맞춤형 해양보안 서비스제공을 위한 민간 해양경비지도사의 역할, 기능, 활동영역의 범주를 설정하고 기대효과를 분석하였다. 또한 해양경비지도사의 도입 타당성을 평가하기 위하여 우선 항만을 대상으로 해양경비지도사 업무영역을 고찰하고 미래 수요를 예측하였다.

전자정부 대민서비스는 과거부터 현재까지 공공기관 홈페이지가 다양해지고 서비스 수가 증가함에 따라, 전자민원 문서의 위 변조에 대한 가능성이 제기되는 등 전자민원 서비스 전반에 대한 보안에 대한 요구사항이 증가하고 있다. 기존 연구는 전자정부 중 민원서비스(G4C)와 같은 하나의 서비스와 서비스 제공자 관점에서 보안위협과 대응방안을 제시하였다. 본 연구는 분석 범위를 확대하여 최근 대민서비스 제공 중인 289개 홈페이지를 대상으로 서비스 유형 별 적용되어 있는 보안기술을 분석하고 보안위협에 따른 대응방안을 제시하였다. 본 논문을 통해 대민서비스에 대한 실질적인 대응방안과 동시에 현재 해결해야 할 전자정부 대민서비스의 핵심적인 문제에 대하여 논의하고자 한다.

The protective area of military installations can be a essential investment goods for producting public goods like military installations and national security. For the purpose of this, The protective area of military installations are set up and applicated at important strategic areas. It causes colplications and frictions among the people, government and army inevitably to set up the protective area of military installations, as the relation between the army which produces security or public goods and the people that make and use valuable goods is opposed and contradictory to each other. Heretofore, the civil petition of the protective affair to military installations has been presented individually. As local self- government is fixed, a local selg-governing body presents many civil petitions now. Therefore the protective affair to military installations came to be examined carefully in the aspecs of improving the relationship between the civil and army, raising natinal competitiveness, and increasing efficiency of military operations. Though the relationship between the civil and army is opposed and contradictory, it is required to be in keeping with each other with a situation around society, that is, changes and trend of national security, politics, economy, society. Accordingly, if you drive plans of rational management to the protective area of military installations, you can not only achieve successful military installations, but also be a great help to growth of a local community. Then 「The Army with the people」worthy of the name can be real.

Unmanned aerial vehicles (UAVs) network are a very vibrant research area nowadays. They have many military and civil applications. Limited bandwidth, the high mobility and secure communication of micro UAVs represent their three main problems. In this paper, we try to address these problems by means of secure clustering, and a security clustering algorithm based on integrated trust value for UAVs network is proposed. First, an improved the k-means++ algorithm is presented to determine the optimal number of clusters by the network bandwidth parameter, which ensures the optimal use of network bandwidth. Second, we considered variables representing the link expiration time to improve node clustering, and used the integrated trust value to rapidly detect malicious nodes and establish a head list. Node clustering reduce impact of high mobility and head list enhance the security of clustering algorithm. Finally, combined the remaining energy ratio, relative mobility, and the relative degrees of the nodes to select the best cluster head. The results of a simulation showed that the proposed clustering algorithm incurred a smaller computational load and higher network security.

The main purpose of the study is to analyze the main aspects of personnel security in the context of the public administration system. Today the civil service is the central link in increasing the efficiency of the public administration system. One of the most important directions of reforming the civil service is strengthening personnel security, since the level of formation and implementation of managerial decisions depends on the staff of professional employees with the necessary qualities, competencies and competencies. As a result, the main aspects of personnel security in the context of public administration were analyzed.

해상 및 해안에서 공경비를 보조하고 민간경비수요에 부응하는 고품질 경비서비스를 제공할 수 있는 민간경비제도 도입을 위한 기초연구로 육상 민간경비업의 현황과 경비지도사 제도를 분석하였다. 또한 해양민간경비 대상영역 탐색과 해양경비 현황분석을 통하여 해양영역에 민간경비서비스 제도의 도입 필요성 및 해양경비의 특수성과 전문성을 도출하였다. 이를 바탕으로 해양경비 현장에서 중추적인 역할과 업무를 담당할 해양경비사 제도를 제안하고 효과적인 해양경비업무 수행에 필요한 해양경비사 자격 조건과 선발시험 과목을 구성하였으며, 경비현장의 실무능력 향상을 위한 교육 프로그램을 설계하였다. 해양경비법에 해양경비업 조항 신설을 제안하여 해양경찰이 해양민간경비를 감독하고 관리함으로써 공경비와 사경비의 시너지 효과 창출은 물론 해양경비산업의 건전한 발전과 국제경쟁력을 갖출 수 있는 기반을 마련하였다.

