입찰담합은 건설산업과 경제 전반에 부정적인 영향을 미치기 때문에, 이를 없애기 위해 입찰실무자들의 공정입찰 행동을 이해하는 것이 중요하다. 연구는 대구·경북지역 건설사의 입찰실무자를 대상으로 설문 조사 데이터를 수집하고, PLS-SEM 분석을 통해 입찰실무자의 입찰담합에 관한 태도, 주관적 규범, 지각된 행동 통제와 공정입찰을 위한 행동 의도 간의 인과관계를 분석했다. 분석결과, 입찰실무자들의 입찰담합에 관한 태도와 지각된 행동통제가 공정입찰 행동 의도를 예측하는 중요한 변수로 확인되었다. 이는 입찰실무자들의 입찰담합에 대한 인식과 개인적인 행동통제가 공정입찰에 대한 의지와 행동에 영향을 미친다는 것을 시사한다. 이러한 연구 결과를 통해 입찰실무자들의 행동 변화에 대한 인사이트를 얻을 수 있으며, 이는 공정입찰을 촉진하고 입찰담합을 방지하기 위한 정책 및 조치를 개발하는 데에 도움이 될 것이다.

Bidding and contract systems are used for public construction projects to select contractors following fair competition principles and to execute national budgets effectively. Many challenges have arisen due to a lack of transparency and fairness and because bidding practices have been luck-based. Few comprehensive or comparative analyses have been conducted on the performance and limitations of bidding and contract systems, and empirical analyses designed to improve policies on and the practice of such systems are lacking. This study empirically analyzed current bidding and contract systems to seek ways of improving them. The study proposes several alternatives to resolve the problems with and irrationalities of the current system: 1) improving bidding and selection systems by changing them from a luck-based price competition into a technical merit- and value-based competition; 2) improving the assessment criteria to meet the current market level of bid and winning prices; 3) adjusting contractual responsibilities and sharing structures to meet the current trend; and 4) strengthening the competitiveness and expanding the social responsibility-based procurement systems of construction companies.

본 연구는 공동주택의 조경업과 관련한 공사·용역에 대한 입찰실태 분석을 통해 문제점을 파악하고, 개선 방안을 제시하여 투명하고 공정한 입찰시스템 운영을 위한 기초자료로 제공되고자 하였다. 이를 위해 공동 주택 유지관리 이력, 입찰 정보, 전자입찰제 등을 제공하는 '공동주택관리정보시스템(K-apt)'의 자료를 활용하여 조경 분야 공사·용역에 대한 낙찰현황, 낙찰금액, 연중 낙찰 규모와 동향, 공종별 사업자 선정결과 등을 살펴보았다. 그 결과, 한 해 낙찰된 총 건수(36,831건) 중 조경업에 해당하는 건은 4.4%(1,631건)를 차지하고 있으며, 평균 낙찰금액은 약 2,400만 원으로 조사되었다. 건별 낙찰금액 현황으로 조경업 관련 건 중 73%가 3백만 원에서 3천만 원 사이에서 낙찰되었으며, 공종별로는 병충해방제와 유지관리에 해당하는 건이 58.6%를 차지하였다. 월별 낙찰현황으로는 2~4월에 전체 건수의 36%가 집중되었으며, 입찰방법에서는 '일반경쟁입찰'이 59.8%를 차지하였다. 낙찰자 선정방법과 투찰방법에서는 55%가 '최저낙찰제'와 '전자입찰방식'을, 45%가 '적격심사제'와 '직접입찰방식'을 채택한 것으로 나타났다. 입찰 현황에서 도출된 문제점에 대한 개선사항으로 첫째, 현행 '전자입찰방식' 적용 규정에 관한 예외 조항을 최소화하여 전자입찰방식 전면 적용하여 공정한 입찰제도가 운용되도록 한다. 둘째, 공동주택의 녹지환경 품질에 대한 조경 관리 기준을 마련한다. 셋째, 입찰 공고 전 내역서 및 도면 등의 설계 도서를 작성하고, 기초금액을 산출하도록 하는 근거 규정을 마련하여, 사업의 내용을 구체적이고 객관적으로 특정함으로써 공정한 입찰이 가능하도록 한다. 넷째, '사업자 선정지침'의 각종 입찰조건에 대해 선택이 아닌 조건별 세부지침을 마련하여 공정성과 일관성을 확보한다. 이와 같은 연구결과는 공동주택의 조경업 사업자 선정과 조경시설 및 녹지환경 유지관리에 있어 객관적이고 합리적인 기준 마련에 활용될 수 있을 것으로 판단된다.

