환경 NGO의 사회환경교육자 양성 프로그램 분석 (An Analysis of Upbringing Program for Informal Environmental Educator in Environmental NGOs)

  • The objectives of this study were to analyze present status and to suggest for the future upbringing programs for informal environment educator of Environmental NGOs in Korea. Based on the findings from reviewing environmental educators’ certification systems in Environmental NGOs, the following suggestions should be considered for improving the certification systems. 1) Government and environmental NGOs should adopt a certification system by implementing qualifying examination for employing specification of informal environmental educator. 2) Applicants to obtain a certification of informal environmental educator in environmental NGOs should be qualified through standard processes including taking required curriculum and programs. They must be evaluated informal environmental educator’ ability accurately through their portfolio, teaching ability, professional responsibilities and so on. 3) Standardized curriculum and programs should be adopted by government for the initial preparation of environmental educators reflecting the guidelines from the KOSEE (The Korean Society for Environmental Education) and NAAEE (North American Association for Environmental Education) in the future.

지식경영을 위한 농촌지도요원의 역할과 역량 (Extension Specialist's Role and Capacity of Knowledge Management)

  • The study aims to explore the rural extension specialist's role and capacity of knowledge management (KM) extension service in the knowledge based society. According to major findings through previous study and literature review, the followings were concluded. Rural extension educator's role and ability of knowledge management composed four processes by the stage of knowledge process: knowledge creation-knowledge storage-knowledge utilization-knowledge share. As a adoption of the knowledge management in rural extension service, at the knowledge creation the rural extension educator's role of KM are four roles which needed fourteen abilities to carry out them successfully. For at the knowledge storage the rural extension educator's role of KM are eight roles which needed eight abilities to carry out them successfully. For at the knowledge utilization the rural extension educator's role of KM are eight roles which needed ten abilities to carry out them successfully. Lastly for at the knowledge sharing the rural extension educator's role of KM are nine roles which needed 8 abilities to carry out them successfully.

농업인교육자의 농기업경영컨설팅능력 개발을 위한 교육과정 개발 (Curriculum Development for Agribusiness Management Consulting Competency of Agricultural Educator)

  • 이 연구의 목적은 농업인 교육자에게 필요한 농기업 경영 컨설팅 능력을 도출하고, 농기업경영컨설팅능력에 적절한 수업방법, 평가기준을 도출하며, 이들 결과를 기초로 교과목과 과목별 내용, 수업방법과 평가기준을 제시함에 있다. 이를 위하여 문헌과 인터넷검색을 통하여 도출된 농기업경영컨설팅능력을 검토할 수 있는 조사도구를 만든후 전문가집단 17명을 대상으로 한 Delphi연구를 통하여 수행되었다. 델파이 조사 결과는 평균점수와 표준편차, CVR값을 분석하여 적절한 항목을 선정하였다. 이를 기초로 농기업경영컨설팅능력을 구성하고, 이들 각 영역에 해당하는 교과목을 만들었으며, 교과목에 적절한 수업방법과 평가기준을 도출하여 제시하였다. 또한 이들 교육과정을 활용할 때 고려하여야 할 부분과 추가적인 연구에 대한 제언을 제시하였다.

  • Agricultural extension programs in Korea had focused mainly on increased production, and the biggest pride of extension was the achievement of rice self-sufficency in 1970s and abundant vegetable and animal production in 1980s. Farming in Korea has changed rapidly in recent years and extension system on commercialized crops have not been satisfactorily developed to mete farmers` demands. Facing the emerging challenges of international competition and trade liberalization for agricultural commodities, the goals of extension should be focused on increased income and the welfare of coral communities. The transfering of agricultural extension educator from central government jobs to local ones has emerged recently under the trends of localization which resulted unstable job environment of extension educator. Intensive pre-service and in-service training of extension workers on current and advanced techologies are essential to upgrade the quality of extension services, and the future directions for professional development of agricultural extension educators in Korea were suggested as follows: 1. Establishing a national network on agricultural extension system to promote exchanges of information among counties and provinces, to conduct meetings and to publish information on agricultural extension. 2. Determining the implications of recent national and global trends on agricultural extension, and strenthening communication at local, national and international levels for an effective extension system in the era of localization, internationalization and globalization; 3. Recognizing the effect of number and quality of extension staff on the impact of extension and providing opportunities development and advancement of extension personnel through education, training, incentives and rewards; 4. Giving a higher priority to agricultural extension in national policies in order to ensure the adequacy of budgetary support and recognition of importance of extension by the ministries concerned and mass communications.

전문지도 연구회 활동성과의 발전방향 (Achievement and New Directions of the Korea Agricultural Extension Specialist Association)

  • The purposes of this study were to analyze achievement of the Korea Agricultural Extension Specialist Association and suggest new directions for further development. The Korea Agricultural Extension Specialist Association was organized to develop competencies in specialized field for extension educators in 1996. About 47% of extension educators joined academy during the 5 year period, even though there were many difficulty in organizing extension educators, the Korea Agricultural Extension Specialist Association has achieved to increase independent learning activity, to share new information and improve agent’s competency. New directions for the future development of the Korea Agricultural Extension Specialist Association activities should include the following measures; 1) Academy manages to help member’s competency, 2) Every member of the Association tries to make a concrete goal of activity, 3) The Association members should find ways to enable farmers to remain informed on agricultural extension services to people.

