Analysis on Students Background Factors Influencing to ICT literacy Level of Elementary and Middle School Students (ICT 리터러시 수준에 영향을 미치는 초·중학생의 배경 요인 분석)

  • This study analyzed the impact of ICT usage on elementary and secondary school students on the result of ICT literacy levels for finding out why most of students were 'normal' or 'basic'. As a result, we found out that the learning action, information searching and leisure action of student using ICT had correlation with ICT literacy level. The higher the rate using ICT for learning, information searching and leisure, the higher the ICT literacy level of student. But the higher the rate using ICT for communication, the lower the ICT literacy level of student. Accordingly, we proposed the policy not to increase simply ICT using of student, but to teach how to use ICT for learning and information searching.

  • 본 연구는 60대 이상 세대와 기초 ICT 리터러시 수준을 50대 이하 세대를 비교 분석하여 노년층을 위한 ICT 리터러시 교육을 위한 내용체계을 제시하기 위해 시행되었다. 오프라인 지필 객관식 문항으로 개발된 조사문항을 분석한 결과를 보면 기초 ICT 리터러시 수준에서 세대별 격차가 드러났으며 이를 해소하기 위해서 컴퓨터 하드웨어 명칭 및 사용법, 운영체제 사용법, 인터넷 검색 및 주소 입력 방법, 저작권 및 정보윤리의 4개 영역을 구분하여 내용체계를 구성해야 한다는 결론을 도출하였다. 또한 노년층을 위한 기초 ICT 리터러시 교육은 컴퓨터 관련 장치 또는 체제에 대한 명칭에 대한 낯섦 해소, 디지털 기능에 대한 활용 빈도나 실생활의 연계성 강화, 노년층의 신체반응 및 인지적 상황을 고려한 반복 학습 등이 고려되어야 한다.

The Relationship Study between the Academic Achievement in ICT Literacy Education and Multiple Intelligences of the Elementary School Students (초등학생의 ICT소양교육 학업 성취도와 다중지능의 관계 연구)

  • As the importance of learner-centered ICT education is emphasized, school education should move toward the direction of respecting individual learners' capability rather than fitting learners into a fixed frame. Such a view finds its theoretical ground in Gardner's multiple intelligences theory. Thus ICT literacy education in elementary school also needs to consider individual student's abilities and talents based on their multiple intelligences and apply appropriate education programs and teaching methods. In order to provide basic materials for this, the present study examined the correlation between children's academic achievement in ICT literacy education and their multiple intelligences and inquired into which intelligences are factors determining achievement in ICT literacy education. According to the results. logical-mathematical intelligence is in a significant correlation with academic achievement in ICT literacy education. and logical-mathematical intelligence and linguistic intelligence are the most influential factors on academic achievement in ICT literacy education.

  • In this paper, we analyzed the difference of ICT literacy which can show the educational power of students in the field of information. As a result, the average score of ICT literacy test by elementary school was high in the order of big city, small city, rural area. In case of middle school, the score was high in the order of small city, big city, rural area. ICT literacy in elementary and middle schools differed according to the size of the region. However, in both elementary and middle schools, the scores of rural students were lower than those of urban students. Therefore, it need the policy of ICT education for students of rural area. And, as the ICT literacy level gap between urban and rural students is concerned, it is necessary to develop an education program for this. This study is meaningful as a basic data on the necessity of systematic ICT literacy education policy according to school and region characteristics.

Implication analysis through exploring the current status of digital literacy education by country (국가별 디지털 리터러시 교육 현황 탐색 및 시사점 분석)

  • The 2022 revised curriculum emphasized basic literacy, which consists of language, numeracy, and digital literacy. This digital literacy is being presented in the curriculum as a goal for cultivating digital literacy in various countries. Therefore, this study looked at the curriculum of countries with high digital literacy among students. And PISA 2018 data analysis was conducted on ICT elements of students by country. Specifically, one-way ANOVA, correlation analysis, and confirmatory factor analysis were performed for each ICT element for country-by-country comparison. As a result, when organizing the curriculum related to digital literacy, it is necessary to organize it earlier than the present time. In addition, it was found that it was necessary to consider the contents to increase the usability in school.

