This year(2012) marks the 30th anniversary of the Malvinas (Falkland) war. A series of talks between the British and Argentina took place over 30 years until 1982, but failed to reach a conclusion on sovereignty. Argentina claims that sovereignty of the islands was transferred to Argentina from Spain upon independence, a principle known as uti possidetis juris. But UK claims that the principle of uti possidetis juris is not accepted as a general principal of international law, and UN General Assembly resolutions calling for negotiations are flawed because they make no reference to the islanders' right to choose their own future. In this situation, a huge amount of petroleum and natural gas has discovered near the Malvinas islands. To explore such situation, this article looks into history and present condition on dispute of Malvinas sovereignty, and also analyses de-colonialism and resource nationalism related to dispute of Malvinas sovereignty.

The optimal design of structural composite materials is a research topic that attracts the attention of lots researchers. For many more thirty years, there has been increasing interest in the applications in all kinds of topics, which means taking advantage of fuzzy set theory, fuzzy analysis, and fuzzy control for designing high-performance and efficient structural systems is a fundamental concern for engineers, and many applications require the use of a systems approach to combine structural and active control systems. Therefore, an intelligent method can be designed based on the mitigation method, and by establishing the stable of the closed-loop fuzzy mitigation system, the behavior of the closed-loop fuzzy mitigation system can be accurately predicted. In this article, the intelligent algorithm and optimum design of fuzzy theory for structural control has been provided and demonstrated effective and efficient in practical engineering issues.

The Seasonal Affective Disorder (SAD) is a disorder characterized by prolonged periods of depression and various physical and psychological symptoms experienced during specific seasons, typically winter. In this review aims to provide a comprehensive overview of SAD with a specific focus on psychophysiological aspects. Through the review from ancient times to the present, this paper explores the characteristics, causes, and underlying mechanisms of SAD. Particularly, it comprehensively reviews the research findings on the relationship between external factors such as light, sunlight, climate, and their association with SAD. Furthermore, the paper discusses the interplay between SAD and psychophysiological changes, along with the latest research trends in treatment and prevention strategies. By combining theoretical and practical perspectives on SAD, this article aims to provide a holistic understanding and offer suggestions for future research directions and clinical interventions.

This study aims to extensively analyze the performance of various Machine Learning (ML) techniques for predicting version to version change-proneness of source code Java files. 17 object-oriented metrics have been utilized in this work for predicting change-prone files using 31 ML techniques and the framework proposed has been implemented on various consecutive releases of two Java-based software projects available as plug-ins. 10-fold and inter-release validation methods have been employed to validate the models and statistical tests provide supplementary information regarding the reliability and significance of the results. The results of experiments conducted in this article indicate that the ML techniques perform differently under the different validation settings. The results also confirm the proficiency of the selected ML techniques in lieu of developing change-proneness prediction models which could aid the software engineers in the initial stages of software development for classifying change-prone Java files of a software, in turn aiding in the trend estimation of change-proneness over future versions.

The Scope of Application of North Korea's Foreign Economic Arbitration Act and Foreign Investment Act This article examines whether the Foreign Economic Arbitration Act and the Foreign Investment Act of North Korea apply to South Korean parties or companies. This article analyzes laws and agreements related to economic cooperation between South Korea and North Korea. Furthermore, this article compares and evaluates laws related to foreign investment and enacted in North Korea. Now, North Korea's door is closed due to economic sanctions against it, but it will be opened soon. Thus, this article prepares for the future opening of North Korea's markets. Is there a rule of laws in North Korea or just a ruler? Are there laws in North Korea? North Korea has enacted a number of legislation to attract foreign investors, referring to those Chinese laws. For example, North Korea enacted the Foreigner Investment Act, the Foreigner Company Act, the Foreign Investment Bank Act, the Foreign Economic Arbitration Act, the Foreign Economic Contract Act, the International Trade Act, and the Free Economy and Trade Zone Act, among others. Article 2 (2) of the Foreign Investment Law of North Korea states, "Foreign investors are corporations and individuals from other countries investing in our country." It is interpreted that South Korea is not included in the "other countries" of this definition. According to many mutual agreements signed by South Korea and North Korea, the relationship between the two Koreas is a special relation inside the Korean ethnic group. An arbitration between a South Korean party and a North Korean party has the characteristics of both domestic arbitrations and international arbitrations. If the South Korea and North Korea Commercial Arbitration Commission or the Kaesong Industrial Complex Arbitration Commission is not established, the possibility of arbitration by the Chosun International Trade Arbitration Commission, established under North Korea's Foreign Economic Arbitration Act, should be examined. There have been no cases where the Foreign Economic Arbitration Act is applied to disputes between parties of South Korea and North Korea. It might be possible to apply the Foreign Economic Arbitration Act by recognizing the "foreign factor" of a dispute between the South Korean party and North Korean party. It is necessary to raise legislative clarifications by revising the North Korea's Foreign Economic Arbitration Act as to whether Korean parties or companies are included in the scope of this Act's application. Even if it is interpreted that South Korean parties or companies are not included in the scope of North Korea's Foreign Economic Arbitration Act, disputes between South Korean companies and North Korean companies can be resolved by foreign arbitration institutes such as CIETAC in China, HKIAC in Hong Kong, or SIAC in Singapore. Such arbitration awards could be enforced in North Korea pursuant to Article 64 of North Korea's Foreign Economic Arbitration Act. This is because the arbitration awards of foreign arbitration institutes are included in the scope of North Korea's Foreign Economic Arbitration Act. The matter is how to enforce the North Korean laws when a North Korean party or North Korean government does not abide by the laws or their contracts. It is essential for North Korea to join the New York Convention (Convention on the Recognition and Enforcement of Foreign Arbitral Awards) and the ICSID Convention (Convention on the Settlement of Investment Disputes Between States and Nationals of Other States).

