  • Contractor's opportunistic bidding behavior refers to contractor's deliberate low-bid, which cannot accord with the cost, and expectation for beyond-contractual reward (BCR), the compensation earned through cutting corners or claims after undertaking the construction project. This research applies System Dynamics to develop a model of contractor's pricing with consideration for dimensions of "cost", "market competition", and "BCR". Iterative computer simulations were performed to analyze the effects of contractor's pricing on the market price. The results were then examined by statistical analysis on data collected from 44 highway projects in Taiwan. It is found that the critical force driving the contractors to bid opportunistically is their excessive expectations in BCR under the current environment. Within the price competition mechanism, if the problem of BCR exists, even if the bidding system is further improved, contractors would still prefer opportunistic bidding behavior, and eventually make the whole construction industry operate ineffectively. Therefore, it is crucial to remedy the aforementioned BCR problem by more effective management policy.

공공 건설공사에서의 실적공사비 적용에 따른 물가변동률 산정기준 개선방안 (Improved Escalation Method for the Cost Estimation System using Previous Bid Price in Public Construction Projects)

  • 본 연구에서는 실적공사비 적용분에 대한 지수조정율 산정기준의 현황과 문제점을 분석하고 개선방향을 제시하였다. 실적공사비 적용분에 대해 공종별 실적공사비 단가의 평균값을 적용하는 기존 방식은 단가 규모가 큰 6개 공종의 변동이 전체를 좌우하여 유사 물가지표와 다른 추세를 보이는 등 비판 소지가 있다. 이에 건설공사비지수 등을 활용하는 개선방안을 제시하고 사례분석을 통해 개선의 당위성을 검증하였다. 실적공사비 비목군에 대해 건설공사비지수 등락율을 적용하는 첫번째 대안의 경우 건설공사비지수가 생산자물가지수를 활용한 가공통계이므로 유사지표간 등락추세의 일관성을 기할 수 있고, 기존 방식에 비해 물가변동 대가가 현실화될 수 있게 된다. 노무비 부분을 분리하여 별도 기준을 적용하는 두 번째 방안도 실적공사비 적용분 노무비율 만큼 투입구조 왜곡 문제가 완화되며, 유사 물가변동지표에 근접하게 되고, 물가변동 대가가 현실화된다는 측면에서 효과를 기대할 수 있다.

  • 최근 국내 건설업체는 최저가입찰제와 실적공사비적산제도로 인하여 수익성에 심각한 타격이 예상되고 있다. 2005년 최저가낙찰공사의 평균낙찰률은 60% 이하로 업체의 실행에도 못 미치는 수준이라고 할 수 있다. 이러한 낮은 낙찰률로 인하여 부실시공, 저가하도급, 연쇄적 기업손실 등 많은 문제점이 도출되고 있다. 여기에 정부발주 계약단가를 실적단가로 사용하는 실적공사비적산제도의 확대실시로 건설업체의 수익성은 더욱 악화될 것으로 판단된다. 본 연구는 이러한 환경에서 외국의 입찰제도를 국내제도와 비교 고찰하고 최저가입찰제와 실적공사비적산제도의 상관관계를 분석함으로써 입낙찰 제도적 측면 및 건설업체의 대응방안을 제시하여 국내 건설업체들이 향후 대응방향을 설정하는데 도움을 주고자 하였다.

전력시장 환경하에 입찰기반의 직접부하제어 운영방안 (Bid-based Direct Load Control Framework Under Electricity Markets)

  • This paper proposes Direct Load Control(DLC) operation scheme using a bidding system and the methodology to value proper quantity decided by the DLC program, which is a kind of resources for stabilization of electricity market price during peak times by managing consumer electricity demand. Since DLC program in Korea is based on the contract with the customers participating in this program, it is difficult to anticipate voluntary participation. That is, incentive for participants in DLC program is insufficient. To cope with this point, it is necessary to develop a new market mechanism and market compatible operation scheme for DLC programs. DLC market mechanism is deemed to be equipped with iterative bidding system, independent operation from energy market, and interactive with bidding information on energy market. With this market mechanism, it is important to find the optimal operation point of DLC allowing for the factors of stabilizing the electricity market price and compensating DLC implementation. This paper focuses on the mathematical approaches for the bid-based DLC operation scheme and examines several scenarios for the following technical justifications: 1) stabilization of electricity market price during peak times, 2) elasticity of demand.

주파수경매의 효율성 향상방안 : 배분적 외부성이 존재하는 경우를 중심으로 (Discriminating Bidders Can Improve Efficiency in Auction)

  • 주파수와 같이 매우 희소한 경제적 자원을 배분하는 경우 경매는 배분적 외부성으로 인하여 비효율적 결과를 낳을 수 있다. 경매수입이 아닌 사회후생을 기준으로 하면, 경매를 통한 배분은 경매참여자가 2인일 때에도 비효율적일 수 있다. 이는 2위 기업이 주파수를 더 효율적으로 활용할 수 있다 하더라도 이를 통해 얻는 이익은 크지 않은 반면에 선도기업이 시장을 잠식당함으로써 입는 손실이 클 때 발생한다. 2-경기자 호텔링 모형을 사용하여 분석한 결과, 2위 기업의 입찰가에 어떠한 승수를 곱함으로써 2위 기업을 경매에서 유리하게 만들 경우 경매를 통한 배분 결과가 파레토 개선된다. 승수는 시장점유율을 바탕으로 구할 수 있으며 시장점유율 격차가 클수록 높다.

