온실가스 에너지 목표관리제 시행에 따라 대상기업 및 사업장에서는 온실가스 배출량 및 에너지 사용량 명세서, 목표관리 이행계획서 및 실적(온실가스 감축 잠재량 실적의 검증) 보고서 작성 등 당면과제가 놓여 있다. 따라서 관련 컨설팅 기업들이 대상기업의 감축목표를 달성하기 위하여 온실가스 감축시스템을 구축하고 실행하도록 유도하기 위한 방안의 하나로 우수기업 지정제와 같은 제도의 도입이 요청되고 있다. 본고에서는 온실가스 감축컨설팅 우수기업 지정에 관한 방안이 원활하게 시행되기 위한 제도화 방안으로 지정대상, 평가절차, 평가기준의 설정 및 평가기관의 평가위원회 구성 등 대안을 제시하였다.

Researches and developments of tidal energy converters are close to commercialization stage. But, commercialization of tidal energy converters is not ready in korea. In Europe, many experts of company, laboratory and public institution involved in marine energy are active for commercialization of marine energy converters in European Marine Energy Centre. Furthermore, in IEC/TC114, standardization of technical standards for assessment and certification of tidal energy converters of each country is under discussion. Therefore, We have to prepare for commercialization, standardization and entry into the overseas market. In this study, trends of commercialization and standardization of international markets of marine energy converters are investigated and certification schemes of overseas are analyzed. We expect that this study will make contribution to establish the foundation of commercialization of tidal energy converters.

Tonnage taxation has contributed to developing the Korean maritime industry through tax relief for shipping companies. The current tonnage taxation relies on the net tonnage as an earning-capacity indicator in a merchant ship. Although the tonnage tax accords with horizontal equity, it does not match vertical equity because of the different taxable capacities of an individual company. Nowadays, maritime transport uses a dedicated vessel, and each shipping freight embeds a different value of time. It means the tonnage taxation regime should consider the added value of each shipping freight. Meanwhile, as the environmental regulations led by the International Maritime Organization are being strengthened, the Korean merchant fleet must be eco-friendly soon after. This study explores the alternative to renewing tonnage taxation by utilizing the Greenship certification and considering the ability-to-pay principle. Because the Greenship certification scheme encourages shipping decarbonization, maritime transport by a certified ocean-going vessel comes to be treated as an activity for the green economy. Special taxation for the green economy may contribute to shipping sustainability and market competitiveness.

2002년부터 시행해온 국내 정보보호 관리체계(ISMS) 인증 제도는 그간 정보통신서비스제공 기업의 지속적인 정보보호 수준을 제고하고 침해사고시 피해확산 방지와 신속한 대응 등 많은 성과가 있어온 것은 사실이다. 그러나 이러한 정보보호 관리체계 구축이 실제 정보보호에 대한 투자 일환으로 기업성과에 얼마나 영향을 미쳐왔는지는 아직까지 측정 지표나 방법에 대해 부족한 실정이다. 본 연구에서는 실제로 이러한 ISMS 인증이 기업의 성과에 얼마나 영향을 미치는 지를 실제 인증 취득기업을 대상으로 성과 평가 모델과 지표 개발하고 실증 사례 분석을 통해 유효성을 검증하였다. ISMS 인증 취득 기업을 대상으로 설문조사를 통해 경제적 효과성에 대해 정확한 평가를 함으로써 궁극적으로 조직의 정보보호 목적을 달성하도록 하고자 하였다. 또한 ISMS 자체가 정보보호 수준을 한단계 높이는 실효적인 인증 시스템이 되도록하여 보안 사고를 사전에 예방하고 기업성과를 향상시키는데 도움을 주고자 한다.

Nowadays most companies are required to acquire the quality assurance system from domestic or foreign Certification Institute. However, There are many problems in interpreting the requirements and procedures. This study presents an effective operation scheme by addressing the inherent limits of the system, potential problems in operation, relationship with internal standardization of the company, and the functions of Quality Management that lack or are not considered enough in the ISO 9000 series.

Since Industrial Revolution, the sudden industrialization and population explosion have brought about a serious environmental pollution on the air of the earth, the quality of water and the soil, and the greenhouse effect by the destruction of the ozone layer and the greenhouse gas, the organism diversity decline, the desertification by the ruining of woods and the overall global environmental pollution such as the contamination of the ocean and rivers have been come to the front. So the new recognition on the environment is being spreaded in construction business and the efforts for certification acquisition of ISO 14000 being followed by ISO 9000 are progressing, Accordingly, with an example of H Company where integration system is built so that it can minimize the efforts and cost at the construction of the management system, operation and management after the fact, this paper shall suggest the practical scheme of 3 steps through a study to integrate both existing quality management system and new environmental management system. As the integration system of the quality and environment which is constructed by this method is executed, the number of the established and managed document is cut by about a third and so the disorder to encounter between these documents is prevented and unnecessary efforts is reduced in constructing a system, consequently the efficiency of the system is accomplished. Also as the dualization of quality management system and environmental management system additionally needs more men and money after certification acquisition, the non-construction of the integration system may give rise to a cause to aggravate the burden of the company and hereafter when a new system is imported, it may be very difficult to integrate the system. This system integration enables a efficient and effective system to be constructed , operated , and managed after the fact.

For the development of software industry, offers an expanded software authentication scheme caused by the unauthorized copying of software is to reduce the damage to software developers, retail sales and to promote the development of the software industry was studied. Serial Number of the current software registration is conducted in such a simple verification procedure if the Serial Number only illegal and can be installed on multiple computers, such as program code to allow third parties to enter the Serial Number, or the extract can be used without is a reality. The proposed extension to the software authentication system when you install the software, my phone authentication and MAC Address Authentication Service introduced to distinguish normal user, the user of the MAC Address of the server and software development company that was sent to the registered MAC Address of the computer to be run only by the use of genuine software and to make unauthorized copies of software generated by the software developer can reduce the damage of the proposed plan.
