  • The characteristics of the landfill of coal ash and ironwork wastes are investied by performing the basic geotechnical experiments and groundwater quality analyses in the landfills. The results show that the waste materials themselves have good characteristics that can be used as reclamation materials. However, landfills need either some ground improvement or costly foundation and excavation methods to be used as construction sites, because of the careless management during the period of waste disposal.

  • A Bridge Navigational Watch Alarm System (hereafter 'BNWAS') is to monitor and detect if an officer of watch(hereafter 'OOW') keeps a sharp lookout on the bridge. The careless lookout of an OOW could lead to marine accidents. For this reason on June 5th, 2009, IMO decided that a ship is equipped with a BNWAS. However, an existing BNWAS gives the OOW a lot of inconvenience and stress in its operation. It requires that the OOW should press reset buttons to confirm their alert watch on the bridge at every three to twelve minute. Many OOWs have complained that at some circumstances they cannot focus on their bridge activities including watch-keeping due to a lots of resetting inputs of BNWAS. Accordingly, IMO has allowed the use of a motion sensor as a resetting device. The motion sensor detects the movements of human body on the bridge and subsequently sends reset signals directly to BNWAS automatically. As a result, OOWs can work uninterrupted. However, some of classification societies and flag authorities have a slightly different stance on the use of motion sensor as a resetting method for BNWAS. The reason is that the motion sensor may trigger false reset signals caused by the motion of objects on the bridge, especially a slight movement such as toss and turn of human body which can extend the period of careless watch. As a basic study to minimize the false reset signals, this paper proposes a simple configuration of BNWAS, which consists of only three motion sensors associated with 'AND' and 'OR' logic gates. Additionally, several considerations are also proposed for the implementation of motion sensors. This study found that the proposed configuration which consists of three motion sensors is better than an existing one by reducing false reset signals caused by a slight movement of human body in one's sleep. The proposed configuration in this paper filters false reset signals and is simple to be implemented on existing vessels. In addition, it can be easily installed just by a basic electrical knowledge.

  • In this paper, 2513 marine casualties occurred in Korean waters, during 1989-1993, were analysed by the Multivariate Data Analysis Method. The main results obtained were as follows : 1. Moat of marine casualties resulted from the human factors such as careless operation and insufficient engine maintenance. Engine trouble accounted for main patten of accidents and great number of accidents occurred in fishing vessels. 2. From the point of view of the damage of human life and properties, accidents took place in cargo ships, passenger ships and tankers were serious, but in fishing vessels, those were not so serious. 3. Grounding, collision mainly resulted from careless operation, however flooding and capsizing were much affected by bad weather and material defect.

  • Principal Component Analysis (PCA) is useful statistical technique for finding patterns in data, and expressing the data in such a way as to highlight their similarities and differences. In this paper, 1417 marine casualties occurred in Korean littoral sea in recent 5 years, were examined by the PCA. The main results obtained were as follows : 1. Most of marine casualties resulted from the human factors such as careless operation and insufficient engine maintenance. 2. Collision and standing mainly resulted from steering room-related human factors such as careless guard, inadequate ship-handling, however engine damage and fire explosion mainly resulted from engine room-related human factor such as bad handling of engine system. 3. No. 1 principal component represents accident frequency, No. 2 principal component represents the cause and No. 3 principal component represents the pattern of marine casualties, respectively.

  • The postal or group questionnaire survey was conducted to inquire into the cause of collision between fishing vessel and non-fishing vessel targeting fishing vessel personnel(FVP), non-NFVP and a person involved in a marine accident. As a result, we could verify the root cause of collision, a negligence of lookout which noted overwork for FVP and careless for non-FVP. The cause of collision by inappropriate avoid action was poor communications for FVP and non-FVP. To reduce collision, we need to be trained to take a sharp lookout, a radio communication by VHF and the collision avoidance actions by early and substantial action to keep well clear. The results are expected to contribute for the reduction of collision and victims.

  • In this study, the Commission proposed the mitigation of remedies by improving the role of medical disputes and preventing medical disputes. Medical disputes include a comprehensive description of medical malpractice, medical negligence, medical malpractice, and medical malpractice. Medical negligence refers to the neglect of medical care due to careless medical care in the treatment of patients, leading to patient injury and death. An inappropriate response in the process of international treatment could result in international trials and a decline in international credibility. In cases where medical disputes arise, health care is strictly necessary to determine the truth or absence of medical malpractice, and these expertise and experience are usually provided by emotion. With the neutral and objective emotions provided fairly and impartially, medical care expertise and experience can be fair, and the medical disputes can be resolved peacefully if the parties are trustworthy. The Health Care Dispute Mediation Committee should focus on enhancing the professionalism, objectivity, and reliability of medical care.

  • We find out many soft ground deep excavation cases where results of careless overexcavation accelerate the advance of loosening zone of adjacent ground, bucklings of struts and bottom heaves happen due to delayed supporting time. This article introduces a soft ground deep excavation case where steel pipe sheet piles were used with struts as an earth retaining system. There were 2 times of buckling in the supporting system and heaving of bottom ground due to overexcavation and insufficient penetration depth of the steel pipe sheet piles. The effort of this article aims to improve and develop the technique of design and construction in the coming projects having similar ground condition and supporting method.

  • The optical disk drive is a basic option on the PC now. So the lower price and higher read/write speed goods are now on market. These trends make many difficulties to produce more reliable drives, comparing when they are treated as high price stuff. In mechanical terms, the lower price and higher read/write speed drive make higher vibration and noise, lower stiffness, even severe fracture of cheap and low quality disk, problems. Due to the internal crash of P/U inside of the drive, the failure of drives, inferior drives, increase more and more by the careless transportation and the originated low stiffness parts. This report is the introduction of the FE simple model to decrease the internal P/U crash problems, and the results.

  • We scrutinized the Korean taxonomic literature, with special focus on some nomenclatural points and four different cases were listed categorically. Several naked names (nomen nudum), invalidly published names, typographical and orthographical errors, incorrect use of hybrid names and authorship, and errors in the citation of the bibliographic references have appeared in newly published literature in Korea, due to misapplications of ICBN (International Code of Botanical Nomenclature). Although literature review and synonyms are imperative and essential elements of taxonomic study, many author citations tend to be copied from one publication to another without any confirmation of the original source. It is strongly recommended that scientists who have previously published careless work should be more careful, and they should be instructed to read original descriptions and to learn current practices in the code.
