This article provides empirical evidence on factors of internal audit (IA) characteristics affecting the internal audit effectiveness in steel enterprises in Vietnam. The study uses data from survey obtained from 114 responses representing owners, managers, and internal auditors from 38 steel enterprises in Vietnam for period from 2018 to 2019. Data collected is firstly checked with Cronbach's Alpha, then the EFA test, and the model linear regression is used to test the relationship between internal audit characteristics and internal audit effectiveness. Results reveal that internal audit effectiveness in steel enterprises in Vietnam is influenced by various internal factors, including the size of internal audit, the scope of internal audit, the capacity of internal auditors, the independence of internal auditor, and the operational bases and methods of internal audit. Based on the research results, the paper makes six recommendations: strengthening operational basis of IA; increasing the independence of IA; increasing the size and capacity of IA staff; expanding and not underestimate the scope of IA; and reforming the internal governance structure. These proposed recommendations could be applied, not only for steel companies in Vietnam, but also for other companies in Vietnam or other companies in jurisdictions that have similar conditions.

The purpose of this study is to find the factors that influence big data characteristics on decision satisfaction and utilization behavior, analyze the extent of their influence, and derive differences from existing studies. To summarize the results of this study, First, the study found that among the three categories that classify the characteristics of big data, qualitative attributes such as representation, purpose, interpretability, and innovation in the value innovation category greatly enhance decision confidence and decision effectiveness of decision makers who make decisions using big data. Second, the study found that, among the three categories that classify the characteristics of big data, the individuality properties belonging to the social impact category improve decision confidence and decision effectiveness of decision makers who use big data to make decisions. However, collectivity and bias characteristics have been shown to increase decision confidence, but not the effectiveness of decision making. Third, the study found that among the three categories that classify the characteristics of big data, the attributes of inclusiveness, realism, etc. in the integrity category greatly improve decision confidence and decision effectiveness of decision makers who make decisions using big data. Fourth, it was analyzed that using big data in organizational decision making has a positive impact on the behavior of big data users when the decision-making confidence and finally, decision-making effect of decision-makers increases.

The current article examines the interactions among students' attitudes to e-learning, their implementation of e-learning in their studies, and learning effectiveness. Significantly, it emphasizes the mediating role of accepting e-learning in training. It applied reliability analyses to test the measurement of items and construct validity, using the research data collected from students at Vietnam National University of Ho Chi Minh. Then, the current article used multiple regressions to inspect the causal relations; and applied procedures to investigate the mediating influence. The empirical results indicate students' attitude to e-learning positively influences their implementation of e-learning in their studies. When students apply e-learning in their studies, they likely achieve the best possible training effectiveness. Statistical evidence on the mediating role of accepting e-learning in training by students on the linkage between their attitude to e-learning and training effectiveness is revealed in this article. The findings of this article make some contributions. For educational administrators, it offers insight into the links among students' attitudes to e-learning, their implementation of e-learning in their studies, and training effectiveness, which likely allows them to establish suitable online training programs. This will be beneficial to both learners and educational institutes.
In a customer-driven economy, single-business level analysis may not be sufficient. A large number of loosely interconnected participants who depend on one another for their mutual effectiveness and survival make up a business ecosystem. A business ecosystem is a holistic view of vital flows and relationships that sustain business activity. Businesses need to understand their physical condition in a business ecosystem to evaluate their capabilities. This paper defines the healthiness of business ecosystems in order to understand their competitiveness. It can give business an actionable guide. Healthy ecosystem means a business environment that has had four capabilities to survive. IT plays a leading part in healthy business ecosystem. It looks into business strategies and the role of IT in business ecosystems.
Most studies of organizational effectiveness previously done, have measured financial performance such as productivity, efficiency or subjective performance such as a commitment, satisfaction, and turnover intention of employees. However, these measurements have limitations to evaluate a organizational effectiveness in recent knowledge information era because evaluation of organizational effectiveness in knowledge-based society needs measurements in various aspects such as financial, customer, internal business process, and learning and growth. The purpose of this study is to overcome these problems and to introduce an appropriate system for evaluation of organizational effectiveness under knowledge management paradigm. In this paper, we suggest a Balanced Scorecard(BSC) as a new measurement standard of organizational effectiveness in a knowledge information era. The balanced scorecard is designed to help firms that have historically overemphasized short-term financial performance. When measuring organizational effectiveness through Balanced Scorecard(BSC) suggested by Kaplan and Norton[31], it is to present the measurement indices that can cover the limitation of the past evaluation indices of organizational effectiveness.
At present, the importance of organizational effectiveness is highlighted even more as business environment enters into a new type of work setting, the smartwork environment. This new type of work environment could be significantly influential in promoting organizational effectiveness of office administrators who carry out atypical types of tasks in general and are exposed to emotional labor excessively. Organizational effectiveness of office administrators could also be controlled by their concerns at work, their personal values and the increasing demand for work-life balance. The main purpose of this research is to investigate how smartwork environment perceived by office administrators is related with organizational effectiveness. In addition, this research places the focus on how concerns and work-life balance moderate the relationship between smartwork environment and organizational effectiveness. The survey was conducted among 102 office administrators, and data were analyzed by moderated multiple regression analysis method. Job autonomy of smartwork environment showed positive effect on job satisfaction, organizational commitment, and innovative behavior. IT dependence of smartwork environment showed negative effect on job satisfaction and organizational commitment and positive effect innovative behavior. It was found that concerns with impact positively moderate the effects of job autonomy on job satisfaction and innovative behavior; concerns with self negatively moderate the effects of job autonomy on organizational commitment and innovative behavior. Also, it was found that work-life balance moderates the effects of job autonomy on organizational commitment and the effects of IT dependence on innovative behavior. The result of this research can be taken into consideration when a strategic human resource development plan is prepared for office administrators in smartwork environment.