여성농업인 정보화 시범사업 효과 평가 (A Study on the Effect of the Women Farmers Information Project)

  • As the information gap between rural and urban area, and between men and women has been widening, the Rural Development Administration(RDA) has initiated the women farmers information project from 2000. The aims of this project are; 1) to facilitate women farmers' computer and information application in agriculture and income generating activities, and 2) to make them to be leaders to popularize computer application in rural area and agricultural sector. For these, RDA has provided not only PC, software, computer training but also the post support of extension educator to target group. This paper focused on evaluating the effect of the project, clarifying the related variables with the effect, and providing suggestions to enhance the effect. The data were gathered from 310 target women farmers and 166 extension educators in charge of the project all over the country by mailing survey with questionnaire. The main findings of this study were as follows; 1) The level of computer application of the target group was improved drastically, 2) As their self-assessment, they could improve psychological fear on the computer, recognition about information, and attitude to seek information, 3) This project was helpful for them in terms of information gathering and farm(or income generating activities) management, 4) They tried to disseminate the benefit of computer application to neighbors, so that the neighbors' interest in computer and attendance of computer training were improved, 5) Variables such as the computer training hours, the number of interaction with extension educator, formal schooling and farming history were significantly related to the project's effect. To enhance the project's effect the following strategies should be carried out; 1) The period of the computer training course should be standardized and the subjects should attend to the computer training course for the standardized period. 2) Through continuous interaction with the subjects, the extension educator should support them to use computer well and to overcome some difficulties as a beginner. 3) In selecting the subjects, the priority should be given to the person who graduated high school at least. 4) The subjects should focus on using management software, gathering useful information for their business, and selling their products directly to the consumer. 5) So as to enhance the abilities mentioned above, RDA should strengthen learning opportunities through on-line training and providing educational software, besides of existing off-line training.

농업정보화를 위한 추진 사례와 농촌지도사의 역할 (A Case of Implementation of Agricultural Information System and the Role of Extension Educator)

  • There are many opportunities for Agricultural Technology Centers and for local communities to benefit from the computer and internet and compete in the information age. However, many rural communities appeared to lack human and financial resources required to enable access to the computer and internet. A case of implementation process of establishing agricultural information system at Asan Agricultural Technology Center during the last 10 years were presented. Extension educators took leadership role in facilitating the educational needs of farmers in terms of related resources for the computer and internet extension. To better prepare communities for the information age, community access was critical for promoting the technology and improving proficiency of local community members in its use, extension educators need to take leadership role in assessing community ability to provide internet access points for people without computers. Extension educators at city/county Agricultural Technology Centers may initiate to attract people with internet needs. computer resources, technological experience, and know-how for setting up internet access points in community locations.

미국의 농민시장에서 농촌지도요원의 역할 (Extension Educator's Role with Farmers' Markets in Rural America)

  • This study aims to explore the benefits and extension's role with farmers' markets in USA. This study was conducted by literature review and case study. They help establish connections between consumers and food producers, provide an additional income source for farmers. and in general, serve as a tool for community development. First, from education to advocacy, from research to advising, extension educators have multiple roles to play in promoting the growth of farmers' markets. Second, it is essential that extension engage others who are interested in seeing the markets succeed and create opportunities for such groups to make the market unique in their given communities. Third, extension promotes farmers' markets through the creation and dissemination of how-to publications. These publications typically include tips about having a market establishing a prominent and easily accessible market location, and offering a sufficient product variety to ensure consumer satisfaction. Fourth, efforts by extension offices are already paying off for consumers, vendors, and communities. Involving those who will purchase as well as produce the foods sold at who will purchase as well as produce the foods sold at farmers' markets should diversify the audience extension educators reach. Fifth, extension educators can aid in this effort by encouraging farmers' market vendors to diversify their of offerings and to produce and sell value-added products. Sixth, many extension offices offer guides to the direct marketing venues in their counties, such as farmers' markets, pick your own operations, roadside stands, and community supported apiculture farms. Once such a guide is produced. extension educators can distribute it at workshops and inform local media about the guide so that they can publicize it. Seventh, extension educators should seek to involve those groups who can collaborators could include community economic development organizations, consumer groups, churches, food banks, land preservation organizations, school, farmers' organizations, and other community groups. Eighth, extension educators can also contribute to the improvement of existing markets by offering workshops for vendors in business management, advertizing, marketing, bookkeeping, personnel management, and food preservation. Ninth, farmer's market also provide an opportunity for extension to have face-to face communication with farmers. Tenth, if farmers' markets are well managed, these markets can provide economic, nutritive, educational, social and psychological benefits to venders and the community.

농촌지도사의 역할갈등에 대한 이론적 탐색 (A Theoretical Exploration on Agricultural Extension Workers' Role Conflict)

  • The objectives of this study were to explore theoretically the factors that were associated with role conflict of rural extension educators, to investigate the consequences of this conflict, and to suggest possible solutions to the role conflict. This study was carried out through literature review. The findings from this study were as follows : 1) The causes of role conflict were divided into individual characteristics and social or organizational characteristics. Existing research papers examining the cause of rural extension educators' role conflict had focused mainly on individual characteristics. Therefore, social characteristics of the role conflict should be included in future research activities. 2) The consequences of role conflict were made up of individual dimensions and organizational dimensions. However, pervious researches on rural extension educators' role conflict had dealt with the individual dimensions only. Therefore, the consequences of organizational dimensions should be added to future researches. 3) Revision of roles and job specifications, developing professional competencies, and raising achievement motivation were some of the possible solutions to rural extension educators' role conflict. These solutions, if managed effectively, may improve the performance of extension organizations, as well as that of the individuals by solving the role conflict of rural extension educators.
