The creation of open spaces has both direct and indirect impacts on the local economy, society, culture, and environment. Since the public usually finances these spaces, it is necessary to ensure procedural rationality by promoting consensus among residents and other stakeholders. This study examines the extent of public participation in the creation of open spaces and summarizes trends. By analyzing seven cases of open space development based on participation in South Korea, the study identifies the characteristics and progression of participation during four phases of the development process in the Gwanghwamun Plaza Restructuring Project (2016-2022). During the agenda-setting phase, the Gwanghwamun Forum was convened to establish agendas for the plaza's restructuring. The design and governance phase included a design competition to select a proposal for the plaza, alongside the establishment of the Gwanghwamun Citizens' Committee for governance. Despite proactive efforts in the conflict resolution phase to halt extensive restructuring and enhance communication, civic groups opposed the project by presenting five distinct agendas. In the implementation phase, multiple public participation programs were conducted before the plaza's reopening. The study found that public participation in the Gwanghwamun Plaza project faced challenges such as inadequate participation conditions, limited information sharing, and monotonous participation opportunities. Although the institutional environment for public participation is improving, practical limitations remain. Therefore, a comprehensive examination of open space creation through public participation is necessary.
During the last years it became more and more difficult to deal with environmental conflicts using traditional political instruments in industrialized countries. One reason for the occurring problems might be the citizens' awareness of scarceness of nature. Another reason might be the changing legislation with the introduction of the environmental impact assessment (EIA) as an integral part of a project's licensing procedure. The EIA offers new possibilities for citizens to interfere in decision processes and to obstruct projects. The changing situation requires new instruments for conflict solving. Mediation may be considered an alternative or completion to the traditional political instruments. It is a systematic strategy for conflict treatment and. with the support of an independent mediator, allows to reach an agreement among all parties involved. Mediation may be introduced in the EIA One possibility offers the scoping date, which, if the participation of the public is assured, might avoid heavy disputes in the further process. Another connection between the instrument of mediation and the EIA could be the use of the environmental impact study (EIS) as information background for a mediation process. EIA would then be source of information about all environmental aspects. Thus the role of EIA would be extended to being a part of conflict analysis in the alternative dispute resolution process.
National and local governments around the world have been allowing access to administrative data to increase transparency, motivate civic engagement of citizens, and improve collaboration between the public and the government. This study reviews and classifies existing literature on open government data (OGD). To create a structure to organize the existing studies, the researchers devised a framework based on socio-technical theory and summarized the significance of studies along four major points: (1) readiness, (2) implementation, (3) emerging effects, and (4) actors of open data. Studies in OGD have been growing steadily in the recent years because of the rapid development of adoptable technologies that have enabled easier access to government data. Nonetheless, an examination of existing research not only shows a disparity in research and development of OGD across countries in the Open Government partnership program but also reveals pertinent issues that have arisen in different stages of the OGD initiative. The growing number of studies and expanding body of knowledge show the importance of organizing existing literature. This step is timely and significant to map out the current breadth and depth of OGD research. According to existing research, current open governments fall short in encouraging citizen participation and collaborations among citizens and the government. This study pointed out how studies on OGD actors might be the reason as well as the solution to existing findings. This paper aims to provide a framework for organizing OGD studies, present the status of OGD research, and provide recommendations on current gaps that must be addressed.
The purpose of this study is to identify (1) the successful quality management activities of domestic enterprises contribute to enhancing both corporate and national competitiveness and that the corporate and national competitiveness are related each other; (2) and to have the government and the citizens as well as enterprises re-recognize the importance of quality management and encourage them to make aggressive investments on quality management. It was found in this study that the enterprises with quality management scheme showed better performance that those without quality management activities. It was also found that quality competitiveness is a key factor for the enhancement of the national competitiveness, and that although quality improvement is normally realized through efforts of private enterprises (a conventional paradigm), active government support and participation are absolutely necessary for the competitiveness of the nation and industries. Accordingly, the quality management should be recognized not only as part of business improvement activities, but as nationwide activities where public sectors including government enterprises, hospitals, schools, regional governments, media companies and citizens groups are involved. In order to build a high-quality nation in the 21st century, the quality improvement should be realized through concerted efforts of the people, enterprises and the government.

In this paper, we propose that it is necessary to expand the programs in the future, Iand it should be possible to activate and to participate the programs continuously, because the higher the participation in leisure program is, the higher life satisfaction.. The Korean Senior Citizens Association has a branch in each province and is used as a place where voluntarily provide friendship activities, hobbies for elderly people aged 65 and information exchange with other leisure activities. However, it was considered to be only a cursory space a few years ago, unlike the activation of leisure programs for the elderly welfare center. The purpose of this study is to investigate the effect of satisfaction of leisure program by type on life satisfaction of users who have experience in elderly university. The subjective health status and the residential type of participating elderly people differ in their life satisfaction. Therefore, it is important for the elderly to have regular health checkups and to maintain a stable residential style. And also, the experiment results show that life satisfaction was higher when leisure program use satisfaction was higher - especially, satisfaction with health program and health care program was higher.

