직장보육 관련법의 변화과정 및 직장보육서비스의 개선방안 (A Study on the Process to Amend Laws Concerning Employer-Supported Child Care and the Improvement of Its Service)

  • This study analyzes the amendment history of Educare Law of Infants and Children, the Equal Employment Opportunity Law, and Employment Insurance Law, and also examines the present status of the employer-supported child care service through secondary analysis of other policy studies. The three laws concerning employer-supported child care can be said to hold in itself two main concepts: employers' obligations to provide child care, and government's financial support and administrative management. In terms of the first concept, laws have been amended to enlarge the number of enterprises legally-responsible for child care service and to relieve the financial burden from them. In terms of the second, laws have been amended to gradually extend the magnitude of government's financial support and to establish the systematic administrative management. Approximately a half of the policy target enterprises, however, is not complying the laws. In addition, employer-supported child care centers are only occupying less than 1% of the whole child care market. Thus, this study evaluates the current employer-supported child care service system and suggests several principles for its improvement.

보육 (Child Care in Korea : A Look to the Future)

  • Child care in Korea has been officially institutionalized due to the legislation of the Child Care Act in 1991. Since then, the predominant social phenomena such as growing female workforce, more intensified female education, and the low birth rates have led the stronger demand for child care at the national level. Accordingly, the supply of child care services and the demand of families using the services have increased dramatically, producing enhancement of the quality of child care via improved and extended laws and regulations. Such movements have arisen academic interests and policy issues to specific sectors with details including child care policies, curriculum and professionals working with young children at child care centers, needs of children and their families attending child care centers, and program evaluations.

  • 유아교육의 중요성을 인식하고 유아에 대한 무상교육범위확대, 유아교육의 초등학교와의 연계, 유아교육 담당 체제의 일원화, 맞벌이 부부를 위한 종일제 운영의 비용인화, 저소득층 유아에 대한 정책 등 국가차원에서의 대책을 마련하고 있다. 한국의 보육정책에서 무상 맞벌이 부부가 많아지고, 핵 가족이 증가하고, 이혼률의 증가로 보육의 필요성이 증가하였다. 우리나라 보육정책은 전체적으로 보육예산의 증가추세에도 불구하고 보육시설, 양육자의 보육료 부담으로 그 효율성에 많은 문제점이 드러나고 있다. 무상보육정책에 대한 이론적 내용과 그에 따른 보육지원정책을 알아본 후 무상보육정책에 대한 개선방향을 생각해보고자 한다.

  • 본 연구를 통해 한국과 일본의 초등 돌봄 정책 분야 부처 간 연계방식을 비교하고 한국의 초등돌봄교실에 주는 시사점을 도출하였다. 배경, 추진과정, 현재 운영방식을 중심으로 한국과 일본의 부처 간 연계방식을 살펴보았다. 추진배경, 예산, 목표, 연계부처, 근거법령, 행정단위 측면에서 상호 비교하고 한국의 초등돌봄교실에 주는 시사점을 도출하였다. 도출된 시사점은 다음과 같다. 첫째, 아동의 건전한 발전이 학교와 지역 발전에 초석이 됨을 인식하고, 지역사회와 학교가 상호 협력활동을 강화해야 한다. 둘째, 돌봄 정책은 단편적 문제를 극복하기 위한 대안이 아니라 거시적 관점에서 여러 요소들을 함께 고려하며 추진되어야 한다. 셋째, 한국은 보다 실효성 있는 부처 간 연계 방안을 모색해야 한다. 넷째, 학교를 거점으로 부처 간 정책 사업이 융합될 수 있는 방안을 모색한다. 다섯째, 초등돌봄교실의 성공적 운영을 위해 운영 주체를 학교장 중심에서 지자체 중심으로 옮기는 방안을 적극 모색해야 한다. 여섯째, 정책 상위 결정자들의 지속적이고 적극적인 관심과 지원이 필요하다.

영유아의 교육 및 보육기관 이용과 기관유형선택에 영향을 미치는 사회인구학적 요인 (Use of Early Childhood Care Centers and the Sociodemographic Factors of Choosing an Institute)

  • The purpose of this study is to offer essential information related to early childhood education and care policy. Using the Korea Labor and Income Panel Study(KLIPS) Vol.5., this study analyzed sociodemographic factors that decide the use and type of institute for early childhood education and care. The following results are obtained: First, it is not easy for young children under three years old to use education and care institutes because of their preference for home care. Second, the mother's job status affects the child's use of child care centers and private institutes for education except for the using of early child education centers. Third, the affecting main factors for the use of child care centers are quite similar to critical factors for use of the private institute for education. Thus, young children using the private institute for education could be interpreted as coming from a low-income class compared with the children using the early child education centers.

