고객센터 지식관리시스템 재구축 성공과 활용에 영향을 미치는 요인에 관한 탐색적 연구: K 보험사 사례를 중심으로 (An Exploratory Study on the Factors Affecting the Success and Utilization of Reestablished Knowledge Management Systems in a Customer Center: Case of K Life Insurance)

  • Knowledge, as a source of firm's competitive edges, has been drawing attention, while numerous enterprises are investing huge amount of assets to foster the right environments for executing knowledge management (KM). As a practical way of such KM, knowledge management systems (KMS) support the creation, diffusion, and utilization of knowledge, which are the tools for practicing such management style. Recently, the customer centers which make the closest contact with the customers are being concerned about the establishment of KMS. Considering the characteristics of real-time problem solving in customer centers during the consultation with the customers, the importance of KMS is paramount to the centers. This study analyzes major factors influencing the success and utilization of the customer center KMS's reestablishment, as an exploratory case study of the reestablishment of KMS in the customer center of K insurance company. First, the characteristic differences between the customer center's KMS and the traditional KMS are discussed, and the triangulation technique is applied to secure objectivity of this case study's findings. Major results of the case study state that, for the success of KMS and improvement of utilization, the followings should be considered preferentially: excellent system quality (accessibility, user convenience, easy searching, speed/menus); high information quality (accuracy, usefulness, timeliness, task-relevance, diversity, degree of specification); appropriate operation strategy and process for the utilization of system (education, training opportunity, appropriate personnel, speed and procedure of approval, compensation/evaluation); and change management via the support from the CEO's level (concern and participation of CEO, will to propel the project, investment, advertisement, etc.). This study provides practical suggestions with respect to factors which should be more carefully dealt with, since still many customer centers have hard time establishing and operating KMS due to lack of previous studies.

  • A Special Building Zone, which could relieve or ignore part of the Building Act and the regulations in relevant laws, was practically established for the creation of new urban landscape, the improvement of construction technology, and the improvement of construction-related policy. However, due to the lack of understanding the Special Building Zone as well as the insufficiency of detailed standards in policies, the system currently cannot be operated in universal matters. In such circumstance, this study, which is based on the current data on the Special Building Zone defined in exiting law, attempts to analyze the multi-unit housing that has been planned by the system of Special Building Zone. Also, this study aims to derive the Special Building Zone's possibilities and implications that contribute to the improvement of landscape, so as to suggest solutions for effective improvement of the system. With the results above, solutions for the improvement of the system can be derived and summarized as the following. On the one hand, from 'planning perspective', it is necessary to improve the system in a comprehensive way with consideration of urban and local contexts. On the other hand, from 'procedure perspective', some foundation shall be prepared for a system that can allows comprehensive tasks, including the settlement of the zone, the alleviation/elimination of regulations, the approval of building's construction, the process of construction, and the monitoring.

신규 일반 최상위 도메인의 도입과 통일신속정지제도(URS)에 대한 연구 (New gTLD Program: Uniform Rapid Suspension System and Trademark Clearinghouse)

  • Recently, the Internet Corporation for Assigned Names and Numbers (ICANN) announced the expansion of the number of generic top-level domains (gTLDs) beyond the current 22 gTLDs, and the gTLD Applicant Guidebook for ICANN's new gTLD program is now under consideration for approval. ICANN also introduces a "Trademark Clearinghouse" and the "Uniform Rapid Suspension (URS)" procedure to protect trademarks and expedite dispute resolution and save costs. The Trademark Clearinghouse is a central repository for information to be authenticated, stored and disseminated, pertaining to the rights of the trademark holders. Trademark holders would voluntarily provide data of their trademarks from all over the world, and it would assist a trademark watch service provided by the new gTLD registry for trademark holders and potential domain name registrants. The URS is a part of the new gTLD dispute resolution mechanisms created by ICANN to resolve cybersquatting disputes. A complainant in a URS proceeding must establish three elements that are very similar to the existing UDRP to succeed, but supposedly more expedited and cost efficient. Since the URS provides that it only protects court validated and registered trademarks, it is not clear whether unregistered marks used in commerce are protected under the URS. The URS escalates the complainant's burden of proof from a preponderance of evidence standard under the UDRP to a clear and convincing evidence standard. The notices to a respondent shall be sufficient if the URS Provider sends the notice of Complaint to the addresses listed in the Whois contact information. As registrants who wish to conceal their true identity often subscribe to the privacy/proxy service and the complainant's high rate of success in the UDRP proceeding is relevant to the respondents' default rate, the URS's simple notice requirement would deprive respondents of a fair opportunity to assert their rights over the disputed domain names.

