조선 태종대 관복제정에 관한 연구 (A Study on the Settlement of Official Uniform under the Reign of King Taejong in the Early Joseon)

  • In the early Joseon when royal authority was not still firmly established, King Taejong, or Lee Bang Won tried to make their political position guaranteed through relationships with Ming, making efforts to develop relations with the Chinese nation positively. This political orientation towards Ming by of the king Taejong was also clearly reflected in the settlement of official uniform in the early Joseon, which can be described as follows. Gaoming(誥命), Yinxin(印信) and Mianfu(冕服) granted by Ming for the first time since the foundation of Joseon suggested that the Chinese nation recognized the formal settlement of Joseon dynasty and the inauguration of King Taejong. presumedly, the grants played a critical role in the firm establishment by King Taejong of his royal authority under unstable political conditions. Under the reign of King Taejong, Joseon tried to abolish ancient regime and, instead, accept systems and institutions of Ming as it maintained smooth relations with the Chinese nation. King Taejong whose royal authority was locally deemed lack in legitimacy and morality wanted to receive the moral recognition of his reign. So the monarch tried to not only strengthen his authority, but also take in advanced culture and civilization through submissive diplomatic relations with Ming. This was a practical diplomatic strategy that was clearly discriminated from toadyism. It was a policy towards Ming, pursuing substantial national benefit. Therefore, official uniform system under the reign of King Taejong should be understood accordingly.

권위주의적인 사람은 항상 권위에 복종적일까?: 권위주의 성격에 따른 권위관계 상황별 복종의 차이 (Differences in Obedience to Authority between Authoritarians and Non-authoritarians: in Three Authority-level Situations)

  • 권위주의 성격의 특성에 대해서는 강자에게는 약하고 약자에게는 강하다는 이분법적인 인식이 지배적이다. 하지만 이러한 이분법적 분류만으로는 모든 권위관계에 있어서의 복종양상을 설명할 수 없으므로, 본 연구에서는 권위관계 상황을 권위의 강도가 다른 몇 가지 수준으로 분류한 후 권위주의 성격에 따른 복종의 차이를 확인하고자 하였다. 이를 위해 권위주의 성향이 강한 사람들에게 특히 민감한 분류기준으로 알려져 있는 '내집단-외집단'과 '실익유-실익무'의 2가지 준거를 조합하여 4가지 권위상황 시나리오를 작성하여 복종의 정도를 확인하였다. 그리고 이렇게 구성된 시나리오에 대해서 권위주의 성격의 고저에 따른 차이가 있는지 확인하였다. 그 결과 권위기반이 약한 권위관계 하에서는 권위주의 성향이 강한 사람이 권위자에게 오히려 더 낮은 복종을 보이는 것으로 나타났다. 그러나 권위기반이 강한 수준의 권위관계 하에서는 권위주의적인 사람들이 더 높은 복종을 보일 것이라는 예상과는 달리, 권위주의 성격에 따른 차이는 나타나지 않았다. 권위주의 성격에 따른 복종의 차이는 제한적으로 확인되었지만 약한 권위관계 상황에서 권위주의 성향이 강한 사람들이 보여주는 권위자에 대한 낮은 수준의 복종은 오늘날 급속도로 나타나고 있는 권위상실 현상에 대한 한 가지 설명이 될 것이다. 마지막에서는 본 연구의 제한점과 가능한 후속연구에 대해 논의하였다.

시스템 사고에 기반한 "지역교육청 기능 및 조직개편" 정책의 문제 및 원인 분석 (Analysis of Problems and Causal Relations of Functional Changes of Local Educational Authority Policy(FCLEAP) based on the Systems Thinking)

  • The purpose of this paper is to analyze the functional changes of local educational authority policy based on the systems thinking perspective using causal loop diagrams. In the past, the main function of the local educational authority was to manage and supervise schools. Through this policy, local educational authority would be transformed into a support agency. However, this policy did not achieve the goal, was to cause confusion and require improvement. This study shows structured causes of the problem based on systems thinking. These diagrams make it possible for educational policy makers to provide ideas, although they have some complicated environment. The findings indicate that based on systems thinking in this policy can help those who related to policy decision than existing diagnosis method.

