  • Due to the enhancing environmental concerns worldwide with the need of increasing demand for sustainability of building design, maintenance and operation, key stakeholders including the government and developers in many countries strike for the benefits in implementing the green design and building concepts in constructing, infrastructure as well as the buildings. Different countries have their standards or certifications for green buildings while the adoption rate of BEAM-Plus in HK is relatively less compared with other developed countries such as Europe, USA and Japan. Therefore, in the present research, BEAM-Plus, the beginning assessment method of green standard implemented in HK, will be mainly discussed. Current situation of BEAM-Plus implementation in HK will be reviewed and then adopt a systematic approach via literature review and research paper, questionnaire with Analytic Hierarchy Process (AHP) method to depict the opportunities and challenges from the perspective of government and developers regarding implementing BEAM-Plus in HK and thus investigate the implementation gaps. It is found that for both the macro level of opportunity and challenge, the most important criterion is political, in which the weighting value are 0.3114 and 0.2321 respectively. It is obvious that government plays a critical and significant role in affecting the development of BEAM plus. Technological difficulty is also an important factor that challenging and hindering the implementation of BEAM plus, the weighting value is 0.2194 under challenge hierarchy. More experts and professionals should be imported to Hong Kong to enhance the technique is building green buildings. At the end of this paper, solutions and actions will also be suggested and concluded in alleviating the challenges. Finally, solutions and actions are suggested and concluded in alleviating the challenges. • This paper analyzes the existing transportation systems of Nigeria and Korea and proposes a new railway and roadway design for Nigerian cities. The research findings and feasibility study revealed that the state of Nigeria's transportation system was critical as was its market segment, infrastructural deficit and financial requirement needed to implement a smart transportation system. The dilapidation of the existing infrastructure coupled with poor maintenance culture and limited public transport services has hindered the economic growth of Nigeria and its cities. A case study of Korea and Japan shows some possible solutions to Nigeria transportation challenges. Analytical and descriptive methods were used to critically assess the infrastructural challenges, movement, and convenience. The study proposed the design of a new intercity railroad and roadway across Abuja, Enugu, Lagos and Port Harcourt cities. The proposed designs have been established to be an innovative solution with advanced benefits over the current system. The implementation of the proposed designs is estimated to cost about US$(77,832,027,719) across the study areas. Thus, the discussion, conclusion, and recommendations given present a proposal to the Nigerian government on the possibility of solving the Nigerian intercity railroad and roadway transportation challenges across Abuja, Enugu, Lagos and Port Harcourt cities through smart designs.

  • The current expanding mobile markets incessantly demands small form factor, low power consumption and high aggregate throughput for silicon-level integration such as memory to logic system. One of emerging solution for meeting this high market demand is 3D through silicon stacking (TSS) technology. Main challenges to bring 3D TSS technology to the volume production level are establishing a cost effective supply chain and building a reliable manufacturing processes. In addition, this technology inherently help increase number of IOs and shorten interconnect length. With those benefits, however, potential signal and power integrity risks are also elevated; increase in PDN inductance, channel loss on substrate, crosstalk and parasitic capacitance. This paper will report recent progress of wide IO memory to high count TSV logic device assembly development work. 28 nm node TSV test vehicles were fabricated by the foundry and assembled. Successful integration of memory wide IO chip with less than a millimeter package thickness form factor was achieved. For this successful integration, we discussed potential signal and power integrity challenges. This report demonstrated functional wide IO memory to 28 nm logic device assembly using 3D package architecture with such a thin form factor.

  • For nearly four decades, Ugandans have experienced a period marked by hope, conflict, and resilience across various aspects of healthcare reform. The health insurance system in Uganda lacks a legal framework and does not extend benefits to the entire population. In Uganda, community-based health insurance is common among those in the informal sector, while private medical insurance is typically provided to employees by their workplaces and agencies. The National Health Insurance Scheme Bill, introduced in 2019, was passed in 2021. If the President of Uganda gives his assent to the National Health Insurance Bill, it will become a significant policy driving health and universal health coverage. However, this bill is not without its shortcomings. In this perspective, we aim to explore the complex interplay of challenges and opportunities facing Uganda's health sector.