GBAS 기준국의 코드 반송파 발산 검출성능 평가를 위한 통계시험 (Statistical Test for Performance Evaluation of Code Carrier Divergence Detection at a GBAS Reference Station)

  • GBAS 기반의 정밀 접근 서비스를 제공하기 위해서 항행 서비스 제공 주체는 GBAS 시스템의 성능이 국제 표준에 정의된 요구 조건을 만족하는지를 확인하여 사용 승인을 획득하여야 한다. 특히 항공기 안전에 직접적으로 영향을 미치는 무결성 성능의 검증을 위해서는 무결성 위협요인 정의와 검출기법 분석 및 구현된 시스템의 검출성능 평가 등의 작업이 시스템 제작자에 의하여 수행되어야 한다. 본 논문에서는 GBAS 무결성 위협요인 중 코드 반송파 발산 현상에 대응하기 위하여 KIMS 소프트웨어에 구현된 검출기법들의 검출성능 확인 통계시험 결과를 기술한다. 성능 확인을 위하여 개발된 분석 및 통계시험 절차를 소개하며, 절차에 따른 분석 결과 및 시험 시나리오 제작 방법, 수행된 시험의 결과를 분석하였다. 시험 결과 KIMS 소프트웨어에 구현된 검출기법들은 예측된 최소 검출가능 오차와 같은 크기의 발산이 발생하였을 때, 각 기법에 할당된 고장검출실패율 요구 조건을 만족하며 위협요인을 검출해 낼 수 있는 것을 확인하였다.

건강기능식품의 시장현황 및 인삼시장의 전망 (Market Trend of Health Functional Food and the Prospect of Ginseng Market)

  • The health function food law has been carried into effect from January 31, 2004 just after the proposal of 'a draft of a proposed law concerning the health function foods for the promotion of a nation health' on November 29, 2000 in Korea. After enforcement of health functional food law, there have been difficult market penetration with overall stagnancy of business activities and the current of health functional food within the country divided two groups. In standardized health functional foods the present condition, nutrition supplementary products (938 items) and red ginseng products (351 items) are prevalent and total 32 products are registered containing lactobacilli (297 items), glucosamine (295 items), ginseng (182 items), yeast(136 items) so on. In 2005, five products (products containing green tea extract, soybean protein, plant sterol, fructooligo sugar and Monascus sp. products are newly notified and raw material or component of total 21 products containing xylitol, teanin extract, sardine peptide are recognized as individual authorized health functional foods. Efficacies of ginseng are studied in many-sided researches but benefits of the ginseng in the health functional food law limited to 3 items (staminaresume, immune enhancement, nourishment robustness). To enlarge functionalities of ginseng it needs raw material and ingredient approval through data application to Korea Food and Drug Administration and this procedure acts as barrier of the functional food development in the ginseng industry. It is necessary to develop the authorized health functional foods for leading health functional food market in the future.

표준 전자문서 이관 시 발생하는 무결성 보장 및 오류 해결에 대한 제언 (Suggestions for Solving Errors and Integrity Guarantees in the Process of Transferring Standard Electronic Documents)

  • 국가기록원은 2015년부터 보존기간 30년 이상의 표준 전자문서를 중앙행정기관으로부터 이관 받고 있다. 이 과정에서 다양한 종류의 오류와 비효율이 발견되었으나, 그 오류원인을 분석하고 문제해결을 위한 연구는 없었다. 본 연구를 통하여 이관 시 발견되는 대부분의 오류가 생산단계에서 발생하는 것을 확인하고, 이를 해결하기 위한 4가지 방안을 제안한다. 첫째, 전자문서를 결재하기 전에 본문 및 첨부 파일의 결함을 체크하여 오류를 사전에 방지한다. 둘째, 결재와 동시에 전자파일 단위로 전자지문을 생성 및 관리하여 무결성을 보장한다. 셋째, 이관 및 보존 과정에 전자지문 비교·확인 및 결함체크 절차를 적용하여 자동으로 무결성 검증 및 이관 검수를 수행한다. 넷째, 기록화 대상 기준 및 무결성 보장 기술 등이 생산단계에 제대로 적용되는지 관리 및 감독한다.

