GIS사업은 초기 막대한 구축비용과 사업완료이후에도 유지관리비용이 지속적으로 소요되기 때문에 그 타당성이 가시적으로 나타나지 않으면 사업 추진이 어렵다. 따라서 본 연구는 GIS사업의 비용편익분석을 통해서 GIS사업 이전이나 중간단계에 정책결정자들에게 GIS의 효용성을 입증하기 위한 평가모형을 개발하고 평가절차 평가지침 평가방안 비용과 편익항목을 제시하였다. 이를 위하여 우선적으로 기존의 국내외 연구사례를 분석하여 분석기법으로 비용편익분석(Cost-Benefit Analysis)을 이용하였다. GIS사업에 적합한 비용과 편익항목을 위한 연구를 통하여 제안한 비용분석은 하드웨어, 소프트웨어, 데이터베이스, 인건비, 운영경비의 다섯 항목으로 편익분석은 직접편익, 간접편익, 정보판매에 의한 편익과 무형의 편익으로 구분하였으며 GIS의 비용과 편익은 각각 초기 구축비용과 유지관리비용으로 나누어 산정하였다.

Objective : To evaluate the relative benefits and the costs associated with the introduction of the new pharmaceutical provision called 'Mandatory Prescription System' which separates the role of physicians from that of pharmacists with respect to the prescription and dispensation of from the perspective of consumers (i.e., patients). Methods : The costs of the system were measured by considering both direct and indirect costs. Direct costs included additional payments for ambulatory care and dispensing fees that occurred under the new system. indirect costs consisted of transportation expenses and costs related to time spent for physician consultation, waiting for the prescriptions to be filled, and extra traveling. Benefits identified in this study were the reduction of drug misuse and overuse, and the overall decrease in drug consumption among the Korean population. Sensitivity analysis was peformed for the inclusion of benefits for outpatients of hospitals, price elasticity, and increased fees for established patients. Results : The net benefit was estimated to be about minus 1,862 billion won and the benefit-cost ratio was 0.478. This indicates that the costs of 'Mandatory Prescription' outweigh its benefits, relative to the previous system. The sensitivity analysis results for all the variables considered in this study consistently showed the benefit-cost ratio to be less than 1. Conclusion : The results of this study suggest that implementing Mandatory Prescription System in Korea might be inefficient from the consumer's perspective. The results of this study do not coincide with the results of previous studies, presumably because of the differences in study design and in which items of costs and benefits were considered.

온라인 공익프로젝트 '앤트 프레스트'는 2016년 8월부터 운영이 시작되었고, 사막화지역에 1억 이상의 나무를 심었으며, 공익활동을 현재까지 지속되고 있다. 온라인은 통신망이 발달하여 생성된 산물이며, 이를 바탕으로 진행된 공익 프로젝트도 전통적인 공익활동과 달리 공익사업의 투신보다 공익지원정신을 더 중요시하고 있다. 이에 따라 본 연구는 온라인 공익을 지지하는 사용자와 온라인 공익진행과정의 상호작용관계를 파악하여 사용자가 지속적으로 온라인 공익을 지지하는 핵심요소를 도출하는데 목적이 있고, 핵심요소를 도출하기 위하여 연구를 4 단계로 진행하였다. 첫째, 온라인 공익에 관한 선행연구를 검토하여 온라인 공익의 특징을 파악한다. 둘째, 앤트 프레스트의 공익 성격에 대해 판단하고, 프로젝트 진행과정을 조사한다. 셋째, 앤트 프레스트의 이용률을 검토하고, 이용자의 속성에 대해 분류한다. 넷째, 인터뷰 조사를 실시하여 온라인 공익프로젝트와 사용자의 상호작용관계를 연출한다. 그 결과, 온라인 공익프로젝트는 사용자, 운영자, 협조자로 인하여 공익과정을 완성하며, 사이버 공간에서 에너지 수집하는 과정과 현실의 공익행위 완성을 연결시키는 중요한 요소가 참여도이며, 참여도로 인하여 사용자가 공익 프로젝트를 지속하는 결론을 도출하였다.

In this paper, we reviewed the evaluation methodologies of railway project considering the benefit incidence. Generally railway projects are much more reduced tile energy consumption, traffic accident and environmental pollution than road projects. But conventional B/C analysis of railway project does not measured including those benefits. Also there is a few attention to an incidence of benefits producing from railway construction. So we developed the evaluation method of railway project contained the railway oriented benefits and also considered of the benefit incidence producing from railway construction.

According to industrialization and urbanization the number of increasing cars is attributable to an explosive increase of the vehicle emissions. In this study, in consideration of the population and local transportation characteristics of South Chungcheong Province the environmental and economic cost-benefit analyses are performed to evaluate whether the CNG bus conversion gives what kind of effects. Based on the analysis result the expansion and distribution plan of CNG bus is proposed for South Chungcheong Province, and the local supply policy model is also proposed considering the acquisition and management of the economic situation of CNG charging infrastructure and the small transportation companies.

The objective of this study is to review the methodology of economic analysis of fishing ports by examining the economical feasibilities of a national fishing port (Jeongja Port) in Ulsan. This study utilized market value evaluation method to measure the benefits and costs related to the development of ports. The benefit variables are income effects resulting from the developments while the cost variables are sum of construction costs and maintenance costs. The income effects are measured in two ways: (1) income from individual project resulting from the developments, (2) the income effects by utilizing investment multipliers. The results shows that the BC ratio (Benefits/Costs) of Jeongja port by using (1) income from individual project resulting from the developments was 1.07 while the BC ratio by using (2) the income effects by utilizing investment multipliers was 1.10 due to a relative short period of useful life for investment multipliers. However, the income variable utilizing investment multipliers is more sensitive to the period of duration than the income variable from individual project.

화학공장의 취약점을 파악하여 안전성을 경제적으로 확보할 수 있는 대안에 대한 설비별 안전투자비용과 그에 따른 편익을 산출하고, 분석함으로써 경제적인 안전 투자 대안을 사업주에게 제시함으로써 안전투자 의사결정의 기초자료로 활용하도록 한다. 이를 통하여 화학공장의 안전 활동 및 안전 투자의 효율성을 증진시키고 안전성 향상을 위한 화학공장의 안전투자가치를 정립하기 위함이다.

An optimal selection problem of SCM system is one of the critical issues for the company's competitiveness and performance under global economy. This paper presents a hierarchy model consisted of characteristic factors for introducing SCM system and an AHP (Analytic Hierarchy Process) based decision-making model for SCM system evaluation and selection. The proposed model can systematically construct the objectives of SCM system selection to meet the business goals. This paper focuses on selecting an optimal SCM system considering both all decision factors and sub-decision factors of a hierarchy model. Especially, the benefit/cost analysis is applied to choose SCM system. A case study shows the feasibility of the proposed model and the model can help a company to make better decision-making in the SCM system selection problem.

A study on environmental noise hasn't fully researched yet. As society has developed and the quality of life has improved, people started to show a concern about an environmental noise. To ensure a economic feasibility of countermeasures of noise, it is necessary to apply a cost-benefit analysis on choosing optimum measurements. In this study, we addressed the estimation method of the environmental noise value and several domestic and oversea case studies. We also estimate economic value of noise reduction level which is gained from applying noise reduction measurements.

The imports of used medical equipment such as CT. MRI have been rapidly increased every year. How to manage those medical equipment has been one of critical issues in the government sector. In this study, we demonstrate how benefit/cost analysis using the Analytic Hierarchy Process (AHP) can be applied to the comparison of used CT/MRI and new CT/MRI. The final results show that the new CT/MRI is more attractive than the used CT/MRI.
