공항운영조직의 안전관리시스템(SMS) 운영 효율성 향상에 관한 연구 (A Study on Efficient Operation of Safety Management System for Airport Organization)

  • Continued efforts to build up Safety Management System(SMS) and to improve its efficiency in airports, to which customers have direct access, are taken for granted due to continuous development of the aviation industry in both quantity and quality and rapid growth of air transportation market. This thesis proposed efficient operation methods of SMS for domestic airport organizations including Incheon International Airport(IIA), the largest airport in South Korea, aiming at strengthening aviation safety from the perspective of airport operators who play a pivotal role in service provider SMS. Those are consolidation of the existing safety management organizations and various improvements to promote voluntary incident reporting system. To draw a proposal for the improvements, conducted a research on domestic safety management status, carried out an analysis on operating conditions and did a research on ICAO regulations, domestic legal system as well as statistics data. Relevant studies and researches were also gathered and analyzed. A search for further improvements can also help increase operational efficiency and promoting a higher-level of safety awareness among operators can establish mature safety culture at airports.

조종실내 Controlled Rest에 관한 연구 (Study of Controlled Rest in the Cockpit)

  • Pilot has been fighting to get over fatigue during flight and thought it as a hinderance for safe flight. The fatigue related problem has been the biggest obstacle for aviation safety so far. Even though pilots and airlines try their best to overcome fatigue during flight, they couldn't overcome this problem. So the airliners let the pilot sleep during flight if pilots are too tired with the report. It is controlled rest used and managed by several European airliners. So this study tries to get Korean airline pilots' fatigue information and figure out the cause and reduce it.

  • Rotorcraft operating in the domestic aviation safety techniques are applied CRM training is conducted but, aircraft accidents caused by human factors has not shown a declining trend. Thus, knowledge of aviation safety and human factors for the spread of awareness of improved rotorcraft flight operations department managers to understand the complexity of nature and culture, and to perform high-risk mission helicopter pilot study of local activation and enhance safety awareness research was conducted in order to. In this study, the development direction of CRM training studies in order to identify the leading NOTECHS (Non-Technical Skills; non-technical pilot skills) of the four categories as the independent variable and the dependent variable corresponding to the resulting effect on the key variables awareness of the differences were studied. In addition, the direction and strength of the relationship were analyzed to determine the relationship of each independent variable to assess the impact on the dependent variable regression analysis was performed. Pilot training and evaluation of non-technical skills related to the teaching reflected in the CRM training and assessment must be carried out with 5 star rating scale was preferred. Therefore, to meet our country rotorcraft operating environment 'NOTECHS' aviation safety by developing training programs reflected in the educational process, implementation, and periodic training and assessment is done in future research on this analysis and feedback is done to reflect the specific performance expect.

인적오류에 의한 항공정비의 안전과 관리방안에 관한 연구 (A Study on the Safety and Management Plan of Aviation Maintenance due to Human Error)

  • The proportion of airline accidents caused by human factors is steadily increasing. The aviation industry has made considerable progress in reducing the accident rate; however, since the early 1980s, the accident rate has remained constant. Due to airspace congestion, the safety margins of these existing safety promotion methods are gradually decreasing; thus, new methods to prevent accidents and quasi-accidents must be devised. Causative factors of aviation accidents include increased air traffic due to increased air demand, increased cumulative working hours due to long-distance flights, and complicated flight environments. Accidents often occur when several small errors accumulate in the normal course of operation, rather than after a single error. Accordingly, in this study, the impacts on air navigation due to human error by aviation maintenance personnel and varying international standards (i.e., KOCA vs. F.A.A vs. EASA) analyzed, and the relationship between human decision-making and behavior was investigated. The resulting safety analysis and alternatives were presented to prevent aviation maintenance accidents and cognitive ergonomics errors.

한국형 LOSA 프로그램의 개발 연구 (Implementation of K-LOSA Program)

  • In this paper, it has implemented the design for the K-Line Operations Safety Audit(K-LOSA) designed to provide a proactive snapshot of system safety and flight crew performance before an incident and accident. It introduces the a LOSA and ten operating characteristics that have come to define LOSA methodology. According to the LOSA methodology, we explain the conceptual and detail design and implement the prototype for the data collected with LOSA collection tool.