The purpose of this study is to develop the self-diagnosis methodology based on process for improving the effectiveness in public institutions service and to suggest it. For this goal, we would like to select the management methodology which can be easily handled from the viewpoint of working personnel in the public institutions and make it as a process. First, the strategy for the public institutions and the strategic task for practicing it are acquired using BSC (Balanced Score Card) which is now under the active research. At this time, the relative degree of significance is derived using the AHP (Analytic Hierarchy Process) which is conducted for the professionals and management to get the degree of importance in the strategic tasks. The acquired relative degree of significance and the figures related to the performance of each strategic task derived from the subsequent questionnaire are used to get the final highly efficient strategic task through IPA (Importance Performance Analysis). In this study, this process based self diagnosis methodology will be explained in detail using the case of Project A in order to verify the effectiveness of the management science technique on the self diagnosis of the public institutions.
The recent development of information technology in general and consolidation of communications and multimedia technology in particular have brought enormous changes in education and training methods in many business organizations. Numerous studies in the education engineering field report that teaching using multimedia technologies will more enhance the education/training performance than the traditional instructor-teaching method. However, in the management information systems field, few studies are found which directly investigated effects of multimedia technologies on education and training. None of multimedia-related studies can be found in the top-ranked MIS journals published in Korea for the last five years, and only a few stuides are found even worldwide. The major steps of the current research are as follows. First, in order to identify important factors constituting the effectiveness of multimedia systems, previous research related to the effectiveness of multimedia systems was reviewed and analyzed. Second, individual items which can be considered as candidates to represent the effectiveness of multimedia systems were derived from this previous research review, and a survey questionnaire was developed using those derived items. Based on the developed survey questionnaire, a pretest was administered at several domestic business firms with experiences of multimedia systems. Third, survey questionnaires were distributed to and collected from the 517 employees which experienced using multimedia systems.

There has been a growing interest and enthusiasm for the application of virtual worlds in learning and training. This research proposes a design framework of a virtual world-based learning environment that integrates two unique features of the virtual world technology, immersion and interactivity, with an instructional strategy that promotes self-regulatory learning. We demonstrate the usefulness and assess the effectiveness of our design in the context of information security learning. In particular, the information security learning module implemented in Second Life was incorporated into an Introduction to Information Security course. Data from pre- and post- learning surveys were used to evaluate the effectiveness of the learning module. Overall, the results strongly suggest that the virtual world-based learning environment enhances information security learning, thus supporting the effectiveness of the proposed design framework. Additional results suggest that learner traits have an important influence on learning outcomes through perceived enjoyment. The study offers useful design and implementation guidelines for organizations and universities to develop a virtual world-based learning environment. It also represents an initial step towards the design and explanation theories of virtual world-based learning environments.

This study explores the effect of trade of Information Communications Technology (ICT) products and government's role, measured by three factors: Control of corruption, Government effectiveness, and Administrative tax level, on raising the economy across the East Asia-Pacific region. Secondary data were collected from the World Bank database of 21 countries over 12 years from 2006 to 2017. Applying the Panel corrected standard error model and running a robustness check based on the Dynamic panel data method, this research found that the exported ICT products, control of corruption, and government effectiveness could increase the economic income of a country in the region. The paper also provided the evidence indicating that the imported ICT products and the Administrative tax level are two harmful factors for economic growth. The major finding confirmed the useful contribution on improving government quality and its economy. First, improving the economy of a country always poses various challenges to its government. During the past decades, although much of the literature confirmed that exporting ICT products could promote an economy, very few studies investigated the role of Administrative tax level and the Government effectiveness. Second, there are only a few studies exploring the capability of government and the economic growth in the Asia-Pacific region.
