Development and Evaluation of Potential Flood Damage Index for Public Facilities (공공시설물 잠재홍수피해지수 체계 개발 및 평가)

  • Since public facilities have high property values and are directly exposed to the flood hazard, they account for the highest share of disaster damages compared to other assets such as housing, industry, vehicle and agriculture in case of floods. Therefore, this study was conducted to develop and suggest the potential flood damage index for public facilities to evaluate potential flood damage of specific local government directly or indirectly as a tool for decision-making related to flood prevention, maintenance, management, and budget allocation. The flood damage assessment system proposed in this study was evaluated in 231 local governments nationwide. Evaluation results showed that higher values were obtained in Seoul metropolitan government, Gyeonggi-do (province), coastal areas in Gyeongsangnam-do (province), and Jeju island.

구조적 재정수지의 추정

  • The structural balance is obtained by neutralizing the impact of economic cycles on the actual balance. It is often used as an indicator of the long-term stability of government finance and as a measure of fiscal stance. Many countries nowadays produce and report the estimates of their structural balances regularly, and the IMF recently advised the Korean government to adopt this practice for better fiscal transparency. This paper surveys the methodologies employed by the OECD secretariat and the IMF to estimate structural balances and apply them to the Korean data. It then computes the fiscal impulse indicator (FI) and suggests a decomposition of FI into the changes in structural expenditures and revenues. In addition, primary and operational balances are estimated. The estimated series of structural balances, one by the OECD methodology and the other by the IMF, show no sizable difference from each other. These series also follow the actual series of budget balance quite closely. The latter characteristic stems from two factors, namely the rather small GDP gap and the rather small size of the tax revenue as a share of GDP. The impulse indicator estimated for the last three decades indicates that the fiscal stance in Korea contributed to smoothing the economic cycles in about half of the times. In particular, the fiscal tightening in the early 1980s to reduce inflation resulted in a pro-cyclical movement in fiscal stance as did the expansionary policy in the early 1990s. The overall performance, however, is not bad when compared with those of other countries.

Research of the reduction measures for fall accident death in small scale construction sites. - On the Basis of work plate and scaffolding - (소규모 건설현장 떨어짐 사망재해 저감방안 연구 - 비계 및 작업발판 중심 -)

  • During five years (Year 2009~2013), Total victims of 72 %(81,560 people) and those 50.6 %(1,258 people) of death accident occurs in small scale construction site which operate 2 million USD less construction budget. Especially, falling death accident account for 785 people, in the share of 33.2 %(261 people) death disaster takes due to defect of original cause materials. The major safety issues in small scale work place take place while scaffold installation, disassembling, work-plate improper installation or non-professional skills of workers. Furthermore, labor subcontract systems make small construction site shortage of resources. Those workers regard work-plate as unnecessary and consumables supplies. Because of that most of workers use unsafe workplace in most construction site. Therefore, in order to prevent falling accident occurring in small scale work site, government should organize related regulations such as "Work site safety construction method" and then expands education support, financial aid, and sourcing safety supplies for work plate which offer broad variety experiences. Also, introduce certificate solutions for various work plates to improve safety function such as anchoring type method and anti sliding function.

  • Recently, artificial intelligence is regarded as an essential technology in our society. In particular, the invasion of privacy in artificial intelligence has become a serious problem in modern society. Split learning, proposed at MIT in 2019 for privacy protection, is a type of federated learning technique that does not share any raw data. In this study, we studied a safe and accurate segmentation learning model using known differential privacy to safely manage data. In addition, we trained SVHN and GTSRB on a split learning model to which 15 different types of differential privacy are applied, and checked whether the learning is stable. By conducting a learning data extraction attack, a differential privacy budget that prevents attacks is quantitatively derived through MSE.