시설공사 입찰단가를 활용한 실적단가의 산정 방안에 관한 연구 (A Study on Estimating Method for Actual Unit Cost Based on Bid Prices in Public Construction Projects)

  • 우리나라의 공공 건설공사 예정가격 산정 근거로 사용되어 온 표준품셈은 다양한 시공환경, 공법, 기술수준 등에 따른 공사비의 변동을 현실적으로 반영하지 못하여 부실시공이나 과다비용의 산정과 같은 문제점이 대두되었다. 이에 정부는 표준품셈을 2004년부터 점차 축소하는 대신 실적공사비 제도를 단계적으로 도입키로 했다. 본 논문에서는 과거 낙찰되었던 계약단가 뿐 아니라 모든 입찰단가 자료를 활용하여 실적단가를 산출하기 위한 일련의 절차 및 방법론을 제시하였다. 본 절차에서 주요하게 다룬 사항은 신뢰성 있는 데이터 확보를 위해 저가입찰 등과 같은 전략적 입찰단가 추출에 대한 분석기준이다. 과거의 입찰단가 자료의 기술통계 결과를 바탕으로 두 차례에 걸쳐 전략적 입찰단가로 의심되는 통계적 이상치를 제거하고, 시간에 따른 보정을 통해 현가화하여 현재 활용가능한 실적단가를 산출하였다. 또한 입찰방식 및 예상낙찰률에 따른 입찰단가의 변동특성을 분석 악하여 실적단가 보정을 위한 기초연구를 수행하였다. 제안된 일련의 분석 및 산출 과정을 거쳐 현실성 있고, 시장성을 보다 충분히 반영할 수 있는 합리적인 예정가격의 산정이 가능할 것으로 사료된다.

공동주택 관리업체 선정방식의 문제점과 개선방안 (The Problems and Improvement Methods of Apartment Management Company Selection System)

  • As the construction of multi-family housings, especially apartments, has been increased since 1970s, the multi-family housing becomes one of the main housing types in Korea. With the increase of multi-family housings, managing them becomes an important issue. Since 2010, the government has made a lowest price award system by a competitive bid compulsory to promote the development of housing management systems. Although competitive bids were implemented, the maintenance company was finally selected by the price without any other consideration. Consequently, the quality of management service was not enhanced. The purpose of this study is to suggest the improvement scheme of multi-family housing management system. In this study, the bidding data of "K-apt", the bidding method and the successful tendered price are analyzed. The results of analyzing bidding materials, the proportion of applying a lowest price system was 67.7%. Also many diverse ways to select the best management company were used, but most of these ways were violate the law and guidelines of Ministry of Land, Transport and Maritime Affairs. It meant that the lowest price award system was not implemented by strict standards and didn't correspond with the needs of residents of apartment. This condition made the housing maintenance quality low and deteriorated the management industry development. To enhance this condition, a new standard to select the management company, which are included contents of quality of managing quality, management expenses and companies' soundness, is necessary.

디지털 경제에서의 효율적 시장 메커니즘에 대한 연구: 가격부착 시장과 경매에 대한 가상 실험 (In Search of an Efficient Market Mechanism for a Digital Economy: Virtual Field Experiments on Posted-price Markets and Auctions)

  • In recent years, many retail businesses jumped on the Internet auction bandwagon and paid substantially high fees to learn and develop proper business strategies for this new environment. Unlike what most businesses in the real world presume, this research shows that discriminatory-price ascending-bid auctions in a digital economy might be not very beneficial for the sellers on the Internet, if sellers sell the identical digital products through both a typical posted-price market and an auction. Using an extensive technology infrastructure along with suitable incentives and rules for market agents, we found that a discriminatory-price ascending-bid auction, which is the most popular auction mechanism on the Internet, serves consumers better than it does the sellers or producers in the digital economy. That is, the average prices for digital goods in these auctions are substantially lower than the prices in a posted-price market. This shows that it is not so wise for sellers to jump on the bandwagon of Internet auctions, if there is a market place with posted-price mechanisms which sells comparable items, or if a seller does not have special advantages or strategies in this new market institution. Electronic market mechanisms provide powerful means of understanding and measuring consumer characteristics including willingness-to-pay and other demographics for sellers or producers. Many concern that sellers may extract the entire surplus from the market by using customization on the Internet, thus consumers will be worse off in this digital economy. We found that these sellers who can customize their products and prices fail to capture the whole consumers surplus and cannot exercise a monopoly. One major explanation for this phenomenon is that the competition among the sellers prohibits them from charging prices according to customers demand for each product, where switching from one seller to another is not so difficult for the customers, and reselling products among the buyers are prohibited.

  • With the growing competitive pressure from market participants, utilities, consumer and government, analyses of existing competitive electricity market become more important. The presence of congestion in the transmission system can significantly increase the potential of exercising market power. Since the congestion in the network depends on the several factors, the market power cannot be simply analyzed through the existing indices. This paper presents a systematic analysis on local market power under uniform pricing scheme and provides determining approach of the level of price cap as mitigation measure of the strategic market power.

  • Bidding systems in the domestic public construction work have been amended many times since the lowest-bidding system was implemented in 1951. However, this hasn't had much success. Competition in technical development among companies has declined as the contracts for buildings are given to company which submits the lowest price without considering traits of projects. In addition, as the construction market turns to the limitless competition system due to FTA(Free Trade Agreement), advanced techniques are needed to promote the national competitive power. Considering the needs of the times, Korean government announced that "Best Value Contract (Design-Bid-Build)" and "Bridging Contracts (Design-Build)" are included to 4 existing bidding systems in October 2007. Thus this study aims to suggest devised the evaluation criteria including major items for evaluating bidders, in order to establish and revitalize the best-value bid system successfully.