Minimally Supervised Relation Identification from Wikipedia Articles

  • Wikipedia is composed of millions of articles, each of which explains a particular entity with various languages in the real world. Since the articles are contributed and edited by a large population of diverse experts with no specific authority, Wikipedia can be seen as a naturally occurring body of human knowledge. In this paper, we propose a method to automatically identify key entities and relations in Wikipedia articles, which can be used for automatic ontology construction. Compared to previous approaches to entity and relation extraction and/or identification from text, our goal is to capture naturally occurring entities and relations from Wikipedia while minimizing artificiality often introduced at the stages of constructing training and testing data. The titles of the articles and anchored phrases in their text are regarded as entities, and their types are automatically classified with minimal training. We attempt to automatically detect and identify possible relations among the entities based on clustering without training data, as opposed to the relation extraction approach that focuses on improvement of accuracy in selecting one of the several target relations for a given pair of entities. While the relation extraction approach with supervised learning requires a significant amount of annotation efforts for a predefined set of relations, our approach attempts to discover relations as they occur naturally. Unlike other unsupervised relation identification work where evaluation of automatically identified relations is done with the correct relations determined a priori by human judges, we attempted to evaluate appropriateness of the naturally occurring clusters of relations involving person-artifact and person-organization entities and their relation names.

학교조직풍토와 교사의 직무스트레스의 관계 (Relations of School Organizational Climate and Teachers' Job Stresses)

  • This study tested the relations of schools organizational climate and teachers' job stresses, perceived by 913 teachers from 45 elementary, junior- and senior-high schools. Pearson's correlation analysis for the relations between the sub-factors of both organizational climate and job stresses and cannonical correlation analysis for the relative contribution of individual variable of organizational climate upon job stress were applied for the test. The results of Pearson's correlation analysis showed that while 'intimacy', 'esprit', 'considerations', and 'production emphasis' climate had negative correlations with job stress sub-factors, 'disengagement' and 'aloofness' climate had positive correlation. 'Student guidance', a sub-factor of job stresses, did not have statistically significant correlation with any sub-factors of organizational climate. Findings from cannonical correlation analysis showed 2 significant cannonical functions to explain the relations between the sets of variables. 'Disengagement' from organizational climate positively contributed with 'authority forfeiture' and 'dissention and conflict' of the job stresses variables.

Covid-19 Occupational Risk Incidence and Working Sectors Involved During the Pandemic in Italy

  • Background: Starting from March 2020 until December 2021, different phases of Covid-19 pandemic have been identified in Italy, with several containing/lifting measures progressively enforced by the National government. In the present study, we investigate the change in occupational risk during the subsequent pandemic phases and we propose an estimate of the incidence of the cases by economic sector, based on the analysis of insurance claims for compensation for Covid-19. Methods: Covid-19 epidemiological data available for the general population and injury claims of workers covered by the Italian public insurance system in 2020-2021 were analyzed. Monthly Incidence Rate of Covid-19 compensation claims per 100,000 workers (MIRw) was calculated by the economic sector and compared with the same indicator for general population in different pandemic periods. Results: The distribution of Covid-19 MIRw by sector significantly changed during the pandemic related to both the strength of different waves and the mitigation/lifting strategies enforced. The level of occupational fraction was very high at the beginning phase of the pandemic, decreasing to 5% at the end of 2021. Healthcare and related services were continuously hit but the incidence was significantly decreasing in 2021 in all sectors, except for postal and courier activities in transportation and storage enterprises. Conclusion: The analysis of compensation claim data allowed to identify time trends for infection risk in different working sectors. The claim rates were highest for human health and social work activities but the distribution of risk among sectors was clearly influenced by the different stages of the pandemic.

민간경비원의 권한에 대한 연구 (A Study on the Authority of Private Security Personnel)

  • 이 연구에서는 민간경비의 정체성에 대한 기본논의를 바탕으로 그에 따른 다양한 권한영역과 관련내용을 살펴보고자 하였다. 주지하는 바와 같이 민간경비원들의 권한문제는 주로 공경비인 경찰과의 관계 속에서 논의되어 왔다. 이는 민간경비원들이 수행하는 직무가 경찰과 유사한 점이 많고, 실제로 법적으로도 경찰에서 이를 규제하고 있기 때문이다. 민간경비원의 권한 행사 영역은 공경비인 경찰 등과 비교해 볼 때, 몇 가지 차원에서 접근할 수 있다. 먼저, 민간경비원은 말 그대로 '민간인'에 불과하기 때문에 대부분의 민간경비원은 일반시민이 갖는 권한을 행사할 수 있을 뿐이다. 여기에는 정당방위, 긴급피난, 자구행위, 현행범체포 권한 등이 포함된다. 그러나 민간경비를 이용하는 사용주체의 일정한 점유권 내지 관리권 영역에서 접근한다면, 민간경비원의 권한은 다소 확대될 수 있다. 더욱이 특별법에 의해 전형적인 공무수탁사인의 형태로 권한을 위임하게 될 경우 민간경비원들의 권한은 보다 확대된다. 더 나아가 민영화 등에 의한 공경비의 권한 일체를 위임했을 경우에는 민간경비원의 권한은 공경비와 거의 동일한 성격을 갖게 될 것이다. 그러나 위임 또는 위탁된 권한의 정도는 상당히 유연하다는 점이다. 그리고 주의할 것은 민간경비원의 권한행사는 본질적으로 개인의 자유와 권리를 침해하지 않는 범위 내에서 이루어져야 한다는 점이다. 생각건대, 민간경비원의 권한 행사의 정당성과 그 허용가능성 문제는 법적 근거뿐만 아니라 최종적으로 사법적 판단을 전제로 한다고 볼 수 있다. 따라서 민간경비의 권한행사와 관련된 법원의 태도는 매우 중요한 의미를 갖는다고 본다. 끝으로 민간경비의 성장과 이에 따른 권한확대는 필연적으로 수많은 책임문제를 수반하게 된다고 보며, 따라서 향후 이에 대해 다양한 관점에서 연구가 진행되어야 한다고 본다.