  • The current National Curriculum clearly states that students should utilize digital information as a core competency. With ICT-based non-face-to-face learning has become commonplace, that ability has become as basic and essential as the competency to read and write in traditional education. Therefore, this work analyzed the characteristics of ICT utilization learning in the social studies curriculum of elementary school to cultivate basic abilities and skills for learners' future, and these discussed from the perspective of digital literacy. The results are as follows. First, the ICT utilization learning could be found in most units for the subject, but most of them were just the searching material and the watching video. Second, when approached from the perspective of digital literacy, the main activities were the 'access' in the lowest level. Third, the higher levels such as 'understand' and 'create' were few activities. This result gave the task of reflecting on the ICT education so far. Rather than just focusing on increasing the frequency of the ICT using, it is necessary to improve the quality of students' activities in ICT learning for progressing digital literacy. For the students' skills of utilizing digital information could be developed differently depending on the type of ICT learning activity.

  • As the deployment of digital learning environment has been accelerating in rapid changes in information and communications technology, a tool is required to practically measure and evaluate the level of information education (IE) for freshmen in the University in order to propose an appropriate direction of IE in a teachers college. According to such current trends, ICT literacy is a tool to assess a specific level of capabilities such as a variety of real-world problem-solving skills, creativity, critical thinking, analytic reasoning, and communication skills. This study has developed a test tool to measure ICT literacy competence on the basis of the concept of test questions defined from the previous research. It was used to measure ICT literacy competence of 360 university freshmen of education and analyze if there is a difference among them depending on overall ICT literacy levels and genders, content areas, competence factors, and completion of IE course in high school. The result of this study would be expected to determine the current location of IE for freshmen in the University of Education and to be able to take advantage of basic data of the direction for IE course that university students need to essentially acquire in preparation for the coming future.

Implications of Digital Education Policy -Focused on Basic Act for Digital-based Education-

  • This study attempted to obtain implications for digital education policy by reviewing the Framework Acts and Enforcement Decrees related to digital education. To this end, the following were explored. First, the concept and components of digital competency were reviewed. Second, the Framework Acts and Enforcement Decrees related to digital education policy were reviewed using the above concepts. Third, the characteristics and implications of the Framework Acts and Enforcement Decrees for digital education were explored. The results are as follows: Korea's digital education policy tried to reflect the categories that digital competency must cover, even its function and dysfunction role. However, to achieve their purpose, it is necessary to maintain consistency with related laws or policies. We identified that amendments to the Basic Act and related articles are essential to effectively enforce the Digital-Based Distance Education Activation Basic Act. A reevaluation of the correlation between Article 10, emphasizing digital media literacy education, and Article 5 of the enforcement decree is necessary. Revision of the enforcement decree to align with Article 10's objectives is vital to ensure proactive measures for promoting digital literacy and competence as mandated by the Basic Act.

A Study on Digital Literacy Education for Adults in US Public Libraries (미국 공공도서관의 성인을 위한 디지털 리터러시 교육에 관한 연구)

  • In the digital society where ICT technology is highly developed, digital literacy is an essential competence for working and living. Developed countries around the world have been working hard to solve the digital divide and improve digital literacy. In this paper, we investigated and analyzed the case of US public libraries for improvement of digital literacy of adults including the older people. To do this, we analyzed the educational program type of digital literacy, education method, and the contents of the program, focusing on the best practices libraries of the program. Many of the educational programs still related to basic computer and Internet technologies, and training programs on Micro Office, e-mail, social media, and smartphone and tablet computing were also high. The most frequent and daily training method was informal point of use, and the content and level of education appeared to be very diverse. For digital literacy training, the librarians of the public library considered librarians' digital competence and retraining to be the most important, and the library facility and the latest equipment to be suitable for the operation of the digital literacy education program.

Policy Suggestions for Fostering Teacher ICT Competencies in Developing Countries: An ODA Project Case in Peru

  • Many developing countries consider ICT as a key enabler to improve their educational systems and teachers are viewed as change agents. This paper aims to present policy suggestions concerning how to foster teachers' ICT competencies in developing countries based on the outcomes of an ODA project case in Peru. This study was conducted through three stages: Literature survey, site visit, and policy suggestions. To draw relevant policy suggestions, we employed the framework of the 'macro-meso-micro' level of teacher professional development. The following policy suggestions are discussed: (a) macro level: to develop the national framework of teacher ICT competencies and competency-based teacher training, (b) meso-level: to promote teacher communities of practices and school-based research programs, and (c) micro-level: to redesign teacher professional development programs to help teachers better understand the complex relationships between content, pedagogy, and technology, beyond learning about basic ICT literacy skills. This study contributes to the understanding of how ODA projects can approach the issue of teacher ICT capacity building at multiple levels.
