A Study On The Welfare Policies For Nurse Officers (간호장교의 복지정책을 위한 조사연구 - 여성복지와 군복지 일반을 중심으로 -)

  • It is clear that the women's participation in social activity is dramatically increased in civilian field as well as military profession. Because of the characteristics of military nursing service, there are many difficulties. Frequent move, medical insurance, baby care. and the education are typical forms of difficulties for nurse officers in the military. The purpose of this research is to contribute to the perfect execution of nursing service. guarantee the active attitude for research and improve the combat strength by solving those private and economic problems. The method of research was analysis of question survey and the review of related literatures. The subject of research was 300 active nurse officers who work at the Army Hospitals. The survey was conducted 14 days from Oct 15 to Oct 28. The collected data was processed by computer using SPSS(Statistical Package of Social Science). Frequencies and percentages were used to examine the demographic characteristics of subject, and T-test was also used in the case of necessity. The result showed as follows; As the general characteristics of subject group; 28.7 years of average age, 73.6 months of service period, 63.4% of married. In regard of specialty; General 57.7%. Intensive Care 12.7% and Psychiatries 8.8%. The dissatisfactory factors about military welfare system were the difficulties in children education (36.9%). disadvantages on the civil medical insurance system (27.3%), and little chance of self education and development (21.5%). The problems in performing their duties were shown as dwelling instability due to frequent move (67.7%), and bring up children (14.2%). The reasons for resigning their job were shown as the instability of living status (64.2%), bring up children (18.8%) and dissatisfaction to the service (11.2%). The residential status was shown that military offered houses (45.2%), rental houses (29.3%) and own houses(14.64). The average numbers of moving residencies were; 3-4 time(34.6%), less than 2 times(33.1%), and 5-7 times(21.5%). Higher than 94.7% of the subject group spent more than 50.000 Won. In regard of education, they wanted to attend graduate school with their own expense(26.2%), computer science(20%) and Office Job Training(20%). The ways of taking care of children were mother-in-low(49.6%), mother(14.6%), and others(25%). The average expenditure per month for children were 20-30 hundred Won(44.2%), 10-20 hundred Won(25%) and 30-40 hundred Won(22.3%). The places of children care selected were public or occupational care center(56.2%), religious organization(20.8%), and other center managed by social organizations(10.4%). The result of survey for general welfare of nurse officers are as follows; By and large they seem to be satisfied with their job. however. there are some dissatisfactory factors. They are children care facilties, promotion. income. welfare facilities. disadvantage in medical insurance and civil hospitals. house purchase. unfair chances in specialty training. influence on promotion by educational status. and insufficient role for their children and husbands. As conclusion. the recommendations for improving nursing service are as follows; 1. Children care center managed by occupation 2. Dormitory system for children by military personnel 3. Equal opportunities in education according to ability 4. Reasonable moving price according to the distance and scope of family and extra allowance

Strategies for Multilateral Development Banks Utilization to Enhance International Construction Competitiveness (해외건설 수주경쟁력 강화를 위한 다자간개발은행 활용 방안)

  • Korean construction companies have maintained stable market share based on high technology and cost competitiveness although international construction market has been stalled due to increasing global economy uncertainties. However, Korean construction companies have relied heavily on the general types of projects in Middle East and Asia although the portion of different types of projects such as Build-Transfer-Operate (BTO), Build-Transfer-Lease (BTL), and Public-Private-Partnership (PPP) has been increasing in the market. When delivering huge projects requiring contractors deal with activities from project planning to operation, securing finance sources and profitability is deemed critical. Therefore, Korean construction companies need more attentions on the construction market supported by Multilateral Development Banks. However, Korean construction companies have not utilized effective strategies for the market entry and also government supportive policies are not useful enough to help construction companies. This study aims both to analyze the contract structure of Korean construction companies for presenting critical factors that need to be prepared and to suggest various methods that can be applied to support construction companies that have much interest in the Multilateral Development Banks. According to the results of study, it is important that Korean government provide structural information system, make a specialized organization, prevent over-heating among Korean construction companies, and collaborate with Official Development Agency. In addition, it appeared that the fairness and financial stability of project have recognized main advantages of the Multilateral Development Banks.