Current Problems of Criminal Law Protection of Information Relations in the Border Sphere

  • The article considers some issues of criminal law protection of information relations. With the emergence of new types of threats to Ukraine's national security in the field of protection and defense of the state border, the issues of development and strengthening of information protection become especially important. Proper compliance with information legislation also depends on the established responsibility for its violation, which rests on certain provisions of the Criminal Code of Ukraine. It is stated that these norms are placed in different sections and do not have a proper systematization. The article singles out the subjects of information relations in the border area, which are subject to criminal law protection: persons who are not bound by stable relations with the SBGS (who cross the state border of Ukraine, etc.); persons who are members of the SBGS (servicemen and employees); SBGS as a public authority (official and secret information, information about the activities of the agency, its officials, etc.).

Global Policy Responses to the COVID-19 Pandemic: Results of the ICOH Survey

  • Background: On the basis of its role for the development of occupational health research, information, good practices, the International Commission on Occupational Health (ICOH) launched the present survey to collect information on public health and prevention policies put in place by the governments of the countries in the world to contain the pandemic. Methods: A cross-sectional study was conducted through an online questionnaire focused on COVID-19 data, public health policies, prevention measures, support measures for economy, work, and education, personal protective equipment, intensive care units, contact tracing, return to work, and the role of ICOH against COVID-19. The questionnaire was administered to 113 ICOH National Secretaries and senior OSH experts. Collected data refer to the period ranging from the beginning of the pandemic in each country to June 30, 2020. Results: A total of 73 questionnaires from 73 countries around the world were considered valid, with a 64.6% response rate. Most of the respondents (71.2%) reported that the state of emergency was declared in their country, and 86.1% reported lockdown measures. Most of the respondents (66.7%) affirmed that the use of face masks was compulsory in their country. As for containment measures, 97.2% indicated that mass gatherings (meetings) were limited. Regarding workplace closing, the most affected sector was entertainment (90.1%). Conclusion: The results of this survey are useful to gain a global view on COVID-19 policy responses at country level.

한글 시소러스에서 저자와 저작에 대한 관계 설정과 동형 이의어의 기술 (A Study on the Description of Relationships and Homographs in Terms of Creator and Work in the Korean Thesaurus)

  • 개인 저자 집합과 저작 집합 간의 관계를 기술할 때 두 집합 내에서 동형 이의어(즉, 동명이인과 동일 저작명)를 구별하지 못하면 두 집합 간에 전단사(全單射) 관계가 형성되지 않으므로 정확한 정보 검색을 위한 정보로는 사용하기가 어렵다. 실제로 저자명과 저작명을 다루는 도서관 시스템, 문헌, 포털사이트 등에서 동형 이의어를 명확하게 구별하고 있지 않아 색인과 검색 시 다의성에 의한 혼란과 불편을 초래하고 있다. 이에 대한 필요성은 일찍이 전거 데이터의 구축 시 대두된 문제였으나 우리나라에서는 일부 기관이 개별적으로 구축하였을 뿐 국가 차원의 전거 데이터가 없어서 이들의 동형 이의어를 구별하기 위한 기준이 없다. 이에 본 연구자는 개체명 인식을 위한 작업의 일환으로 주제어뿐만 아니라 고유 명사류도 포함되는 한글 통합 시소러스 구축 작업에서 얻은 결과를 바탕으로 저자와 저작의 용어 관계 설정 방법과 두 집합 내에서 그리고 두 집합이 기타 용어와의 관계에서 발생하는 동형 이의어의 기술 방법을 대중 문화 예술 분야를 중심으로 제시하였다.
