  • The authority and reputation of a medical journal is based on the number of received citations. Korean Medical Citation Index [KoMCI] provides information about citations of Korean medical journals since 2002. All six issues of KoMCI [from 2000 to 2005] were used for analysis. Citations, impact factor, and their changes were evaluated. We compared the data of Journal of Korean Neurosurgical Society[JKNS] with other Korean medical journals. The impact factor[IF] of 2005 maintained increased value since 2004, although the impact factor excluding self citation[ZIF] returned previous low value. Improvement in proportion of Korean citations and in proportions of non-self received citations were encouraging changes. Although there were some improvements, the status of JKNS with respect to ZIF is still behind other Korean medical journals selected for comparison. Improvement of the status of JKNS by aid of KoMCI and enhanced reputation of KoMCI by its positive influence on JKNS or other Korean medical journals will be beneficial to members and medical societies of Korea.

  • It is important for scientific and technological papers to build citation DB and to offer service. The best example of citation DB is SCI that has been utilized in the world. The majority of Korean journals is not SCI journal, so it is impossible for the domestic journals to conduct quantitative analysis and performance evaluation. Korea Science Citation Index Service is the alternative service to get rid of the above problem. In the study, we carried out the user satisfaction survey for new vision of service from existing KSCI, correcting the result data. We evaluated the data and then derived the level of current system and the future improvement direction.

  • We examine several citation information services to analyze their functional items and resources as interests and concerns on citation information services have been increasing. Based on our analysis, we suggest a blueprint and model for national citation information services. As a result, We find that there are different service items and resources among the type of the citation information services. We also suggest three principles and personal services scenarios for developing national scholarly information service using citation information. And expert survey shows the priority of the services. This study would be a fundamental material for drawing big pictures on national citation information services.

  • The purpose of this research is to explore the phenomenon of the sharing, reuse, and citation of research software. These practices are playing an increasingly important role in scholarly communication. The researchers found that the citation and reuse of research software are currently uncommon or at least not reflected in the Data Citation Index (DCI). Such citation was observed, however, for the newer software in a number of prominent repositories. The repositories Comprehensive R Archive Network (CRAN) and Zenodo received the most formal software citations. The researchers observed both formal and informal forms of citation when researchers reused software. The latter form involves mentioning research software in passing in the main text of articles, while formal citations appear in the references section. In addition, our comparative analysis helps to explain the phenomenon of self-citation of research software.

  • Korean academic societies in science and technology are trying to improve the prestige and quality of their journals by enlisting them in international citation databases. In order to be enlisted in international citation databases, a journal should be managed and maintained according to the policies of organizations operating citation databases. In particular, a journal should have an effective on-line publishing process including fair and transparent peer-review. KISTI studied the systematical necessary element so that the domestic journal could receive the evaluation for the international index DB record. Based on this, KISTI designed the Article Contribution Management System(ACOMS) Ver. 4.0 including the academic journal homepage and completed the english ACOMS development in 2010. Presently the english ACOMS promotes the continued facility improvement in 2012 in order to be reborn as the international journal manuscript submission/review and electronic publishing system. And it is managed about the academic journal of 49 kinds including JICCE academic journal. Therefore, this paper suggests utilizing english ACOMS as a way for JICCE journal to enlist their journals in international citation database.

  • The citation analysis is not applied to group measurements but to individual papers finding their impact factors among citation chains which are created by tracing citing-cited relationship between any two papers in data set. The individual impact factor is measured by adding each value derived from citation chain. Each paper's impact factor index is calculated by adding the values of each index by direct citing-cited relationship, and the values of each impact factor made by indirectly influencing to the papers in the citation chain. The research introduces a grace period, in which the system holds the papers not cited by other papers yet, but are expected to be cited within this period. Eventually not cited papers after the grace period would be eliminated by the system. The experiment suggests a reasonable database in which the highly influenced papers are gathered, and could be serviced in stead of buying databases filled with worthless not-cited-papers.

  • The purpose of this study is to explore the potential contribution of citation metrics to improving the search performance of citation index databases. To this end, the study generated ten queries in the field of library and information science and conducted experiments based on the relevance assessment using 3,467 documents retrieved from the Web of Science and 60,734 documents published in 85 SSCI journals in the field of library and information science from 2000 to 2021. The experiments included re-ranking of the top 100 search results using citation metrics and search methods, query expansion experiments using vector space model retrieval systems, and the construction of a citation-based re-ranking system. The results are as follows: 1) Re-ranking using citation metrics differed from Web of Science's performance, acting as independent metrics. 2) Combining query term frequencies and citation counts positively affected performance. 3) Query expansion generally improved performance compared to the vector space model baseline. 4) User-based query expansion outperformed system-based. 5) Combining citation counts with suitability documents affected ranking within top suitability documents.

  • The development of informatization impacts all sectors, including agriculture. Agricultural informatization builds the knowledge linkage structures of agricultural innovation systems globally. This study investigated the global knowledge linkage structures in agricultural innovation pertinent to information technology (IT) for agricultural research and development (R&D) investments and activities. We explored the longitudinal trend of systemness within the networked research relationships in the triple helix (TH) of the university, industry and government (UIG). We collected data from publications in the Science Citation Index (SCI), the Social Sciences Citation Index (SSCI), and the Arts and Humanities Citation Index (A&HCI) to analyze the TH network dynamics. We also performed a scientometrics analysis to quantitatively identify the knowledge and insights of global agricultural innovation structures. These results could be informative for individual countries. Our findings reveal that the global knowledge linkage structures in the agricultural sector that are pertinent to IT fluctuate widely and fail to increase the capacity of agricultural innovation research due to a neglect of the network effects of the TH dynamics of UIG.

  • The KJC and KCI services operated by the National Research Foundation of Korea (NRF) need to refer to the global citation index database to set the service direction that researchers want and develop new functions. Therefore, in this study, the usability of Korea's KJC and KCI web databases was evaluated. In addition, FGI verification was performed for a group of experts on KJC and KCI improvement measures derived by academic information experts. The evaluation committee consisted of the researcher group, the society related group, the publisher (academic information distribution organization) group, and the policy-making organization group. A total of 16 experts performed usability evaluation and service improvement proposals for KJC and KCI services. As a result of usability evaluation of KJC and KCI web database using SUS measurement tool, KJC service was evaluated as 73.44, and KCI service was evaluated as good as 64.38. KJC improvement proposals were evaluated positively with 4 points or more for all improvement items, and KCI improvement proposals were positively evaluated with 3.5 points or more for all improvement items. Overall, KJC and KCI error improvements were evaluated with a score of 4 or more, showing strong affirmations. In the future, it is hoped that the improvement proposals and improvements proposed in this study will be applied to the development of KJC and KCI services, so that more quality services will be used by domestic researchers.