민간항공 안전의 체계적 개선에 관한 연구 (A Study on the Systematic Improvement of Civil Aviation Safety)

  • 1970년대부터 시작된 우리나라의 경제개발계획은 성장위주의 급격한 산업화의 영향으로 각종교통수단의 안전은 물론 항공안전관리체계가 정착되지 않은 채 지속되어 2000년 초까지 발생된 항공기 사고에 의한 인적 물적 피해는 물론 사회적으로 막대한 비용을 부담 하고 있다. 특히, 발생된 항공기의 사고요인으로는 항공종사자의 인적요인에 의한 사고가 대부분으로 이를 사전 발견하고 예방할 수 있다면 항공기의 사고율은 대폭 감소시킬 수 있을 것이다. 따라서, 민간항공안전체계의 제도적인 개선대안을 도출하고자 항공안전관리체계를 3단계인 사전적인 예방체계, 사고발생시의 처리체계, 사고 후 수습체계로 구분하여 항공안전 체계의 개선을 위한 단계별 개선대안을 발굴 제시하였다. 발견된 항공안전의 위해 요인들로서는 관리기준과 규칙의 부재, 무관심과 준법정신의 결여 등이 주 요인들로서 이를 개선하기 위해서는 항공안전 체계의 제도적인 정착이 선행되어야 하고, 정부와 항공업계도 항공안전을 위한 위해요인들을 발굴하고 준법정신과 안전을 최우선시하는 마음의 자세가 모든 종사원들에게 확산되도록 유인책을 제공하여야 한다.

국내 비행종합시험을 위한 비행시험 및 안전관리 운영·절차에 관한 연구 (Study on Flight Test Safety Management Operations and Processes)

  • 항공 산업의 소비 수요가 증가함에 따라 국내에서 수행할 수 있는 인증체계 및 비행시험 운영에 필요한 연구가 요구된다. 이에 따라 본 논문에서는 국내 민항기 KC-100, 군용기 T-50 사례와 국외 FAA(Federal Aviation Administration), CAAC(Civil Aviation Administration of China) 기관의 비행시험 관련 문건을 바탕으로 개발 및 개조 중에 있는 항공기에 대한 성능검증, 시험평가 및 안전성 인증을 위한 비행시험 운영 절차와 안전 관리 프로그램 개발 연구를 수행하였다. 또한 항공기 비행시험 절차에 적용할 수 있는 FTSC(Flight Test Safety Committee)의 모범사례(Best Practices)를 조사 분석하였다.

진보된 LOSA 방법론 개발에 관한 연구 (A Study on the Development of Advanced LOSA Method)

  • 본 연구는 전통적인 LOSA방법론의 한계를 보완하여 진보된 형태(Advanced LOSA)의 필요성에서 시작된다. 진보된 형태의 LOSA는 기존의 AUDIT 적용의 단점을 해결하고 현재의 항공 안전 요구에 보다 효과적으로 대응하는 것을 말한다. Advanced LOSA 개발 연구를 하는 동기는 최근 발전된 항공운항 체계와 항공데이터의 분석이 과거보다 용이하여 활용가치가 증대되었기 때문이다. 과거의 LOSA는 주로 조종실 공간에서 조종행위를 수행하는 조종사들에게 초점을 맞추고 있다. 그러나 Advanced LOSA는 항공사의 전 분야로 확장하여 통합적으로 관리할 수 있다. 둘째, Advanced LOSA는 데이터 수집 및 분석 기술을 통합하여 미래 예측이 가능하다. 이를 통해 항공사는 예측된 위해 요인을 사전에 제거하여 항공안전을 유지하는 확고한 SMS 체계를 확립할 수 있다. 셋째, Advanced LOSA는 데이터 분석을 기반으로 세부 요인을 선별할 수 있으며 구체적인 해결 방법을 모색할 수 있다.

  • According to Korea was re-elected as ICAO council member state at the 35th session of the assembly, there are more contributions and roles of international aviation society. Being developed technology and grown international transportation, world is focusing to aviation safety, Safety Management System(SMS) is systematic approach to manage risks caused by human and organizational factors. ICAO is specified that 'As of 24 November 2005, certified aerodrome shell have in operation a safety management system.' at Annex 14 to implement it airports as a first step. This study introduced SMS principle, analysed SMS's of advanced states and developed appropriate Korean Aerodrome SMS Model in our cultural and industrial circumstances.
