The master plan for the Four Rivers Restoration Project (June 2009) was devised, the procedure of pre-environmental review (June 2009) and environmental impact assessment (Nov. 2009), and post-environmental impact survey were implemented, and 4 times audits also inspected. and finally the Ministry of Environment's Four Rivers Investigation and Evaluation Planning Committee proposed the dismantling or partial dismantling of the five weirs of the Geum River and Yeongsan River. But controversies and conflicts are still ongoing. Therefore, this study intend to reestablish the management plan for the four major rivers by reviewing and analyzing the process so far. The results are as follows. First, a cost-benefit analysis should be performed by comparing the water quality impact of weir operation and weir opening. Therefore, it is inevitably difficult to conduct cost-benefit analysis. Second, according to the results of cost-benefit analysis on the dismantling of the Geum River and the Yeongsan River, the dismantling of the weir and the regular sluice gate opening was decided. However, there is a problem in the validity of the decision to dismantle the weir because the cost-benefit analysis for maintaining the weir is not carried out. Third, looking at the change in water quality of 16 weirs before and after the Four Major Rivers Restoration Project, COD and Chl-a were generally deteriorated, and BOD, SS, T-N, and T-P improved. However, in the cost-benefit analysis related to water quality at the time of weir dismantling, only COD items were targeted. Therefore, the cost of BOD, SS, T-N, and T-P items improved after the project were not reflected in the cost-benefit analysis of dismantling weirs, so the water quality benefits were exaggerated. Fourth, in the case of Gongju weir and Juksan weir, most of them are movable weirs, so opening the weir alone can have the same effect as dismantling when the water quality deteriorates. Since the same effect can be expected, there is little need to dismantle the weirs. Fifth, in order to respond to frequent droughts and floods, it is desirable to secure the agricultural water supply capacity to the drought areas upstream of the four majorrivers by constructing a waterway connected to the weir. At present it is necessary to keep weirs rather than dismantling them.
The choice of big public investment project needs an appropriate feasibility analysis before it is implemented, bemuse a rot wisely chosen one would bring about big and longrun societal costs. But the feasibility analysis for the big public investment project in Korea has been done without linking the economic benefits and environmental damages. Consequently social conflicts arose frequently during and after project implementation, owing to such concerns asincreasing costs and serious ecological damages. The recent social conflict over the Saemangeum Project is a typical case. This reclamation project began in 1991 and finished 60% of the whole process in 1999, when its feasibility was again assessed under the public pressure by the joint assessment team consisting of both citizen's and government's professionals. Even the assessment report by this joint team could not show the convincing results owing to the improper assessment procedure and failure to set proper feasibility criteria. This paper pointed out the limitations of our current procedure of feasibility assessment and identified the concrete problems that atosee during the recent reassessment process of the Saemangeum reclamation project by the joint team. In order to improve the current problem-ridden practices, it is concluded by the policy recommendation for establishing a right feasibility assessment procedure for the public investment projects.
Since the introduction of new health technology assessment in 2007, benefit coverage process of health insurance related to new health technology has become an upgraded system through the evidence-based decisions. As a result of enforcing this system for 10 years, however, there have been several rising concerns. It needs to support the insufficient evidence of medical technologies, introduce reassessment system for post management of market entry technologies, and improve evaluation methods and process. In addition, there is the possibility of emerging an unheard-of medical technology, fused various categories like artificial intelligence, robot, information technology, physics and life science in the fourth industrial revolution. Now, new updated system introduced to improve new technology assessment, such as 'limited health technology assessment system,' 'system for postponement of new health technology assessment,' 'one-stop service system,' and 'integrated operation of approval for medical devices and new health technology assessment.' Therefore it needs to prepare the improvement plan for new health technology assessment to be established more advanced system, and we have to resolve concerns by communication with various healthcare experts and patients now and for ever.

Objective: The purpose of this study is to propose the benefits of reduction measures according to the occupational radon reference level in order to present basic data for radon management guidelines considering domestic circumstances. Methods: This study uses radon data measured in the subway stations from 2015 to 2016. Of the total of 4,643 cases, 4,231 cases were analyzed excluding the 412 cases where the values were below $300Bq/m^3$. Results: Cost-Benefit analysis was done on the results of the field survey on subway work sites. At the exposure level of $400Bq/m^3$, the ratio between the cost and the benefit was highest at 1 : 1.81(the cost was KRW 1,398,568,032, while the benefit KRW 2,5248,772,841). At the exposure level of $600Bq/m^3$, the ratio of cost and benefit was 1: 1.80, at $300Bq/m^3$ it was 1.72, at $800Bq/m^3$ it was 1.71, at $200Bq/m^3$ it was 1.54, and at $100Bq/m^3$ it was 1.40. Conclusions: Radon management in the workplace provides economic benefits and appropriate reduction strategies are needed. In addition, it is necessary to establish and distribute radon exposure assessment procedures and guidelines for the safety and health of employees when exceeding the exposure standard, and guidelines for radon management in the workplace should be established.

Environmental impact by proposed pump and treatment remediation of groundwater contaminated with TCE over 0.6 mg/L down to 0.005 mg/L was assessed for 30 years operation in an industrial park. Total amount of groundwater treated was $2.96{\times}10^7m^3$ and the amount of TCE removed was 17.6 kg at most. The life cycle assessment was used to estimate the environmental cost and environmental benefit and their effects on the environment could be analyzed. Most of the environmental cost was accrued from electricity generation for 30 years pump operation, which includes energy consumption, resources consumption such as coal, crude oil, emission of global warming gas and acid gas into air, waste water production, and waste generation. Environmental impact could be quantified with a Life Cycle Assessment (LCA) model for soil and groundwater remediation and normalized based upon consumption and emission quantities per capita in the world. Among the normalized values, acidification material release was the most significant.
Uncertainty and variability in Life Cycle Assessment(LCA) have been significant key issues in LCA methodology with techniques in other research area such as social and political science. Variability is understood as stemming from inherent variations in the real world, while uncertainty comes from inaccurate measurements, lack of data, model assumptions, etc. Related articles in this issues were reviewed for classification, distinguish and elaboration of probabilistic/stochastic health risk analysis application in LCA. Concept of focal zone, streamlining technique, scenario modelling and Monte Carlo/Latin Hypercube risk analysis were applied to the uncertainty/variability analysis of health risk in LCA. These results show that this general framework of multi-disciplinary methodology between probabilistic health risk assessment and LCA was of benefit to decision making process by suppling information about input/output data sensitivity, health effect priority and health risk distribution. There should be further research needs for case study using this methodology.

Marine risk assessment considers events such as collision/grounding, sinking/capsize, fire/explosion and flooding, developing relationships between their causes and effects. In addition, risk assessment of previously sunken ships are also necessary since they continuously have possibility for further oil spill or can cause other marine accidents. The objective of this paper is to develop the risk assessment systems for sunken ships to prevent oil spill and further marine causalities in order to preserve safe and clean oceans around Korea peninsula. The risk assessment systems for sunken ships comprise of database management sub-system for sunken ships, qualitative risk assessment sub-system, quantitative risk assessment sub-system, and cost-benefit analysis subsystem.

Formal Safety Assessment(FSA) was introduced by the IMO as "a rational and systematic process for accessing the risk related to maritime safety and the protection of the marine environment and for evaluating the costs and benefit of IMO's options for reducing these risks". FSA can be used as a tool or a rule making process to help develope new rules and regulations.
