Influence Appraisal for Labor Statistics after Introducing a New Survey Method (노동부 통계자료에 대한 새로운 조사방법의 영향 평가)

  • Based upon the Labor Demand Survey and the Survey on Wage Structure being conducted annually by the Ministry of Labor, we suggest a convenient statistical tool which can analyze and appraise the effect of introducing a new survey method. Since both surveys have in common very similar sampling frames and sampling schemes in structure, one can measure the variability of one survey on the basis of the other. The influence appraisal method adopted here is applied to ratio data between two independent estimates belonging to the identical category by year and has a statistical form of comparing ratio data before introducing a new survey with those after introducing a new survey.

Minimum Distance based Precoder Design for General MIMO Systems using Gram Matrix

  • Assuming perfect channel state information (CSI) at the transmitter and receiver, the optimization problem of maximizing the minimum Euclidean distance between two received signals by a linear precoder is considered for multiple-input multiple-output (MIMO) systems with arbitrary dimensions and arbitraryary quadrature amplitude modulation (QAM) input. A general precoding framework is first presented based on the Gram matrix, which is shown for 2-dimensional (2-D) and 3-dimensional (3-D) MIMO systems when employing the ellipse expanding method (EEM). An extended precoder for high-dimensional MIMO system is proposed following the precoding framework, where the Gram matrix for high-dimensional precoding matrix can be generated through those chosen from 2-D and 3-D results in association with a permutation matrix. A complexity-reduced maximum likelihood detector is also obtained according to the special structure of the proposed precoder. The analytical and numerical results indicate that the proposed precoder outperforms the other precoding schemes in terms of both minimum distance and bit error rate (BER).

  • Full-mesh IPSec tunnels, which constitute a black network, are required so that the dynamically changing PT (Plain Text) networks can be reachable across the black network in military environments. In the secure and mobile black networks, dynamically re-configuring IPSec tunnels and security policy database (SPD) is very difficult to manage. In this paper, for the purpose of solving mobility and security issues in military networks, we suggest the relating main technologies in association with DMIDP (Dynamic Multicast-based IPSec Discovery Protocol) based on existing IPSec ESP (Encapsulating Security Payload) tunnels and IPSec key managements. We investigate the main parameters of the proposed DMIDP techniques and their operational schemes which have effects on mobility and analyze operational effectivemess of the DMIDP with proposed parameters.

High Availability and Load Balancing for Virtual Private Networks by Multiple Links (링크 다중화를 통한 가상 사설망의 고가용성 및 부하 분산 기법)

  • A combination of VPNs and dial-up access, such as DSL and Cable, usually provides the cost-effective solution as the substitution of private networks on high-cost leased line. The business demand for high availability has increased with VPN spreading. This paper presents the schemes for a high availability of network access and a load balancing of network traffic in VPN gateways by using multiple links or multihoming capability based on active-active approach. The high availability and load balancing of network links can be achieved by duplicating external network access into multiple independent links. This can provide a continuous network connection to internal users even if one of the links is failed. Moreover, it can provide twice network bandwidth by distributing the traffic into the links. Static and dynamic algorithms are proposed as the load balancing algorithms.

Comparative Evaluation between Environmental and Media ADR in terms of Legal Reservation of Compensation Clause (배상 규정의 법률유보 관점에서 환경과 언론 ADR 비교)

  • Media ADR is currently emerging as one of successful cases in South Korea while environmental ADR was known not to satisfy both defendants and offenders. Thus, this paper is intended to present proper remedies for typical compensation schemes of environmental ADR by comparing the two ADRs regarding legal reservation of compensation clause. It was found that the media ADR helped clients achieve a more fast and easy dispute resolution by providing compensation standards based on various categories such as types and scopes of compensation. However, the compensation scheme of environmental ADR brought out public complaints and inadequate services due to inconsistency and instability in terms of legal reservation. The results indicate that the compensation clause based on the reservation of laws in media ADR could be used not only as a checklist to confirm limitations of environmental ADR, but also as realistic evidences to adjust the compensation standard systematically that is under development and requires remodelling. As a result, the research findings have opened the new possibilities of "the quality assurance of environmental ADR based on the domestic legislation", proposed as an initial aim of this paper.

