Information System of Anti-Crisis Management in the Context of Ensuring National Security

  • The main purpose of the study is to determine the main aspects of information support for anti-crisis management in the context of ensuring national security. In modern conditions, under the influence of COVID-19, it becomes important to develop a modern paradigm for the transformation of anti-crisis management, based on the determination of the laws of state development on the basis of the imperative of national interests and territorial integrity. These are, firstly, the patterns of development of the state system of public administration, secondly, the patterns of development of a complex of state interests, and thirdly, patterns of development of the modern model of the country's territorial integrity. As a result of the study, the key aspects of the anti-crisis management system were identified in the context of ensuring the security of national interests.

  • 2011년 1월 21일 새벽 대한민국 해군 청해부두는 "아던만의 여명"이라는 작전명으로 소말리아 해적에 납치되었던 M/T "삼호주얼리"호를 구출하였으며, 이 작전결과 피납선박 및 선원 21명을 구조하였으며 작전 중 선장이 부상을 입었으며 해적 8명을 사살하고 5명을 생포하는 전과를 올렸다. 한국해양수산연수원은 2011년도 도입한 Full-mission Shiphandling Simulaor(다기능 선박조종시뮬레이터)를 설치하면서 항행, 조종훈련 및 비상, 선교조직훈련 뿐 만 아니라 Offshore훈련과 Dynamic Positioning System Operator훈련, Ice Navigation훈련, 테러방지 훈련(Anti-Terror Training) 및 해적대항 훈련(Anti-Piracy Training) 등 Crisis Management훈련을 할 수 있는 기능을 추가하였으며, 특히, 테러방지 훈련(Anti-Terror Training) 및 해적대항 훈련(Anti-Piracy Training)에 대한 훈련과정을 소개하고자 한다.

  • Economy of Ukraine is characterized by the rapidly increased level of financial failures at a corporate level. Conditions of doing business in Ukraine become tighter year after year and it should motivate the business owners not only to watch more accurately the state in which their business is but also to introduce new, more precise, more tight systems of crisis management and economic security. The experience shows that in order to stay afloat and not to suffer losses companies should pay more attention to different areas of economic security, such as production potential, financial indicators, logistics, staff, etc. For this purpose companies should use a system of valuation of the most important for their activity indicators and transform their values in an integral one in order to use this assessment in making managerial decisions. Such a valuation is one of the components which the article presents. The article also reveals the key points which characterize crisis management as an integral part of enterprise development and economic security. There are specified the essence and problems of crisis management and proposed the ways of raising the level of economic security of a company based on the example of an industrial and commercial enterprise. The key focus of the enterprise's economic security management is defined as constructive responses to threats from the external environment and, as a result, ensuring stable functioning and effective realization of untapped potential in the future. The current assumption is to explain the scheme of strategic management of an industrial and commercial enterprise and to calculate the methodology of an express assessment of the level of enterprise economic security, taking into account the components of crisis management. To assess the level of economic security of the enterprise, it is proposed to use the method of point assessment, which is based on a multi-level system of indicators, which covers the main areas of the enterprise's activity.

Herding in Fast Moving Consumer Group Sector: Equity Market Asymmetry and Crisis

  • This study empirically examines herd behavior for fast moving consumer goods (FMCG) sector stocks under varied market return conditions and the period during the global financial crisis and its aftermath. We examine the sample of stocks trading on the Nifty FMCG Index of the Indian equity market from January 2008 up to December 2018 using the dispersion measure of cross sectional absolute deviation and examine its relationship with the market return to explore herd phenomenon. Quantile regression estimate is used and the results of the study validate rational asset pricing models as the sector does not display herding. In contrast, anti-herd behavior at lower and median quantile values is observed. A possible reason can be the non-cyclical nature of the industry where investors rely more on the fundamentals rather than crowd chasing. We also findthe absence of herd phenomenon during the market asymmetries of bull and bear phases, extreme movements, the period of the global financial crisis, and afterward. We further examine herding under the impact of the information technology (IT) industry and conclude that significant return movements in IT sector impact dispersions in the FMCG industry. Also, there is a co-varying risk between the two sectors confirming the spillover in an integrated market.