Policy Study on Appropriateness of Safety Check Costs in Construction Projects - Focusing on Industrial Safety and Health Act - (건설공사 안전점검대가의 적정성에 대한 정책적 고찰 - 산업안전보건법을 중심으로 -)

  • Of safety check regulation, 'Construction Technology Promotion Act' and 'Special Act on the Safety Control of Public Structures' contain provisions about the content of safety in construction works and the items of safety checks in the maintenance aspect and thus contribute to accident prevention in the construction industry. Of the regulations responsible for the practical safety of workers, the safety check regulation of Ministry of Employment and Labor demand for safety check from the start of construction based on an agreement with a concerned agency to the completion of construction solely based on 'Guidance Standards for the Specialized Disaster Prevention Instruction in Article 32 of Occupational Safety and Health Act' and 'Appropriation and Usage Standards of Safety and Health Management Costs in the Construction Industry'. There is, however, a huge gap, as well, in them according to client agencies. In small construction sites ordered by a private organization, checks are done formally with no detailed regulations. As a result, the costs of checks continue to drop with only the contract kept intact. This study examined the forms of safety checks practically done in the Jeju region, distinguished and compared them by the construction costs, calculated proper costs based on each construction act, and further proposed improvement measures for the detailed regulations.

A Study on Associations among Number of Bidders, Contract Award Rate and Profitability on International Construction (해외건설에서의 입찰 업체 수와 프로젝트 수주성공률 및 수익률의 상관관계에 관한 연구)

  • In 2009, the Korean international construction industry showed a great performance, totaling 49.1 billion of contract and then this achievement has been considered a key milestone presenting that the international construction industry is one of the primary export industries of Korea. However, because of the construction firms' equalized levels of technology and price competitiveness, the competition among bidders is becoming more intensive. Moreover, this changing market circumstance leads construction firms to apply for bidding with the lowest price that could not meet the expected profitability of a project. Therefore, to develop various strategies based on project characteristics becomes one of the critical capabilities that construction firms should possess. Based on these motives, this study is aimed to investigate associations among number of bidders, contract award rate, profitability on international projects. For the correlation analysis, a set of data is structured by collecting all projects ranging from 1993 to 2009, excluding projects funded by official development and domestic funds. The number of bidders were grouped depending on project characteristics such as market regions, project types, bidding types, and order organization types. As the result of correlation analysis, contract award rate increases as the number of bidders increase, but the relationship between the number of bidders and profitability is negative. Understanding the correlations among variables can be employed in developing strategies to improve construction firms' competitiveness in the international construction market.

Activity-based Approaches for Travel Demand Modeling: Reviews on Developments and Implementations (교통수요 예측을 위한 활동기반 접근 방법: 경향과 적용현황 고찰)

  • Four-step travel-demand modeling based on a trip-level has been widely used over many decades. However, there has been a wide variance between forecasted- and real-travel demands, which leads less reliable on the model implications. A primary reason is that person's real travel behavior is not properly captured throughout the model developments. An activity-based modeling (ABM) approach was proposed and developed toward increasing the accuracy and reality of person's travel behavior in the U.S. since 1990', and stands as a good alternative to replace the existing trip-based approach. The paper contributes to the understanding of how the ABM approaches are dissimilar to the trip-based modeling approach in terms of estimation units, estimation process, their pros and cons and etc. We examined three activity-based travel demand model systems (DaySim, CT-Ramp, and CEMDAP) that are most commonly applied by many MPOs (Metropolitan Planning Organization). We found that the ABM approach can effectively explain multi-dimensional travel decision-makings and be expected to increase the predictive accuracy. Overall, the ABM approach can be a good substitute for the existing travel-demand methods having unreliable forecasts.

Improvement of Regulations for Establishing Spatial Information Data Base of Railway Facilities (철도시설 공간정보DB 구축을 위한 법제도 개선방안)

  • Government has established and operated GIS Data Base in such fields as land-use, road, and underground facilities since 1995. Based on these circumstances, the importance of spatial information industry began to emerge and accordingly MLIT (Ministry of Land, Infrastructure and Transport) established "National Spatial Information Policy Master Plan" and "National Spatial Information Policy Action Plan". However, compared to other fields of transportation, the spatial information data base for railway facilities are not established and provided systematically. As shown in 'Korea National Spatial Data Infrastructure System', only 'transportation information' as an related information and 'transportation' field as an administrative information are included in the system. Detailed information for railway and its facilities are not included in the system. The reason why detailed information for railway facilities are not included in the system is that regulations for establishing and utilizing the spatial information of railway and its facilities are imperfect. In this study, trend of establishing spatial information and regulations related to railway and its facilities are reviewed. Through this review, improvement items such as complementing existent laws and establishing organization for managing spatial information data of railway are deduced and suggested. Based on this research 'Korea National Spatial Data Infrastructure System' could set a legal fundament and both integrated maintenance and operation of railway facilities could be possible.

