The purpose of this study is to rediscover the operation of anti-terrorism system focusing on the system approach and crisis management approach for counter terrorism in Korea. According to the results of this study, it is required to establish a link between open systems and integrative system focusing on functional linkage of counter-terrorism systems, and cooperative measures with private sectors in the dimension of governance activation. Further, it is necessary to prepare legal foundations for the cooperation with private sectors and then promote open consciousness transformation through the partnership with private security for anti-terrorism activities. In addition, in its preventive stage, it is required to prepare legal systems related to biochemical terrorism for stronger regulations through crisis-managerial approach. Next, in its preparatory stage, it is necessary to prepare education and enact named Terror Prevention Day for increasing terror safety consciousness, and then extend citizen reporting reward systems to enable citizens to participate and become interested voluntarily in terror prevention. Also, it is essential to establish the substantial training system for preparing for terror occurrence. Moreover, in its response stage, it is urgent to construct networks between related institutions to manage field and spot responses with integrative management systems through information sharing. Furthermore, in its restoration stage, it is indispensible to prepare long-term management systems for injured persons and families of the deceased from terror incidents.
A regional planning is central to addressing various urban problems surrounding the detached housing areas of a metropolitan city of Daegu. The problems are related with decrease in population, socio-economic issues of redevelopment and a sustainable society, the various housing market and housing rights, and a need to explore a desirable alternative to enhance the civil needs when renovating General Residential Zone. The aim of this paper is to look into a possible method of residents led environmental improvement by surveying the residents' consciousness in low-density residential areas. The residents wish to have a residential parking permit program to be set up in place and financial support for old independent houses and finally for lampposts and CCTV to be installed by the administrative assistants. The 75.7 per cent residents who inhabit in the low-density residential areas wish that a residential environmental improvement plan is required and the population at 65.9 per cent could consider a need for the citizens to participate in the residential improvement. 70.3 per cent answered that a consultative group of inhabitants is needed to be built, while 40.5 per cent expressed that they would like to participate in that group in case the group is set up. The possibility of productive residential improvement via resident participation in the low-density residential areas is high, as long as small various environmental improvement projects are created, a resident-consultative group formed, and finally a residential improvement plan is addressed in a comprehensive way.
In this study, we analyzed exhibitions and programs of Daegu National Science Museum in terms of levels of science communication and domains of scientific literacy. Also, we surveyed visitors' perceptions on the exhibitions. As results of analysis on science communication level, 48.3% of exhibitions and programs corresponded to the 1st generation level, 49.0% corresponded to the 2nd generation level, and 2.7% corresponded to the 3rd generation level. In terms of domains of scientific literacy, the contents on 'design world' and 'the nature of technology' got a majority. Also, the results of visitors' perceptions on the exhibitions showed they preferred active exhibitions, that is the 2nd generation. It is recommended to develop more 3rd generation exhibitions and programs based on the paradigm shift about the role of science museums. And it is also recommended to carry out the task to raise consciousness of citizens about scientific literacy and science communication.
Genetically modified foods may be defined as the foods deemed as safe by current technology among the many kinds of agricultural and stockbreeding products that are now under research and development using contemporary gene-modification techniques. This study examines hotly debated arguments, both for and against genetically modified- foods, in various countries. This study also investigates consumers'rights and responsibilities. Countries that are developing and exporting genetically modified organisms(GMO) have maintained that GMO can help produce more crops while reducing labor and other production-related costs, and that the genetically modified foods signify ″the second green revolution,″ which will solve future food and environmental problems by strengthening specific nutritive substances and extending shelf-life. But consumer groups, environmental organizations. and food-importing countries are more cautious about importing and consuming those foods because the potential dangers of GMO to human bodies and the environment have not been tested thoroughly yet. South Korea, following suit with others such as EU, Japan, Australia, and New Zealand, introduced a law on 'Labeling of Genetically Modified Foods', which went in effect in March, 2001, on the basis of customers'rights to make informed choices. The law takes the ″precautionary principle″ into consideration, rather than stopping at insuring ″substantial equivalence″ in developing and consuming GM foods. The actual impact of the law will depend on the level of citizens'Participation more than on the government's willingness to carry out the law. So far the level of Korean consumers'consciousness about genetically modified foods is very low. Therefore, it is hard to expect consumers to exercise their ″rights not to buy″ foods that are potentially unsafe. The Korean government must devise an effective plan to inform and educate the people about the labeling of genetically modified foods.
