Appropriate New Technology Protocol 2.0 (적정한 신기술 프로토콜 2.0)

  • Recently, various discussions on appropriate technology have been conducted. In particular, as appropriate technology is attracting attention as a part of ODA, various academic discussions are actively conducted. However, the existing appropriate technology is merely disseminating technology, and most of it disappears. Therefore, it is necessary to change from appropriate technology to appropriate social technology system. To this end, this note examines the background of the birth of appropriate technology and the BoP business, which has produced best practices that are successful in improving the quality of life of low-income people. We also look at the facilitator's role in playing a key role in connecting appropriate technology and BoP business. Based on this, we propose an Appropriate New Technology Protocol 2.0 that combines appropriate technology and BoP business.

  • In 2017, aiming at developing, educating, and commercializing innovative appropriate technologies that are suitable for Tanzanian environment, the Ministry of Science and ICT in Korea established an innovative technology and energy center in a Tanzanian university. Using the qualitative methodologies such as an ethnography of a research project, document analyses of memoranda of understandings, journal articles, reports, announcements, and newspaper articles, participant observation of formal and informal meetings, and semi-structured interviews with participants engaging in an appropriate technology center, this study examines how triple helix model in S&T innovation has been applied to the development of the Korea-Tanzania appropriate technology center. Despite growing importance in national S&T policies, only few studies have discussed office development aid (ODA) in association with innovation. The analysis of the appropriate technology center with the framework of the triple-helix model shows the close tie between official development aid (ODA) and the cross national innovation promoted in Korea. This study also contributes to understanding embedded organizational structure, conflicts, and barriers of an ODA project in Korea.

A Rapid Review of the Use of Appropriate Technology in Global Health

  • The need for appropriate technology in global health has expanded dramatically as the gap between industrialized and developing countries continues to expand. However, there is no collective knowledge of appropriate technology in global health. Thus, this study intends to provide light on the latest developments in the field of appropriate technology in global health and to speculate on future directions. A rapid review, or simplified technique, was used to systematically identify and summarize emerging papers. The search technique used the keywords "global health" and "appropriate technology." The total number of papers collected from PubMed and Scopus was 427, and 19 articles were thoroughly reviewed for the result section following the research. The study's conclusions included the following: 1) an assessment of appropriate technology adopted in developing countries; and 2) strategies for implementing appropriate technologies in global health. Additionally, we drew lessons and identified problems to serve as a useful guide for future research and development in appropriate technology. This review uncovered a small but valuable level of information about acceptable technology in global health.

  • This study aims to explore the policy directions to apply and activate the appropriate technology in rural areas from the perspective of the endogenous and sustainable regional development theories. To this end, according to the analysis framework based on ideas, values, and strategies that are common to both endogenous regional development strategic theories and sustainable regional development theories, in this paper, various surveys and reviews were conducted on the study areas to explore the possibility of localization of the appropriate technology. The policy implications derived from research results are as follows; first, rural areas have high potential and scalability to apply and activate the appropriate technology, particularly in the field of renewable energy, due to their nature based on local resources. Second, for the practical application of the appropriate technology, first of all, together with the establishment of the role of public sector, it is necessary to plan the projects based on the cooperation network of the relevant innovation entities within and outside the regions and to build the implementation systems. Third, the training system for high skilled manpower and indigenous entrepreneurs should be stably built in order to create independent conditions, which are key elements for growth of the appropriate technology. Fourth, there is a need to find the market and establish policies that can solve the typical economic problems of rural areas such as aging population, depopulation and decline in youth, economic unrest. Fifth, in order for the appropriate technology to contribute to socio-economic innovations and the revitalization of the virtuous circle economy in the region, technical items and various business items suitable for the industrial infrastructures and autonomous conditions of rural areas are essential.

  • The research topics of the appropriate technology include environment, medical, education, and energy etc. Therefore, having a review on appropriate technology requires huge efforts of specialists from many difference research areas. Social network analysis has been applied to understand the relationships among the components in the network and to provide insights by visualizing the huge network having many components. In this study, the co-authors and their research topics at the international conference on appropriate technology (ICAT) held by Academic Society for Appropriate Technology (ASAT) from 2017 to 2019 were analyzed using the statistical and visualization tools. The networks between co-authors were analyzed using the pretreated data which were collected from ASAT. The annual trend or characteristics of the general information on ICAT were also analyzed.