The Organizational Activation Model for the Success of Construction Project (건설프로젝트의 성공을 위한 조직 활성화 모델)

  • For the success of construction projects, construction companies have begun to recognize the innovation ability of members who participate in projects that can adapt and cope with environmental changes caused by knowledge-based informatization and globalization. The questionnaire of the research selected 254 final valid samples of the members participating in the construction project using online. An empirical analysis of the research model used the structural equation model (Smart-PLS 2.0). The purpose of this study is to investigate the effect of psychological ownership on person-job fit and rewards system in the construction project. First, person-job fit has a positive effect on psychological ownership. Second, intrinsic rewards and extrinsic rewards in the rewards system have a positive effect on the psychological ownership. Third, psychological ownership has a positive effect on innovative behavior. Finally, the mediating effects of psychological ownership were found to have no mediating effect on person-job fit and rewards system. In order to induce innovation behavior, the managers of construction companies need to recognize the importance of psychological ownership and build a model of construction project organization activation through development of person-job fit and rewards program.

  • Management of social infrastructure has been advanced from facility management (FM) to asset management (AM), which adopts the aggressive and proactive methods in predicting the deterioration of infrastructure, prevents failures, and eventually saves maintenance cost. Infrastructure asset management is not a simple engineering technique, but it is a new paradigm evolved from facility management practices. To implement the infrastructure asset management successfully, organizational reform is very important. This paper suggests critical success factors and key performance indicators to implement the infrastructure asset management for facility managers of government owned social infrastructures such as roads and bridges. Reorganizing the facility management group requires new vision, objectives, strategies for the paradigm-changing asset management. This paper uses Balanced Score Card (BSC) which is a proven method in measuring and setting new objectives for an organization. Once the performance indicators are reviewed repeatedly by facility managers through experts workshops, developed BSC can be used in practice. This paper discusses the development of robust BSC scoring method through in depth literature reviews and investigation of asset management practices of domestic and international cases.

Development of Geotechnical Information Input System Based on GIS on Standization of Geotechnical Investigation Result-format and Metadata (지반조사성과 양식 및 메타데이터 표준화를 통한 GIS기반의 지반정보 입력시스템 개발)

  • The MOCT(Ministry of Construction & Transportation) gave a order named as "The guideline for computerization and application of geotechnical investigation result" to an affiliated organization in March 2007. Today, pilot project of construction of geotechnical information database is in process to be stable for its system after applying this guideline, and discipline how to input investigated data for related users. We have developed standard for geotechnical investigation result-format, metadata for distribution of geotechnical information and to coordinate based on world geodetic system. Also, We had a introduce to status with respect to use the input system, collect a statistics of input contents. At a result, improvement items of input system is proposed. It was analyzed that most users put to practical use easily as a result of education for making use of on the spot of the developed GIIS. But There were problems with the GIIS as well as complexity of metadata formation, such as error of moving part of information window, and a part of recognition error of install program in accordance with computer OS circumstances. Particularly, to improve some parts of GIIS is needed, because of use of or KNHC (Korea National Housing Corporation)-specific format and difference of input process followed by MOCT's guideline. In this study, it is planning to make up for occurred problems, and improvements when operating and managing the Geotechnical Information DB center in 2008.

A Benchmarking Study on Engineering Project Delivery System - A Case Study FIDIC & U.S. Governmental Regulation - (엔지니어링 입·낙찰제도 해외사례 벤치마킹 연구 - FIDIC과 미국 제도를 중심으로 -)

  • Korean engineering firms need to improve their performance in order to stay competitive in the globalize environments which has been led by some international movements including World Trade Organization (WTO) and Free Trade Agreements (FTA). There have been various activities and researches focusing on how to improve competitiveness of Korean engineering firms and the out-of-fashion Engineering Project Delivery System (EPDS) has repetitively identified as one of main barriers to deter advancements of Korean engineering industry. Therefore, this research attempted to investigate global standards of EPDS such as International Federation of Consulting Engineers (FIDIC), American Federal Acquisition Regulations (FAR), Brooks Act, and so on. The procedures of international EPDSs along with a few case studies were comprehensively analyzed and compared with Korean EPDS in order to propose recommendations of improving Korean EPDS. Some major differences between international and Korean EPDS were identified and they includes emphasis on qualifications of engineers and/or firms rather than their proposed cost, extensive use of long and short-list, common use of negotiation process, etc. Research findings are envisioned to guide the Korean public engineering sector to innovate Korean EPDS.
