Congressional Control of Bureaucracy in the United States: Ex Ante vs. Ex Post Control Mechanisms

  • The U.S. Congress has been known to effectively control the bureaucracy. On one hand, Congress adjusts the degree of discretion provided to the bureaucracy when making agencies or legislation: ex ante control. On the other hand, it also performs the oversight activities to punish or correct undesirable behaviors of bureaucrats: ex post control. While the dynamics of each control mechanism is widely examined theoretically, few have attempted to empirically investigate this with a special attention to partisan politics in Congress. I attempt to fill this gap by measuring the two types of control mechanisms, testing theoretical assertions, and analyzing the dynamics under the two control mechanisms.

  • It was amazing that efficiency of bureaucratic system, when Marx Weber presented theory of bureaucracy. Now, Government and Bureaucratic organization are confronted with a forked road of change. The purpose of this paper is not so much to force choices among the alternative visions of governance but rather to make the choices available to governments more evident. Any choice of paradigms for government and administration is unlikely to be Pareto optimal, but we should be clear about what we receive and what we sacrifice when we make these judgements about governance. Today, government and public bureaucracy must be changed. There are needed an innovation of government and public bureaucracy. It must be changed concepts from government to governance. Governance is a national management.

  • The purpose of this research is to analyze the characteristics of bureaucracy on library structure and then to review typologies and parthological phenomena, their following aspects of securities of library. The most important characteristics of library bureaucracy is its strong speciality and needs regurality and its hierarchic power systems. We can separate its systems from machine bureaucracy and professional bureaucracy. and the bureaucratic systems are attended with controls, observance of rules, and pathological phenomena by entrusting sombody with power, etc. To revise these pathological phenomena of the library structure, the following items must be included. First, librarians should be given with professional authority. Second, all librarians should participate in decision-making. Thirdly, it is desirable that the communication should upward communication and lateral communication much more preferable than downward communication. Fourthly, professional. librarians must be maintained with compensation systems. Fifthly, they must be 'PROACTIVE LIBRARIAN' who cope with any given circumstances.

  • During the reign of King Kwangjong(光宗) in Goryeo(高麗) there was specific purpose to decide that the government officials should have worn their uniforms in four colors. The main purpose had been to establish new bureaucracy around royal authority. Therefore, it is necessary to analyze four coloured official uniform regulation(四色公服制) concerning the bureaucracy at the time.

  • The purpose of this study is to propose a model that can polish and improve the ROK (Republic of Korea) Army's records management policy in a new records management environment by analyzing the context of policy implementation. In this study, two distinct and different policy cases were analyzed using different models for policy analysis such as the case of the records management system of the ROK Army with the street-level bureaucracy model and the case of the archives personnel within the ROK Army with a Policy Network model. The results from the comparative analysis with both cases state that the street-level bureaucracy model has limitations in analyzing even a policy implementation case when multiple actors are involved. At the same time, a network policy model is useful in identifying the problematic points that need improvement in the case. Based on these results, some improvements for effective records management in the ROK Army were proposed. This study follows the approach of the two distinctive case studies from the perspective of policy science-a view that no archive researcher has ever explored before.

The Positions and Personnel of the Naeui System in the Late Joseon Dynasty (조선후기 내의원 의관의 직임과 인사)