Flow Routing in Prismatic Symmetrical Compound Channels by Applications of Apparent Shear Force (외부전단력 적용에 의한 균일대칭복단면에서의 하도추적)

  • A new routing computer model for the symmetric compound channel called the ASFMCS (Apparent Shear Force Muskingum-Cung Method in Symmetry) is developed. The Muskingum-Cunge routing method is adapted. The Apparent Shear Force(ASF) between the deep main channel and shallow floodplain flow is introduced while the flow is routed. The nonlinear parameter method is applied. The temporal and spatial increments are varied according to the flow rate. The adaptation of above schemes is tested against the routed hydrographs using the DAMBRK model. The results of general routing practice of Muskingum-Cunge Method (GFMC) are also compared with those of the above two models. The results of the new model match remarkably well with those of DAMBRK. The routed hydrographs show smooth variation from the inflow boundary condition without any distortions caused by the difference of cross-section shape. However, the results of GPMC, showing earlier rising and falling of routed hydrograph, have considerable differences from those of the ASFMCS and DAMBRK.

  • The Indonesian government launched a new people's business credit program as part of a package of economic policy and deregulation. The interest rate is set lower than the average of the current loan interest rates, especially when compared with rural bank interest rates. To capture the social spatial aspects, quota sampling is applied to ten areas that divided based on the social culture. Further, the method utilized in this research is logit models, which designed to analyse the determinants of asymmetric information particularly on the rural bank and small micro enterprises. The study was conducted in East Java as the province with the largest number of rural banks in Indonesia. Based on the estimation of asymmetric information model to the respondent of rural banks and small businesses, the result shows that adverse selection can be avoided by strengthening the information about prospective borrowers. Regarding moral hazard, rural banks and small businessmen argued that the imposition of the collateral to the debtor has an important role to avoid moral hazard. Rural bank respondents stated that the KUR program with low-interest rates has affected their business development. The results implied the need of broadening the collaboration schemes between this people's business credit program and rural banks.

Jonathan Swift's A Tale of a Tub: Carnivalization and Boundaries of Genre

  • The ongoing attempt to classify and categorize Jonathan Swift's literary work, A Tale of a Tub, as either satire or parody has not only opened issues concerning authorial intent and a present voice but also surfaced questions as to whether Swift identifies with what he is criticizing, thereby becoming the subject he schemes to destroy in his own literary work. In addressing these critical problems, my paper questions the boundaries of genre and analyzes the Tale, not within the conventional terms of literary genre, but by applying Bakhtin's theory of the carnivalistic impulse to Swift's Tale. Rather than focus on finding the author or identifying a voice within the text, Bakhtin's literary vision of carnivalization allows a means of subverting all rules yet holding the work together to present a shocking experience for the reader. Within the Tale, carnivalistic participation includes the reader who at one point is given the detached position of subjective spectator yet eventually decrowns the reader as both a carnivalistic participant and object of the same ridicule and derision once used to judge others. In conclusion, the Tale is revealed as a mocking commentary on the efforts of human beings/participants/writers to ignore the carnival aspects of existence and attempt to elevate themselves to the privileged role of spectator/reader.

Mitigation of Budgetary Slack Behavior Through Islamic Religiosity and Budget Control: An Empirical Study of Indonesian Local Companies

  • This study aims to obtain empirical evidence about the cognitive effect of Islamic religiosity and budget control in reducing budgetary slack behavior. This study involved 176 managers as respondents in 10 local companies in Eastern Indonesia. Managers who are respondents in thus study work and are spread across 14 provinces in Indonesia. Probability sampling method has been used for this study from the total population with certain criteria. Data analysis has been done using Warp PLS-SEM technique. The results showed that Islamic religiosity cognitive and budget control had a direct negative effect on budgetary slack behavior. The two variables also fully mediate the relationship between participatory budgeting and budget-based compensation schemes on the behavior of budgetary slack in a negative and significant way. These results mean that the two variables are proven to reduce budgetary slack behavior. This empirical evidence at the same time corrects the agency theory's assumptions about opportunistic human nature and always maximizes every potential economic profit. In addition, the results also show that Islamic religiosity cognitive is stronger in reducing budgetary slack behavior. These results can be used to improve the company's budget control system by incorporating elements that motivate religious goals so that it is more effective in reducing budgetary slack behavior.

  • Purpose: At the industrial sites of aviation enterprises there is a significant optimization of the main production processes through the use of advanced digital technologies. The most promising are the latest technologies of industrial Internet of Things, active use of big data and practical application of artificial intelligence in production. Research design, data and methodology:The process of creating a competitive product in the high-tech aviation sector is actively linked to the investment appeal of aircraft and helicopter construction products, which is built on the basis of reducing production and time costs through the creation of an effective digital system. Results: The aviation cluster of Rostec State Corporation is currently being transformed in a significant way. The leading enterprises of the Russian aviation industry are actively mastering cooperation schemes using integrated digital management principles and the widespread introduction of digital products from leading Russian vendors. Conclusions: Following the transition to electronic aircraft design technologies and modern materials in the production of aircraft, UAC continues to improve all production processes through robotization and optimization of technological processes, due to the introduction of aircraft assembly technology in accordance with digital models.
