In 2005, the government introduced BTL(Build-Transfer-Lease) projects as one of the methods of private investment in infrastructure. In a BTL project, a private company builds a public facility and leases it to the government to withdraw its invested capital. But there appear several problems with it due to a short period of preparation and lack of experiences. Specifically, private companies that plan to participate in this project have to take a risk since serious problems are likely to take place because of unrealistic estimation of construction costs, etc., and they finally avoid participating in this project. A case study was made over advanced countries, Japan and the United Kingdom, to find out how to resolve the problems, and rational 7 improvement method were presented from a perspective of Special Purpose Company (SPC), which could be accepted by both of SPC and government agencies. The findings of the study are expected to provide workable solutions to BTL projects from a standpoint of private companies to facilitate the rational improvement of BTL projects, and this study is ultimately expected to stimulate the active participation of SPC to make a contribution to the vitalization of domestic BTL projects.

Highly advanced technologies are being adopted into the domestic construction industry in accordance with rapidly changing global construction industry in the 21st century. Value Engineering methodologies have often been discussed but not yet settled in the country. This research, therefore, aims to provide a useful guide to utilizing design Value Engineering in Build Transfer Lease. 1. Questionnaires had been conducted, answered by those in the field. 2. Questionnaires were in regard to the obstacles in the application of design Value Engineering and activation schemes. 3. Five standards were provided to be chosen according to the degree of influence from each factor, whose answers were technically analyzed by a statistical program afterward. 4. Four obstacles classified in this method were approached systematically to analyze the problems. 5. Efficient Activation schemes have been suggested after various analyses in a variety of aspects.

This paper studies the risks associated with local finance in Korea by identifying the financial status of each local government, including the financial burdens of PPP projects, and examined governmental future burdens related to PPP projects. We reviewed all fiscal burdens associated with projects, such as, for BTL (Build-Transfer-Lease) types of projects, facility lease and operating expenses, and, for the BTO (Build-Transfer-Operate) types of projects, construction subsidies that are paid at the construction stage, MRG (Minimum Revenue Guarantee) payments and the government's share of payment. Furthermore, we compared the annual expenditures of local governments on PPP projects against their annual budgets and checked if the 2% ceiling rule could be applied.

The Build-Transfer-Lease (BTL) projects have rapidly increased under the Government support during recent years. This paper presents the risk analysis of factors affecting BTL projects in the initial phase. This study resulted in 10 significant risk factors influencing on each phase of BTL projects and then factors were grouped into each phase. The sensitivity analysis was also performed to identify risk factors with more significant influence on BTL projects. The results may useful to practitioners in order to cope with risks in initial phase of BTL projects. The paper resulted in the distribution of risks to project parties, thus it can be used as standards for risk assignment to competent authorities and private enterprises of BTL projects.

PPPs(Public Private Partnerships) in Korea was introduced in 1990s, which mainly used for providing transportation facilities such as railroad and high-way. Since 2005, a service delivery type PPPs, in other words BTL(Build Transfer Lease) has been implemented, which focused on social infra-structure including school, military housing, and sewage facilities. According to previous literature, efficient risk evaluation and management is the key factor for successful PPPs in the UK and Australia. However, Korea doesn't have proper risk evaluation system for PPP type project. In this paper, we explore and analyze risk evaluation system of PPPs in Korea and other countries. Also, we apply empirical methodology used in the UK to a BTL project and set up a new PSC(Public Sector Comparator) with risk evaluation.

In 2005, the revision of the Private Investment Law made the private investment objectives to extend a new area, such as institute and well-fare, military facilities by BTL(Build-Transfer-Lease). This revison will cause budget extension from 1.3 trillion to 1.6 trillion in military facilities BTL project Therefore, it is necessary to analyze the general problem of BTL and its cases. And then to be successful project, the problems must be improved. This study was focused on the improvement of regulations and analyzed the general problem from previous studies and the military projects. And then it conducted survey to soldiers for severity and performance. Finally it suggested the improvement of regulations of military facilities in BTL scheme from FGI.

It is Increasing that requirements of social infrastructure which includes educational, welfare, cultural facilities for public. Government introduced BTI(Build-Transfer-Lease) as a PFI(Private Financial Initiative) system. This research is about BTL projects in small public educational facilities. Some problems when BTL system is applied to small public educational facilities are identified, and the reason of those problems are examined. This research proposes alternatives in a institutional way and it proposes improvements in contractual structure of consortium when BTL system is applied. Based on reasonable system, it promotes creativeness and effectiveness of a project, and it makes local minor construction companies participate in BTL project without difficulties as mentioned.

The BTL (Build-Transfer-Lease) contract of construction project serves as a part for early establishment of industrial foundation for social overhead capital. However, project cost of BTL contract is focused on initial construction cost. Accordingly, operation cost is lowly evaluated because there is no standard criterion for estimating maintenance cost for the facility. The low operation cost can be a factor that reduces service quality of facility operation. This study suggests a resonable method for estimating cost and manpower in the operation phase by using the existing practical data for wastewater treatment plant by BTL contract. The results of the study can be used for evaluating rough operation cost and manpower of similar plant project by facility size.

Korean Public-Private Partnership, mainly implemented using BTO (Build-Transfer-Operate) and BTL (Build-Transfer-Lease) methods, has contributed in increasing benefits of the people by providing the needed public services in a timely and efficient manner. It has also induced flexible national fiscal management. However, in addition to the repeal of the Minimum Revenue Guarantee (MRG) program in 2009, changes in business environment including recent financial crisis aggravated financial situation in pursing PPPs, resulting in significant contraction of BTO projects. Therefore, the new methods are to be suggested and applied to overcome this situation. This paper seeks to find ways to apply "Mixed Model," characterized as the compound of BTO and BTL, two different implementation methods of PPPs, as an enhanced burden-sharing mechanism.

Unlike conventional BTO(Build-Transfer-Operate) projects, this BTL project aims at fixing the financial deficiencies of the government and expanding infrastructure through private capital. It allows the government to attract private capital for the construction of public facilities such as schools and social welfare agencies for whom private users don't need to pay, thereby bolstering national finance. BTL projects are causing a variety problems in progress. Therefore, we are required a practical approach to can improving a variety problems. In this study, we were derive the problem areas as follow. First, research data on the problem of domestic BTL projects, Second, high-performing foreign data analysis than domestic. And, we were analyzed to systematic management method for problem areas by using affinity techniques, matrix comparison analysis, AHP technique. Results of this study are expected provide management standards through real problem areas and the analyzing of relatively importance.
