Building plan research of Smart Ammunition Logistics System based on the 4th industrial technology (4차산업혁명기술 기반 스마트 탄약물류체계 구축 방안 연구)

  • This paper presented a method to build a predictable smart ammunition logistics system using the 4th industrial technology for ammunition logistics, which is the core functions in the field of defense and logistics. We have analyzed the current level of ammunition logistics with various perspectives such as domestic and overseas logistics policies, technology trends, ammunition logistics characteristics, the smart logistics certification measures by Ministry of Land, Infrastructure and Transport. As a result it is considered that the current ammunition logistics needs needs improvement. To improve this, we presented a direction based on the implications derived after analyzing various ongoing programs such as wired/wireless-based automation, smart ammunition depots, and logistics innovation of the army, navy, and air force that can be applied to the ammunition logistics. In order to implement a data-based smart ammunition logistics management system that can achieve innovation and efficiency of total life cycle while meeting changes in the battlefield environment, we presented 4 objectives such as "automation and modernization of field work", "3D-based storage management & improvement of issuing at war," and "data management for prediction-oriented ammunition management". it is expected that there will be benefits such as improvement of operational continuity, guarantee of ammunition reliability, budget reduction, improvement of inefficiencies such as delay, waiting, and double work, and reduction of accidents.

Logistics Development Plan for Underground Ammunition Depots based on Network (네트워크 기반 지하형 탄약고의 물류 발전방안 연구)

  • The logistics of ammunition stored in the underground ammunition warehouse has more difficulties than the logistics of ammunition stored on the ground due to the nature of the storage space. This study was conducted to solve the logistics of underground ammunition warehouse by improving these problems. And six items such as guard, safety, environment, supply system, equipment, facilities, and life management were selected for the improvement of logistics. And AHP was analyzed by Expert Choice program by conducting a survey to experts. As a result of the analysis, it was confirmed that the importance was high in the order of safety, guard, life management, equipment facilities, supply system, and environment. Based on the selected items and the results of the survey, a plan to build a network-based integrated platform that can improve logistics in an underground ammunition warehouse was presented. This study will be used as a basis for the establishment of an integrated platform when constructing an underground ammunition warehouse in the future. This study can be applied to storage facilities that store other materials in the military, and it is expected to be applied to large commercial storage facilities.

  • Integrated Logistics Support can effectively respond to future wars and through the smooth logistics support activities bring a win in wars. Future warfare is very complex compare to Modern Warfare and required high level of strategies and tactics. Also, it is expected that the future war will be high-intensity war using high-tech weapon systems. Therefore, in this study, I look forward to the effective logistic support through the development of ammunition integrated logistics support which is a part of integrated logistics support(ILS). In addition, by studying a step-by-step system and supporting element of ammunition integrated logistics support, we can find the errors related to ammunition integrated logistics support system and suggest the direction to improve the system.

A Study on Ammunition Resupply Allocation Model (전시탄약 재보급 할당에 관한 연구)

  • In this paper, with the limited range of ammunition supply point(ASP) at ammunition battalion in specific corps and light automobile battalion(LAB) directly supports its vehicle for ammunition supply, we propose optimal model to minimize transportation time and logistics cost using integer programming(IP) for efficient ammunition resupply allocation during a given operation period of front combat unit. And then, we consider ammunition treatment and supply capacity of ammunition supply point(ASP), constraint elements of transportation ability considering time and cost, ammunition storage capacity of combat unit, combat situation and unit mission to propose this model. Finally, through numerical example, we examine the applicable feasibility of proposed model.

  • This paper proposes an effective method on the DFILS(Design for Integrated Logistics Support) in ammunition development applying QFD(Quality Function Deployment) method. The goal of this research is to define the Design for ILS approach at the start of the ammunition development and to yield a set of reusable requirements. Based on 000mm High-Explosive(Warship ammunition) development work, a QFD software tool, CUPID, was used to analyze and define the field force's requirements. Additionally, a set of reusable requirements are identified and defined for use during the Design for ILS development phase in the next-generation ammunition development process. These set of requirements that consider both the priority and importance of the VOC(Voice of Customer) will contribute to the early phase of the ammunition development to implement the Design for ILS specialty engineering effort.

A Study on the Cost Reduction Strategy of Aviation Ammunition (항공탄약 구매 비용 절감 방안에 관한 연구)

