Design and Development of Knowledge Management Systems for Broadcasting Stations: Using a Team-based Approach (방송사 지식관리시스템 구축 방안에 관한 연구: 팀 기반 접근)

  • This study addresses two aspects related to knowledge management systems. First, it introduces knowledge management systems for broadcasting stations to develop a specific model. Second it introduces the team-based approach as a methodology for designing and developing knowledge management systems. Beginning with a discussion on the concept of knowledge management, this paper examines the characteristics, current situations and evolved paradigms of broadcasting stations. In addition 6 web sites of broadcasting stations are analyzed. The team-based approach is also presented in some detail on how it can be applied to other organizations. Results of this study show a knowledge management system with five subsystems for broadcasting stations.

The Comparison of the Characteristics Regarding Interior Spaces for TV News Centers (TV 뉴스센터 스튜디오의 실내 공간에 관한 특성 비교)

  • The purpose of this study is to analyze characteristic interior spaces for TV news center studio. Based on eight channels including public and comprehensive programming broadcasting stations the method for this research is to make differentiate existing relevant literature by creating analysis items for interior spaces through various case studies as well as find out characteristics of spatial forms, colors, materials, decorations, and etc. The conclusions are as follows. Firstly, spatial form of desk and ceiling are similar shapes but floor and wall are different comparing with public and comprehensive programming broadcasting stations. Secondly, preferred color for floor and ceiling is black, for wall and desk are blue and gray. Thirdly, various materials are preferred between public and comprehensive programming broadcasting stations. Fourthly, Flat and elevated floors are preferred as well as space and logos of broadcasting station are preferred for background images as decoration elements. Lastly, Soffit ceiling, desk accommodating more than 4 people, spotlight for public broadcasting stations, and architectural lighting for comprehensive programming broadcasting stations are preferred.

Current Situation on the Construction of Program Production Systems in the Local Broadcasting : Centering around the Terrestrial Broadcasting Systems in Daejeon (지역 지상파방송의 프로그램 제작시스템 구축 현황 - 대전지역 지상파방송을 중심으로 -)

  • This study considers some changes in the program production by the local broadcasting stations through the analysis of their programs. Currently, one of the biggest changes in the local broadcasting systems is that they focus on the self-produced contents about the community and expand the joint-production. In the case of KBS Daejeon, they try to activate various joint-produced programs together with the local broadcasting stations in Yeongnam province. MBC Daejeon has also strengthened the joint-production systems since 2002 by classifying MBC's 19 subsidiary stations around the country into 5 groups in order to strengthen the competitiveness. As for TJB, they work in the cooperation with other commercial broadcasting stations in other cities, including Busan, Kwangju, Jeonju, Ulsan, Daegu by sharing the programs which they produced. In conclusion, the local broadcasting systems should depart from the function as a mediating center of the central broadcasting network and strengthen the ability of producing programs in order to be able to function as a source of producing programs. Thus, local broadcasting stations should expand the joint production of the programs about the communities and the ratio of the organization of the self-produced programs.

  • With the expansion of digital media platform, there has been a new conceptualization about public function of public broadcasting in and around European countries. Although there are differences between countries, Universal Access including smart and Internet media has been emphasized in Britain and France. However, there is lack of public discussion on service strategy of Internet and smart media platform when public function of public broadcasting is discussed. Therefore, this study tried to investigate not only the public function of public broadcasting in the field of Internet and smart media through audience research but also how the national public broadcasting stations ensure public interest and competitiveness in the field of Internet and smart media platform. The results suggested that smart phone users evaluated real-time broadcasting and VOD are the most important services among the public functions which public broadcasting stations have to persue. Futhermore, the users showed high intension to use when the free real-time broadcasting service is offered. Therefore, public broadcasting stations have to improve the social recognition on necessity and public interest of public broadcasting stations through the free real-time broadcasting services on Internet and smart media platform. And policies which can ensure competitiveness in the era of digital media are needed to become important broadcasting institute.