Based on a survey of citizens and data analysis on the environmental status of the Miyun Reservoir watershed, China, the environmental awareness of citizens residing in the watershed and the impacting factors are discussed. The contingent valuation method was used to evaluate the willingness of villagers to pay (WTP) for abatement of the rural domestic pollution and to assess the intensity level of the villagers' desire for improving environmental conditions in the Miyun Reservoir watershed. It was found that rural watershed residents had a fundamental cognitive understanding of the pollution status and protection measures of the Miyun Reservoir. However, based on the survey, local residents had only a small interest in their participation to improve the environmental status of the reservoir, despite their general attitude to protect the reservoir being very positive. Gender and family income were closely associated with the overall attitudes of the population. Public media are the most preferable means for conveying knowledge of environmental protection to people living in the watershed. Increasing the educational level, along with income, are the best ways to enhance the desire of the villagers to improve the environmental quality and management.

The technological revolution, also referred to as the Fourth Industrial Revolution, it embraced by government should transform the way governments serve their citizens. The growth of broadband in Africa is leapfrogging its technological development. And thus, many African governments will soon be able to offer quality e-Government services to their citizens. These technologically driven governments will be able to provide decision-makers with timeous information to make judgments that could influence policies. Proponents of e-Government believe that in the digital age, governments can use this information to reduce corruption and increase, accountability, transparency, efficiency, and public participation. e-Government service quality should ensure customer satisfaction. Although many studies have examined the role of e-Government and the quality of its services, few studies have examined the quality of e-Government services in terms of both supply and demand. This paper examines and reviews the academic-state-of-the-art on the factors that affect the quality of e-Government services from both perspectives. Utilizing both qualitative and quantitative methods for data gathering and analysis, a mixed methods research methodology was used.
This study is to investigate the factors affecting volunteer participation and volunteer participation intention of Seoul citizens. Among the Seoul Survey data conducted in 2016, data from 41,900 people aged between 20 and 90 years old were used as the analysis data. The actual volunteers who have actually participated in volunteering, the volunteers who do not have experience of participation but have volunteer participation incentives, and the non-participant who does not participate and do not intend to participate are defined as dependent variables. A multinomial logistic regression model was used for the empirical validation of factors that have a significant relationship with actual volunteers and potential volunteers. For this purpose, we integrate the existing research on volunteering, and used the comprehensive influence factors for the individual human capital, subjective inclination, and social factors. The results of this study showed that gender(female), age(-), education(+), economic activity type(unemployed), religion, donation experience, personal satisfaction(+), overall satisfaction(+), residence period in Seoul(+), participation in cultural events(+) and social network variables had statistically significant effects on volunteer participation. Gender(female), age(-), personal income(+), socioeconomic hierarchy recognition(+), religion and the social network variable were statistically significant factors on potential volunteer group that make the difference with the non-attendance group. These findings broaden the academic understanding of human resources, subjective disposition, and social factors that influence potential volunteers as well as actual volunteers. Overcoming the limitations of existing research that assumes volunteers as homogeneous groups understand the potential volunteer groups of Seoul citizens who have never been discussed before. This study has implications for constructing a new knowledge base on volunteer participation and suggesting a new direction for volunteer research.
Various policies and institutional efforts are being made for mature democracy and more sustainable administration of our society. In this respect, the importance of civic participation, considered essential in environmental impact assessment, has been consistently emphasized in the relevant theories and practices. Although various methods and forms of public participation are taking place in Korea, criticism is widely understood that collecting citizens' opinions in the decision-making process has become ineffective and formal. Starting from these issues, this paper seeks to learn lessons from the foreign cases in the international context. Extensive literature review was conducted to examine the meaning and objectives of public participation in EIA and the tactical principles. Based on this, the participatory systems and procedures in the United States, Britain, Germany, Japan, and Canada were critically reviewed, and the implications were derived through specific cases. The results are, first, the provision of specific public participation guidelines, second, the securing of transparency in the decision-making process, third, the expansion of procedural participation levels, and lastly, the guarantee of participation opportunities. This paper is meaningful as a basic study to enrich discussions on public participation in the domestic EIA hoping to help research through more diverse empirical cases in the future.
The purpose of this study is to widen the subject of research to the whole social activity, which is divided into the following four categories in the previous study on "Reality of social activity of senior citizen": 1. work 2. social participation and volunteer activity 3. learning activity 4. individual activity, and to clarify which category is most related to the masticatory ability. The major findings were as follows: A social activity, individual activity were active in a social activity domain on a day so that people of Japanese advanced age had you, and writing ability was high, and, as for freezing, learning activity was active for people of Korean advanced age in a social activity domain so that writing ability was high.