  • Purpose - The movie market has the characteristics of being a perfectly competitive market as well as a pure monopolistic market at the same time. This is because there are competitors in the industry but prices, although not fixed, have not changed a lot. Price competition may not have spread, but the competition is focused on artistic value, and the degree of box office success is most important. The artistic value is determined in the course of the production process. However, the degree of box office success is dependent upon the marketing manager. The marketing strategy represents the difference in the standard or quality of the movie. Inherently, the marketing manager adopts the entertainment strategy based on the quality of the foundation of the completed movie. At this time, the marketing manager knows the pertinent information (high quality/low quality) regarding the movie. This research study tries to reveal what should be the reasonable movie marketing expense, dependent on the quality of the movie. Research design, data, and methodology - Using a game scenario with different market players, the goal of the research analysis is to find out the following. First, the marketing expense is determined to maximize the profits after film production. Second, after the production costs are already committed, the manufacturer gets to choose the marketing level. At this time, there will be a profit maximization point, considering the competition. The premise of the research is as follows: if it is a good movie of quality, positive word of mouth increasing the audience continuously slows down the speed of the demand curve. If the movie quality is bad, the negative word of mouth decreasing the audience gradually hastens the speed of the demand curve. On the marketing side, when the manufacturer invests heavily in the marketing expense of the movie, consumer expectations increase to drive up the audience numbers. On the other hand, it is difficult to improve the profits excessively. When the manufacturer invests in marketing a little bit, the marketing expense is only relatively committed, therefore a lot of demand cannot be gained. Results - If a fixed market share is in a competitive situation, a low quality manufacturer expends relatively more marketing expense. If the situation assumes two manufacturers spend the same for the cost of production, the high quality manufacturer takes more profit. If the manufacturer expends less marketing budget to save costs, the optimum profit cannot be achieved since the other party (opponent) grabs the initial market share. Conclusions - In conclusion, investment is essential for market share to increase. We must refrain from a zero-sum game and have models where the game participants pursue the creative profits together. In the current film industry, there is the dominating logic of winner and loser but we have to create a film industry environment where the participants can be altogether satisfied and live together.

A Study on Imposing Contribution in the Compensation for Uncontrollable Medical Malpractice during Delivery (분만관련 불가항력적 의료사고 보상제도에 있어 분담금부과에 관한 연구 -헌법재판소 2018. 4. 26. 선고 2015헌가13 사건을 중심으로-)

  • The 「Act on Remedies for Injuries from Medical Malpractice and Mediation of Medical Disputes」(hereinafter referred to as 'the Act on Mediation of Medical Disputes') provides that the state should compensate the victims of medical accidents occurred irresistibly in childbirth despite that health and medical service personnel fulfilled their duty of care for their damage within the range of its budget(Article 46 of the Act on Mediation of Medical Disputes). Given that victims of medical accidents could expect demage recovery only through lawsuits thus far, this act can be said to be a groundbreaking act. However, However, as 30% of the costs for such medical accident compensation projects are borne by those who have records of childbirth among the founders of health and medical institutions (Article 21 of the Act on Mediation of Medical Disputes), there has been a question about whether doctors are held responsible despite that the accidents such as the deaths of mothers and newborn babies occurred irresistibly without doctors' fault. However, recently, the Constitutional Court ruled that 'the range of founders of health and medical institutions' and 'share ratios of finances for compensation' in Article 46 (3) of the Act on Mediation of Medical Disputes' related to the imposition of the share of costs are institutional (Constitutional Court ruling dated April 26, 2018, 2015Heonga13, hereinafter referred to as 'the ruling in the case'). Although the ruling in the case was made based on only the principle of statutory reservation and the principle of ban on comprehensive authorization, this paper added a practical judgment. This paper proved that the share of costs in this case has the nature of burden charges in pursuit of study and does not infringe on the property rights of the founders of health medical institutions even in light of the principle of proportionality because there is a legitimate reason for imposing the burden charge. The imposition of the share of costs in the system for compensation for medical accidents occurred irresistibly is against the principle of liability with fault in part. However, the medical accident compensation projects are rational a national policy for the victims of medical accidents and the medical world clearly gains some benefits from the effect to terminate medical disputes. The expansion of finances for compensation through the payments of the share of costs will reduce the suffering and misunderstanding of victims of medical accidents occurred in the process of childbirth and will be very helpful to the construction of stable treatment environments of medical workers by quickly establishing the medical accident compensation projects as such.

A Study on Corporate Social Responsibility of Construction Companies (건설기업의 사회공헌활동에 관한 연구)

  • This study analyzed Corporate Social Responsibility (CSR hereafter) of construction companies, especially focusing on small-medium companies. Surveys on construction companies' CSR activities and intensive interview with experts were executed to analyze and draw some implications. The empirical results shows that most of construction companies feel keenly necessity of CSR. The level of small-medium companies' awareness is lower than that of large companies'. CEO and board members of small-medium companies are less concerned about CSR yet. Carrying CSR activities co-working with NGO is preferred because of expertise and network. This study also suggests future strategy for CSR in the construction industry, focusing on small-medium companies. First of all it is necessary for small-medium companies to enhance the level of awareness and encourage participation in CSR. Second, it is required to strengthen relation with NGO and share information for CSR. Third, it is really significant to strengthen budget support and secure personnel to activate CSR. The systematic support by gevernment is also important. Lastly, it is essential to mount a publicity campaign and develop various CSR program. The role of 'Construction Industry Foundation for Social Responsibility' is emphasized because small-medium companies have very little room for CSR.

