Feature Analyze and Research of National Convergence R&D: With Focus on the Text Mining (국가 융합 R&D 특성 분석에 관한 연구: 텍스트분석을 중심으로)

  • There is a growing interest in convergence. National R & D is also providing various policies and institutional support to promote convergence research. Convergence research, however, does not clearly specify its characteristics at the academic and government levels. This research proceeds with the process of collecting, refining, analyzing, modeling, verifying and visualizing national R & D data through the National Science and Technology Information Service (NTIS). The method is to derive the convergence research characteristics and to derive through text mining, focusing on the unstructured information of national R & D project data. The study confirmed that there was a difference in perception between the definition of converged research and the research site. In order to improve this, the research suggested that convergence among research subjects, collaboration among research topics reflecting various backgrounds and characteristics of researchers, and analysis of characteristics of convergence research using information were suggested in the process of establishing convergence policy.

Complaining Intentions and Its Antecedents of Academic Library Users (대학도서관 이용자의 불평의도와 그 선행요인에 관한 연구)

  • This study is to investigate extensively the complaint responses of the academic library users, with a special regard to those in Daegu Metropolitan City and in Kyungpook Province. It selects and analyzes empirically some of the antecedents of the complaining intentions including perceived severity of dissatisfaction perception of free use, attitude toward complaining, cost of the complaining, likelihood of success, product/service importance, external attributions and loyalty; and complaint intentions including exit intention, voice(redress seeking) intention, negative word-of-mouth intention and third party complaints intention of the academic library users, based on the theoretical backgrounds. Final data through questionnaires are obtained from 582 unsatisfied academic library users in 5 universities in those areas, 542 of them analysed with SPSS 11.0 for Windows.

An Effective Orientation-based Method and Parameter Space Discretization for Defined Object Segmentation

  • While non-predefined object segmentation (NDOS) distinguishes an arbitrary self-assumed object from its background, predefined object segmentation (DOS) pre-specifies the target object. In this paper, a new and novel method to segment predefined objects is presented, by globally optimizing an orientation-based objective function that measures the fitness of the object boundary, in a discretized parameter space. A specific object is explicitly described by normalized discrete sets of boundary points and corresponding normal vectors with respect to its plane shape. The orientation factor provides robust distinctness for target objects. By considering the order of transformation elements, and their dependency on the derived over-segmentation outcome, the domain of translations and scales is efficiently discretized. A branch and bound algorithm is used to determine the transformation parameters of a shape model corresponding to a target object in an image. The results tested on the PASCAL dataset show a considerable achievement in solving complex backgrounds and unclear boundary images.

Comparative Introduction of IR, Biophoton, and GDV on the Application of Korean Medicine Based on Their Recent Progress (적외선, 생물광자 및 GDV 측정의 한의학적 비교 소개)

  • Objectives : The purpose of this study is to introduce and examine the possibilities of infrared (IR) imaging, biophoton detection and gas discharge visualization(GDV) as diagnostic tools in Korean Medicine. Methods : To review the basic mechanism and measurement methods of three modalities, concepts in physics were introduced. Physical backgrounds of IR, biophoton and GDV were briefly explained based on recent research papers. Simple electronics was employed for relevant detectors. In order to find the relation between Korean Medicine and these methods, papers on their applications were reviewed. Opinions from the experts on each modality were obtained from their papers and private communications. Results and Conclusions : IR imaging has been used as an auxiliary diagnostic tool but there are some rooms for the improvement for clinical applications. Experimental confirmation of the meridian activation by a moxa cigar is necessary for its verification. Biophoton is not correlated with human skin temperature but it has a circadian rhythm. Biophoton and GDV have a negligible relation if any. Therefore there are no correlations among three modalities in terms of basic mechanisms. But their clinical relations are yet to be scrutinized. Biophoton and GDV need more rigorous clinical tests before they can be used as diagnostic tools.

