
