There have been many conflicts in Pyeongtaek-Dangjin Port among central government, metropolitan council, and cities over the jurisdiction of reclaimed port area, an international passenger terminal construction and a bridge between the port and Dangjin area. This study found out two causes for the conflicts in terms of governance. First, the current governance structure of Pyeongtaek-Dangjin port has high levels of conflict and disputes among stakeholder. Second, there is no leading agency which is responsible for the future development of the port. It is very important to decrease the possibility of conflict and to establish leading agency. Measures to decrease the likelihood of conflict include establishment of conflict resolution mechanism, the clarification of the facts and applicable law, mutual exchanges between stakeholder. Measures to establish a leading agency include the introduction of a single governance, establishment of Pyeongtaek-Dangjin Port Authority, central-local combined governance, and empowering PA to do all port management.
This study was carried out to find the problems of assessment on terrestrial ecosystem part in environmental impact analysis(EIA) and to suggest the proper amelioration measures by analyzing 19 environmental impact statements(EIS) published during the period from 1991 to 1994. The results obtained from this study were as follows. Field survey for the investigation of fauna and flora in project areas should be conducted at least 3 times a year and name of investigator should be written on the EIS clearly. Increase or decrease in degree of green naturality and productivity cannot be an absolute criteria for expressing the amount of changes in ecosystem. Evaluation for the ecosystems and their composition in project area is more important than presenting merely the increase or decrease in degree of green naturality and productivity. Alleviation measures in 19 EISs analyzed in this study were summarized into 6 types: They are establishment of landscape plan, transplanting of useful trees preservation of big tree and protected species, restoration and preservation of existent vegetation, establishment of soil conservation measures and diminution of the impact on animal. However, they were somewhat insufficient because they wouldn't suggest the alleviation measures in detail. The more positive counter-proposals are needed to decrease the impact of the project on terrestrial ecosystem.

The WCPFC CMMs related to tropical tunas have been strongly restricting fishing capacity and operating activities of main fisheries, especially purse seine fishery. In terms of changes in fishing trend by implementing relevant measures of FAD set, the number of FAD set by Korean purse seine fleet showed a decreasing pattern with the lowest level of FAD set proportion among major distant water fishing nations. With regards to the FAD closure, there was no significant change in fishing effort but a drop in catch, especially bigeye tuna during the period of FAD closure. Moreover, it showed closely similar trends between the number of FAD set and bigeye tuna catch. In terms of measures related to the high sea area including a ban on fishing on the HSP and limitation of fishing days on the high sea by flag state, proportions of catch and effort on the high sea had sharply declined after implementing those measures. As relevant measures are expected to be strengthened, it should pay attention to change of coastal nations policies and focus on improving fishing efficiency of unassociated school set with multi-pronged efforts.
This paper provided a counter measures against the troubles and accidents that are likely to take place in the power plant using hydrogen gas as a coolant for the cooling system of the generator. Because of the extremely wide flammability limits of hydrogen in comparison to the other flammable gases, the safety measures against the hydrogen accidents is very important to ensure the normal operation of electric-power facility. This study's purpose was a presentation of standard model of safety management of hydrogen equipments in the coal firing power plant such as following items: 1) providing the technical prevention manual of the hydrogen explosions and hydrogen fires occurring in the cooling system of power generator; 2) the selection of explosion-proof equipments in terms of the risk level of operating environment; 3) the establishment of regulations and counter measures, such as the incorporation of gas leakage alarm device, for preventing the accidents from arising, 4) the establishment of safety management system to ensure the normal operation of the power plant.
The Ministry of Environment established a plan for advancement of livestock manure management in July 2011 and finalized the "Comprehensive Measures for Advancement of Livestock Manure Management" in May 2012 complementing and strengthening the plan. In this process, it was necessary to investigate the status of discharge of livestock manure and its environmental impact, for example on rivers, groundwater, arable outflow water and soil. We investigated types of livestock husbandry, discharge of livestock manure, and production and use of organic fertilizers and presented the improvement measures of livestock manure management and organic fertilizer use. First, it is necessary to come up with measures to calculate appropriate density and numbers of livestock animals and prevent overcrowded breeding. Second, as many of the private livestock manure treatment facilities are out-dated and their long-term aerated reaction tanks are not regularly managed, it is necessary to find ways to improve those facilities through inspection and diagnosis. In addition, since existing public treatment facilities are designed to add clean water to belt filter press, additional water is needed. Therefore, it is necessary to improve belt filter press in order to decrease the extra water. Finally, although large-scale organic fertilizer plants and resources recycling centers produce good organic (liquid) fertilizers with proper components, it is necessary to establish standards for maturity of liquid fertilizers in order to facilitate efforts to turn livestock manure into resources.