  • This paper examines the positions and personnel of the Naeui system in the late Joseon Dynasty. First, the regulations of the Naeui system were investigated through the literature related to Naeuiwon. Next, the operation of the regulations, changes in the system, and causes were analyzed through the Seungjeongwon Diary (承政院日記). We discovered: 1) Naeuiwon's medical bureaucracy originally did not have a fixed number of positions, but gradually came into being with a quota regulation. Uiyagdongcham-ui (議藥同參醫) and Naechim-ui (內鍼醫) did not have a quota, but was initially set at 10 people, then expanded to 12 people. Originally, the royal physician had no fixed number, and in 1864 the first quota was 7 people. 2) 'Gyeom-eoui' and 'gachanaeui' served to expand Naeui's quota. After the mid-17th century, 'Gyeom-eoui' expanded the quota of royal physicians to secure a position for the medical bureaucracy of Naeuiwon. 'Gachanae' after King Jeongjo serves to add to the quota while obeying the provisions of the law. 3) The customary promotion of Naeuiwon's medical bureaucracy expanded and became stricter after the mid-19th century, during which special promotions became more frequent than in previous periods. As for the provision of appointment to the 6th class after 30 months, Uiyagdongcham-ui was established in 1686 and Naechim-ui was established in 1718, increasing the chance for customary promotion. In the case of Naeui, the regulation for the Secretary General to raise the degree of official rank has been strengthened since the Cheoljong era. However, special promotions were frequent in the mid-19th century because the number of high-ranking officers increased compared to the previous period. In conclusion, the Naeui system in the late Joseon Dynasty changed in the direction of strengthening their own privileges. The Naeuiwon's quota was increased and promotion was guaranteed through the system and customs. Since the mid-18th century, there have been some regulatory restrictions, but the framework has not changed. This is confirmed not only in the regulations of the documents related to the Naeuiwon, but also in the Seungjeongwon Diary. Naeuiwon's medical bureaucracy enjoyed superiority in promotion and status compared to other forms of technical bureaucracy.

  • Nursing, a profession, continues its efforts founard professionalization. Attention to efficiency and effectiveness of its organizational system must be balances with that of maintaining quality of care. The wise use of personnel is of particular concern. The structure of nursing's administrative organization is very important, because most nursing services are delivered through an organization. Professional bureaucracy is recommended for the structure and managerial strategy of nursing's administrative organization, Specifically, considerable decision -making in their work should be transferred to the staff nurses who provicle professional nursing services in direct interaction with the public. The co -ordinative parameters of the system should be based on professional nursing knowledge. The premise required by this commitment would be built on the identification of nursing knowledge and intellectual and behavioral standard of nursing practice.

  • China is an ancient country that has one of the oldest civilizations on earth. Since the end of 1970s, China has made her administrative and economic reform and opening up to the outside world. Now the administrative and economic reforms has scored great success with a series of important accomplishments. China's peculiar political economy largely explained the changing reform initiatives over times. The problems confronting Chinese officials are markedly different from the West despite the fact the China and the West have engaged their efforts in undertaking administrative reforms in the last two decades or so. The purpose of this study is to analyze the bureaucracy, especially the police civil service system in China. Core features of the institution of China's civil servant system is discussed in this study.

  • Since the government is fully aware of the specificity and importance of the healthcare field, it operates bureaucracy and affiliated organizations composed of many government ministries and experts and is also handling the related bureaus. However, recent incidents of humidifier disinfectant not only make these government activities unreliable but also cause disappointment to many people. Why did not the government take active measures to ensure product safety? But why was the Korea Centers for Disease Control and Prevention (KCDC) able to speed up the identification of the cause and the recovery of the product? The purpose of this study is to clarify the behavioral mechanisms of government intervention by comparing the behaviors of the Ministry of Trade, Industry and Energy and the KCDC. Then, we will discuss the desirable government structure.

The Effects of Bureaucracy and Control Mechanisms Based on the Length of Relationship on Commitment and Relational Satisfaction of Franchisee (관계기간에 따른 통제기제 및 관료화가 프랜차이즈 가맹점의 결속과 관계 만족에 미치는 영향)

  • The purpose of this study is to investigate three issues. First, we investigated four control mechanisms that might increase the franchisee's perception of franchiser commitment: a franchiser's TSIs, relational norms, monitoring, and qualification programs. Second, we proposed that appropriateness and efficacy of these control mechanisms in fostering franchiser commitment might be changed over the relationship life cycle. Third, we examined how bureaucracy and levels of franchiser's commitment related to relationship satisfaction. Through empirical analysis, research results indicate that a franchiser's TSIs and relational norms are positively associated with the franchisee's perception of franchiser commitment. In detail, what increase franchisee's perception of franchiser commitment in short-term relationship are franchiser's TSIs but relational norms are more important in the long-term relationship. In addition, the results show that franchisee's perception of franchiser commitment, participation and formalization are positively related to relationship satisfaction.