Change in Time Use for Daily Eating and Household Work Activities in Germany

  • This paper gives special attention to the changes of time use patterns of the German population for eating and drinking as well as for household work. It especially examines the changes in time use for meals eaten at home and away from home as well as the division of labour for nutrition provision activities between men and women. The presented results originated from two time budget surveys conducted in Germany in 1991/92 and 2001/02. In a secondary analysis time use patterns for eating and drinking and nutrition provision activities were examined on a base of a representative sample of 12600 private households. Surprisingly the amount of time spent on eating and drinking increased over the period. More Germans ate away from home at least once a day, whereas meals at home were still dominant. Moreover comparisons over time revealed that the share in household and food provisioning work has narrowed between men and women, especially in households with both partners being employed. Overall the analysis shows that time use data allow general statements regarding the amount and changes of time spent on daily eating, household work and especially food provision activities. The extent of women's employment has shown to be most decisive for an equal division of household work between gender. To be able to better interpret the results and to understand the consequences for family life, it is necessary to complement time use data with qualitative interviews to gain comprehensive insight into peoples nutrition goals, motives and barriers of action.

Application of Analytic Hierarchy Process for Relative Importance Determination of Internet of Things Standardization (사물인터넷 표준화의 상대적 중요도 결정을 위한 계층분석방법 응용)

  • As one of recent issues in the information and communication industry, internet of things has attracted attention to provide intelligent infrastructure services which connect and share data and information between real and virtual world. According to the development of these internet of things technologies, types of machines, telecommunication devices, and terminals are increasing tremendously. In this situation, connectivity and interoperability between internet of things components are important issues to build a hyper connected society. To visualize this society, it is important to set up and develop information and communication technology (ICT) standards among stakeholders. However, under limited budget and human resources, it is essential to rank standardization work items for setting standards with respect to efficiency. The purpose of this study is to provide a method for setting standardization strategies within group decision making. As a multi-criteria group decision making tool, analytic hierarchy process (AHP) is adopted and applied to determine the priorities of setting work items. The proposed method first defines decision making problem with objective, criteria, and alternatives which produces a hierarchy consisting of upper and lower criteria. Then, pairwise comparisons of academy and public sector experts are performed with respect to their relative meaning and importance. Individual surveys of expert groups are collected and summarized to determine relative criteria importance measures. Furthermore, to deliver reliable importance criteria measures, differences between academy and public sector expert groups are compared and tested using Mann-Whitney non-parametric test. The results are illustrated for useful guidelines to practical group decision making in standardization strategy establishments.

1970-2014 Current Health Expenditures and National Health Accounts in Korea: Application of SHA2011 (1970-2014년 경상의료비 및 국민보건계정: SHA2011의 적용)

  • A new manual of System of Health Accounts (SHA) 2011, was published jointly by the Organization for Economic Cooperation and Development (OECD), Eurostat, and World Health Organization in 2011. This offers more complete coverage than the previous version, SHA 1.0, within the functional classification in areas such as prevention and a precise approach for tracking financing in the health care sector using the new classification of financing schemes. This paper aims to demonstrate current health expenditure (CHE) and National Health Accounts of the years 1970-2014 constructed according to the SHA2011. Data sources for public financing include budget and settlement documents of the government, various statistics from the National Health Insurance, and others. In the case of private financing, an estimation of total revenue by provider groups is made from the Economic Census data and the household income and expenditure survey, Korean healthcare panel study, etc. are used to allocate those totals into functional classifications. CHE was 105 trillion won in 2014, which accounts for 7.1% of Korea's gross domestic product. It was a big increase of 7.7 trillion won, 7.9%, from the previous year. Public share (government and compulsory schemes) accounting for 56.5% of the CHE in 2014 was still much lower than the OECD average of about 73%. With these estimates, it is possible to compare health expenditures of Korea and other countries better. Awareness and appreciation of the need and gains from applying SHA2011 for the health expenditure classification are expected to increase as OECD health expenditure figures get more frequently quoted among health policy makers.