Construction accidents are major problem in Turkish Construction industry and especially fatally rates are very high. Current legislative system on occupational safety in Turkey enforces employers to implement safety measures as well as safety management systems. However level of consciousness in the industry is unsatisfactory and safety are perceived as extra cost and unnecessary expenditure. Moreover, especially in small residential building constructions which have a big share in the industry and unfortunately safety measures to mitigate or abate construction risks do not exist. The study focuses on small residential building construction sites and in the scope of this study, thirty building projects are examined. For each building project, project cost including labour and material costs, service and consultancy costs for mechanical, electrical systems as well as architectural and structural services, costs for supervision and finally general expenditures for construction site facilities were calculated. On the other hand, occupational safety costs for personal protective equipment, collective protective measures, consultancy and training were determined. Work breakdown structures were established and for each work item firstly occupational risks were evaluated and furthermore according to risk scores safety measures to be implemented were defined and related costs were calculated. The study gave results for total safety cost on average, in terms of percentage of total project cost (3.73% of total project cost), safety cost per man-hour (0.40 USD) and safety cost in terms of unit construction area (11.60 USD per square meter). Since safety management is a part of whole project management process, study gives suggestions and techniques to calculate safety costs and implement safety measures as a part of project management service for professionals. Authors believe that suggested approach may easily developed by the usage of more data to establish a model for estimation not only for building construction sites but also for all construction projects.
Busan New Port manages the largest volume of traffic among Korean ports, and accounts for 68.5% of the total volume of the Busan port. Due to this increase in volume, ultra large container ships call at Busan New Port. When the additional south container terminal as well as ongoing construction project of the west container terminal are completed, various encounters may occur at the Busan New Port entrance, which may cause collision risk.s Thus, the purpose of this study was to provide a plan to improve the safety of vessel traffic, in the in/out bound fairway of Busan New Port. For this purpose, the status of arrivals and departures of vessels in Busan New Port, was examined through maritime traffic flow analysis. Additionally, risk factors and safety measures were identified, by AHP analysis with ship operators of the study area. Also, based on the derived safety measures, scenarios were set using the Environmental Stress model (ES model), and the traffic risk level of each safety measure was identified through simulation. As a result, it is expected that setting the no entry area for one-way traffic would have a significant effect on mitigating risks at the Busan New Port entrance. This study can serve as a basis for preparing safety measures, to improve the navigation of vessels using Busan New Port. If safety measures are prepared in the future, it is necessary to verify the safety by using the traffic volume and flow changes according to the newly-opened berths.

Non-point source (NP) pollutants in an agricultural landuse are discharged from a large area compared to those in other land uses, and thus effective source control measures are needed. To develop appropriate control measures, it is necessary to quantify discharge load of each source and evaluate the degree of water quality improvement by implementing different options of the control measures. This study used Hydrological Simulation Program-FORTRAN (HSPF) to quantify pollutant discharge loads from different sources and effects of different control measures on water quality improvements, thereby supporting decision making in developing appropirate pollutant control strategies. The study area is the Gyeseong river watershed in Changnyeong county, Gyeongsangnam-do, with agricultural areas occupying the largest proportion (26.13%) of the total area except for the forest area. The main pollutant sources include chemical and liquid fertilizers for agricultural activities, and manure produced from small scale livestock facilities and applied to agriculture lands or stacked near the facilities. Source loads of chemical fertilizers, liquid fertilizers and livestock manure of small scale livestock facilities, and point sources such as municipal wastewater treatment plants (WWTPs), community WWTPs, private sewage treament plants were considered in the HSPF model setup. Especially, NITR and PHOS modules were used to simulate detailed fate and transport processes including vegitation uptake, nutrient deposition, adsorption/desorption, and loss by deep percolation. The HSPF model was calibrated and validated based on the observed data from 2015 to 2020 at the outlet of the watershed. The calibrated model showed reasonably good performance in simulating the flow and water quality. Five Pollutants control scenarios were established from three sectors: agriculture pollution management (drainge outlet control, and replacement of controlled release fertilizers), livestock pollution management (liquid fertilizer reduction, and 'manure management of small scale livestock facilities) and private STP management. Each pollutant control measure was further divided into short-term, mid-term, and long-term scenarios based on the potential achievement period. The simulation results showed that the most effective control measure is the replacement of controlled release fertilizers followed by the drainge outlet control and the manure management of small scale livestock facilities. Furthermore, the simulation showed that application of all the control measures in the entire watershed can decrease the annual TN and TP loads at the outlet by 40.6% and 41.1%, respectively, and the annual average concentrations of TN and TP at the outlet by 35.1% and 29.2%, respectively. This study supports decision makers in priotizing different pollutant control measures based on their predicted performance on the water quality improvements in an agriculturally dominated watershed.
This study deals with the location management in WCDMA (Wideband Code Division Multiple Access) networks. The new location management method is the one of the many techniques used to provide the packet switched (PS) services effectively in WCDMA networks. WCDMA introduces RA (routing area) for the PS services in addition to LA (location area) for the circuit switched (CS) services. WCDMA system also adopts the cooperative paging and the combined area update which are to decrease signaling traffic using the PS network resources for the CS services. Considering the characteristics of the WCDMA networks, this study formulate into the mathematical programming problem for the location management. Rather than the existing researches which consider the single MSC/SGSN networks, we deal with the multi MSC/SGSN networks, where both MSC area and SGSN area should be determined as well. Fairness between traffic loads of MSC/SGSN and the system cost incurred to MSC/SGSN are also incorporated into our model, which make the model more realistic. We propose greedy algorithms for the problems, which consists of the merger of two neighboring areas and the movement of an area. Extensive experiment has been done based on the realistic problem examples. Followed by the analysis of parameter effect on the final solutions and the quality of final solutions obtained by our greedy algorithms. Our proposed model and analysis result can be used to determine WCDMA system areas and to predict the system performance measures by the determination.