본 연구에서는 객체지향 개념과 분산형 문제해결 방법의 장점을 혼합한 FMS 생산현장통제 시스템을 제안하였다. 제안된 시스템은 FMS의 모든 구성요소를 지능적인 객체로써 표현하고, 객체들간의 Bidding 과정을 통하여 생산 현장의 상태변화에 대응해 나가는 구조를 가지고 있다. 실험 결과, 제안된 시스템은 기존의 Dispatching rule에 비하여, job의 시스템내 체류시간이 감소하며 기계부하가 평준화되는 현상을 나타내었다.

The competitive bidding model with the reserve price has been studied by Riley and Samuelson. We extend their studies to the competitive model with the reserve price and the entry fee. First we present the bidder's optimal strategy, the winner's expected profit, the auctioner's expected revenue in the first-price sealed bidding model, and next those in the second-price sealed bidding model.

This paper proposes the cost analysis on the energy efficient equipment when this equipment is participated in the demand-side bidding. Conventional demand-side bidding is exercised through load re-distribution. However if this load reduction is exercised by the use of high efficient equipment, its effect will be assumed to be more economical. This paper analyses this cost-benefit effect of high efficient equipment in the demand-side bidding.

This paper proposes the demand-side management(DSM) monitoring system of high efficient end-use equipments considering demand-side bidding (DSB). The effect on the market penetration of high efficient equipments by demand side bidding is analysed. Seasonal peak demand forecasting and penetration capacity of these equipments . are analysed.

In recent, an unfaithful construction bring about many social problems. The bidding process considering bidding price firstly is one of the reasons raising an unfaithfull construction work. Thus, we should consider many other criteria including bidding price in the bidder selection process. This paper suggests an analytic hierarchy process(AHP) model for selecting the best bidder of a large construction project. A questionnaire was used to obtain domain experts' opinion about criteria to be considered in the bidding process. A hierarchical structure of the AHP model is formed using criteria obtained in the survey. The model consists of bidding price, construction capability, financial status, faith, and their 17 sub-attributes. The relative importance of bidders are judged by pairwise comparison or absolute measurement. An illustrative example is given to show the process selecting the best bidder using the suggested AHP model.

Competitive bidding in construction is concerned with contractors making strategic decisions in respect of determination of bid price if contractors opt to bid. This study presents a strategy model for deciding optimum tender price with reflecting appropriate profit in competitive bidding using Bayesian regression analysis (BRA). The purpose of the developed model is to help contractors to secure suitable profitability by predicting the actual profit based on key variables. They may affect construction cost at bidding phase, ultimately which help contractors to secure high quality output. The model was tested empirically by application to a bidding dataset collected from a large South Korea contractor. BRA allows contractors to estimate more accurate actual profit by reflecting not only objective information but also subjective experiences and judgments. Consequently, the model can contribute to improvement of decision-making process for setting an optimum tender price.

This study is concerned with the equilibrium bidding strategy and the optimal auction design of sequential auction with a reserve price and an entry fee. It is assumed that each bidder has a fixed reservation value and draws the reservation values of other bidders independently in the same distribution and may obtain at most one object to be sold. Under such assumptions, the sequential auction will be analyzed by the game theoretic approach. The purpose of this paper is, in the sequential auction, to find the equilibrium bidding strategy and to design the optimal auction under the equilibrium bidding strategy. The equilibrium bidding strategy and the optimal auction design are further analyzed with respect to change of the reserve price, the entry fee, and the number of bidders and objects. Specially, the auctioneer's expected revenue for each auction is obtained and analyzed.