A safe and secure civil aviation system is a critical component of the nation's overall security, physical infrastructure, and economic foundation. Although it is not fully known at this time what actually occurred or which of the weaknesses in the nation's aviation security apparatus contributed to the terrible events of 11 September in the U.S.A., it is clear that serious weaknesses exist in our aviation security system including regulation system. Actually, defectiveness of regulations structure and contents concerned in aviation security were discussed in various studies. On this study, we have identified defectiveness in aviation security regulation system by the comparative study between 14 CFR and Korean regulations. Finally, we are to provide some suggestions and alternatives to improve aviation security regulation system in this country.

본 연구는 소방방재 행정서비스의 예방업무를 민간마인드와 대비, 심도있는 분석을 통하여 현재 안전점검기관의 분산 중복관리, 수수료징수의 부적성, 관계인의 도덕적 해이 만연, 부조리요인 잠재, 전문성확보 미흡 등의 문제점을 단계적 통합안전점검 시스템 구축, 소방검사의 일원화, 예방업무의 기업성 확보, 안전분야 자격증취득강화, 민관파트너십 활성화 등의 소방방재서비스 개선방안을 제시하였다.

본 연구의 배경 및 문제는 초경량비행장치 산업의 발전으로 드론의 성능이 향상되고 운행 대수는 증가하는 반면에 비행 인·허가 과정은 개선되지 않아 민원이 증가하는 추세에 있다. 목적은 민원을 최소화하고 양개기관 요구조건에 맞게 시스템 운용 및 관리 전반에 대한 개선이다. 연구방법은 문헌연구 및 조사를 통하여 문제점을 도출하고 기관 및 전문가들의 포커스 그룹 인터뷰를 통해 검증하여 개선안을 제시하였다. 연구결과는 국토부 주관 하 항공안전법 내에 양개기관 임무·역할 및 시스템 운용·관리에 대한 반영, 비행 인·허가에 대한 명칭·절차·양식의 통합, 시스템 상에 홈페이지 바로가기 등 다수의 기능개선이다. 기대효과는 첫째, 관련법령에 양개기관의 임무와 역할을 명시함으로서 민원처리 협조가 원활해지며 둘째, 민원처리 프로세스를 통합함으로서 처리 기간단축으로 효율성이 향상되고 셋째, 대국민서비스 부가기능을 개선함으로서 민원 최소화가 기대된다. 향후 연구는 국방부 주관 하 항공촬영허가에 대한 제도적 기반마련, 국방개혁 2.0연계 관할부대 재편성, 현장 보안조치부대 여건보장 등 개선이 필요하다.

이 연구는 국가위기관리체계 패러다임의 변화를 통해 우리나라 민방위체계의 현황과 문제점을 분석하고, 가장 기본적으로 민방위대의 실효적인 기능과 조직체계가 필요하다는 진단 하에, 정예민방위대 구축을 개선방안으로 제시하였다. 전 세계적으로 유사하게 나타나는 국가위기관리체계 패러다임을 이론적으로 접근하기 위해 1) 민방위에서 국민보호 패러다임으로의 변화, 2) 지속가능한 국가위기관리체계의 원리, 3) 위기관리의 협력적 거버넌스에 대해 설명하였다. 국가위기관리체계상 나타나는 민방위의 문제점으로써는 1) 민방위의 이중적 기능으로 인한 조직 정체성 모호, 2) 민방위 및 재난관리체계의 비효율적 편제, 3) 민방위체계의 중앙집권적 경향으로 인한 지자체의 대응역량 약화, 4) 지역사회 실정 및 민방위자원의 실태 간과를 지적하였다. 민방위대가 본래의 취지대로 실질적인 역할을 할 수 있도록 하기 위해서는 위기사태 대비 및 대응에 필요한 전문기술을 가진 인적 자원들로 구성된 정예민방위대를 구축하여 이를 구심점으로 민방위대 관리운용을 실시해야 할 것이다. 이에, 정예민방위대 구축의 구체적인 방안으로써, 1) 위기관리관련 전문인력의 선발 및 활용, 2) 재난관리기능 중심의 조직편제, 3) 지방자치단체 중심의 민방위대 역량 강화를 제시하였다.