스웨덴의 아동보육제도 연구 (A Study on the child care system in Sweden)

  • This study is to describl the child care system in Sweden and to understand how the progressive child care system has been developed. The sex categories of the child care issues were studied based on a review of the literature related to the Swedish child care, family welfare system and the socio-economic information on Sweden. Six categories were : (1) historical and socio-economic background of child care system, (2) supply of and demand for the child care service and the types of public and private child care, (3) child care program activities, (4) child care staff training system, (5) administration and financial support system for the child care, and (6) the family policy and the family support programs in Sweden. For the Korean child care system, this study on the Swedish child care implied that : (1) To provide a progressive system of the child care system in Korea will require serious discussion about concentration of the child care administration system which is currently distributed to Ministry of Education and Ministry of Health and Welfare. (2) The extensive family support programs such as the parental leave and flexible work conditions for women are needed for the infant care by parents at home. (3) to expand the child care services in Korea, public support should be primarily focused on the supply of the public day care centers even though the demands for the various child care services are to be met by public financial support. (4) Most of all, societal recognition that all children are the resposiblity of our society is needed to develop a progressive child care system in Korea.

우리나라의 보육정책 환경 변화에 따른 재정지원방식 논쟁의 재구조화 - Burchardt의 모델을 중심으로 - (On Restructuring of the Debates on Child Care Financing in Reflection of Changing Policy Surrounding in Korea: with Burchardt's Model)

  • 이 논문은 최근 보육정책의 환경 변화 과정에서 나타난 재정지원 방식 전환에 따른 논란을 이론적으로 재구조화한 글이다. 영유아보육법 개정, 보육업무의 여성부 이관, 그리고 저출산-고령화 문제의 국정과제 채택과 육아지원정책 방안의 발표 등 급속한 정책 환경의 변화 속에서 재정지원 방식에 대한 새로운 요구가 나타나고 있다. 이른바 시설별 지원 대 아동별 지원에 대한 논란은 곧, 공급측면의 재정지원 대 수요측면의 재정지원에 대한 논란이다. 본 논문은 양 주장의 특징을 분석하기 위해 글래너스터, OECD, 버챠드 모델 등을 소개하고, 그 중 현재의 논쟁을 가장 통합적으로 설명해 줄 수 있는 버차드의 모델을 중심으로 논쟁의 각 입장을 서비스 공급, 재정, 결정의 세 측면에서 분석하였다. 그리고 이것이 보육정책의 방향인 공공성과 서비스 질 향상과 어떠한 관련성이 있는지를 밝히면서, 재정지원 방식에 관한 논란을 이론적으로 재구조화하였다.

초등학생 방과후 돌봄 서비스 분석과 개선방안 (Analysis of an After-school Care Service Program for Elementary School Children and Suggestions for Improvement)

  • The purpose of this research is to suggest some measures to improve policy issues by analyzing policy related to a child care service program in the community. Gilbert and Terrell's social policy analysis framework is used to analyze an after-school care service program for elementary school children. Furthermore, the Elementary Care Class(including the After-school Program), Youth After-school Academy, and Community Child Center, referred to as public care services, are employed to analyze community care service programs for children. The Elementary Care Class, Youth After-school Academy and Community Child Center are very similar in terms of the contents and application of the care service program for children, and mainly serve children in low-income groups. In addition, although user overlapping is an inevitable problem because the operating time of the Elementary Care Class and After-school Program coincides with that of the Youth After-school Academy and Community Child Center, it is structurally very hard to adjust the content of service, operating time, and so on because of differences in the delivery system for each program. Therefore, it is necessary to generate a unified delivery system to manage after-school care service programs for children and create a new special control tower to solve these problems. Furthermore, it is needed to extend the services to children from general double-income family, which is a blind spot of the care service.

한국 가족의 전환기적 특성과 가족정책 (Characteristics of Transitional Period of Korean Family and Family Policy)

  • Since the Framework Act on Healthy Families came into effect in 2005, family policy has become a primary field of social policy, and 'family' has emerged as an important keyword for solving Korean society's various phenomena and problems. In order to seek practical plans for reforming social policy through family policy, this thesis has analyzed the transitional characteristics of Korean families in relation to where Korean families currently stand and the situation they are facing. This thesis has also reviewed the content of family policy in the master plan of healthy families, the starting point of the actual family policy, and other related policies. It also has analyzed the key content of child care support policy. From these various analyses and discussions, this thesis has emphasized "family care" as the keyword of family policy, family effect analysis as the means of reinforcing family perspective, and family integrity for policy effectiveness.

보육시설 영유아의 건강관리를 위한 특수보육 요구조사 II - 보육교사의 요구를 중심으로 - (Needs of Day-care Staff for a Center-based Child Care Health Program II)

  • Purpose: To investigate health problems in child day care centers, needs for Child Care Health Programs, and management of sick children by day-care staff. Methods: A cross-sectional descriptive study. Day-care staff (N=206) from 33 day care centers in Seoul, completed a structured questionnaire. Results: Almost half of the day-care staff (53.4%) experienced sick events in their child at least once a month. The most frequently reported difficulty in having a sick child was in not having a health professional to consult, and almost all day-care staff (99.5%) had asked parents not to bring a sick child to the day care center. The biggest reason of exclusion was due to infectious disease including measles, chicken pox, mumps, diarrhea·vomiting, and pink eye. The majority of day-care staff (97.6%) agreed that there is a need for Center-based Child Care Health Program (CCCHP), and expected general health & illness management, and special care for chronic disease from CCCHP. Conclusion: These results showed a high incidence of sickness in children in day care centers, and there were great demands for a Center-based Child Care Health Program for day-care staff. Also the results of this study can be utilized as a basis for the establishment of child care policy in Korea.
