In recent years, there is growing concern about the potential use of biological agents in war or acts of terrorism accompanied an increased realization that rapid preparedness and response are needed to prevent or treat the human damage that can be caused by these agents. The threat is indeed serious, and the potential for devastating numbers of casualties is high. The use of agents as weapons, even on a small scale, has the potential for huge social and economic disruption and massive diversion of regional and national resources to combat the threat, to treat primary disease, and to clean up environmental contamination. Biological weapons are one of weapons of mass destruction (or mass casualty weapons, to be precise. since they do not damage non-living entities) that are based on bacteria, viruses, rickettsia, fungi or toxins produced by these organisms. Biological weapons are known to be easy and cheap to produce and can be used to selectively target humans, animals, or plants. Theses agents can cause large numbers of casualties with minimal logistical requirements (in wide area). The spread of disease cannot be controlled until there is awareness of the signs of infection followed by identification of agents; and if the organism is easily spread from person to person, as in the case of smallpox, the number of casualties could run into the tens of thousands. Biological weapons could be used covertly, there can be a lot of different deployment scenarios. A lot of different agents could be used in biological weapons. And, there are a lot of different techniques to manufacture biological weapons. Terrorist acts that make use of Biological Agents differ in a number of ways from those involving chemicals. The distinction between terrorist and military use of Biological Weapon is increasingly problematic. The stealthy qualities of biological weapons further complicate the distinction between terrorism and war. In reality, all biological attacks are likely to require an integrated response involving both military and civilian communities. The basic considerations when public health agencies establish national defence plan against bioterrorism must be 1) arraying various laws and regulations to meet the realistic needs, 2)education for public health personnels and support of concerned academic society, 3)information collection and cooperative project with other countries, 4)Detection and surveillance(Early detection is essential for ensuring a prompt response to biological or chemical attack, including the provision of prophylactic medicines, chemical antidotes, or vaccines) and 5) Response(A comprehensive public health response to a biological or chemical terrorist event involves epidemiologic investigation, medical treatment and prophylaxis for affacted persons, and the initiation of disease prevention or environmental decontamination measures). The purpose of this paper is providing basic material of preparedness and response for biological terrorism in modern society.

The establishment of big data service environment requires both cloud-based network technology and clustering technology to improve the efficiency of information access. These cloud-based networks and clustering environments can provide variety of valuable information in real-time, which can be an intensive target of attackers attempting illegal access. In particular, attackers attempting IP spoofing can analyze information of mutual trust hosts constituting clustering, and attempt to attack directly to system existing in the cluster. Therefore, it is necessary to detect and respond to illegal attacks quickly, and it is demanded that the security policy is stronger than the security system that is constructed and operated in the existing single system. In this paper, we investigate routing pattern changes and use them as detection information to enable active correspondence and efficient information service in illegal attacks at this network environment. In addition, through the step-by -step encryption based on the routing information generated during the detection process, it is possible to manage the stable service information without frequent disconnection of the information service for resetting.
Nowadays, recognizing human activities is an important subject; it is exploited widely and applied to many fields in real-life, especially in health care and context aware application. Research achievements are mainly focused on activities of daily living which are useful for suggesting advises to health care applications. Falling event is one of the biggest risks to the health and well-being of the elderly especially in independent living because falling accidents may be caused from heart attack. Recognizing this activity still remains in difficult research area. Many systems equipped wearable sensors have been proposed but they are not useful if users forget to wear the clothes or lack ability to adapt themselves to mobile systems without specific wearable sensors. In this paper, we develop a novel method based on analyzing the change of acceleration, orientation when the fall occurs and measure their similarity to featured fall patterns. In this study, we recruit five volunteers in our experiment including various fall categories. The results are effective for recognizing fall activity. Our system is implemented on G1 smart phone which are already plugged accelerometer and orientation sensors. The popular phone is used to get data from accelerometer and results showthe feasibility of our method and significant contribution to fall detection.

Big data base and control system, data collection step through external threat information, data analysis step of pre-processing and formalizing the collected data to perform positive/false detection and abnormal behavior analysis through deep learning-based algorithm, and analyzed data Through the operation of a security system of prevention, control, response, analysis, and organic circulation structure, the next generation security system to increase the scope and speed of handling new threats and to reinforce the identification of normal and abnormal behaviors, and management of the security threat response system, Harmful IP management, detection policy management, security business legal system management. Through this, we are trying to find a way to comprehensively analyze vast amounts of data and to respond preemptively in a short time.