  • 해상에 유출된 유류의 생물정화방법은 자연상태로 존재하고 유류분해능력이 있는 박테리아, 균류 또는 효모와 같은 토착미생물의 환경요인을 최적화하거나, 병원성 또는 유전자조작미생물을 제외한 특별한 환경정화능력을 가진 미생물을 오염된 지역에 투입하여 유류오염물질을 자연적으로 분해함으로써 오염된 환경을 원래의 상태로 회복시키는 기술이다. 현재 우리나라규정에는 해양오염사고시 생물정화제제를 사용할 수 있는 제도적인 근거가 마련되어 있지 않아 실제사용 뿐만 아니라 관련 기술개발에 있어 많은 제약이 따르고 있다. 본 연구에서는 생물정화제제의 개발과 활용을 위해 관련규정에 대한 법률적 개정방향을 제시하였고 사람의 건강과 생태계의 유해한 성분을 포함하고 있는지 혹은 발생가능성이 여부를 확인하기 위하여 4단계의 생물정화제제 성능시험방법, 검정기준 및 형식승인절차를 제시하였다. 1, 2단계의 절차를 통해 생물급성독성 및 유류분해성능을 평가하여 형식승인을 여부를 결정하고 3, 4단계 절차를 통해 현장적용 가능성을 평가하는 단계로 구분하였다.

방파제용 대형 케이슨 제작/진수에 따른 부양식 독의 안정성 해석 (Stability Evaluation of Floating Dock during Construction and Launching of Caisson for Breakwater)

  • In general, huge caissons for breakwaters have been constructed on land or a floating dock. In the case of the construction on a floating dock, a 4 step installation procedure is involved: i) construction on a floating dock, ii) transportation by the floating dock to an area near the target sea, iii) launching from the floating dock, and iv) transference by tug-boats to the installation site. It is especially important to pay attention to the dynamic stability of the floating dock against the conditions in the sea during steps i) and iii). In this paper, the static and dynamic stabilities of a caisson on a floating dock are evaluated based on IMO rules during the construction and launching of the caisson on a floating dock by using independent commercial S/Ws such as NAPA, WAMIT, and CHARM3D.

이재명 경기도지사의 이미지에 대한 연구 : Q방법론적 접근 (Study on the Image of Gyeonggi-do Governor Lee Jae Myeong through Q-methodology)

  • 본 연구는 정치인의 종합적 이미지에 대하여 유권자가 가지고 있는 가치와 태도를 밝혀내고 유권자가 갖는 주관성의 구조를 심층적으로 알아보았다. 이러한 작업을 통하여 유권자의 정치적 행동에 미치는 영향력을 설명하는 것이 연구의 목적이다. 본 연구에서는 이재명 경기도지사 인식에 대한 3개의 유형이 도출되었는데, 제1유형(N=4) : 뚜렷한 원칙과 추진력 있는 개혁가, 제2유형[(N=12) : 실행력 있는 실용적 정책가, 제3유형(N=4) : 정치적 야망을 달성하고자 하는 포퓰리스트로 분류되었다. 제1유형은 이재명 경기도지사는 기득권의 장벽을 허물 수 있는 적임자라는 의견을 보였고, 제2유형은 성남시장 재임 중에 보인 행정능력으로 유권자 피부에 와 닿는 실용적 정책을 펼칠 것으로 기대를 가지고 있었으며, 제3유형은 현실성이 떨어지는 주장으로 자신의 정책과 태도만 부각시켜 인지도를 높이고 인기만 끌려는 태도에 우려를 표시했다.

잉글랜드 그린벨트 정책 담론과 쟁점 분석 - 주택 개발과 여가 기회를 중심으로 - (Exploring Discourse and Issue on the Policy of England Greenbelt - Delivering Opportunities for Housing Development and Recreation -)

  • England's green belt policy as it delivered its framework to designating the development restriction zones(DRZ) in Korea is the key to address issues which try to change green belt boundary or/and housing development. Therefore it should necessarily be reviewed on the understanding of how England has been formulating a national policy to deal with the issues focusing on opportunities for housing development and recreation. This study explored the discourse and framework of England's green belt policy as well as driver changes of housing development and recreation. Results show several characteristics of England's green belt policy which are civil society consensus on conservation and management, limited small-scale housing development through management of release rates, a systematic procedure for application and approval, open-recreation space expansion and utilisation under the premise of conservation of natural green areas, and management structure by the involvement of NGO organisations. Therefore, five suggestions can be delivered to developing Korea's DRZ frameworks: first, preceding social consensus on the preservation value of development-restricted zones, second, addressing housing shortages in different alternatives e.g.) environmental-friendly small-scale housing, third, institutionalising the total proportion of release, fourth, establishing an open-recreation space, fifth, introducing expanded public-private partnerships. Ultimately securing the legitimacy of the nation's development-restricted zone system can contribute positively to the environment preservation and human health by promoting public leisure activities in terms of the recent increase in external activities caused by the Covid-19 crisis. Concluding remarks are here that the understanding of England's green belt policy can be delivered to and help formulate domestic policy addressing current issues.