This study addresses analysis on reactions which are induced in restraint system for airframe full-scale static structural test. This system restraints 6 degrees of freedom of a test article. It is valuable to study evaluating test error through analysis on the reactions which include all errors in a test. It is required to calculate fistly right reactions for the evaluation. This study focuses on calculation of the right reactions. The reaction is represented by sum of nominal reaction(Rn) and testing error reactions(Rce, Rerr) and is analyzed by two steps (inital vs relative reaction) in this study. It would evaluate intrinsic error at 0%DLL and error induced from applying test load, separately. Based on analysis using test data of a full-scale static test(canard type aircraft), resultant force of Rces and Rce_rs are distributed within 82.8N while resultant force of Rerr_rs shows to increase upto max. 808N as load level increment. Such well distribution of the Rce within the small range is caused from TMF values characteristics which are well distributed within -30N~40N. Additionally, it is shown through qualitative analysis on three components(X0, Y0, Z0) of the relative reaction(Rerr_r) that the reactions must be calculated with considering deformation of test article to calculate correctly reactions. This study shows also that equations characterizing deformation of components of test article are required to calculate the correct reactions, the equations must include information which will be used to calculate movement of all loading points.

Recently, following the opening of the Gyeongsangnam-do Archives and the Seoul Archives, work to establish local archives management institutions in cities and provinces is being actively carried out. In this process, there is an institution directly or indirectly affected by the records management work following the emergence of metropolitan·provincial office of education records management institutions. Article 11 of the current Public Archives Act is centered on cities and provinces, such as giving only the mayor and provincial governor the duty to establish a local record management institution. When a management agency is established, only the obligation to transfer the records with a retention period of 30 years or more among the records under its jurisdiction is specified. This is not appropriate when considering that each metropolitan·provincial office of education and each metropolitan·provincial perform their own duties and roles at the metropolitan·provincial level in accordance with the Constitution and laws. Therefore, in this study, legally, institutionally and historically, the fact that metropolitan·provincial offices of education and metropolitan ·provincial are the core institutions that realize local educational autonomy and local autonomy, and are equivalent administrative agencies independently in charge of their own affairs in their respective jurisdictions. We compared and examined the need to revise Article 11 of the current Public Archives Act, which is overly composed of cities and provinces, and presented the expected effects of the establishment of local records management institutions by cities and provinces of education.

Recently, as we move into aging society, it is important effective human resource management. This study is to explore the policy directions of the retirement management system for civil servant. To achieve this aim, the article focuses on the application of the aged retired employee who is competent. The major findings of this study could be summarized as follows; Firstly, retirement management is keeping at all times. Secondly, it is achieving custom-made retirement management. Finally, it needs building network system linked external organization. For this purpose, it makes a decision that develops a retirement management model and a management program in a society that is demographically aging.

This article is an analysis of the fit preference of the knitted jacket according to body types for 30's and 40's adult women through a comparison of real and virtual fit. A five point likert scale was used to evaluate the degree of the preference of real and virtual fit. The data were analyzed with t-test and ANOVA using statistical program SPSS 17.0. The results are as follow. 1. The real and virtual fit preference of the knitted jacket according to body types indicates that respondents preferred pattern 2 for body type N than the rest of the patterns; however, respondents preferred pattern 3 for body type A and H. 2. There were no significant differences between real and virtual fit preference. 3. It is necessary that the knitted jacket follow a similar size tolerance like a woven jacket. The results show that the next generation of virtual try-on systems need the development of a minus clothing ease scale.

In 2019, the Aerospace Medical Association of Korea celebrated its 30th anniversary. On the other side of the world, it was also the 62nd anniversary of Russian launch Sputnik 1 of the world's first artificial satellite on October 4, 1957. In additionally, the world, especially the United States was shocked, when on November 3, 1957, Sputnik 2 blasted into Earth orbit with a dog named "Laika"; it was the role of veterinarian's activities for aerospace medical research and exploration. Veterinarians (Vets) are responsible for the health of all the animals for aerospace medicine whether on the ground or in space. Vets can enhance animal and public health and this knowledge of Vets and astronauts can extend their mission durations, go to nearby Earth Asteroids, Mars and other heavenly bodies to study their living and non-living characteristics. This review article is the brief history of the original growth of the veterinarian's activities for the aerospace medical research, in order to stimulate future strategies for improvements in the space life sciences and exploration.