This paper presents a new robust watermarking method for curves that uses informed-detection. To embed watermarks, the presented algorithm parameterizes a curve using the B-spline model and acquires the control points of the B-spline model. For these control points, 2D mesh are created by applying Delaunay triangulation and then the mesh spectral analysis is performed to calculate the mesh spectral coefficients where watermark messages are embedded in a spread spectrum way. The watermarked coefficients are inversely transformed to the coordinates of the control points and the watermarked curve is reconstructed by calculating B-spline model with the control points. To detect the embedded watermark, we apply curve matching algorithm using inflection points of curve. After curve registration, we calculate the difference between the original and watermarked mesh spectral coefficients with the same process for embedding. By calculating correlation coefficients between the detected and candidate watermark, we decide which watermark was embedded. The experimental results prove the proposed scheme is more robust than previous watermarking schemes against print-scan process as well as geometrical distortions.
Spectrum scarcity problem and increasing spectrum demand for new wireless applications have embossed the importance of cognitive radio technology; the technology enables the sharing of channels among secondary (unlicensed) and primary (licensed) users on a non-interference basis after sensing the vacant channel. To enhance the accuracy of sensing, distributed spectrum sensing is proposed. However, it is necessary to provide the robustness against the compromised sensing nodes in the distributed spectrum sensing. RDSS, a fusion mechanism based on the reputation of sensing nodes and WSPRT (weighted sequential probability ratio test), was proposed. However, in RDSS, the execution number of WSPRT could increase according to the order of inputted sensing values, and the fast defense against the forged values is difficult. In this paper, we propose an enhanced fusion mechanism to input the sensing values in reputation order and exclude the sensing values with the high possibility to be compromised, using the trend of reputation variation. We evaluate our mechanism through simulation. The results show that our mechanism improves the robustness against attack with the smaller number of sensing values and more accurate detection ratio than RDSS.

As beaches throughout Korea have suffered great losses of sand due to artificial developments and meteorological phenomena, particularly typhoons, it is necessary to monitor beaches that are prone to erosion continuously, establish and enforce a comprehensive plan to attack coastal erosion with the object of the long-term management. However, debates and temporary measures, not based on accurate coastal zone surveys and analyses, have been established up to now. Therefore, with Haeundae sand beach as a case study, we proposed methods to collect accurate spatial data of the coastline and the sand beach through GPS survey. And we detected and analyzed topographic changes resulting from Typhoon Nabi quantitatively and qualitatively, by using GIS technique. Results showed a mean elevation of 1.95 m, a total area of 53,441 $m^2$, and a total volume of 104,639 $m^3$ after Typhoon Nabi. Mean elevation rose 0.06 m between the pre- and the post-typhoon surveys by a protective shore wall. However, strong winds and north-northeast surges brought by the typhoon caused erosion of the area and the volume, by 3,096 $m^2$ and 2,320 $m^3$. Accurate spatial databases of coastal zones based on integrated GPS GIS techniques and quantitative and qualitative analyses of topographical changes will help Korea develop systematic and effective countermeasures against coastal erosion.
Several techniques for steel corrosion detection are proposed and HCP (half cell potential) technique is widely adopted for field investigation. If concrete has cracks on surface, steel corrosion is rapidly accelerated due to additional intrusion of chloride and carbon dioxide ions. This study is for an evaluation of HCP in cracked concrete exposed chloride attack. For this work, RC (reinforced concrete) beams are prepared considering 3 w/c ratios (0.35, 0.55, and 0.70) and several cover depths (10~60 mm) and various crack widths of 0.0~1.0 mm are induced. For 35 days, SST (salt spraying test) is performed for corrosion acceleration, and HCP and corrosion length of rebar are evaluated. With increasing crack width, w/c ratios, and decreasing cover depth, HCP measurements increase. HCP evaluation technique is proposed considering the effects of w/c ratios, crack width, and cover depth. Furthermore anti-corrosive cover depths are obtained through Life365 program and the results are compared with those from this study. The results shows relatively big difference in cracked concrete, however provide similar anti-corrosive conditions in sound concrete.
Sensor nodes are easily exposed to malicious attackers by physical attacks. The attacker can generate various attacks using compromised nodes in a sensor network. The false report generating application layers injects the network by the compromised node. If a base station has the injected false report, a false alarm also occurs and unnecessary energy of the node is used. In order to defend the attack, a statistical en-route filtering method is proposed to filter the false report that goes to the base station as soon as possible. A path renewal method, which improves the method, is proposed to maintain a detection ability of the statistical en-route filtering method and to consume balanced energy of the node. In this paper, we proposed the secure path cycle method to consume effective energy for a path renewal. To select the secure path cycle, the base station determines through hop counts and the quantity of report transmission by an evaluation function. In addition, three methods, which are statistical en-route filter, path selection method, and path renewal method, are evaluated with our proposed method for efficient energy use. Therefore, the proposed method keeps the secure path and makes the efficiency of energy consumption high.
The Korean Peninsula is put in a position to carry out a highly strategic game vis-a-vis nK, which is asserting itself as a nuclear power amongst Northeast Asia's complex dynamics. While the international community recognizes nK's possession of nuclear weapons as released secret based on nK's three nuclear tests, shrewd strategic thinking is needed by ROK to secure itself as a non-nuclear nation in order to assume a responsible role to the international community, while simultaneously being ready to respond at all times for nK's military provocations. ROK must continue with its twofold strategy, by firm response to military confrontation with nK and maintaining flexible policy of tolerance in the areas of economy and ethnicity. Various strategic options to overcome nK's nuclear threats have been presented to ROK, whose possession of nuclear weapons have been difficult, and nK's nuclear capability is a real threat to ROK's national security. We must be able to respond to nK's nuclear threats strictly from ROK's national security perspective. This thesis aims to propose a response policy for nK's nuclear capability and nK's nuclear attack based on analysis of such nuclear damage, ROK Government's response posture against nK's nuclear threats, centered around ROK Government's non-military response posture.