  • The ROKAF has been training for a number of exercise for victory in the war, but the lack of aviation ammunition has become a big issue every year. However, due to the limitation of defense resources, there are many difficulties in securing and stockpiling ammunition for the war readiness. Therefore, there is a need to find a way to secure aviation ammunition for war readiness in a more economical way, so In this study, we analyze the precedent research case and the case of the reduction of the purchase cost of weapon system of other countries, and then I have suggested a plan that is appropriate for our situation. As a result of examining previous research cases for this study, there were data that KIDA studied in 2012, Precision-guided weapons acquisition cost reduction measures pursued by US Air Force And the use of procurement agencies that are being implemented by NATO member countries. Based on this study, the following four measures were proposed to reduce the purchase cost of aviation ammunition. First, the mutual aid support agreement was developed to sign the ammunition joint operation agreement. Second, join the NATO Support & Procurement Agency (NSPA) Third, it builds a purchasing community centered on the countries operating the same ammunition Fourth, participating in the US Air Force's new purchase plan for ammunition and purchase it jointly. The main contents of these four measures are as follows. 1. the mutual aid support agreement was developed to sign the ammunition joint operation agreement. Korea has signed agreements on mutual logistics support with 14 countries including the United States, Israel, Indonesia, Singapore, Australia, and Taiwan. The main purpose of these agreements is mutual support of munitions and materials, also supporting the training of the peace time and promoting exchange and cooperation. However, it is expected that there will be many difficulties in requesting or supporting mutual support in actual situation because the target or scope of mutual aid of ammunition is not clearly specified. Thus, a separate agreement on the mutual co-operation of more specific and expanded concepts of aviation ammunition is needed based on the current mutual aid support agreements 2. join the NATO Support & Procurement Agency (NSPA) In the case of NATO, there is a system in which member countries purchase munitions at a low cost using munitions purchase agencies. It is the NATO Purchasing Agency (NSPA) whose mission is to receive the purchasing requirements of the Member Nations and to purchase them quickly and efficiently and effectively to the Member Nations. NSPA's business includes the Ammunition Support Partnership (ASP), which provides ammunition purchase and disarming services. Although Korea is not a member of NATO, NSPA is gradually expanding the scope of joint procurement of munitions, and it is expected that Korea will be able to join as a member. 3. it builds a purchasing community centered on the countries operating the same ammunition By benchmarking the NSPA system, this study suggested ways to build a purchasing community with countries such as Southeast Asia, Australia, and the Middle East. First, it is necessary to review prospectively how to purchase ammunition by constructing ammunition purchasing community centered on countries using same kind of ammunition. 4. participating in the US Air Force's new purchase plan for ammunition When developing or purchasing weapons systems, joint participation by several countries can reduce acquisition costs. Therefore, if the US Air Force is planning to acquire aviation ammunition by applying it to the purchase of aviation ammunition, we will be able to significantly reduce the purchase cost by participating in this plan. Finally, there are some limitations to the method presented in this study, but starting from this study, I hope that the research on these methods will be actively pursued in the future.

A Quantitative Analysis on the Effect of 155M Artillery Ammunition Procurement from Third Party Countries in the Wartime (전시 155밀리 포병탄약에 대한 제 3국 조달의 계량적 효과분석)

  • This study analyzes the quantitaive effect of 155M artillery ammunition procurement from third party countries in the wartime using simulation. First, we study the concept of ammunition supply, procurement plan, transportation plan in the wartime and logistics support from third party countries. We then study the ammunition support possibility from third party countries. Secondly, we make a basic model on the sea-lift from Korea to U.S in the wartime using simulation followed by making comparative models on the sea-lift from Korea to U.S and third party countries. Finally, we analyze models on the completion date of ammunition transportation and the ammunition amount of each operation step. We then execute the sensitivity analysis on the ammunition amount from third party countries. In cocclusion, ammunition prcurement from third party countreis more supply 10% than basic model.

Resupply Behavior Modeling in Small-unit Combat Simulation using Decision Trees (소부대 전투 모의를 위한 의사결정트리 기반 재보급 행위 모델링)

  • The recent conflict between Russia and Ukraine underscores the significant of military logistics support in modern warfare. Military logistics support is intricate and specialized, and traditionally centered on the mission-level operational analysis and functional models. Nevertheless, there is currently increasing demand for military logistics support even at the engagement level, especially for resupply using unmanned transport assets. In response to the demand, this study proposes a task model of the military logistics support for engagement-level analysis that relies on the logic of ammunition resupply below the battalion level. The model employs a decisions tree to establish the priority of resupply based on variables such as the enemy's level of threat and the remaining ammunition of the supported unit. The model's feasibility is demonstrated through a combat simulation using OneSAF.

Status and Issues for Underground Space Development in Singapore (싱가포르 지하공간 개발의 현황 및 이슈)

  • Singapore government is strongly promoting the development and utilization of underground space in national level due to the nature of the city state which lacks the land. As well as conventional underground utilization in shallow depth such as metro and underground roads, large rock cavern utilization has been started after the successful completion of the underground ammunition depot in the rock, and Jurong Rock Cavern, the second large underground cavern project has just been completed. In this paper, after evaluating the conditions of the underground development in rock mass through the analysis of the geology of Singapore, the history and current status of underground development are examined. Several creative development plans from Singapore government such as underground reservoirs, underground automation logistics systems and underground warehouses storage etc. are introduced with technical issues. This paper also discusses the problems and issues related to the development of large underground space in rock mass in Singapore. It is expected that such active development of underground space in Singapore can give many opportunities and also challenges for rock engineering and industry in the future.

  • The current technological advances are changing the way people live. In the history of war in the past, nations or people with an edge in military science and technology have always been the victor. The emergence of new technologies not only alters war patterns drastically but also affects military operational concepts and organizational systems. As the paradigm of the security environment changes, developed countries are investing heavily in defense R & D for their security. Therefore, the importance of professionalism of the defense acquisition personnel who perform their tasks from the exploration and development of weapon systems to mass production, deployment, and logistics support cannot be overemphasized. In the United States, an advanced country in this field, to improve the work efficiency of acquisition personnel in the defense field, the Directive of Ministry of Defense issued a law on education and training career development for personnel in 1990. The present study refers to related materials, such as the Desk Guide for the main education requirements for the US acquisition personnel in the military field, which contributes to the improvement of the workforce of the acquired manpower after the systematic education system.