In South Korea since 1970s the rapid development of economic growth has brought about "Urbanization" in many areas and also raised the level of people's life in many ways. At the same time, however, the industrialization and overpopulated districts in many areas have caused the problems of air pollution in necessary. Among those air pollution, in particular, in large cities has become more serious since 1990s than before. Air pollution, like TSP and SO$_{x}$ caused by heating, generation of electric power and industrialization in 1980s, showed as that of the type of an underdeveloping country and was not hazardous enough to people in the least. Unfortunately, in 1990s NO$_{x}$, CO and O$_{3}$ caused by the soaring numbers of many types of cars have exhausted air pollutant more hazardous as the same air pollution type of many developed countries. So, the purpose of this study would be to analyze the changes of concentration of NO$_{x}$ and CO on environmental air by traffic volume and from the side drive way to the degree of distance in Sungnam City, and recognize the citizens' consciousness to air pollution and suggest the best walking point in part, and plan to design the reasonable use of cars and finally make the air quality improve toward the better-ment in part. From the research result we can know that people walking in the street would be protected from the hazardous air pollutant caused by the cats if they walk apart from a drive way as far as they can in the street. Accordingly, it might, to minimize th affect of air pollution, be thought to be desirable that the consideration of in introduction the system that the vehicle using the diesel engine motor should use the centered-lane aparted from road. Another to be desirable is that along side the road, the trees inhaled the pollution should be planted.

This study applied the data of 384 senior citizens over 65 years old having difficulties in everyday life, among the ageing research panel of Korea Labor Institute in 2000, due to their visual impairment in the final analysis to investigate factors affecting the use of vision aids by the aged with visual impairment. The analysis was based on the service usage Andersen-Newman model and the factors were classified into preceding factors, potential factors and desire factors. To examine the effects of each factors on the use of vision aids by the aged with visual impairment, logistic regression analysis was carried out. In the analysis results, the level of vision aids usage was shown to increase significantly with unemployed status and higher education level in the preceding factors, lower subjective stratum consciousness in the potential factors, and higher cognitive function in the desire factors. The limitation and implication of this study were suggested on the basis of the results.
Since 1989 about one million Jews from Former Soviet Union have immigrated to Israel. Now Russian speaking Jews are the second largest ethnic groups after the Israeli Jews who were born in Israel. Although FSU Jews have returned to their ethnic homeland, they continue to live as 'foreigners' due to a cultural distance between sending and receiving society, such as, lack of knowledge about Jewish tradition and religious practice and low level of Hebrew proficiency. Because of this reason FSU immigrants tend to continue remain strong ties with Russian language and culture. There are several reasons for such a relatively slow process of language shift of FSU Jewish immigrants, the language shift to Hebrew. Firstly, majority of FSU immigrants moved to Israel since the 1990s are older than 45. Secondly, their first residences in Israel are mostly located in small and mid-sized cities, where the proportion of Russian speaking immigrants is more than 30%. And finally they consider Russian culture is 'superior' to Israel's Levantine culture. For many Jewish diasporic communities, Judaism was a dominant factor for self-consciousness, but because of Soviet regime, aimed to break all the religious institution including Jewish, Soviet Jewry was uprooted from their religious traditions. Besides about 30% of FSU immigrants are not defined as Jews by the Jewish religious law(Halakhah). And many of them are reluctant to convert to Judaism. FSU Jewish immigrant agree that Israel must be a Jewish state, but for them 'Jewish' does not include religious elements. FSU immigrants consider that religious affiliation of citizens of Israel should not affect their civic rights.