A Study on the Current Status and Improvement Methods for Records Management in Local Broadcasting Stations (지역방송국 기록관리 현황과 개선 방안)

  • This study aims to analyze the current status of records management in local broadcasting stations. To that end, it conducted interviews with personnels in charge of keeping records in KBS in J province, MBC in J province, and 2 local commercial broadcasting stations as well as KBS headquarter. The findings show that the local broadcasting stations keep digital files of born-digital broadcast records in a server in a relatively systematic way. However, they never digitalized their analog records and do not even know the exact volume of total records they own. In addition, they have significant difficulties in preserving and utilizing broadcast records because of outdated preservation facilities and information retrieval systems. Based on the findings, this study suggests ways to improve current broadcast record management such as preparation of record management guidelines, construction of an inventory for owned records, digitalization initiative, and provision of metadata education for PDs, etc.

Meanings and Issues of Broadcasting Area (방송 권역의 의미와 쟁점에 대한 연구)

  • This research deals with meanings and issues of 'broadcasting area' in which trans-regional broadcasting media such as satellite broadcasting and webcasting provoked. The issues around broadcasting area have raised the examination of fundamental broadcasting philosophy in Korea, i.e. establishment of broadcasting area intends to foster new media development? or protect local culture and local journalism? After assessing current criticisms around the broadcasting area, this study particularly addresses re-transmission outside the broadcasting area, satellite broadcaster's re-transmission of terrestrial channels, and widening of broadcasting area. This research argues that broadcasting area has lost its raison-etre due to the advent of new communication technology, even though it was maintained to protect regional broadcasting stations. Therefore it argues that now is the right time to change the broadcasting area in the digital media era. This approach could strengthen the competitiveness of regional broadcasting stations and solve the rows surrounding broadcasting areas.

The Location of Broadcasting Stations and Spatial Organization of Cable Television in Korea (케이블 TV 방송국의 입지와 공간조직)

  • In Korea, cable television(CATV) broadcasting has begun in March, 1995. This Paper aims at examining the location of CATV broadcasting station, and demand density(numbers of viewer houshold) of broadcasting area, and at clarifing the factors affecting subscription. The results are as follows: The number of CATV stations is 54 in 1996, and these CATV stations are mainly located in larger cities. The correlation between the number of established or planned CATV station and the number of household is very high. In sphered broadcasting area Permitted in 1997, the location of CATV station is about 73,000 household and 230,000 persons in the minimum values of household and population, and diameter of sphered broadcasting area is 40.6 km in mean. The factors affecting subscription rates of CATV are median age and supply rates of apartment of each dong in Chongju city and each myun in Chongwon county. The correlation between subscription rates of CATV and supply rates of apartment appears higher than correlation between subscription rates and median age other factors based on residual analysis of regression equation are established period of transmission network of CATV and acceptance attitude of dwellers.

  • This study analyzed the influence of the format import of Korean entertainment programs on the Chinese broadcasting industry. To this end, an in-depth interview was conducted with the production staff of Chinese broadcasting stations. As a result of the analysis of this study, it was found that the format and production method of Chinese entertainment programs began to change from the time the format of Korean entertainment programs was imported.

  • The research is centered towards analyzing the differentiation of the characteristics and organization of programming strategy and channel positioning by selecting Korean International Public Relations Broadcasting Stations Arirang TV and KBS World. According to the results, Arirang TV positions Korean culture content-implied educational programs as their strategy while KBS World places the main programs of KBS1, 2TV with many entertainment programs such as dramas and entertainment shows. Arirang TV's programming strategy is well-fulfilling the purpose of promoting Korea's culture contents by organizing their programming with documentaries, tourist information, and daily living information. On the other hand, KBS World works as the agent of the spread of the Korean Wave by filling their program with dramas and K-pop programs such as . Due to the difference in programming strategy of these two broadcasting stations, Arirang TV has positioned itself as a diplomatic channel to spread Korean culture and KBS World a channel representing the Korean Wave. However, there are problems of inefficiency due to recurrent investments because of the fact that both broadcasting stations' programming strategy is to promote Korean culture and spread the Korean Wave by aiming similar targets such as foreigners or overseas Koreans.

  • The DRM+ is the newest digital radio standard for in-band environment. Although various state of the art technologies are adopted, the performance evaluation information is not sufficient. It is hard that many countries and stations considering the DRM+ as their digital radio standard check the performance of DRM+. To evaluate the performance of the DRM+ system, this paper depicts the laboratory trial results of DRM+ standard. In the laboratory trial, the rack type DRM+ test bed is built. To reflect the practical broadcasting environment, various tests are executed. Many countries and stations can efficiently use these test results, which are considering converting their analog radio broadcasting to digital broadcasting.