A Study on Rethinking the Operating of Counter-terrorism Systems in South Korea (한국 대테러시스템 운영의 재모색)

  • The purpose of this study is to rediscover the operation of anti-terrorism system focusing on the system approach and crisis management approach for counter terrorism in Korea. According to the results of this study, it is required to establish a link between open systems and integrative system focusing on functional linkage of counter-terrorism systems, and cooperative measures with private sectors in the dimension of governance activation. Further, it is necessary to prepare legal foundations for the cooperation with private sectors and then promote open consciousness transformation through the partnership with private security for anti-terrorism activities. In addition, in its preventive stage, it is required to prepare legal systems related to biochemical terrorism for stronger regulations through crisis-managerial approach. Next, in its preparatory stage, it is necessary to prepare education and enact named Terror Prevention Day for increasing terror safety consciousness, and then extend citizen reporting reward systems to enable citizens to participate and become interested voluntarily in terror prevention. Also, it is essential to establish the substantial training system for preparing for terror occurrence. Moreover, in its response stage, it is urgent to construct networks between related institutions to manage field and spot responses with integrative management systems through information sharing. Furthermore, in its restoration stage, it is indispensible to prepare long-term management systems for injured persons and families of the deceased from terror incidents.

  • This study aims to examine terrorism by biological agents. These days terrorism evolved so rapidly that more than one terror occurs a day in global society as we are on the edge of so-called New-terrorism. One of new examples of new terrorism is Bioterrorism by biological agents. In order to address Bioterrorism we should conduct a study to examine things to be prepared at ordinary times and future plans. As an effort to develop countermeasures against Bioterrorism, anti-terrorism laws should be made on Prevention phases anti-terrorism funding laws as well. Other Bioterrorism laws need to be made. On Response phases initial reaction task force should be ready for making positive initial reaction. A special hospital for CBR(Chemical, Biologlcal, and Radiological) warfare needs to be designated to practice medicine. Biological~safety-Levels should be constructed by IV levels. Effective public promotion network should be built. On Recovery phases evaluation system needs to be suggested and international cooperative network should be established.

  • Middle East Respiratory Syndrome (MERS), which occurred in the Middle East in 2015, is the most acute respiratory infectious disease in Korea. The limitations of the government's ability to respond to the spread of MERS and the inadequate communication of the government to the public have reduced the public's confidence in the government's infectious disease management policy. And it became an opportunity to raise awareness that infectious diseases could easily break down the national anti-virus system. Therefore, this study investigated the emergency response system of the infectious disease in the United States and sought to improve the infection control system in Korea. In order to achieve the purpose of the study, we analyzed the government's response to the MERS in 2015, analyzed the organization structure and role of the US CDC, and IMS.

The geographical position of the Russian Federation unequivocally specifies intended by nature the role of geobridge between the countries of Asia-Pacific Region and Europe. However, in construction engineering practice and feasibility study the construction of difficult and strategically important bridges is generally joins in wider concept of bridge crossing. The last includes not only actually the bridge(through the river, gulf, etc.), but also approaches to it, which construction in view of features of a relief and a configuration of new transport communications which have already developed and subject to construction not less difficult technically and not only economically expended, than building of the basic artificial construction.

  • The results of the present study on corporate social responsibility activities have different results for each researcher. This is considered to be the influence of the moderated variables depending on the relations among the variables. The purpose of this study is to propose anti-corporate emotion as a variable to moderate the relationship between social responsibility activities and outcome variables and to investigate its influence. The results and implications are as follows. Ethical responsibility activities and discretionary responsibility activities had effects on corporate attitude and corporate attitude affects consumers' purchase intention. This is consistent with many previous studies, which means that it is necessary to create a positive psychology for a firm or product in order to induce consumer behavior. In addition, in the group with high anti-corporate emotions, the effect is not significant even if the company has a lot of discretionary activities, but if the ethical responsibility is done, the negative attitude toward the company can be alleviated even if the anti- corporate emotion is high. This explains why many companies now have social contribution activities as an alternative to reduce the corporate crisis, but the effect is insufficient. Therefore, companies that want to carry out social responsibility activities should be interested first in the ethical management or ethical responsibility activities of companies.

A Study on Institutional Foundation on the Korea Counter-Terrorism System (한국 테러대응 시스템의 제도적 구축방안)

  • This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.