Recently, Interests in rehabilitation of the old town center has grown. Incheon city are propelling many renewal plans for the area, Rapid Urbanization and outskirt developments have expanded city space and city center has been weakened and declined. With responds to these phenomena, World's interests on creative city is increasing nowadays and projects of creating creative city from many countries are being launched. Korea is one of the countries who follows this trend and is also proceeding projects on creating creative city. However, identities of our nation and city which have rapidly grown only based on logics of economic growth are disappearing. Hence, this study intend to focus on the cities of creative which draw the participation of its citizens. Thus, this study examining basic theoretical background from literatures, theory, precedent studies related to citizen participation & creative city. Then, the study establish a framework of analysis by extracting principal factors to creative city construction methodology centered on citizen participation. Furthermore, this study suggests the creative city construction methodology of citizen participation centered on for old downtown through survey residents consciousness.
The purpose of this study was to examine the toothbrushing behavior of the citizens, their use of dentifrice, awareness of the importance of dentifrice purchase and consciousness of dentifrice containing the extract of Chamaecyparis obtusa in the city of Gwangju. It's basically meant to provide some informations on the development of oral health supplies involving dentifrice containing the extract of Chamaecyparis obtusa in that city in an effort to help the city serve as a hub of the dental industry. The subjects in this study were the selected citizens in the city of Gwangju. As a result of analyzing their awareness of the importance of the considerations for the purchase and use of dentifrice, they gave 68.2% overall. They gave the highest marks of 83.3% to the importance of effect. As for the importance of each item, they gave the highest marks of 85.1% to the importance of the prevention of dental caries. Concerning differences in awareness of the importance of the external purchase factors according to age, every age group placed the most importance on inspection by the certification authorities except for those who were in their 40s and 60s, and the respondents who were in their 40s and 60s attached more importance to price than the other items. Regarding differences in awareness of the importance of effectiveness according to age, those who were under the age of 20 gave the highest marks of 79.8% to the importance of dental-caries prevention and whitening effects. As a result of asking them whether they had an intention to use dentifrice containing the extract of Chamaecyparis obtusa if this dentifrice would be developed, 54.6% replied they had the intention. When they were asked another question whether they thought this dentifrice would have an effect on oral health, 55.1% answered they thought so. 33.8% expected this dentifrice to have a primary effect on the prevention of dental caries. Given the findings of the study, full-scale R&D efforts should be directed into the development of dentifrice containing the extract of chamaecyparis obtusa in the future.

This study conducted to determine the attitude on environment pollution by Pohang city citizens. 1,059 Pohang city citizens in the age group 20 and over were chosen and surveyed by officials's interview at Up, Myun and Dong during the period 6 September to 20 September 1995. The issue problems to be solved in Pohang city were traffic control 47.3%, environment pollution 22.7%, cultural institutions 11.6%, water service 9.9%, education system 5.1% and community security 2.1%. The 55.1% of subjects responded that responsibility for environment pollution is every citizens duty. The trash from houses were 'garbage'(48.1%), 'waste of life'(21.8%), 'reuse trash'(15.6%) and 'one use thing'(14.5%) in order. The 66.9% of subjects responded that the trash's standard envelopes can be easily tear and its texture is not good. The respondents sometimes or often had experienced foreign bodies, sediment in the water service supply. The 45.9% of the respondents use natural water as drinking water, and the water service supply(26.7%), underground water(17.0%) and buying water(9.3%) were followed. Pertaining to the air pollution(by percent) was pollution of the steel industry complex 78.0%, combustive gas 16.6% and construction dust 1.7%. The respondents at southern district complained of respiratory tract by air pollution and the respondents at northern district complained of the visual disturbance and the offensive odor(P<0.05). Water pollution problem is factory's wastewater 56.2%, home wastewater 36.4% and livestock's wastewater 5.6% in order. The respondents at southern district complained of the noise pollution by airplanes and factories at the afternoon and the respondents at northern district complained of the noise pollution by vehicles(P<0.05).