  • Appropriate technology could be viewed in light of the framework of public diplomacy in which different countries and peoples interact with the environment and demand of residents in developing countries abroad. Korea has been relatively recently participating in public diplomacy since the effectuation of public diplomacy law in 2016, and tends to focus on cultural areas such as the Korean Wave. In this regard, this study compares the current state of public diplomacy in science and technology with major foreign countries and consider Korea's strengths, potential for development and evaluation management. The framework of public diplomacy may provide an opportunity to seek systemic cooperation in appropriate technology.

  • In recent years, additive manufacturing (AM) processes have emerged as an important manufacturing technology for a multi-item small sized production to lead the 4th industrial revolution. The layer-by-layer deposition characteristics of AM process can rapidly produce physical parts with three-dimensional geometry and desired functionality in a relatively low cost environment. The goal of this paper is to investigate the applicability of AM process to appropriate technologies for developing countries. Through the review of examples of appropriate technology of the AM process, the possibility of a practical usage of the AM process for the appropriate technologies is examined. In addition, significant applications of the AM process to the appropriate technology are introduced. Finally, future issues related to production of physical parts for developing countries using the AM process are discussed from the viewpoint of the appropriate technology.

The Other 90%, Warm Technology, and the Best Solution: A Critique of the Appropriate Technology Movement in South Korea (소외된 90%, 따뜻한 기술, 최고의 솔루션: 한국 적정기술 운동의 문제의식 비판)

  • This essay examines the motivations, goals, and assumptions of those who are participating in the appropriate technology movement in contemporary South Korea. In addition to analyzing books, articles, presentation materials, and media reports written by or about the "appropriate technologists," I have interviewed a few of them to hear their thoughts on appropriate technologies as well as inappropriate technologies. They choose to work on appropriate technology out of their good will for people in need, their Christian faith, and their pride in Korea's rapid and successful development. As a result, the appropriate technology movement in Korea does not engage in a critical evaluation of current sociotechnical systems, but instead takes an ethical and paternalistic stance in accepting and improving the given situation. Its apolitical character is effective in drawing a large number of participants, but it also limits their imagination and the movement's potential influence. Moreover, the movement's focus on "the other 90%" leads the participants to frame appropriate technology as something for "them" or "locals" rather than as something for "all of us." This essay concludes by suggesting that the appropriate technology movement in Korea should expand its scope from an ethical pursuit of technology to a political engagement with technology.

A Case Study on Commercialization of Appropriate Technology in Lao PDR: Focusing on Lao-Korea Science and Technology Center (라오스 적정기술 사업화 사례연구: 라오스-한국 적정과학기술거점센터를 중심으로)

  • The purpose of this paper is to examine commercialization model of appropriate technology through the case of the Lao-Korea Science and Technology Center (LKSTC). LKSTC has developed washing, water treatment, and sterilization technology in the agrifood sector and three types of pico-hydro generator, Pico-solar hybrid system, and energy remote monitoring technology in the renewable energy sector. Commercialization of appropriate technology was successfully carried out through the establishment of Kaipan community business, school enterprises, and social enterprise. The policy implications are as follows. First, the commercialization of appropriate technology in developing countries should enhance the linkage with the regional development policies of the recipient countries. Second, in order to minimize market risk, innovative technology development and local startup networks should be properly established. Finally, the mid and long term efforts are needed to increase the sustainability of the business.

  • Technical advances contribute to the affluent life of human society. However, many people in underdeveloped countries live in poverty. Hence, many social groups are making efforts to improve their quality of life. The concept of appropriate technology is central to this endeavor. Utilization of appropriate technology in the textile design sector is one of the most efficient ways to make a living, while maintaining traditional skills and tools. It differs from the supply mechanism of advanced technology and products to people in the underdeveloped countries. In this study, we aimed to explore the fundamental ways toward self-reliance among citizens of substantially underdeveloped countries by integrating appropriate technology in the field of textile design. Application types were analyzed by researching cases that incorporate appropriate technology in textile design. These are classified into three ways based on underdeveloped regions, developed countries, and collaborative case with designers and companies. Improvement of the 3 aspects was approached in terms of product development, ongoing management and expansion popularity.