An Efficient Color Edge Detection Using the Mahalanobis Distance

  • The performance of edge detection often relies on its ability to correctly determine the dissimilarities of connected pixels. For grayscale images, the dissimilarity of two pixels is estimated by a scalar difference of their intensities and for color images, this is done by using the vector difference (color distance) of the three-color components. The Euclidean distance in the RGB color space typically measures a color distance. However, the RGB space is not suitable for edge detection since its color components do not coincide with the information human perception uses to separate objects from backgrounds. In this paper, we propose a novel method for color edge detection by taking advantage of the HSV color space and the Mahalanobis distance. The HSV space models colors in a manner similar to human perception. The Mahalanobis distance independently considers the hue, saturation, and lightness and gives them different degrees of contribution for the measurement of color distances. Therefore, our method is robust against the change of lightness as compared to previous approaches. Furthermore, we will introduce a noise-resistant technique for determining image gradients. Various experiments on simulated and real-world images show that our approach outperforms several existing methods, especially when the images vary in lightness or are corrupted by noise.

  • Temperature dependences of electronic and thermal transport properties of narrow band gap thermoelectric materials are dependent on the transport behavior of minority carriers as well as majority carriers. Thus, weighted mobility ratio, which is defined the ratio of weighted mobility for majority carriers to that for minority carriers, must be one of the important parameters to enhance the performance of thermoelectric materials. Herein, we provided a practical guide for the development of high-performance Bi-Te-based thermoelectric materials based on the weighted mobility ratio control by considering theoretical backgrounds related to the electronic transport phenomena in semiconductors.

  • The male sterility gene of IR36ms was transferred to four Korean rice cultivars Gayabyeo, Nampungbyeo Sinkwangbyeo and Suweon 296 by five times back crosses. From the BC$_4$F$_2$, the genetic male sterile rices having the backgrounds of the Krean cultivars, Gayabyeo ms, Nampungbyeo ms, Sinkwangbyeo ms and Suweon 296 ms were selected. No differences in number of panicles per hill, number of florets per panicle, heading date and length of panicle, were found between the male sterile lines and their parental cultivars in the four series of male sterile rices. The culm length of the male sterile lines was shorter than that of their parental cultivars in the four male sterile rice. Significant difference in out cross rate was found from the genetic male sterile rices having different back-grounds even though they have the same male sterility gene. The out cross rates of Gayabyeo ms, Nampungbyeo ms, Sinkwangbyeo ms and Suweon 296 ms were 11.5%, 13.1 %, 1.9% and 12.7% respectively. No difference in out cross rate was found on the genetic male sterile plants planted from I 5cm to 90cm from the pollinater.

Extraction of tire information markings using a surface reflection model (표면의 반사 특성을 이용한 타이어 정보 마크의 추출)

  • In this paper, we present a vision algorithm to extract the tire information markings on the sidewall of tires. Since the appearance of tire marks is the same as its background, a primary feature to distinguish tire marks from their background is the roughness. Generally, the roughness of tire marks is different from that of its bakground: the surface of tire marks is smoother than the backgrounds. Light incident on the tire surface is reflected differently according to the roughness. For smoother surfaces, the surface irradiance is much stronger than that of rough surfaces. Based on these phenomena and observation, we propose an optimal illumination condition based on Torrance-Sparrow reflection model. We also develop an efficient reflectance-ratio based operator to extract the boundary of tire marks. Even with a very simple masking operation, we were able to obtain remarkable boundary extraction results from real experiments using many tires. By explicitly using the surface reflection model to explain the intensity variation on the black tire surface, we demonstrate that a physics-based vision method is powerful and feasible in extracting surface markings on tires.

Progress and Problems in Korean School Library Policies (학교도서관정책의 추이와 과제: 인력정책을 중심으로)

  • The purpose of this article is to discuss about the progress and problems in Korean school library policies. The emphasis is on identifying both distinctive features and indigenous limitations in policy-making process, and special concerns are with both side effects and backgrounds of its rough-and-ready human resource policy. This article intends to approach the human resource policy issues from the viewpoints of school librarians as well as those of policy makers. The final suggestion includes both strategies and methods to make up and intensify the weakness of Korean school library policies, with focusing on enhancing the work competency of school librarians as well as the policy capacity of school library association.
